    "#$%&' ( )*+,-+.'/0 2.2. Improving the connection betweencitizens and the Inter-institutional SocialPolicy Roundtables (ISPRs)

    This commitment proposed civic participation activities in management plans for regionalsocial policies. In 2015, the government held workshops with the ISPRs to explain the newaction plan idea. They then defined the themes for “departmental action plans”. Continuingparticipatory opportunities would strengthen progress toward open government. It also

    would provide an institutional response to stakeholders’ demands to participate in the publicadministration. The relevance of the commitment is clear, and it would be a significant step,although its scope is somewhat limited. The IRM researchers believe that the next action planshould include generating tools to permit tracking proposed activities and their evaluation.

    2.3. “Neighborhood of the Arts”

    The Uruguayan Government aimed to promote a collective process to construct theNeighborhood of the Arts. While this project could have social, cultural, and urban impactsin the zone in which it would be developed, the IRM researchers were unable to identifyrelevance to OGP’s open government values. The researchers recommend leaving thiscommitment out of the next plan, unless stakeholders modify it to emphasize theMunicipality’s accountability or to involve neighborhood actors in the decision making.

    2.4. System for dialogue andconsultation

    To democratize Uruguay’s foreign policy, the government proposed establishing civicparticipation channels on the topic, including a system for dialogue and consultation. Thesystem strengthened access to public information and social oversight of the foreign policy ofUruguay. This commitment represents a significant step forward. However, to sustain themodel of co-creation and to develop a common agenda, the IRM researchers recommendreestablishing contact with CSOs registered in the system.

    3. Promoting the Right to Access Public Information (RAPI)

    3.1. Promoting and spreading awarenessof RAPI

    • OGP value relevance: Clear• Potential impact: Moderate• Completion: Substantial

    This commitment developed strategies to promote various actors’ (youth, grassrootsorganizations, communities) right to access public information and to train civil servants,

    with participation from both government and civil society. The government completed anawareness-raising campaign and opened data about the transparency of state bodies, but theyhave had a limited scope. The rest of the goals are in progress. The IRM researchers suggestthat future plans include more awareness-raising events and informational campaigns. TheIRM researchers also recommend that they include topics around the right to access primaryand secondary education curricula.

    3.2. E-access through the NationalSystem for Access to Public InformationRequests

    Potential impact: Moderate• Completion: Limited

    This commitment’s objective was to create an IT tool that would centralize management ofaccess to information requests submitted to any government body. As of writing this report,the proposed actions are due at the end of 2015, representing limited completion of thecommitment. This tool would save costs and time in registering and tracking informationrequests. It would represent a significant step in the effective rights to public information.

    The IRM researchers recommend that future action plans aimed to incorporate as manypublic bodies as possible and an awareness-raising campaign so that citizens become aware ofand use the tool.

    3.3. Responses to access to publicinformation requests

    • OGP value relevance: Clear• Potential impact: Moderate• Completion: Complete

    This project proposed sharing the Uruguayan Central Bank’s responses to access toinformation requests. The plan’s developers considered this commitment relevant to widercitizen access and to management transparency. The Bank achieved the goal, since anyonecan access the date, name, resolution, and documentation for each request, whereappropriate. Future commitments could include publishing this information in open dataformats to improve reuse.

    3.4. Fully open and accessible council

    The Departmental Council of Maldonado committed to promoting the construction,institutionalization, and deepening of a culture of transparency through digitalizing andpublishing 100 percent of the public documentation available in manuscripts and records ofminutes. The IRM researchers found that this information is available. This represents asignificant step for access to information, even if the management model has not beeninstitutionalized or replicated yet. For future action plans, the IRM researchers suggestconsidering adding actions and practices with greater reach and scope, thereby effectivelygenerating a systemic policy for transparency in local governments.

    3.5. Single access point for statestatistical information

    This commitment proposed improving the quality of information and citizen access forthemes like health, environment, social development, and others by centralizing theinformation at a single point. To date, public entities still produce statistical information thatis fragmented and dispersed. The IRM researchers consider that the government couldcomplete the proposed goals and generate participation to validate the catalog’s format, thedata, and information. This would capture users’ real needs.

    4.1. Open government data

    • OGP value relevance: Clear• Potential impact: Moderate• Completion: Substantial

    This commitment focused on promoting the publication, use, and reuse of open governmentdata. To date, the Open Government Data Working Group formed and extended its scopeof work to new knowledge areas and institutions. This initiative would make the country’sopen data policy more sustainable and transcendent and, thus, would be a significant steptoward openness. The IRM researchers recommend further work on the commitment.

    Additional steps could be including activities to build civil society’s capacity to use open data,to apply the standards to local governments, and to study civil society’s data needs.

