This letter provides important new information about anticipated air emissions. Weir’s new state-of-the-art facility in Surrey consolidates two facilities previously located in Richmond and Delta. These facilities have been operating in accordance with air permitting requirements but use older technologies. Our new facility, in the City of Surrey, utilizes modern technologies including a high efficiency and low NOx emission boiler, improved dust capture capabilities and a state of the art spray booth. We are consolidating our facilities in order to operate more efficiently, grow our business, reduce environment impact and provide better service to our customers. The facility’s site is zoned by the City of Surrey as Comprehensive Development, which allows for the development of light impact industry, warehouse uses and distribution centres, and is consistent with our proposed use. What We Do Our facility applies rubber and elastomer coatings to pipes, valves, specialized fabrications and pump components used primarily in the mining and oil and gas industries in B.C. and Alberta. Our experts are leaders in the use of rubber for abrasion, impact and corrosion resistance including products like rubber lined steel pipe for transporting aggregate. Our process bonds rubber sheets to metal components and pipes to increase the longevity and durability of these products and reduce waste in our industry. Our facility currently employs about 100 people and will continue to create local jobs as we grow over the coming years.     Overview

    Weir has applied for an Air Discharge Permit from Metro Vancouver for air emissions from the new facility. This is normal practice, and Metro Vancouver will usually issue a permit after their review confirms that emissions from the facility are projected to be below applicable and published air quality standards. The air quality objectives adopted by Metro Vancouver were developed based on comprehensive reviews of health effects studies and literature by regulators and external experts. The objectives define the concentration of a substance in air that is permitted within the Region. Permits stipulate operating conditions to keep emissions from exceeding the objectives.

    We are committed to being a good neighbour. We will operate our facility in compliance with the permit requirements set forth by Metro Vancouver and continue to explore ways to reduce our emissions even further where possible.

    Our Permit Application

    Weir submitted a preliminary application in August 2016 and notified the public through several local newspapers and on Metro Vancouver’s website. The notification included the types and quantity of air contaminants expected to be discharged annually based on the initial estimates of an air dispersion modelling study prepared by an experienced air quality modelling firm.

    In response to the initial notice Weir received a number of comments from the public, many expressing concerns about expected air discharge levels. As a result of this feedback we have reviewed our initial air quality modelling and taken steps to significantly reduce the level of potential emissions from our new facility. As a result of these changes, we are now sharing the revised study findings with the community. While we await the Air Discharge Permit our facility is only engaging in processes that do not generate air emissions from our facility.

    New Study Results

    Emission estimates for more than 60 substances are included in the revised assessment and are based on a combination of manufacturer data and published emission factors for the processes at the facility. Concentrations in outdoor air were predicted using a dispersion modelling approach consistent with Metro Vancouver and BC Ministry of the Environment guidelines.

    Our new facility will utilize modern technologies including a high efficiency, low NOx emission boiler, improved dust capture capabilities and a state of the art spray booth.

    We have reviewed our initial air quality modelling and taken steps to significantly reduce the level of potential emissions.

    The new emissions estimates predict significantly reduced emissions levels. This is because of:

    • Changes regarding hours of operation and process emissions factors to better reflect our activity levels both now and in the future.

    • Changes to how emissions will be captured and treated prior to discharge from our facility, which will reduce the amount of contaminants released into the air. This includes investment in additional filtration systems.

    • Removal of a burn-off oven from plant operations.

    For applicable contaminants, our predicted emissions will fall below objective levels.
