CIA agents fight drug cartels in Mexico
Agentes de CIA luchan contra el narco en México

WASHINGTON – Los Estados Unidos ha enviado oficiales de la Agencia Central de inteligencia, así como personal militar retirado, a México, para ayudar al vecino del sur en su lucha contra el crimen organizado.
De acuerdo a un reporte del diario New York Times, en las últimas semanas pequeños grupos de operativos de la Agencia Central de Inteligencia (CIA), así como militares retirados, han llegado a una base militar mexicana en el norte de México, donde oficiales de seguridad de ambos países están colaborando lado a lado para recolectar información sobre los cárteles de las drogas y ayudar a planificar operativos.
La publicación también informa que oficiales están estudiando la posibilidad de incrustar un equipo de agentes de seguridad privados de Estados Unidos, dentro de una unidad especial antinarcóticos de policías mexicanos que han sido escrutados.
“Oficiales americanos declinaron proporcionar detalles sobre el trabajo que está realizando el equipo americano de menos de dos docenas de agentes de la Agencia Antidrogas (DEA), oficiales de la CIA y militares retirados miembros del Comando Norte del Pentágono”, dice la publicación.
De acuerdo a la información obtenida por el diario, la base militar ha sido modelada siguiendo los “centros de fusión de inteligencia” que los Estados Unidos mantienen en operación en Irak y Afganistán para monitorear a grupos insurgentes. También indica que los Estados Unidos están jugando un papel de apoyo.
“Los mexicanos están al mando”, dijo un oficial militar estadounidense. “Es su espectáculo. Solo estamos aquí para apoyo técnico”.
La información obtenida por el diario indica que oficiales en ambos países reconocieron que este esfuerzo fue creado para eludir las leyes mexicanas, que prohíben a fuerzas armadas y militares extranjeras el operar en territorio mexicano, además de evitar que tecnología americana de vigilancia caiga en manos de agencias de seguridad mexicanas con un largo historial de corrupción.
Con respecto a este esfuerzo de colaboración, el embajador de Estados Unidos en México, Arturo Sarukhán, dijo que “se sustenta en el entendimiento de que la delincuencia organizada transnacional sólo puede ser enfrentada con éxito al trabajar de la mano y que el resultado es tan simple como convincente: juntos tendremos éxito o juntos fallaremos”.
México se ha convertido en el punto principal para la lucha contra el narcotráfico de Estados Unidos, ya que los carteles se han adueñado del mercado y son responsables por más del 80 por ciento de drogas que entran a los Estados Unidos.
Por su parte el gobierno federal mexicano aceptó la presencia de agentes estadounidenses en territorio nacional para “capacitar” a elemento s de la Policía Federal y del Ejército.
En un comunicado emitido por el secretario técnico del Consejo de Seguridad Nacional, Alejandro Poiré, se recalca que la presencia de los agentes se adhiere a las leyes mexicanas.
“El personal extranjero no lleva a cabo ninguna labor operativa ni porta armas, y en estos intercambios participan exclusivamente autoridades federales de ambos países”, dice el comunicado.
Poiré declinó identificar la ubicación
del centro donde están los agentes estadounidenses y se negó a comentar punto por punto la información publicada por el diario New York Times.
“Por consideraciones de seguridad nacional, el Gobierno Federal no se pronunciará sobre la veracidad o el contexto de la información publicada sobre estos esfuerzos”, dijo Poiré.
Mientras tanto, el presidente de Estados Unidos, Barack Obama, dijo que está a favor de los operativos conjuntos de Estados Unidos y México contra el crimen, pero recalcó que su papel es de apoyo.
“Solo estamos proveyendo asistencia para que se puedan alcanzar los objetivos de Calderón”, dijo, refiriéndose al presidente de México Felipe Calderón.
“Cualquier cosa que hacemos está relacionada con capacitación técnica,” Obama dijo, y mencionó que no está en sus planes expandir la naturaleza de la actual cooperación.
“Quiero ser muy claro, respecto de que ésta no es una situación donde tenemos agentes estadounidenses participando en actividades de control dentro de México. Sólo estamos proveyendo asistencia, ayuda, para que ellos puedan concretar los objetivos de Calderón. No tenemos ningún plan de expandir nuestro rol más allá de la asistencia técnica que se está dando ahora”, dijo Obama al diario La Opinión.
Por su parte, el portavoz del Departamento de Estado de Estados Unidos, Mark Toner, dijo en referencia al artículo del diario The New York Times, que el respaldo de Estados Unidos no es armado, y solo se refiere a la recolección de información.
“Reconocemos, los Estados Unidos reconocen que compartimos con México la responsabilidad de luchar contra el reto de estos cárteles de las drogas. Creemos que México está logrando avances en este respecto y estamos apoyándolos mientras reúnen y usan información sobre estas organizaciones criminales”, dijo Toner.
“El personal de Estados Unidos asociado con estos esfuerzos trabaja en apoyo del gobierno mexicano, quien tiene la responsabilidad exclusiva de ejecutar operativos del cumplimiento de la ley en su propio país. Así que, básicamente, se trata de compartir inteligencia e información”.
Al ser cuestionado sobre si los agentes estadounidenses estarían armados, Toner replicó que “es mi entendido que ésta es una operación para compartir inteligencia e información. No se sí, no creo que estaría n armados”.
En México no se hizo esperar la reacción de los distintos partidos políticos ante esta información.
El presidente nacional del PRD, Jesús Zambrano, dijo que Poiré no había desmentido lo publicado en el diario y, por lo tanto, no había desmentido tampoco que se había violado la soberanía nacional.
El PRD exigió que los secretarios de Gobernación y Relaciones Exteriores se presenten ante los diputados y senadores para explicar la violación de la soberanía nacional, al tener elementos de la CIA en una base militar mexicana.
“Están queriendo colombianizar a México en el peor momento, y no podemos permitirlo”, dijo Zambrano en una conferencia de prensa.
La secretaria general del PRI, Cristina Díaz Salazar, exigió una explicación a la Secretaría de Relaciones Exteriores, diciendo que la ciudadanía tiene derecho a saber qué es lo que está pasando.

