International authorities visited Antofagasta for the ZICOSUR Meeting Valentín Volta’s mandate is extended as President of ZICOSUR

Plenario de Autoridades y Encuentro de Empresarios buscóconsolidar a la región de Antofagasta como el puente entrelos países pertenecientes a ZICOSUR y los mercados del AsiaPacífico.

En Antofagasta se realizó el Encuentro2015 de la Zona de Integración del CentroOeste Sudamericano (ZICOSUR) que fueinaugurado con las palabras del Intendentede la Segunda Región de Chile y PresidentePro- Témpore del organismo, Valentín VoltaValencia.

En su discurso de bienvenida, el Intendentede la región anfitriona destacó los avancesque ha tenido ZICOSUR en sus diferentesámbitos de integración, así como elreconocimiento internacional que haobtenido esta instancia por parte deorganizaciones internacionales y gobiernosde los distintos países que la conforman.

Volta sostuvo que esta instancia es un

puente para consolidar las ideas que pormuchos años no se han podido concretary que es el momento de poner “manos ala obra” y actuar sobre las conclusionesy proyectos que se tienen en carpeta. "Esvital la concreción de diversos proyectossubregionales, en el ámbito deinfraestructura debemos consolidar la

idea de un tren eléctrico que mejore laconectividad terrestre y comercial entrelos países del eje del Trópico deCapricornio. No podemos seguir esperandoque los proyectos se nos vayan de lasmanos y, en ese sentido, debemosaprovechar las oportunidades para queZICOSUR se transforme en un polo

comercial, turístico y cultural”.

"Por ello debemos facilitar aún más elfuncionamiento de este organismo eincrementar la participación empresarial,para así efectivamente generar propuestasque signifiquen beneficios para nuestrosrespect ivos pueblos y nuestraseconomías", subrayó la autoridad.

En la reunión par t ic iparon losrepresentantes de los gobiernos de Tarija,Bolivia; Jujuy, Salta y Santiago del Estero,Argentina; Matto Groso y Santa Catarina, Brasil; el Gobierno Central de Paraguayy la Secretaría Ejecutiva de CODESUL,además de autoridades de las cuatroprimeras regiones del norte chileno.

The 2015 ZICOSUR Meeting brought positivenews for Antofagasta since the Plenary ofgovernors and authorities decided to extendthe period of the ZICOSUR’s Pro Temporepresidency which is currently served by ValentínVolta, the Regional Governor of the secondregion.The current ZICOSUR’S Pro Temporepresidency began on June 6th 2014 and itwas supposed to finish by mid-2016, however,it was decided to be extended until the endof next year.Since the moment he assumed as President,Volta Valencia highlighted that one of the maingoals of his labor would be to reconnectZICOSUR with the Asia Pacific. “That is howthe Integration Zone of the West Central South

America was born: in a meeting withrepresentatives of the Asia Pacific that, actually,took place in Antofagasta in April 1997. Andthe goals of increasing our commercialexchanges with one of the main economicareas of the world remain absolutely in force,so it achieves the complete development ofthe regions that conform ZICOSUR”.In this regard, Volta highlighted that “the workperformed has not been in vain, we havestrongly regained the main goals of ZICOSUR.We believe that the potentiality remains in theintegration, and we have just finished a meetingin which, after a long time, the public andprivate areas were reunited. The AntofagastaRegion has a unique potential and we mustbring it closer to the service of our nearestcountries”, he concluded.

La participación de Brasil en el Plenario de Autoridadesy Encuentro de Empresarios, ZICOSUR 2015, se hizo notar.

A la participación permanente que ha tenido el Estado deSanta Catarina a través de Darci Zanotelli, Presidente deABITUR, Asociación Binacional de Turismo Brasil - Argentina,se suma la presencia de Vicente Bogo, Secretario Ejecutivodel Consejo de Desarrollo e Integración del sur de Brasil,CODESUL y la participación de la delegación del Estadode Mato Grosso, encabezada por Eduardo Moura, Secretariode Desarrollo e Integración Regional, en representacióndel Gobernador Pedro Taques.

Destacar que el estado de Mato Grosso se reincorpora ala ZICOSUR después de haber sido uno de los estadosbrasileños que le dio vida a esta instancia de integraciónen el Primer Encuentro Internacional ZICOSUR Asia Pacíficorealizado en abril de 1997, precisamente en nuestra ciudadde Antofagasta.Delegación de Mato Grosso, Brasil

Brazil’s participation in the 2015 ZICOSUR Authorities plenaryand Entrepreneurs Meeting was noticeable.Added to the permanent participation that the Santa Cantarinastate has had through Darci Zanotelli, the President of theBinational Association of Brazil-Argentina Tourism, ABITUR(as its Spanish acronym), there is the presence of VicenteBogo, the Secretary Executive of the Development andIntegration of the South of Brasil Counsel, CODESUL (theregions of southern Brazil) , and the participation of thedelegation of the Mato Grosso State, leaded by EduardoMoura, Secretary of Development and Regional Integration,in behalf of the governor Pedro Taques.It should be noted that the State of Mato Grosso will berejoined to ZICOSUR after being one the Brazilian states thatgave life to this instance of integration in the first Asia PacificZICOSUR International Meeting, that took place in April 1997in the very city of Antofagasta.

