The Seminar was held in on October 15th at Ngolo’s Con- ference Room in the City of Bata. This Seminar was scheduled in the Natio- nal Commission’s Work Plan 2015- 2020 since 2015. The 11th Meeting of the Natio- nal Commission of the Group Pre- paratory for EITI Equatorial Guinea (EITI-GE) and the EITI Introductory Seminar for the Local Authorities of the Province of Bioko South, are other of the news we collected in the 4th edition of our EITI-GE News. Nº 004 / 2019 4 th Quarter THE EITI NEWS PAPER THE EITI-GE NATIONAL COMMISSION ORGANIZES A SEMINAR OF INTRODUCTION OF THE EITI TO HIGH MEMBERS OF THE GOVERNMENT The National Commission of the EITI has organized a seminar aimed at senior members of the Govern- ment. The event took place in the city of Bata, the Capital of the province of Litoral, in the Ngolo Conference Hall. The Prime Minister of the Gover- nment, in charge of Administrative Coordination, Mr. Francisco-Pascual Obama ASUE was in charge of inau- gurating the act. Among the atten- dees were most Ministers, Vice Mi- nisters and Secretaries of State of the different ministerial departments. In the absence of the Minister of Mines and Hydrocarbons, Mr. Ga- briel-Mbaga OBIANG LIMA, in his capacity as Chairman of the National Commission of the EITI Preparatory Group for Equatorial Guinea, the Secretary of State of the Ministry of Mines and Hydrocarbons presided , Hon. Mr. Santiago Mba ENEME NSU- GA, assisted by the Vice President of the National Commission, Ms. Prisci- la Obono ATEBA ANGUESOMO and the Permanent National Secretary of the EITI, Mr. Jacinto Nguema OWO- NO and other members of the Com- mission. Three were the subjects taught in the seminar addressed to the mem- bers of the Government: the first was `THE CONVERGENCE OF THE TRANSPARENCY INITIATIVE IN THE EXTRACTIVE INDUSTRIES IN THE NATIONAL DEVELOPMENT PRO- GRAM ‘, which was carried out by HE. Mrs. Francisca Tatchoup BELO- PE, first coordinator of EITI-GE; the second was entitled `` FAVORABLE ENVIRONMENT ‘’, presented by the Rev. Mr. Agustín Moisés ENGURU ALENE and the third and final sub- ject was entitled `` THE CURRENT SI- TUATION OF THE PROCESS OF THE CANDIDATURE OF EITI IN THE RE- PUBLIC OF EQUATORIAL GUINEA´, developed by Mr. Iván Lorenzo Wi- lliams MONGOLUE, member of the Permanent National Secretariat. Mrs. TATCHOUP explained to the members of the Government present at the seminar, what was the concept of the EITI as well as its Standard and the CEMAC countries that are alre- ady implementing it, she also talked about the EITI and the objectives of the Program of Development of the Republic of Equatorial Guinea, as well as the importance and benefits for which Equatorial Guinea should ad- here; also of its implementation and the challenges of the EITI in Equa- torial Guinea and, finally, he talked about what the future of EITI in Equa- torial Guinea should be. The Rev. Don Agustín Enguru ALE- NE, in his speech, spoke of the need for a favorable environment empha- sizing the participation of Civil Socie- ty according to the requirements of the EITI Standard, in turn explained the involvement of the Government in addition to making them see how the favorable environment affects the economic and social. THE EITI-GE NATIONAL COMMISSION ORGANIZES A SEMINAR OF INTRODUCTION OF THE EITI TO HIGH MEMBERS OF THE GOVERNMENT

The National Commission of the EITI has organized a seminar aimed at senior members of the Govern-ment. The event took place in the city of Bata, the Capital of the province of Litoral, in the Ngolo Conference Hall.

Fieles a nuestra cita quincenal, en esta edición Nº 4 de nuestra Hoja Informativa EITI-GE NOTICIAS, lesdestacamos principalmente un acon-tecimiento memorable como el de la realización de un Seminario de IN-TRODUCCION DE LA EITI A LOS AL-TOS MIEMBROS DEL GOBIERNO, ce-lebrado en la sala de Conferencias de Ngolo en la Ciudad de Bata, el martes día 15 de octubre, sobre las 9:00 de la mañana, el cual llevaba programado desde el año 2015 en el Plan de Tra-bajo de la Comisión Nacional 2015-2020.