WASHINGTON – The United States has sent CIA officers and retired military personnel to help its southern neighbor in its fight against organized crime.
According to an article published by The New York Times, in the last few weeks small operative groups from the CIA, and retired military officers have arrived at a Mexican military base in northern Mexico, where intelligence officers from both countries are working side by side to collect data about drug cartels and help plan operatives.
The newspaper also reports that officers are analyzing the possibility of embedding a team of security contractors from the United States in a special anti narcotics team of Mexican officers who have been thoroughly vetted.
“American officials declined to provide details about the work being done by the American team of fewer than two dozen Drug Enforcement Administration agents, C.I.A. officials and retired military personnel members from the Pentagon’s Northern Command,” the publication said.
According to information obtained by the newspaper, the military outpost has been modeled following the “fusion intelligence centers” that the united States have in Iraq and Afghanistan to monitor insurgent groups. It also indicates that the United States are in a supporting role.
“The Mexicans are in charge, “ said a U.S. military official. “It’s their show. We’re all about technical support.”
Information obtained by the newspaper indicates that officers in both countries recognized this effort was created to work around Mexican laws, which prohibit foreign military and armed forces from operating in Mexico, and also to prevent U.S. surveillance technology from reaching the hands of Mexican security agencies which have a long history of corruption.
About this collaboration effort Mexico Ambassador to the United States Arturo Sarukhan said that “it is underpinned by the understanding that transnational organized crime can only be successfully confronted by working hand in hand, and that the outcome is as simple as it is compelling: we will together succeed or together fail.”
Mexico has become ground zero for the American counternarcotics fight, as the cartels have seized control of the market and are responsible for over 80 percent of drugs that enter the United States.
Meanwhile, the Mexican federal government accepted there are U.S. agents in Mexican soil, but said they were there to “train” Federal Police and Army officers.
In a statement issued by National Security spokesman Alejandro Poire, authorities say the agent’s presence in Mexico is according to law.
“The foreign agents are not in conducting any operations or carrying guns, and in these exchanges are only involved federal authorities from both countries,” the statement reads.
Poire declined to identify where the U.S. forces are and refused to make a point-by-point comment on the information printed in the publication.
“Due to national security considerations, the Federal Government will not issue statements regarding the truthfulness or context of the information published about these efforts,” Poire said.
Meanwhile, President Barack Obama said he was in favor of the joint efforts of Mexico
and the United States against organized crime, but said theirs is only a support role.
“We are only providing support to reach the objectives of Calderon,” he said making reference to Mexican President Felipe Calderon.
“Anything we do is related to technical training,” Obama said, and mentioned that he is not planning on expanding the current cooperation agreements.
“I want to be very clear about this not being a situation in which we have U.S. agents participating in control activities within Mexico. We are only providing asistance, help so they can solidify Calderon’s objectives. We don{t have a plan to expan our participation beyond the technical assistance we aproviding now,” Obama told La Opinion.
Meanwhile, Mark Toner, State Department spokesperson, said about the New York Times story that the help from the United States is not in the form of armed personnel and is only about data collection.
“We recognize, the United States recognizes, that we share with Mexico the sresponbilitiy of meeting the challenge of these drug cartels. We believe Mexico is making progress in this regard, and we are supporting them as they gather and use information about these criminal organizations,” Toner said.
“U.S. personnel associated with these efforts work in support of the Mexican government, who would have exclusive responsibility for executing law enforcement operations in their own country. So essentially, thsi is about intelligence sharing and information sharing.”
When asked if the U.S. agents in Mexico were carrying guns, Toner said that “my understanding is that this is an information and intelligence sharing operation. I don’t know whether — I don’t believe they would be armed.”
The reaction in Mexico from several political parties didn’t take long.
The PRD national president Jesus Zambrano said Poire hadn’t refuted the information printed by the newspaper and, as a result, he hadn’t rejected that the Mexican soverignity had been violated.
PRD officials demanded the presence of the heads of the Foreign Relations Ministry and the Interior Ministry before the Deputies and Senators to explain the violation of national soveregnity by allowing the presence of CIA members at a Mexican military base.
“They want to turn Mexico into another Colombia at the worst time and we cannot allow it,” Zambrano said during a press conference.
PRI national secretary Cristina Diaz Salazar demanded an explanation from the Foreign Relations Ministry, saying Mexican citizens have a right to know what is going on.

