    Historical background The first Public service commission was set

    up on October 1st,1926 by British Govt. forrecruitment to its services.

    Failed to meet peoples aspiration.

    A new Federal Public service commissionwas set up under the govt. of India act 1935.

    With the new constitution of independentIndia,it was accorded a constitutional status& an autonomous entity & given the title-UNION PUBLIC SERVICE COMMISSION.

    Constitutional Provisions

    Established under Article 315 of theConstitution of India.

    Consists of a Chairman & tenmembers.

    Serviced by a Secretariat head by asecretary with two additionalsecretaries, a number of Jointsecretaries, Deputy secretaries andother supporting staff.

    Duties and Roles: Recruitment to services & posts under the Union through

    conduct of competitive examinations;

    Recruitment to services & posts under the CentralGovernment by Selection through Interviews;

    Advising on the suitability of officers for appointment onpromotion as well as transfer-on-deputation;

    Advising the Government on all matters relating tomethods of Recruitment to various services and posts;

    Disciplinary cases relating to different civil services; and

    Miscellaneous matters relating to grant of extra ordinarypensions, reimbursement of legal expenses etc.

    the Union and States

    The All India Services Act, 1951 and Rules and

    Regulations framed there under regulate therecruitment and conditions of service in respect

    of the All India Services viz. Indian

    Administrative Service, Indian Police Service

    and Indian Forest Service.

    As far as direct recruitment to the Indian

    Administrative Service and Indian Police

    Service Examination are concerned, it is done

    through the Civil Services Examination and forthe Indian Forest Service through the Indian

    Forest Service Examination held by the

    Commission.
