we did / beca$se we saw opport$nity where others saw only peril / we emerged strongerand better than before. 'hat was tr$e then can be tr$e now. 3$r $ni-$e strengths as a nation / o$r optimismand work ethic, o$r spirit of disco"ery and inno"ation, o$r di"ersity and commitment to

the r$le of law / these things gi"e $s e"erything we need to ens$re prosperity andsec$rity for generations to come.

n fact, it!s that spirit that made the progress of these past se"en years possible. t!s howwe reco"ered from the worst economic crisis in generations. t!s how we reformed o$rhealth care system, and rein"ented o$r energy sector how we deli"ered more care and benefits to o$r troops and "eterans, and how we sec$red the freedom in e"ery state tomarry the person we lo"e. ($t s$ch progress is not ine"itable. t is the res$lt of choices we make together. And weface s$ch choices right now. 'ill we respond to the changes of o$r time with fear,

t$rning inward as a nation, and t$rning against each other as a people4 3r will we facethe f$t$re with confidence in who we are, what we stand for, and the incredible things wecan do together4 So let!s talk abo$t the f$t$re, and fo$r big -$estions that we as a co$ntry ha"e to answer / regardless of who the ne%t President is, or who controls the ne%t Congress.

+irst, how do we gi"e e"eryone a fair shot at opport$nity and sec$rity in this neweconomy4 Second, how do we make technology work for $s, and not against $s / especially when itcomes to sol"ing $rgent challenges like climate change4 Third, how do we keep America safe and lead the world witho$t becoming its policeman4 And finally, how can we make o$r politics reflect what!s best in $s, and not what!s worst4 0et me start with the economy, and a basic fact: the #nited States of America, right now,has the strongest, most d$rable economy in the world. 'e!re in the middle of the longeststreak of pri"ate5sector &ob creation in history. More than 67 million new &obs thestrongest two years of &ob growth since the 89 s an $nemployment rate c$t in half. 3$ra$to ind$stry &$st had its best year e"er. Man$fact$ring has created nearly 9 , new &obs in the past si% years. And we!"e done all this while c$tting o$r deficits by almostthree5-$arters. Anyone claiming that America!s economy is in decline is peddling fiction. 'hat is tr$e / and the reason that a lot of Americans feel an%io$s / is that the economy has beenchanging in profo$nd ways, changes that started long before the ;reat <ecession hit andha"en!t let $p.Today, technology doesn!t &$st replace &obs on the assembly line, b$t any &ob where work can be a$tomated. Companies in a global economy can locate anywhere,

and face to$gher competition. As a res$lt, workers ha"e less le"erage for a raise.Companies ha"e less loyalty to their comm$nities. And more and more wealth andincome is concentrated at the "ery top. All these trends ha"e s-$ee*ed workers, e"en when they ha"e &obs e"en when the

economy is growing. t!s made it harder for a hardworking family to p$ll itself o$t of po"erty, harder for yo$ng people to start on their careers, and to$gher for workers toretire when they want to. And altho$gh none of these trends are $ni-$e to America, theydo offend o$r $ni-$ely American belief that e"erybody who works hard sho$ld get a fairshot. +or the past se"en years, o$r goal has been a growing economy that works better fore"erybody. 'e!"e made progress. ($t we need to make more. And despite all the political arg$ments we!"e had these past few years, there are some areas whereAmericans broadly agree.

'e agree that real opport$nity re-$ires e"ery American to get the ed$cation and trainingthey need to land a good5paying &ob. The bipartisan reform of =o Child 0eft (ehind wasan important start, and together, we!"e increased early childhood ed$cation, lifted highschool grad$ation rates to new highs, and boosted grad$ates in fields like engineering. nthe coming years, we sho$ld b$ild on that progress, by pro"iding Pre5> for all, offeringe"ery st$dent the hands5on comp$ter science and math classes that make them &ob5readyon day one, and we sho$ld recr$it and s$pport more great teachers for o$r kids. And we ha"e to make college affordable for e"ery American. (eca$se no hardworkingst$dent sho$ld be st$ck in the red. 'e!"e already red$ced st$dent loan payments to ten percent of a borrower!s income. =ow, we!"e act$ally got to c$t the cost of college.Pro"iding two years of comm$nity college at no cost for e"ery responsible st$dent is oneof the best ways to do that, and !m going to keep fighting to get that started this year. 3f co$rse, a great ed$cation isn!t all we need in this new economy. 'e also need benefitsand protections that pro"ide a basic meas$re of sec$rity. After all, it!s not m$ch of astretch to say that some of the only people in America who are going to work the same &ob, in the same place, with a health and retirement package, for ? years, are sitting inthis chamber. +or e"eryone else, especially folks in their forties and fifties, sa"ing forretirement or bo$ncing back from &ob loss has gotten a lot to$gher. Americans$nderstand that at some point in their careers, they may ha"e to retool and retrain. ($tthey sho$ldn!t lose what they!"e already worked so hard to b$ild.

