SUSO IS A GAME CHANGER PROPOSAL DATE: 2/28/14 CONTACT: Karl Spain, email: [email protected] 19530 Scenery Drive, Germantown MD, 20876, Phone (301) 529-1369 Inventor: Karl Spain, co-inventor; Nicholas Swift (University of Notre Dame) SUBJECT: This proposal was originally prepared as a Response to Request for Information (RFI), [DE-FOA-0001070], issued by The United States Department of Energy (DOE) – Office of Energy Efficiency and Renewable Energy (EERE), specifically the request for information on the “Net Benefits and Costs of Distributed Solar Energy and Innovative Solar Deployment Models.” DOE and EERE sought concise feedback from all relevant stakeholders and the public on: 1) The net benefits and costs of distributed solar photovoltaics (PV), as well as those delivered to and received from the electric grid; and 2) Innovative cost-effective distributed solar PV deployment models. EXPLANATION: How the SURROGATE SOLAR  (SUSO) business model can bring low cost electricity to the U.S. public, a nd stabilize the electric grid at the same time, using an innovative deployment model, coupled with an innovative financing & ownership model.  THE SUSO CONCEPT: SUSO will utilize the right-of-ways beneath the existing 135,000 miles of domestic transmission power lines for the deployment of crystalline silicon PV modules, but hung in small steel net groupings (10,000 sq/ft each) that allow for fast, easy, and inexpensive deployment. In addition to low cost PV d eployment itself; “ganging” hundreds of small residential size customers together will lower inversion costs. This deployment model allows the panels to be turned over for  protection from hail and utilizing that same pivot feature -- cost effective ($0.03 per installed  watt), single axis tracking  (19% insolation gain). Most importantly, SUSO has none of the other costly problems associated with the Rooftop install business model. SUSO AVAILABILTY/FEASIBILITY: High voltage transmission power lines crisscross every developed area of the United States, and indeed, every industrialized country in the world. These transmission line right-of-ways (TRLROW) represent  potential insolation gathering areas, which are: a) Already under the control of the electric utilities;  b) Already maintained free of trees and shrubs as an existing sunk cost; c) Already possessing co-located sub-stations (another sunk cost) where SUSO inverters, transformers, controllers, and tie-in equipment can be located, thus  piggy backing upon existing security and microwave communication equipment at those facilities, for a relatively tiny amount of capital cost.