Mientras los Estados Unidos continúan destinando dinero a la detención de inmigrantes y al cumplimiento de las leyes de inmigración, los recursos necesarios para que el sistema judicial de inmigración crezca a la par no han sido destinados. De hecho, un número récord de caso de inmigración, 275 mil 316 hasta mayo de 2011, se encuentran retrasados en la corte de inmigración, de acuerdo a un reciente reporte de la Agencia Distribuidora de Acceso a Registros de Transacciones (TRAC, por sus siglas en inglés). En cuatro meses, el retraso de casos creció un 2.8 por ciento y ha crecido 48 por ciento desde el año fiscal 2008.
El retraso en los casos creció a pesar de la contratación récord de jueces de inmigración en los últimos 12 meses.
Cuarenta y cuatro nuevos jueves fueron contratados. Pero debido a restricciones federales en el presupuesto, los esfuerzos de reclutamiento han sido interrumpidos y el número de jueces de inmigración de hecho puede disminuir, ya que aproximadamente 10 jueces de inmigración se retiran o dejan el puesto cada año. Menos jueces y un mayor esfuerzo para hacer cumplir las leyes de inmigración probablemente resultarán en retrasos más largos en los casos.

As the U.S. continues to pour money into immigration enforcement and detention, the resources necessary for the immigration court system to keep up with enforcement have not been appropriated. In fact, a record number of immigration cases – 275,316 as of May 2011 – are in the Immigration Court backlog according to a recent report by the Transactional Records Access Clearinghouse (TRAC). In four months, the case backlog grew 2.8 percent and it has grown 48 percent since fiscal year 2008.
The case backlog grew despite record-breaking hiring of immigration judges in the last 12 months. Forty-four new judges
were hired. But because of federal budgetary restrictions on hiring, recruitment efforts have been cut short, and the number of immigration judges may actually decrease because approximately 10 immigration judges per year retire or otherwise leave the bench. Fewer judges and enhanced enforcement efforts will very likely result in larger case backlogs.
The average wait time is 482 days, but in some states, the wait time is much longer.
Advocates report that backlogs could be reduced if immigrants had access to legal counsel. Unlike the criminal justice system, immigrants do not have a right to counsel in immigration court. Studies show that immigrants with legal counsel spend less time in backlogs. There are also cheaper alternative-
to-detention programs available that cost the government less and allow immigrants to remain with their families while awaiting their hearings.
As Congress continues to contemplate expanded enforcement, and the Obama administration continues to take pride in record number of deportations, they must remember the immigration courts. Without simultaneously funding the court system, the number of immigrants languishing in detention – often transferred far from their homes and families – will increase, and so will the price tag for U.S. taxpayers.

SOUTH ELGIN – La policía de South Elgin logró el decomiso más grande de marihuana en la historia de este departamento, al incautar 600 libras de la droga tras una detención de tránsito.
Un hombre, Claudio Ochoa, de 46 años y residente de la cuadra 0-100 de Ione Drive, fue acusado de un cargo de fabricación/entrega de marihuana y un cargo de posesión de marihuana.
Oficiales de South Elgin recibieron una llamada anónima alrededor de las 7:20 p.m. del 5 de agosto, informándoles que un automóvil con una carga de marihuana, dando la descripción del vehículo y la en qué dirección transitaba.
La policía localizó el vehículo, un Nissan Máxima 2006 tripulado por Ochoa. Agentes comenzaron a seguirlo, hasta que Ochoa se acercó demasiado al vehículo que viajaba enfrente de él y lo detuvieron en el área de Stearns Road y McLean Boulevard.