That!s why Social Sec$rity and Medicare are more important than e"er we sho$ldn!tweaken them, we sho$ld strengthen them. And for Americans short of retirement, basic benefits sho$ld be &$st as mobile as e"erything else istoday. That!s what the AffordableCare Act is all abo$t. t!s abo$t filling the gaps in employer5based care so that when welose a &ob, or go back to school, or start that new b$siness, we!ll still ha"e co"erage. =early eighteen million ha"e gained co"erage so far. @ealth care inflation has slowed.And o$r b$sinesses ha"e created &obs e"ery single month since it became law.

=ow, !m g$essing we won!t agree on health care anytime soon. ($t there sho$ld beother ways both parties can impro"e economic sec$rity. Say a hardworking Americanloses his &ob / we sho$ldn!t &$st make s$re he can get $nemployment ins$rance wesho$ld make s$re that program enco$rages him to retrain for a b$siness that!s ready to

hire him. f that new &ob doesn!t pay as m$ch, there sho$ld be a system of wageins$rance in place so that he can still pay his bills. And e"en if he!s going from &ob to &ob, he sho$ld still be able to sa"e for retirement and take his sa"ings with him. That!sthe way we make the new economy work better for e"eryone.

also know Speaker <yan has talked abo$t his interest in tackling po"erty. America isabo$t gi"ing e"erybody willing to work a hand $p, and !d welcome a serio$s disc$ssionabo$t strategies we can all s$pport, like e%panding ta% c$ts for low5income workerswitho$t kids. ($t there are other areas where it!s been more diffic$lt to find agreement o"er the last

se"en years / namely what role the go"ernment sho$ld play in making s$re the system!snot rigged in fa"or of the wealthiest and biggest corporations. And here, the American people ha"e a choice to make.

belie"e a thri"ing pri"ate sector is the lifeblood of o$r economy. think there areo$tdated reg$lations that need to be changed, and there!s red tape that needs to be c$t.($t after years of record corporate profits, working families won!t get more opport$nityor bigger paychecks by letting big banks or big oil or hedge f$nds make their own r$les atthe e%pense of e"eryone else or by allowing attacks on collecti"e bargaining to go$nanswered. +ood Stamp recipients didn!t ca$se the financial crisis recklessness on'all Street did. mmigrants aren!t the reason wages ha"en!t gone $p eno$gh thosedecisions are made in the boardrooms that too often p$t -$arterly earnings o"er long5termret$rns. t!s s$re not the a"erage family watchingtonight that a"oids paying ta%esthro$gh offshore acco$nts. n this new economy, workers and start5$ps and small b$sinesses need more of a "oice, not less. The r$les sho$ld work for them. And this year

plan to lift $p the many b$sinesses who!"e fig$red o$t that doing right by their workersends $p being good for their shareholders, their c$stomers, and their comm$nities, so thatwe can spread those best practices across America.

n fact, many of o$r best corporate citi*ens are also o$r most creati"e. This brings me tothe second big -$estion we ha"e to answer as a co$ntry: how do we reignite that spirit of inno"ation to meet o$r biggest challenges4 Si%ty years ago, when the <$ssians beat $s into space, we didn!t deny Sp$tnik was $pthere. 'e didn!t arg$e abo$t the science, or shrink o$r research and de"elopment b$dget. 'e b$ilt a space program almost o"ernight, and twel"e years later, we werewalking on the moon.

'e!"e protected an open internet, and taken bold new steps to get more st$dents and low5income Americans online. 'e!"e la$nched ne%t5generation man$fact$ring h$bs, and

online tools that gi"e an entreprene$r e"erything he or she needs to start a b$siness in asingle day.