ZICOSUR’S Authorities Plenary extends ValentínVolta’s mandate as President Pro Tempore

“Paraguay tiene un deber geoestratégico. Estando en el centro de la Región, poseela obligación de convertirse en un nexo entre el Pacífico y el Atlántico. Además, elGobierno Paraguayo tiene dos postulados importantes que pasan por la integraciónfísica, infraestructura y promoción productiva. A eso se suma el hecho de que Paraguaycuenta con un depósito franco en Antofagasta y Chile con un depósito franco en PuertoVilleta, sobre el Río Paraguay. Esos dos elementos son muy importantes para llevaradelante esos propósitos de integración física, de integración productiva, en condicionesde que todos ganemos”.

“Paraguay has a geostrategic duty. Being in the middle of the Region, it has theobligation of becoming a link between the Pacific and the Atlantic. Moreover,the Paraguayan government has two important claims that go through thephysical integration, infrastructure and productive promotion. That is added tothe fact that Paraguay counts with a free warehouse in Antofagasta and so doesChile with a free warehouse in Puerto Villeta, over the Paraguay River.These two elements are very important to carry on those purposes of physicalintegration, productive integration, so it’s a win-win for all of us.”

The joint meetings between the ZICOSUR and CODESUL authorities are veryimportant for our countries, and that was reinforced here in Chile. These instanceswork to reassure and refresh the 2013 agreements. We have a new phase ofmajor approach between these two organisms. For this reason, the PresidentPro Tempore of CODESUR seeks to advance in strategies by strengthening awork agenda between the consultants and secretaries of the two organisms forus to reach more solid and more concrete ports”.

La actual Presidencia Pro TemporeZICOSUR se inició el 06 de junio de2014 y finalizaba a mediados de 2016,sin embargo se decidió extenderlahasta f ines del próximo año.

Positivas noticias para Antofagasta trajo elEncuentro ZICOSUR 2015, ya que en elplenario de Gobernadores y autoridades seresolvió la extensión del período de laPresidencia Pro Tempore de Zicosur, que enla actualidad ejerce el Intendente de laRegión, Valentín Volta Valencia.Desde que asumió la Presidencia, VoltaValencia destacó que uno de los objetivos

centrales de su labor sería volver a conectara la ZICOSUR con el Asia Pacífico. “Así nacióla Zona de Integración del Centro Oeste deAmérica del Sur, en un Encuentro con

Con una interesante intervención artística que representóel intercambio y la integración que, en los pueblos deZICOSUR existieron en tiempos ancestrales, se dio inicioal Encuentro Internacional 2015.Tres actores antofagastinos, representando a los antiguoshabitantes de la costa, de la cordillera y de la selva

amazónica, simbolizaron, la ceremonia del trueque y elintercambio de diferentes productos. La actividad decarácter teatral fue dirigida por la actriz argentina LauraGildenberger y fue complementada por una realizaciónaudiovisual.

Artistic InterventionThe International Meeting 2015 began withan interesting artistic intervention thatrepresented the exchange and the integrationthat existed in the Zicosur towns in ancienttimes.Three actors from Antofagasta representingthe towns from the cost, the range and theAmazonian jungle symbolized the barterceremony and the exchange of differentproducts. The theatrical activity was directedby the argentine actress Laura Gildenbergerand it was supplemented by an audiovisualmedia.

Una muestra multicultural de música,artesanía, grabados, fotografías yexposición turística, se presentó enforma complementaria al EncuentroZicosur 2015.La actividad se realizó en laexplanada de la ExCasa Gibss, desdeel 03 al 05 de diciembre.y fueorganizada por la CorporaciónMulticultural QUIMAL, con el apoyode SERNATUR Antofagasta.

Multicultural andTouristic Expo

As an addition to the Zicosur Meeting 2015,a multicultural show of music, art craft,engravings, photographs and touristicexposition was presented. The activity wasmade in the esplanade of the former GibbsHouse from December 3th to 5th, and it wasorganized by QUIMAL, a MulticulturalCorporation, under the support of SERNATUR,Antofagasta.

Morenadas, cacharpallas y sayasdespidieron con ritmos nortinos elEncuentro Zicosur Asia Pacífico2015. La banda Los Lakitas deAntofagasta, acompañados de sikusy tambores, deleitaron a losparticipantes de este evento en lacena oficial de clausura.

Musical FarewellNorthern rhythms such as morenadas,cacharpallas and sayas said goodbye to thePacific Asia Zicosur Meeting 2015. The bandfrom Antofagasta Los Lakitas, who playedsikus and tambours, del ighted theparticipants of this event at the official closuredinner.
