1-Políticas europeas relacionadas con el Tema KBBE1-Políticas europeas relacionadas con el Tema KBBE"European Strategy and Action Plan towards a sustainable bio-based economy by 2020"
The proposed initiative responds to the Europe 2020 strategy launched in 2010 and it underpins theInnovation Union1 and Resource Efficiency2 flagship initiatives. The new strategy will propose a framework for stronger coherence between the various policies and funding instruments at EU and Member State level, and a better alignment of the research agendas for innovation in the bio-economy. It will highlight the policy initiatives needed to deliver the full potential of Europe’s bio-economy sectors, taking into account the needsof farmers, fishermen, industry, consumers and society at large. Such a framework is timely and relevant in light of the preparation of the new Common Strategic FrameworkGreen Paper “Del reto a la oportunidad: hacia un marco estratégico común para la financiación de la investigación y la innovación por la UE”. Europe and the world are faced with unprecedented challenges requiring innovative solutions.Returning to growth and higher levels of employment, combating climate change and movingtowards a low-carbon society require urgent and coordinated action. The impact ofdemographic developments is increasing and our natural resources need to be used morewisely. Our societies face security challenges which are growing in scale and sophistication.Challenges such as our ageing population or our dependence on fossil fuel do, however, alsoprovide powerful opportunities to develop innovative products and services, creating growthand jobs in Europe.

1. Adaptation of EU Agriculture to Climate ChangeThe adaptation measures of the agricultural sector goes from technological solutions topolicy changes (as it can be considered the adaptation plans). In the short term, the exploitations autonomous adaptation could be considered assufficient., but in the long term it should be needed adaptations based on technologicalstructural changes supported by planned strategies based on the local and regional analisys. • Choosing crops and varieties better adapted to the vegetative season, the water availability
and even more resistant to new temperatures and new humidity levels.• Crops Adaptation to CC by the existing diversity of genetic resources and by the new
opportunities given by the biotechnology.

Title: Reducing mineral fertiliser use in horticulture by recycling treated organic waste as compost and bio-char productsGeneral objective (full description to be further developed): The project aims at enhancing the reuse of organic waste in agriculture (of both urban and farm origin), in order to reduce the use of mineral fertiliser in crop production and minimise the negative impact of agriculture on the environment and on climate change. Different products from currently available bio-waste treatment technologies will be considered for recycling as fertiliser (compost) and soil amendment products (bio-char), their properties analysed and their potential evaluated in terms of crop production and soil improvement efficiency. Expected Impact: The project will contribute to the reduction of chemicals use in agriculture and it will respond to the need of increasing the amount of bio-waste diverted from landfill and recycled into the productive process. It will also contribute to stimulate industrial innovation by improving the bio-waste treatment process and by improving the quality and safety of the final products. The project will also promote a more efficient utilisation of the final products by the end-users (farmers), by studying and developing new application methods.Funding scheme: CP, 6 Million EurosAdditional information: Particularly suited for participation of SMEsSources: KBBE Advisory Group; GREEN PAPER on Management of bio-waste in the EU (SEC(2008) 2936); SCAR 2nd Foresight Exercise; Waste Framework Directive 2006/98/EC; DG ENV (Press release: IP/08/1879 03/12/2008)Criteria:1 - Strategic areas of importance for EU growth and competitiveness ; 2 - Areas supporting other EU

Title: Integrated approach to studying effects of combined biotic and abiotic stress in crop plantsGeneral objective (full description to be further developed): Field conditions show a combination of biotic and abiotic stresses. The project aims at gaining a more integrated understanding of the interactions between biotic and abiotic stress signalling pathways in plants and those of growth control (e.g. control of cell and organ growth and meristem activity). The project will progress in moving from studies undertaken in model and semi-model species to crop plants.Funding scheme: CP, 3 Million EurosExpected impact: Results will support the development of breeding and adaptation strategies to maintain and/or optimise yields under varying growth conditions.Sources: ETP Plants for the Future, PCCriteria: 1 - Strategic areas of importance for EU growth and competitiveness: Yes; European Breeding industry 3 - Actions where timing is critical: Yes; Need to adapt crops to changing abiotic conditions 4 - Areas supporting global and/or regional challenges and the global responsibility of EU: Yes; see climate change challengesCompetitiveness: Yes; Fostering competitiveness of the European agricultural sector