SOUTH ELGIN – South Elgin police seized the largest pot cache in the history of the department when they intercepted a 600-pount shipment after a traffic stop.
Claudio Ochoa, 46, of the 0-100 block of Ione Drive, was charged with one count of manufacture/delivery of marijuana and one charge of marijuana possession.
South Elgin officials received an anonymous tip at about 7:20 p.m. Aug. 5, with information about a vehicle transporting drugs, the description of the vehicle and the direction in which it was traveling.
Police tracked down the vehicle and started following it until it got too close to the car in front of it, giving police a reason to stop it in the area of Stearns Road and McLean Boulevard.
Ochoa allowed officers to search his vehicle, where they found about 100 pounds of marijuana in cube-shaped packages in the trunk.
The man also allowed officers to search his residence, where they found about 500 pounds of the drug, packaged in a similar way to the drugs found in the car.
The seized drugs have a street value of about $480,000.
Ochoa’s bond was set at $250,000. His next court date is Aug. 17 at the Kane County Judicial
Center.If found guilty of the manufacture/delivery of
marijuana charge, he faces between six and 30 years in prison.
South Elgin authorities said they are not sure why their community has attracted large drug operations.
In December police seized 82 pounds of marijuana to a California man who had shipped the drugs to himself to a South Elgin warehouse. The man, Walter Kwiatek, 70, was sentenced last month to four years in prison and to pay a $25,000 fine after he pleaded guilty to a felony charge of unlawful possession with intent to deliver.
Rollover crash interrupts traffic in downtown Elgin

ELGIN – Circulation through Chicago Street in downtown Elgin was shut down in both directions during rush hour on Aug. 9, when three vehicles crashed.
The crash, at the corner of East Chicago and Villa Streets, resulted in one of the vehicles rolling over. The accident took place at about 4:45 p.m. Aug. 9.
Rosa Morales, 53, an Elgin resident, was driving her Kia Soul SUV northbound on Villa Street when she tried to turn left and crashed another vehicle, causing her vehicle to roll over and hit another car.
Morales was taken to a local hospital with non-life-threatening injuries. She received a citation for failing to yield, police said.
Three people were slightly injured in the crash and received medical care at the scene.
The area was open to circulation at about 5:30 p.m.
Choque y volcadura interrumpen tráfico en centro de Elgin

ELGIN – El tráfico por la calle Chicago Street, en el centro de la ciudad, se vio interrumpido en ambas direcciones por alrededor de una hora el 9 de agosto, a consecuencia de un choque de tres vehículos.
El choque en la esquina de las calles East Chicago y Villa causó que uno de los vehículos se volcara. El accidente sucedió alrededor de las 4:45 p.m. del 9 de agosto.
Rosa Morales, de 53 años y residente de Elgin, conducía su vehículo Kia Soul SUV en dirección norte por la calle Villa, cuando intentó dar la vuelta a la izquierda y chocó contra otro vehículo, provocando que el SUV se volcara y golpeara a un tercer automóvil.
Morales fue llevada a un hospital local con heridas que no ponen en riesgo su vida. Ella recibió una multa por no ceder el paso, dijo la policía.
Otras tres personas resultaron con heridas menores y recibieron tratamiento en el lugar de los hechos.

AURORA – El Concilio de la Ciudad de Aurora aprobó por unanimidad otorgar el permiso para que el festival Fiestas Patrias se lleve a cabo en Aurora.
Originalmente la concejal Juany Garza se oponía a que la Cámara Hispana de Comercio de Aurora (AHCC, por sus siglas en inglés) obtuviera el permiso para el festival, ya que los organizadores no se habían comprometido por escrito a dar una cierta cantidad de dinero de las ganancias para becas que beneficiaran a los jóvenes de la comunidad.
Sin embargo, en la junta de concilio Garza dijo que había llegado a un acuerdo con René Cruz, presidente de la mesa directiva de la AHCC, sobre las becas, por lo que apoyaba el permiso.
“Ambas partes estamos finalmente
contentas”, dijo Garza. “Él está de acuerdo y nosotros estamos de acuerdo”.
Garza aclaró que nunca estuvo en contra de Fiestas Patrias, solo quería que los estudiantes de la comunidad se beneficiaran del evento.
“No estoy en contra de Fiestas Patrias”, dijo Garza. “Todo lo que pedimos es transparencia. Los contribuyentes tiene el derecho de preguntar qué se hace con el dinero”.
Los organizadores obtuvieron el permiso para realizar la celebración, pero no recibirán ningún subsidio de la ciudad ni ningún donativo para llevarlo a cabo.
Este es el segundo año que la Cámara Hispana de Comercio de Aurora organiza el evento, dedicado a la celebración de la Independencia de México. La celebración será del 16 al 18 de septiembre en el estacionamiento de North River Street.
Two men charged with drag racing

AURORA – Two men were charged with drag racing through Aurora streets, after reports of a crash in the early morning hours of Aug. 7 in Aurora.
Police said there was a three-vehicle crash at 12:14 a.m. at Sequoia and Edgelawn drives.
Ryan Corwell, 23, of the 1200 block of Post Road in Aurora, and Maradona Niravong, 22, of the 200 block of Laurel Drive in North Aurora, were charged with drag racing and failure to reduce speed.
Both vehicles were totaled.Officers said that when they arrived at the
scene both vehicles were facing the wrong direction, a street light was down, several trees were damaged and a windshield was found on some tree branches. Also there were skid marks for 150 feet.
Police said both men accepted they were speeding but denied drag racing.
Corwell also faces charges of driving without insurance and improper lane use. Niravong also faces a charge of aggravated reckless driving.
A third driver who was hit, Nicole Dezonno, was charged with improper lane use.

