    SECTION 30 OSHMS 1722

    1) Employer to establish committee if-a) 40 or more person employees

    2) The composition , election or appointmentof persons , the powers of the membersand any other matter shall be asprescribed.

    Chairman (manager) , secretary (Safety Officer),employer member , employee member < =100 employee , 2 member each > 100 employee , 4 member each

    A safety and health committee must consist of a chairman, asecretary, representatives of employer and representatives ofemployees.

    Under the regulations the employer or his authorized manager shallbe the chairman of the safety and health committee.

    Where 100 persons or less are employed, there should be at least 2representatives each from employer and employees.

    Where more than 100 persons are employed, there should be atleast 4 representatives each from employer and employee.

    Those with managerial responsibilities may be included as employerrepresentatives while those who are not in managerial position couldbe included as employee representatives.

    There a number of strategies that can be used by organizations toensure a healthy and safe workplace and ensure compliance withlegal requiments

    Design safe and healthy systems of work

    Exhibit Strong management commitment

    Inspect Workplace for health and safety problems

    EstablishProcedures and controls for dealing with health and

    safety issues

    GUIDELINE

    POLICYThis is a statement of the principles governing decisionmaking . They can only be changed by the Management and are mandatory

    PROCEDURESDescribes the functional steps used to implement policies.Examples are those used by Safety and Health to promoteadherence to management policy and are mandatory

    Describes specific aspects of working to the requirementsof procedures where extended explanation is requiredand provided by Safe and Health . They containrecommended methods and statements with theobjective of achieving certain standards or outcome

    SAFETY HANDBOOKSAND MANUALS

    These documents can provide both proceduralinstuctions and guidance on a specific subject . Theyare intended to describe a generic approach(e.g.Contractor Safety Handbook) and may describeactivities which are routinely carried out as part of thenormal functioning of the are (e.g. Laboratory orWorkshop manuals).

    SAFETY MANAGEMENT

    This is a summary of the appropriate Safet and Healthpolicies , procedures and guidelines which govern allaspects of task planning . It provies a framework withinwhich tasks or activities can occur.

    JOB SAFETY

    The area superviosr ensures that all task planningaccords with a Safety Management Plan detailingapplicable Safety Management Plan detailingapplicable Safety and Health Policies , Procedures andGuidelines (including Handbooks and Manuals).

    DEVELOP RULES AND WORKPLACE

    Enforcement the safety procedure The action plan must be implemented in a way that iscompatible with a professional rules and practices aswell as with existing procedures

    Follow-up the safety management system The effectiveness of the system implemented must be

    checked and follow-up , and if a new risk or hazard

    factor is identified there must be response . Auditsmust be systematically carried out and analysed in order to select corrective actions
