During the ordinary session of the Council of the Mu-nicipality of Encamp that took place yesterday mor-

ning in the Pas de la Casa, the mem-bers of the Administration appro-ved the reduction of the salary of the Consul General, and the coun-cillors by a 10 %. The money invol-ved in this reduction in salary will go to the social fabric of the parish. According to the Consul General of Encamp, Laura Mas, «we determi-ned that the item should be used for social affairs that we have in the pa-rish. These are grants, for example, for summer activities and for fami-lies. We understand that when scho-ol starts, we will also need to give more help in this style for everythi-ng related to school activity, nur-sery schools and all community ser-vices that affect families and are for children. In fact, in the last commis-sion on social affairs, much more so-cial aid has been given than is nor-mally given. «

In reference to the measure, the two opposition groups, Agrupa-ció Encampadana and Partit Soci-aldemòcrata + Independents were in favour. David Ríos, councillor of the PS, added that “we already ma-de this donation voluntarily last month. Since the municipality had not decided anything we made a vo-luntary contribution of 10% of our salaries. The PS + Independents as a political party in all the parishes of the country where there is repre-sentation approved, in a steering committee, to reduce our salary in this proportion voluntarily if there was no other agreement that would oblige us. If the municipality had not made this decision, we would have continued to give 10% volun-tarily.

1.5 MILLION TO THE SOLIDARITY FUND / On the other hand, the members of the Comú encampada approved the do-nation of one and a half million eu-ros to the solidarity fund of the Go-vernment in the context of the he-alth crisis of the Covid-19 with the abstention of the Social Democrats. Rascagnères recalls that tobacco moves 100 million a year

Given the fact that the French National Assembly approved an amendment the day before yesterday that could le-ad to a reduction in the amount of to-bacco cartons that the French could introduce in their country, the Con-sul General of the Commune of En-camp, Jean Michel Rascagnères explai-ned that the corporation does not have

an official position on this announce-ment but highlighted the economic importance of the tobacco industry in the country and especially in the Pas de la Casa. In this sense, he predicted that with the acceptance of this mea-sure, Andorra would be affected given that the business generates around 100 million euros. He added, howe-ver, that this decision is not final and that, in a normal scenario, it would be approved before the end of the sum-mer. He also emphasized that the Eu-ropean Union would prefer to ensure that «the freedom of movement of go-ods is preserved». H

We understand that this is not the usual way to make a decision as im-portant as this that affects the finan-ces of our community so much.

As Mas explained, the amount of 1.5 million euros that will be contri-buted to the Executive will have re-percussions on the citizens and he considered that it is an “act of soli-darity”, since it is necessary to have into account that the Government, only between the months of May and June, has contributed a total of 2.8 million euros to the population of the parish that has been affected by an ERTO. However, the PS consi-dered that this money may not end up affecting the inhabitants of En-camp, as the Social Democratic for-mation is in favour of the corporati-on distributing this money directly to the public.

Finally, during the Common Co-uncil, it was reported on the amend-ment of the Communal Finance Act. According to Mas, a job has been do-ne for almost three years. We had to adapt the law of communal finan-ces to the new regulations and the-refore, what has been achieved is to add other points within this bill as proposed by the company OCPS which is the one who has advised the changes.