AURORA – Dos personas fueron acusadas de participar en carreras de aceleración en las calles de Aurora, después de que se reportara un choque la madrugada del 7 de agosto en Aurora.
La policía informó que hubo un choque entre tres automóviles a las 12:14 a.m. en las calles Sequoia y Edgelawn Drives.

AURORA – The Aurora City Council approved by unanimity the permit to host the Fiestas Patrias celebration in Aurora.
Originally Alderman Juany Garza was not in favor of issuing the permit to the Aurora Hispanic Chamber of Commerce to host the festival, because the organizers refused to commit in writing to provide a set amount of scholarships to Aurora children with the revenue from the festival.
However, at the city council meeting, Garza said she had reached an agreement with AHCC Board of Directors president Rene Cruz about the scholarships and she supported the festivities.
“We are finally happy on both sides,”
Garza said. “He agrees, we agree.”Garza said she was never opposed to
Fiestas Patrias, she was only concerned that Aurora students should benefit from the event.
“I’m not against Fiestas Patrias,” Garza said. “The only thing we ask is transparency. Taxpayers have the right to ask what they do with the money.”
Organizers received the permit to host the celebration, but they won’t receive any money or subsidy from the city to make it happen.
This is the second year the Aurora Hispanic Chamber of Commerce organizes the event, dedicated to celebrate Mexican Independence Day. The festival will take place Sept. 16 through Sept. 18 at the North River Street parking lot.

MEXICO CITY – Los Zetas is recruiting more women and underage girls to carry out their crimes, according to a high-ranking safety officer.
Francisco Alejandro Solorio, director of Public Safety in Jalisco, said they are seeing more evidence of this, after authorities arrested a 13-year-old girl during a shoot out with Zetas members.
“We are seen that they are recruiting more underage women, and we have arrested more minors, from Veracruz, from Zacatecas, and more minors keep coming,” he said.
He said they have knowledge of several underage girls from the neighboring state of Zacatecas who are used by crime groups as shooters and prostitutes.
The arrest of the 13-year-old girl, identified only as Perla, took place early Aug. 7, when police and Los Zetas exchanged gunfire in the Lagos de Moreno area in the state of Jalisco, after federal and state police officers responded to a tip of heavily-armed people. Authorities were received with gunfire, and arrested three people ,among them Perla.
The girl accepted being a member of Los Zetas and said she was paid about 4,000 pesos every two weeks. She said she had to join the group “out of necessity” and that her relatives had urged her to leave the group.
During the operation authorities seized nine guns, six rifles, 18 chargers and 316 bullets.
According to some investigations, in Mexico there are about 20,000 minors involved in organized crime, but there is no official data on this matter.
Perla, known as ‘The Hawk Girl’ was returned to her parents after providing a statement to authorities. The Mexican Constitution prohibits minors under 14 years of age to go to jail, and she will only receive rehabilitation.

WASHINGTON – The federal government sent a letter to state governors, informing them that there is no need for agreements between the federal and state governments in order for the Secure Communities program to be in place throughout the country.
The letter, sent out Aug. 5, puts an end to Memorada of Agreement (MOA) between several state governments and the federal government to implement the program.
Immigration and Customs Enforcement Director John Morton sent the letter putting an end to such agreements to the governors “to avoid further confusion.”
Through this program, the FBI shares fingerprint information from people arrested by local and state law enforcement agencies with federal authorities, who then can use the information to determine if someone has violated immigration laws.
According to the Washington Post, in 2008, when the program became effective, participation was believed to be voluntary, but federal authorities have said since then that there is no room for local authorities to decline to participate in the program.
A Department of Homeland Security officer said that “we are going to continue the program, but we are going to do it without MoAs.”
Earlier this year the governors of Illinois, New York and
Massachusetts announced they had suspended their state’s participation in the program.
However, with this action, the federal government is telling them they don’t have the authority to decide if they participate or not.
“Secure Communities is not an effort between the state and the federal government. (The states) cannot determine who is subject to these procedures or not. The federal government has exclusive authority to determine if somebody must be deported,” a high-ranking ICE official told La Opinion.
Currently Secure Communities is in operation in 1,300 jurisdictions and it’s expected to be in place nationwide by 2013. Until April of this year, 77,000 immigrants had been identified and deported through the Secure Communities program.
Immigration advocates have criticized the program, saying it does not distinguish between serious criminals and minor offenders and that it discourage victims and witnesses from reporting crimes to authorities, as they are afraid of being deported if they reach out to authorities.

