RESUMEN
La presente investigación tuvo como objetivo principal el diseño deunSistema de Posicionamiento Distribuido Basado en GPS para Aeronáutica Civil Venezolana. En Maracaibo, Edo. Zulia. El diseño del sistema está fundamentado a partir de las señales obtenidas del sistema global de navegación por satélite (GPS), con el propósito de sumar apoyo a los sistemas de vigilancia para la navegación aérea y control de tráfico aéreo, complementándose así los sistemas establecidos por la legislación aeroportuaria venezolana (INAC), como la Organización Internacional de Aeronáutica Civil (ICAO) tomando en cuenta las resoluciones legales de estos organismos. Para el marco teórico se tomaron en cuenta los autores y Tomasi (2003), Correia (2009), Letham (2006), Rueda (2007) y Trapero (2009). El tipo de investigación utilizado fue de tipo descriptiva, de campo y documental. Dentro de las técnicas de recolección de datos manejadas en la presente investigación se acudió a la entrevista, guía de entrevista y revisión documental. El diseño se constituyó en cinco fases utilizando la metodología de Smith y Collins (2007), por medio de ellas se determinan elanálisis de la situación actual, determinación de los parámetros, la selección de las tecnologías, el diseño y evaluación. Todas estas fueron importantes y necesarias para el diseño planteado. Como resultado se logró el diseño de un sistema de posicionamiento basado en GPS para la aeronáutica civil venezolana. A través de simulaciones, se logró demostrar la calidad y autenticidad en los cálculos de los enlaces tierra -aire y aire-aire del sistema, siendo necesario el uso del software RADIO MOBILE, para así cumplir con los requisitos del diseño establecidos.

ABSTRACT
This investigatión had as main objective the design of a Distributed Positioning System Based on GPS for Venezuelan Civil Aeronautics. In Maracaibo, Zulia state. The system design is based on the signals obtained from the Global Navigation Satellite System (GPS), in order to add support for surveillance systems for air navigation and air traffic control, complementing the systems established by the Venezuelan airport legislation (INAC) and the International Civil Aviation Organization (ICAO), taking into account the legal decisions of these bodies. For the theoretical framework taking into account the authors Tomasi (2003), Correia (2009), Letham (2006), Rueda (2007) yTrapero (2009). The research used was descriptive, field and documentary. Among the techniques of managed data collection in this investigation came to the interview, Interview and document review. The design was set up in five stages using the method of Smith and Collins (2007), through them determine the current situation analysis, determination of the parameters, the selection of technologies, design and evaluation. All these were important and necessary for the proposed design. As a result, it was the design of a positioning system based on GPS for civil aviation in Venezuela. Through simulations, we failed to demonstrate the quality and authenticity in the calculations of the links-to-air and air-air system, requiring the use of RADIOMOBILE software , in order to meet the design requirements.

INTRODUCCIÓN
Con el transcurso de estos años, la tecnología ha experimentado un gran e
indetenible avance. Diariamente se diseñan y desarrollan nuevos productos
orientados a la mejora en la calidad de vida de los seres humanos. La
aviación definida por ciertos autores como el diseño, operación,
infraestructura, personal y en general como organización bien sea pública o
privada, nacional e internacional, reguladora y de inspección cuya función
principal está relacionada a todos los aspectos concernientes a operaciones
aeronáuticas.
En base a lo antes mencionado el empleo de nuevas y mejores
tecnologías en el campo de la electrónica, específicamente las
telecomunicaciones, han traído consigo grandes contribuciones al campo de
la aviación civil. En este sentido, es la tendencia al desarrollo de nuevas
rutas y de duración más cortas, aprovechamiento del espacio aéreo, mejor
apoyo a la navegación aérea, grandes mejoras asociadas a las operaciones
de tráfico aéreo entre otros, todo gracias al futuro empleo del sistema global
de navegación basada en satélites.
A la luz de lo antes mencionado, el sentido de la presente investigación tiene
como propósito el diseño de un sistema de posicionamiento distribuido
basado en GPS para aeronáutica civil venezolana, que permita optimizar el
actual sistema de tráfico aéreo y la detección de prevención y colisiones,
permitiendo un aporte significativo a las operaciones aeroportuarias en
cuanto a vigilancia del espacio aéreo.

El trabajo se estructura en cuatro capítulos.El Capítulo I, el cual lleva por
título “El problema”, se plantea concretamente la problemática de
investigación, se dan a conocer los objetivos, así como también la
justificación y la delimitación en base a la cual fueencuadrado el estudio.
El Capítulo II, llamado Marco Teórico, esta sección recopila los
antecedentes ,es decir, los aspectos más resaltantes de otras
investigaciones, relacionadas directamente con las variables de estudio de la
presente. Seguidamente se muestran las bases teóricas y por último se
explica brevemente el sistema de variables y la estructura de las mismas.
Seguidamente el Capítulo III, enmarcado como Marco Metodológico, donde
se expone el tipo de investigación, las herramientas utilizadas para la
recolección de los datos, las fases de las metodologías utilizadas y
finalmente el cuadro de actividades, donde se sintetiza todo el capítulo.
Posteriormente, se da inicio al Capítulo IV, llamado Resultados de la
investigación, donde se dan a conocer y se explican detalladamente los
resultados de las cuatro fases de la metodología aplicada para el diseño del
sistema de monitoreo. Se revela el diseño, los requerimientos del sistema, la
arquitectura de la red y la evaluación del diseño.
Por último, se incluyen las conclusiones y se procede a dar una serie de
recomendaciones para investigaciones futuras que den continuación a la
presente. Así también, se anexan los artículos y definiciones que los autores
consideran complementarios, y la bibliografía en la que se fundamenta el
presente estudio.