    4.2. Open data for analyzing publicpolicies

    • OGP value relevance: Clear• Potential impact: Moderate• Completion: Substantial

    The government aimed to promote access to information through publishing open data onpublic policies. At the time of writing this report, the government published updatedindicators for the Uruguayan Public Policy Observatory, updated data on the allocation andexecution of the public budget, and two of the five datasets relevant to evaluating andanalyzing public policies. Thus, this project provides valuable information to improveresearchers’ analyses of social policies. But it does not involve other public reuse of thesedata. The IRM researchers consider it important to continue incorporating new datasets onpublic policies and to share the information and promote its use.

    ! 4.3. Open property data

    This commitment aimed to open governmental information related to property rights, inopen data format. It also proposed a mechanism to receive citizen ideas to develop apublication plan for a new dataset. Rural and urban censuses from the entire country areavailable on a website as of the second half of 2014, and in the national open data catalogueas of December 2014. However, the publication plan for new datasets did not progressbecause although the government launched a form to receive suggestions on the open datapage of the cadaster office’s website, they did not receive any proposals. The massivepublication of property data in open formats would allow various stakeholders to reuse them,from professionals and professional associations to the private sector connected to theproperty market and to public and private organizations. Future action plans could includecommitments oriented towards improving the site’s interfacing with citizens.

    4.4. Open micro-data of social programs

    • OGP value relevance: Clear• Potential impact: Moderate• Completion: Substantial

    To contribute to the transparency and accountability of social programs, the governmentcommitted to publishing databases and other inputs for academic research. The goaladvanced as planned when the government published a metadata report and a set of micro-data. While this represents a significant step in terms of access to information, so far onlyspecialists or academics have used the data. The commitment’s impact could be greater if itincluded simple channels for interaction with citizens. Additionally, the government couldconsider publishing the micro-data of more social programs.

    4.5. Information for exercising healthrights

    • OGP value relevance: Clear• Potential impact: Minor• Completion: Substantial

    This commitment aimed to improve information-sharing from the Integrated NationalHealth System (INHS). To date, implementers developed an inventory of the INHS’ data andpublished reports. Implementers also approved a plan to raise awareness and encourage civicengagement. Members of the government and civil society planned to host a Dialogue Roundin December 2015 to analyze the INHS datasets. Thus, as written, this commitment is limitedto publishing an inventory or implementing a promotional plan. Similarly, the dialogue round

    will be limited to analyzing a previously selected dataset. However, as part of thiscommitment and as a result of exchanges held in one of the dialogue rounds of this ActionPlan, civil society along with the INHS co-created a software for visualizing INHS data. Thisis a model that could be replicated in other areas, combining access to information, civicparticipation, and accountability.

    4.6. Open airport data

    • OGP value relevance: Clear• Potential impact: Minor• Completion: Substantial

    This commitment focused on improving the quality of the information that the NationalDirectorate of Civil Aviation and Aeronautical Infrastructure generates via publishing sixstatistical datasets. To date, the Directorate published five datasets. Although thiscommitment is a positive step for access to civil aviation and aeronautical data, as written, thecommitment does not mention actions to “close the information circle” between availability,access, use, and application. The researchers suggest that future action plans explore thepossibility of including mechanisms for users to make comments and to identify their needs.

    4.7. Transparency in the draft law lifecycle

    • OGP value relevance: Clear• Potential impact: Moderate• Completion: Limited

    This commitment’s objective was to make the parliamentary process for draft laws moretransparent. Further, it would enrich parliamentary documents semantically, enablinginterpretation according to the AkomaNtoso standard. To date, three of the fourparliamentary datasets are available in an adequate format. Further, both the development ofa comparative visualization tool for draft laws and training lawyers for processing new draftlaws progressed. However, civil society representatives consulted by the IRM researchersbelieve Parliament continues to show weaknesses in its activity registry. The IRM researchersrecommend that future action plans allocate more resources to personnel training, reform theparliamentary website, and pursue that the Parliament engage with the Legislative Openness

    Working Group.

    5.1. Public expenditure watchdog

    This commitment would create a system to analyze and share indicators reflecting the statusof public expenditures. The information would be easy for citizens to interpret. However,during implementation, technological problems emerged in the watchdog’s interface. To date,a large quantity of Central Administration information is available , but the system still lacksdata from various public entities. The IRM researchers suggest that future commitmentsconsider developing a promotional plan for the tool, training citizens for its use, andincluding social auditing processes.