Gobiernos obligados a participar en programa “Comunidades Seguras”

WASHINGTON – El gobierno federal envió una carta a los gobernadores de los estados, informándoles que no necesitan existir acuerdos estatales para que entre en funcionamiento el programa Comunidades Seguras en los estados del país.
La carta, enviada el 5 de agosto, pone fin a acuerdos existentes llamados memorándum de entendimiento (MOA, por sus siglas en inglés), entre varios gobiernos estatales y el gobierno federal. John Morton, director de Inmigración y Control de Aduanas (ICE, por sus siglas en inglés) envió la carta dando por terminados los acuerdos a los gobernadores “para evitar mayor confusión”.
Por medio de este programa el Buró Federal de Investigación (FBI) comparte información de huellas digitales de personas arrestadas por agencias de la ley a nivel local y estatal con autoridades federales, quienes usan la información para determinar si alguien ha violado leyes de inmigración.
De acuerdo al periódico The Washington Post, en el año 2008, cuando el programa entró en vigor, se creía que la participación de los estados era voluntaria, pero autoridades federales ya han dicho que no existe lugar para que las jurisdicciones locales dejen de participar en el programa.
Un oficial del departamento de Seguridad Nacional dijo que “vamos a continuar con el programa, pero vamos a hacerlo sin MOAs”.
Este año los gobernadores de Illinois, Nueva York y Massachusetts anunciaron que estaban suspendiendo su participación en el programa.
Sin embargo, con esta nueva acción el gobierno federal está informando a los estados que ellos no tienen autoridad para determinar si participan o no.
“Comunidades Seguras no es un esfuerzo entre el estado y el gobierno federal. No pueden determinar quién está sujeto a los procedimientos o no. Como gobierno federal, tenemos autoridad exclusiva de determinar si alguien debe ser deportado”, dijo un alto funcionario de ICE al diario La Opinión.
Actualmente Comunidades Seguras está en marcha en mil 300 jurisdicciones y está programado a funcionar a nivel nacional para el año 2013.
Hasta abril de este año, 77 mil inmigrantes habían sido detectados y deportados mediante el programa Comunidades Seguras.
Defensores de los derechos de los inmigrantes han sido críticos del programa, diciendo que distingue entre criminales agresivos e infractores menores, además de que aleja a víctimas y testigos de crímenes de la policía, ya que tienen miedo de reportar los incidentes a las autoridades y ser deportados.

MIAMI – As authorities are stepping up efforts to stop drug trafficking by road, Mexican drug cartels are relying more and more in the U.S. Mail and private carriers to ship drugs throughout the state.
A news report in Florida’s Sun Sentinel stated that this is a less-risky way for drug dealers to ship their merchandise.
“As the Border Patrol increases security on the border, it leads to smugglers using different tactics,” Postal Inspector Blad Rojo said. “You know you can put it in the mail and it’s going to get there. But we don’t want criminals to exploit the efficiency of our postal services.”
The report stated that many of the drug shipments to South Florida originate in the Southwest of the United States, and that shipments are being made by Mexican drug dealers who cross the border to send their packages.
Rojo said packages usually contain 20 to 30 pounds of marijuana or a kilo or two of cocaine. Other drugs shipped include methamphetamines and prescription drugs.
Postal inspectors said the drugs usually are tightly packaged in boxes, wrapped several times in plastic. If the package contains marijuana, drug dealers use axle grease or fabric softener sheets to disguise the smell.
According to the newspaper, nationally there were 43,564 pounds of marijuana intercepted in the mail in 2009; 35,773 pounds in 2010 and 23,758 pounds through June of this year.
Officials with private carriers like FedEx and UPS said they have security programs in place to detect suspicious packages, but declined to discuss them.
Public and private carriers as well as law enforcement agents need a warrant to open and search a package.
Officers said the increase in drug interceptions has brought an increase in drug arrests.