La undécima Reunión de la Comi-sión Nacional del Grupo Preparatorio para la EITI Guinea Ecuatorial (EITI-GE) y el Seminario de introducción de la EITI destinado a las Autoridades Loca-les de la Provincia de Bioko Sur, son otras de las noticias que recogemos en nuestro número 4, correspondien-te a esta quincena. Nuestro equipo está trabajando ya en la preparación del siguiente número; que les dará a conocer, con todo lujo de detalles, los acontecimientos que se llevarán a cabo a lo largo de la siguiente quin-cena.

LA COMISION NACIONAL DE EITI/ITIE-GE ORGANIZA UN SEMINARIO DEINTRODUCCION DE LA EITI A LOS ALTOS MIEMBROS DEL GOBIERNO

La Comisión Nacional de EITI/ITIE-GE ha organizado un seminario dirigi-do a los altos miembros del Gobier-no. El acto tuvo lugar en Bata, capital de la provincia del Litoral, en Sala de Conferencias de Ngolo.

El Primer Ministro del Gobier-no-Encargado de la Coordinación Administrativa, Francisco-Pascual OBAMA ASUE fue el encargado de inaugurar el acto. Entre los asisten-tes se encontraban la mayoría de Ministros, Viceministros y Secretarios de Estado de los diferentes Departa-mentos Ministeriales.

Por ausencia del Ministro titular de Minas e Hidrocarburos, don Gabriel Mbega OBIANG LIMA, en su calidad

de Presidente de la Comisión Nacio-nal del Grupo Preparatorio de la EITI para Guinea Ecuatorial, presidió el acto el Secretario de Estado de Minas e Hidrocarburos, Excmo. Sr. D. San-tiago Mba ENEME NSUGA, asistido por la Vicepresidenta de la Comisión Nacional, Doña Priscila Obono ATE-BA ANGUESOMO y el Secretario Na-cional Permanente de la EITI/ITIE, D Jacinto NGUEMA OWONO y demás miembros de la Comisión.

Tres fueron los temas impartidos en el seminario dirigido a los miem-bros del Gobierno; el primero fue “LA CONVERGENCIA DE LA INI-CIATIVA DE TRANSPARENCIA DE LAS INDUSTRIAS EXTRACTIVAS EN

EL PROGRAMA DE DESARROLLO NACIONAL”, que corrió a cargo de la Excma. Sra. Doña Francisca TAT-CHUOP BELOPE, primera Coordi-nadora de la EITI/ITIE; el segundo llevaba por título “ENTORNO FAVO-RABLE”, expuesto por el Reverendo Don Agustín Moisés ENGURU ALENE y el tercero y último tema llevaba por título, “LA SITUACION ACTUAL DEL PROCESO DE LA CANDIDATURA DE LA EITI/ITIE” en la República de Guinea Ecuatorial, desarrollado por D. Iván Lorenzo WILLIAMS MONGO-LUE, miembro de la Secretaría Nacio-nal Permanente.

La Sra. TATCHUOP explicó a los miembros del Gobierno presentes en el seminario, cuál era el concepto de la EITI/ITIE así como su Estándar y los países de la CEMAC que ya la están Implementando, también habló de la ITIE y los objetivos del Programa de Desarrollo de la República de Guinea Ecuatorial, así como la importancia y los beneficios por la que Guinea Ecuatorial debería adherirse; también de su implementación y los desafíos de la EITI/ITIE en Guinea Ecuatorial y, por último, departió sobre cuál de-bería ser el futuro de la EITI/ITIE en Guinea Ecuatorial.

The representative of the Per-manent International Secretariat of EITI-GE, Mr. Iván Lorenzo Williams MONGOLUE, for his part, spoke of the Current Situation of the EITI Candidacy Process in the Republic of Equatorial Guinea, where he exp-lained to the Ministers present at the Seminar, what had been the Process for the preparation of the Application File of the Candidacy of the Republic of Equatorial Guinea and its next pre-sentation before the EITI Internatio-nal, as well as the importance of the requirements and recommendations at the level of the International Offi-ce of the EITI, which highlighted the imperative realization of this Seminar to the High Members of the Govern-ment and the holding of a National Civil Society Conference, which so far is pending execution.