($t we can do so m$ch more. 0ast year, Vice President (iden said that with a newmoonshot, America can c$re cancer. 0ast month, he worked with this Congress to gi"escientists at the =ational nstit$tes of @ealth the strongest reso$rces they!"e had in o"er adecade. Tonight, !m anno$ncing a new national effort to get it done. And beca$se he!sgone to the mat for all of $s, on so many iss$es o"er the past forty years, !m p$tting oein charge of Mission Control. +or the lo"ed ones we!"e all lost, for the family we canstill sa"e, let!s make America the co$ntry that c$res cancer once and for all.

Medical research is critical. 'e need the same le"el of commitment when it comes tode"eloping clean energy so$rces. 0ook, if anybody still wants to disp$te the science aro$nd climate change, ha"e at it.Bo$!ll be pretty lonely, beca$se yo$!ll be debating o$r military, most of America!s b$siness leaders, the ma&ority of the American people, almost the entire scientificcomm$nity, and nations aro$nd the world who agree it!s a problem and intend tosol"e it.

($t e"en if the planet wasn!t at stake e"en if 67 wasn!t the warmest year on record /$ntil 6D t$rned o$t e"en hotter / why wo$ld we want to pass $p the chance forAmerican b$sinesses to prod$ce and sell the energy of the f$t$re4 Se"en years ago, we made the single biggest in"estment in clean energy in o$r history.@ere are the res$lts. n fields from owa to Te%as, wind power is now cheaper thandirtier, con"entional power. 3n rooftops from Ari*ona to =ew Bork, solar is sa"ingAmericans tens of millions of dollars a year on their energy bills, and employs moreAmericans than coal / in &obs that pay better than a"erage. 'e!re taking steps to gi"ehomeowners the freedom to generate and store their own energy / somethingen"ironmentalists and Tea Partiers ha"e teamed $p to s$pport. Meanwhile, we!"e c$t o$r imports of foreign oil by nearly si%ty percent, and c$t carbon poll$tion more than anyother co$ntry on arth.

;as $nder two b$cks a gallon ain!t bad, either. =ow we!"e got to accelerate the transition away from dirty energy. <ather than s$bsidi*ethe past, we sho$ld in"est in the f$t$re / especially in comm$nities that rely on fossilf$els. That!s why !m going to p$sh to change the way we manage o$r oil and coalreso$rces, so that they better reflect the costs they impose on ta%payers and o$r planet.That way, we p$t money back into those comm$nities and p$t tens of tho$sands of

($t the &obs we!ll create, the money we!ll sa"e, and the planet we!ll preser"e / that!s the kind of f$t$re o$r kids and grandkids deser"e.

Climate change is &$st one of many iss$es where o$r sec$rity is linked to the rest of theworld. And that!s why the third big -$estion we ha"e to answer is how to keep Americasafe and strong witho$t either isolating o$rsel"es or trying to nation5b$ild e"erywherethere!s a problem.

'ell, so isall the rhetoric yo$ hear abo$t o$r enemies getting stronger and America getting weaker.The #nited States of America is the most powerf$l nation on arth. Period. t!s not e"enclose. 'e spend more on o$r military than the ne%t eight nations combined. 3$r troopsare the finest fighting force in the history of the world. =o nation dares to attack $s or

o$r allies beca$se they know that!s the path to r$in. S$r"eys show o$r standing aro$ndthe world is higher than when was elected to this office, and when it comes to e"eryimportant international iss$e, people of the world do not look to (ei&ing or Moscow tolead / they call $s. As someone who begins e"ery day with an intelligence briefing, know this is adangero$s time. ($t that!s not beca$se of diminished American strength or some loomings$perpower. ntoday!s world, we!re threatened less by e"il empires and more by failingstates. The Middle ast is going thro$gh a transformation that will play o$t for ageneration, rooted in conflicts that date back millennia. conomic headwinds blow froma Chinese economy in transition. "en as their economy contracts, <$ssia is po$ringreso$rces to prop $p #kraine and Syria / states they see slipping away from their orbit.And the international system we b$ilt after 'orld 'ar is now str$ggling to keep pacewith this new reality.