MIAMI – Al aumentar las autoridades sus esfuerzos para detener el tráfico de drogas por carretera, los cárteles mexicanos están confiando cada vez más en el servicio postal estadounidense y en servicios privados de paquetería para enviar su mercancía.
Un reporte en el periódico Sun Sentinel de Florida indica que esta es una forma menos riesgosa para los contrabandistas para enviar su producto.
“Al aumentar la Patrulla Fronteriza la seguridad en la frontera, esto lleva a los contrabandistas a usar otras tácticas”, dijo Blad Rojo, un inspector postal. “Usted sabe que puede ponerlo en el correo y va a llegar a su destino. Pero no queremos que los criminales exploten la eficacia de nuestros servicios postales”.
El reporte indica que muchos de los cargamentos de drogas enviados al sur de la Florida se originan en el suroeste de los Estados Unidos, y que los envíos son realizados por traficantes mexicanos, quienes cruzan la frontera para enviar sus paquetes.
Rojo dijo que los paquetes generalmente contienen 20 a 30 libras de marihuana o uno o dos kilos de cocaína. Otras de las drogas enviadas por correo también incluyen metanfetaminas y medicamentos recetados.
Los inspectores postales dijeron que las drogas generalmente están bien envueltas en cajas cubiertas con varias capas de plástico. Si el paquete contiene marihuana, los traficantes usan grasa para frenos o suavizante de telas en hojas desechables para esconder el olor.
De acuerdo a la publicación, a nivel nacional se interceptaron 43 mil 564 libras de marihuana en el correo en 2009; 35 mil 773 libras en 2010 y de enero a junio de este año se han decomisado 23 mil 758 libras.
Oficiales de servicios privados de paquetería dijeron que FedEx y UPS tienen sus propios programas de seguridad para detectar paquetes sospechosos, pero no quisieron hablar sobre el tema.
Los servicios de paquetería públicos y privados, así como los agentes de la ley necesitan una orden judicial para abrir un paquete.
Oficiales dijeron que el aumento en la intercepción de drogas ha llevado a un aumento en los arrestos por cargos de drogas.

MEXICO CITY – Sandra Avila Beltran, better known as ‘The Pacific Queen’, scored a great victory by obtaining a judicial order to prevent her from being extradited to the United States, where she was expected to be on trial for her alleged participation in drug trafficking.
The criminal Collegiate Tribunal for the First District in Mexico City determined that the extradition is not valid because she would face the same charges in the United States that she is facing in Mexico.
Avila Beltran was arrested on Sept. 28, 2007 at a Mexico City restaurant. She is charged with collaborating in the traffic of almost 10 tons of cocaine which were discovered on board the boat Maciel, discovered in late 2001 in the port of Manzanillo.
Now, for an extradition order to move forward, the Mexican Foreign Relations Ministry must make sure the United States will not charge her with the same crimes she is facing in Mexico.
However, Avila is not a free woman. She is currently housed at the El Rincon Penitentiary in Nayarit, where she faces money laundering charges.
She was also awaiting the results of an appeal filed by the State Attorney on the sentence handed down to her on Dec. 3, 2010, in which she was declared not guilty of the charges of organized crime, money laundering and crimes against health, but on the same day she obtain the order not to be extradited, a judge upheld the determination of not guilty of those charges.

CD. DE MÉXICO – Sandra Ávila Beltrán, conocida como La Reina del Pacífico, se anotó una gran victoria, al lograr que le dieran un amparo y evitar que la extraditen a Estados Unidos, donde sería juzgada por su presunta actividad en el tráfico de drogas hacia ese país.
El Tribunal Colegiado en materia penal del Primer Circuito de la Ciudad de México dictaminó que la extradición no procede, ya que los cargos que enfrenta en Estados Unidos son los mismos por los que se le está juzgando en México.
Ávila Beltrán fue arrestada el 28 de septiembre de 2007 en un restaurante de la ciudad de México y está acusada de colaborar en el tráfico de casi diez toneladas
de cocaína en el buque Macel, detenido a finales de 2001 en Manzanillo y en el que se encontraba el cargamento de cocaína.
Ahora, la Secretaría de Relaciones Exteriores deberá asegurarse que ella no va a ser juzgada en Estados Unidos por los mismos delitos que se le imputan en México antes de autorizar su extradición.
Este mismo día, un juez determinó que la apelación interpuesta por la Procuraduría General de la República contra la sentencia dictada el 3 de diciembre de 2010, en la que Ávila Beltrán fue absuelta de los cargos de delincuencia organizada, lavado de dinero y delitos contra la salud, no procedía.
Sin embargo, Ávila no está en libertad. Se encuentra actualmente recluida en el Penal de El Rincón, Nayarit, donde enfrenta un proceso por lavado de dinero.

CD. DE MÉXICO – Un paquete con la leyenda ‘frágil’ y dirigida a Armando Herrera Corral, un experto en robótica en el prestigiado Instituto Tecnológico y de Estudios Superiores de Monterrey Campus Estado de México, explotó, causando heridas severas a dos profesores de la universidad.
Reportes indicaron que el paquete fue encontrado por un empleado de la universidad en uno de los jardines la mañana del 8 de agosto. El empleado notificó a seguridad y ellos lo llevaron al edificio de ciencias para entregarlo a su destinatario.
El Procurador de Justicia del Estado de México Alfredo Castillo dijo en una entrevista radial que Herrera Corral, de 49 años, recibió el paquete y lo llevó al cubículo de otro profesor, Alejando Aceves López, para compartirlo, ya que pensó que era un reconocimiento.
El procurador dijo que cuando abrieron el paquete explotó una bomba de fabricación casera. Mencionó
que el ataque estaba dirigido a Herrera, ya que el paquete contenía instrucciones que tenía que ser abierto por el destinatario o se podría sancionar a la persona.
De acuerdo con las autoridades, ambos hombres dejaron el área del ataque por su propio pie, para después ser llevados a hospitales del área. Herrera Corral salió del hospital horas después, mientras que Aceves todavía recibe tratamiento pro una herida en el tórax.
Castillo dijo que un grupo llamado “Individuos Tendiendo a o Salvaje” colocó la bomba en el campus universitario. El grupo ha realizado otros ataques en contra del desarrollo de la tecnología, incluyendo uno en el Estado de México.
“Es un grupo conocido y no, porque cuando nos metimos a profundidad pudimos conocerlo, es un grupo que se llama ‘Tendiendo a los Salvaje’, es un grupo que ha actuado internacionalmente, aunque en México son pequeñas células que quieren hacer copy cat”, dijo Castillo.