The members of the Government present, headed by the Prime Mi-nister of the Government in char-ge of Administrative Coordination requested that the National Com-mission send them as soon as pos-

sible both the Work Plan as well as a Roadmap that allows the Govern-ment Commission be able to orga-nize and initiate support work by the Government, as corresponds to the implementation process. They also requested advice from the National Commission of the EITI Preparatory

Group for Equatorial Guinea to all the Ministerial Departments that are part of the Government Commis-sion, advising them on what should be the actions that must be carried out to allow the smooth implemen-tation of the implementation of the process in the country.

EITI/ITIE INTRODUCTION SEMINAR DIRECTED TO THE LOCALAUTHORITIES OF THE PROVINCE OF BIOKO SOUTH

EITE/ITIE Introductory Seminar for to the local, civilian and military authorities of the Province of Bioko Sur took place at Hotel Moka on the 14th of November, 2019. The event was chaired by Ms. Priscilla Obono ATEBA ANGUESOMO, in her capa-city as the Vice President of EITI/ITE Preparatory Group for Equatorial Guinea.

The celebration of this Seminar, joins the previous celebrated in the Cities of Ebebiyin, Kogo and Mongomo. These seminaries are an important part wi-thin the actions contained in the Work Plan (2015-2022) of the National Com-mission. EITI/ITE-GE celebrates these seminaries with the main objective of raising awareness of the local govern-ments who are and have always been

the great actors in the history of the countries. Those Governments are the ones that know Its jurisdiction, and are aware of the needs of its population.

It is very important for the EITI Na-tional Commission to get the Local Authorities involved in the process of Implementing EITI in the country. The Seminar also served to show to the more than 200 people who attended the reasons, the advan-tages and benefits of the Implemen-tation of EITI/ITIE in the Republic of Equatorial Guinea.

During the presentations, the Civil and Military Authorities participated actively presenting their concerns and comments to the National Commis-sion. The EITI National Commission were able to provide them all the re-levant clarifications, so they can un-derstand it and transmit that valuable information in their respective com-munities.

THE NATIONAL COMMISSION OF THE PREPARATORY GROUP OF THE EITI FOR GUINEA EQUATORIAL CELEBRATES ITS ELEVENTH ORDINARY MEETING IN THE VALLEY OF MOKA

EITI Preparatory Group National Commission for Equatorial Guinea celebrated the eleventh Ordinary Meeting in mid-November. Chaired by his President, H.E. Mr. Gabriel Mbaga OBIANG LIMA, the meeting took place at Hotel Moka.

This meeting was attended by many members of the National Com-mission, Among the members was Ms. Priscila Obono ATEBA ANGUE-SOMO, Vice-President of the Na-tional Commission, H.E. Mr. Filiber-to NTUMU NGUEMA, Magnificent Rector of the University of Equato-rial Guinea; H.E. Ms. Maria del Mar BONKANKA TABARES, Secretary of State, Responsible for Relations with International economic and financial agencies; The Honorable Mr. Rami-ro NSUE NFUMU, representative of the National Parliament; Mr. Jacin-to NGUEMA OWONO, Permanent National Secretary of the National Commission; as well as, the other Members of the Commission, the meeting was also attended by repre-sentatives of the companies of the Extractive Sector and the Collective of Civil Society, assisted by the staff of the General Coordination of the Permanent National Secretariat.

Delegates of Government from the Cities of Luba, Riaba and Moka, as well as, H.E.

Mr. Christian HENN, Resident Representative of the International Monetary Fund (IMF), assisted by his Technical Economist Mr. Cornelius NZE.