t!s $p to $s to help remake that system. And that means we ha"e to set priorities. Priority n$mber one is protecting the American people and going after terrorist networks.(oth al Eaeda and now S 0 pose a direct threat to o$r people, beca$se intoday!s world,e"en a handf$l of terrorists who place no "al$e on h$man life, incl$ding their own, cando a lot of damage. They $se the nternet to poison the minds of indi"id$als inside o$rco$ntry they $ndermine o$r allies. ($t as we foc$s on destroying S 0, o"er5the5top claims that this is 'orld 'ar &$st play into their hands. Masses of fighters on the back of pick$p tr$cks and twisted so$ls plotting in apartments or garages pose an enormo$s danger to ci"ilians and m$st bestopped. ($t they do not threaten o$r national e%istence. That!s the story S 0 wants totell that!s the kind of propaganda they $se to recr$it. 'e don!t need to b$ild them $p toshow that we!re serio$s, nor do we need to p$sh away "ital allies in this fight by echoingthe lie that S 0 is representati"e of one of the world!s largest religions. 'e &$st need to

call them what they are / killers and fanatics who ha"e to be rooted o$t, h$nted down,and destroyed. That!s e%actly what we are doing. +or more than a year, America has led a coalition ofmore than F co$ntries to c$t off S 0!s financing, disr$pt their plots, stop the flow of

terrorist fighters, and stamp o$t their "icio$s ideology. 'ith nearly 6 , air strikes, weare taking o$t their leadership, their oil, their training camps, and their weapons. 'e aretraining, arming, and s$pporting forces who are steadily reclaiming territory in ra- andSyria.

f this Congress is serio$s abo$t winning this war, and wants to send a message to o$rtroops and the world, yo$ sho$ld finally a$thori*e the $se of military force against S 0.Take a "ote. ($t the American people sho$ld know that with or witho$t Congressionalaction, S 0 will learn the same lessons as terrorists before them. f yo$ do$bt America!scommitment / or mine / to see that &$stice is done, ask 3sama bin 0aden. Ask the leader of al Eaeda in Bemen, who was taken o$t last year, or the perpetrator of the (engha*i

attacks, who sits in a prison cell. 'hen yo$ come after Americans, we go after yo$. tmay take time, b$t we ha"e long memories, and o$r reach has no limit. 3$r foreign policy m$st be foc$sed on the threat from S 0 and al Eaeda, b$t it can!t stopthere. +or e"en witho$t S 0, instability will contin$e for decades in many parts of theworld / in the Middle ast, in Afghanistan and Pakistan, in parts of Central America,Africa and Asia. Some of these places may become safe ha"ens for new terroristnetworks others will fall "ictim to ethnic conflict, or famine, feeding the ne%t wa"e ofref$gees. The world will look to $s to help sol"e these problems, and o$r answer needsto be more than to$gh talk or calls to carpet bomb ci"ilians. That may work as a TVso$nd bite, b$t it doesn!t pass m$ster on the world stage. 'e also can!t try to take o"er and reb$ild e"ery co$ntry that falls into crisis. That!s notleadership that!s a recipe for -$agmire, spilling American blood and treas$re that$ltimately weakens $s. t!s the lesson of Vietnam, of ra- / and we sho$ld ha"e learned it by now.

+ort$nately, there!s a smarter approach, a patient and disciplined strategy that $ses e"eryelement of o$r national power. t says America will always act, alone if necessary, to protect o$r people and o$r allies b$t on iss$es of global concern, we will mobili*e theworld to work with $s, and make s$re other co$ntries p$ll their own weight.

That!s o$r approach to conflicts like Syria, where we!re partnering with local forces andleading international efforts to help that broken society p$rs$e a lasting peace. That!s why we b$ilt a global coalition, with sanctions and principled diplomacy, to pre"ent a n$clear5armed ran. As we speak, ran has rolled back its n$clear program,shipped o$t its $rani$m stockpile, and the world has a"oided another war.

That!s how we stopped the spread of bola in 'est Africa. 3$r military, o$r doctors, and

o$r de"elopment workers set $p the platform that allowed other co$ntries to &oin $s instamping o$t that epidemic.

That!s how we forged a Trans5Pacific Partnership to open markets, protect workers andthe en"ironment, and ad"ance American leadership in Asia. t c$ts 6G, ta%es on

prod$cts Made in America, and s$pports more good &obs. 'ith TPP, China doesn!t setthe r$les in that region, we do. Bo$ want to show o$r strength in this cent$ry4 Appro"ethis agreement. ;i"e $s the tools to enforce it.

+ifty years of isolating C$ba had failed to promote democracy, setting $s back in 0atinAmerica. That!s why we restored diplomatic relations, opened the door to tra"el andcommerce, and positioned o$rsel"es to impro"e the li"es of the C$ban people. Bo$ wantto consolidate o$r leadership and credibility in the hemisphere4 <ecogni*e that the Cold'ar is o"er. 0ift the embargo. American leadership in the 6st cent$ry is not a choice between ignoring the rest of the