MEXICO CITY – A package stamped ‘fragile’ and addressed to Armando Herrera Corral, a robotics expert in the prestigious Monterrey Institute of Technology and Higher Education campus Mexico State, exploded, causing severe injuries to two people in the university.
Reports indicated that the package was located by a university worker in one of the gardens the morning of Aug. 8, told security guards about it and the guards took it to the sciences building, where it was delivered.
Mexico State Attorney General Alfredo Castillo said in a radio interview that Herrera Corral, 49, took the package to the office of another professor, Alejandro Aceves López, to share it with him as he thought it was an award.
The Attorney General said when the package was
opened the homemade bomb exploded. He said the attack was directed against Herrera, as the package had instructions that it was supposed to be opened only by the addressee, under penalty of law.
According to authorities, both men left the area on foot. They were taken to area hospitals for treatment. Herrera Corral was released from the hospital after a few hours, while Aceves was still receiving treatment for a thoracic injury.
Castillo said a group named Individuals Tending to the Wild (ITS) placed the bomb in the university campus. The group has conducted other attacks against the development of technology, including one in Mexico State.
“It’s a group that is known, and not known at the same time, because when we delved into it, we found out it’s a group called ‘Tending to the Wild’, a group that has acted at the international level, but in Mexico there are small cells who are copy cats,” he said.

ACAPULCO – Después de suspender su boda con distintos galanes en cuatro ocasiones diferentes, la conductora Galilea Montijo finalmente dijo “no hay quinto malo” y contrajo
nupcias con el político Fernando Reina en Acapulco, además de que trascendió que ella está embarazada de cinco semanas.
Rumores de la boda comenzaron a mediados de la semana pasada, pero Montijo nunca confirmó nada.
La ceremonia civil se realizó en el puerto de Acapulco la noche del 6 de agosto. No se dieron a conocer detalles ni fotografías de la boda, ya que el evento fue vendido a la revista ¡Hola! México, junto con la exclusiva del embarazo.
Pocos días antes de que saliera a la luz su posible boda, Montijo dijo a diversos medios de comunicación que tenía interés en formar una familia a corto plazo, pero no reveló ningún detalle de sus planes inmediatos ni de la llegada de la cigüeña.

straple, una tiara y un velo que le llegaba debajo de la cintura, mientras que el novio, un regidor de la ciudad de Acapulco, visitó un raje color caqui con corbata clara.
A la recepción acudieron alrededor de 100 invitados, entre los que estuvieron los compañeros de trabajo de ella: Raúl Araiza, Mark Tacher y Roxana Castellanos.
“Estamos muy contentos, ya ves que la Gali es ‘La Novia Fugitiva’ y vamos a ver si ahora sí la amarramos de una pata pa’ que no se eche a correr”, bromeó Araiza a su llegada al evento.
Este es el quinto anillo de compromiso que recibe Montijo. El primero fue de Roger Torres, el segundo de Cuauhtémoc Blanco, el tercero de Gilberto Sobrero y el cuarto de Jorge Krasovsky.
Montijo comentó en el programa ‘Hoy’ que la planeación de su fiesta de cumpleaños se transformó rápidamente en la organización de su boda.
Es por esto que algunas personas que ella hubera deseado tener a su lado no la pudieron acompañar, ya que tenían compromisos previos o estaban de viaje.

She said she is five weeks pregnant.
Days before wedding information was filtered, Montijo told several media outlets she was interested in forming a family in the near future, but didn’t reveal any details about her immediate plans and her pregnancy.
For the wedding Montijo wore a simple strapless dress, a tiara and veil, while the groom, an Acapulco councilman, wore a khaki suit with light tie.
About 100 guests were invited to the ceremony
and reception, among them Montijo’s coworkers: Raul Araiza, Mark Tacher and Roxana Castellanos.
“We are very happy, you know Gali is ‘the runaway bride’ and we’ll have to see if we tie her foot to prevent her from running,” Araiza joked.
In her show Montijo said her birthday party quickly evolved into a wedding. That was the reason why several people couldn’t be there for the occasion, as many of them had plans or were on vacations.