The agreements adopted in the meeting were: (a) The proposal for improvement of Government Pre-sidency Resolution No 496, dated 17th of August, specifically articles 4-1,4-3 and 9-1; (b) The inclusion of the Ministry of Security as a member of the National Commission, in ac-cordance with the Rules of Procedu-re; c) The inclusion of the Ministry of Mines and Hydrocarbons, as a mem-ber of the National Commission; d)

Establishing all the Extractive Sector companies operating in the country as members of the National Com-mission, as reflected in the Internal Regulations of the National Com-mission; (e) Include both, the Inter-national Monetary Fund (IMF) and the representatives of the embassies present in the country; (f) The deve-lopment of a sheet of route For the National Governmental Commis-sion, according to the recommenda-tion Presented at the seminar direc-ted to the members of Government; (g) Election of the city of Evinayong, capital of the Southern Central Pro-vince, as the next place of the next Ordinary Meeting, scheduled for the second half of January, 2020 among other proposals.

A DELEGATION OF THE EITI NATIONAL COMMISSION ATTENDS THE EIGHTH FIFTH MEETING OF THE EXECUTIVE BOARD OF THE INTERNATIONAL EITI

A delegation from the EITI-GE National Commission participated in Addis Ababa, capital of Ethiopia from October 15 to 18 of this year to the 45th Meeting of the EITI International Board of Directors. This delegation was composed of Mr. Iván Lorenzo Williams MONGOLUE, representati-ve of the Permanent National Secre-tariat of EITI-GE, Mr. José Antonio Ndong ESONO, representative of an extractive company and member of the Multi-stakeholder group, and Mr. Bernardino Ndze BIYOA, representa-tive of Civil Society and a member of theMulti-stakeholder group.

Six were the points discussed du-ring the three days of the meeting. Among the topics discussed are the presentation of the general report of the International Secretariat on the process and validation of the EITI Implementation Program, the World Bank report, the status of the proce-dure on corruption according to the EITI Standard for implementing coun-tries, the report on the validation of the application for applications from countries such as: The Democratic Republic of Congo, Iraq, Myanmar, Mozambique and, finally, the report on the improvement of the EITI Stan-dard for the biennium 2020-2022.

The delegation of the National Commission found that during the sessions of the 45th Executive Mee-ting of the International EITI, the Re-public of Equatorial Guinea was the focus of the Executive Board of the International EITI, since among other issues, our country served as example in almost each and every one of the points discussed, especially following

the intervention of the representative of EITI Senegal, the members of the Civil Society and the representative of the Publish What You Pay.

In their observations, the members of the EITI International were worried about the exclusion of some NGO, as well as the situation of Human Rights and the free action of the Civil Equa-toguinean Society, thus suggesting the delegation of our country to re-consider and solve all these extremes In that context, the representatives of the Republic of Equatorial Guinea made the attendees see the current reality of the situation for which they were concerned.

Such is the case of the existence of more than 200 legalized NGOs in the country, as well as the participation in the National Commission of members of the Equatoguinean Civil Society, su-ggesting that if it is their desire, inter-national organizations such as the PWP and others They could freely come into contact and establish cooperative relationships with these NGOs.

Among the recommendations made by the International EITI to the

Equatorial Guinean delegation in or-der to validate their candidacy, the following stand out, among other things, the improvement of the legal aspects of the current norms that re-gulate the activities of the Civil So-ciety Collective in Equatorial Guinea, materialize the actions identified in the seminar organized to the High members of the Government and continue to schedule seminars for the local and provincial Authorities inclu-ded in the Work Plan of the National Commission of the Preparatory Group of the EITI of Equatorial Guinea, as well as the imminent organization of the National Conference Civil Society, with the support of the Government, inviting International Organizations such as the International Civil Society and the PWP Organization.

The representative delegation of the National Commission of Equa-torial Guinea that participated in this meeting, before returning to the country, took the opportunity to meet and make contact with different members of the International EITI and organizations present, of which we can highlight among others, the clo-sed meeting with the representative of the International Civil Society and member of the Executive Board, as well as the representative of the Pu-blish What You Pay, attended by Mr. Iván Lorenzo Williams MONGOLUE and Mr. Bernardino Ndze BIYOA, as-sisted by the Permanent International Secretary of the EITI, as well as the one held with the representative of the EITI of the Democratic Republic of Congo and member of the Execu-tive Board.