    ! 5.2. Single register for governmentsuppliers

    The government tried to improve relationships with suppliers with this commitment tomaintain a registry of contract compliance. A large majority of government entities now usethe Single Registry of State Suppliers. It registers information from all legal persons interestedin contracting with the government. The legislature and some public companies are still in theprocess of joining the system. The IRM researchers suggest future action plans aim to includeall government bodies at the central, parliamentary, and local levels. Stakeholders also couldconsider using e-signatures to comply with procedures remotely. Additionally, they could linkthe registered information with the public expenditure watchdog to make it public.

    5.3. National public software

    • OGP value relevance: Clear• Potential impact: Minor• Completion: Limited

    This commitment aims to optimize and rationalize resources for producing technologicalsolutions for the state or society. It also aims to share government-generated knowledge inconstructing and using software. To date, the Public Software Catalogue expanded thenumber of applications available from 10 to 15. However, no progress on civic participationoccurred. As next steps, the government could work toward formalizing the Public Software

    Working Group and integrating CSOs. It also could try to generate collective processes ofadapting available software to specific needs.

    6.1. Program to simplify and moveprocedures online

    This commitment aimed to boost the availability of online procedures and services. Thegovernment achieved the original goal of publishing 80 percent of the most-used proceduresby December 2014. They then widened the goal to “procedures 100 percent online” by 2016.

    The government designated a specific individual and charged that individual with forming ateam to publish the 2,000 identified services. This commitment is a major step for the publicadministration because it facilitates citizen information about procedures, and it lowers timeand money costs. However, as written, the commitment does not relate clearly to the valuesof open government. Once 100 percent of procedures are online, it will be important toconsider establishing citizen interaction mechanisms that channel suggestions for complaints,improvements, etc. This would connect the activity more clearly to open government.

    6.2. Processing identity documents (CI)

Finally, if itengaged all stakeholders to co-create the interface.

    6.6. New web portal for the Ministry ofEconomy and Finance

    A proposed new web portal for the Ministry aimed to place emphasis on the citizen throughframeworks for accessibility, usability, transparency, and access to public information. TheIRM researchers found that the new portal came online in March 2015. Later, its functions

    were enhanced as a result of the Procedures Online’ project. Moving forward, it is importantto dedicate resources to maintaining and updating the portal.

    6.7. Infrastructure for spatial data

    The Uruguayan Infrastructure for Spatial Data (IDEuy) is an initiative to use qualitygeographical information as a fundamental instrument to support decision making. Currently,users can visualize maps from some 17 public bodies, such as ministries; the Intendant ofMontevideo, Maldonado, Rivera, and others, on the website. The site allows free access to

    visualizing various geographical layers of data, although the site is somewhat unstable andslow. If stakeholders decide to carry this commitment forward in future action plans, theIRM researchers recommend generating friendlier interfaces and promoting the existence andutility of the data.

    7. Outreach services to citizens

    7.1 Citizen customer service points

    This commitment aimed to strengthen and improve national customer service by installingmore service points, by expanding the service network with new channels andcomplementary products to overcome geographical divides, and by developing a plan forremote attendance. This initiative is very important in a highly centralized country likeUruguay, where, historically, the central administration and all public services were centered

    in the capital. As of December 2014, the government installed 100 Customer Service Points(CSP) for citizens. However, the other two parts of the commitment were still in preliminarystages. The IRM researchers believe that the CSPs have the potential to become effectivechannels for participation and involvement in local political decision making.

    7.2. Integrating the National ResourceGuide with the Geographic InformationSystem

    This initiative proposed facilitating access to social resources by providing geo-located accesspoints throughout the country. As of writing this report, 70 percent of the National ResourceGuide was integrated with the Geographic Information System. Centralized availability of thisinformation would be a significant step in access to services, but the commitment did notspecify further action to facilitate use. If future action plans take up this commitment, theIRM researchers recommend developing a mobile application that is easy for the average userto utilize, and a campaign to promote use.

    7.3. “Made for Young People”

    This proposal tried to develop a single space to centralize all the programs that variousgovernment bodies offer to young people. The government designed the web portal “Madefor Young People,” which launched by the expected date. It includes information aboutprograms and events at the National Institute for Youth and other public institutions. Inaddition, the “Youth Card” program began developing an application for reduced-cost accessto products and services in public and private businesses around the country. To develop thisapp, the government carried out a co-creation process with young people, which could serveas a model for similar programs, or which public policies could replicate. Futurecommitments could consider improving accountability aspects of the initiative.

    7.4. Daily closing quotes from theUruguayan Central Bank

Related activities that could be included would be,for example, activities to promote access to public data and information, to receivecomplaints from citizens more easily, or clear channels for citizens to monitor theircomplaint’s status.

    7.6. Tele-imaging service in the healthprogram Salud.uy

    8. Improving local government services to citizens

    8.1. Quality virtual interaction withcitizens

Such a service to respond to citizens’ questions, suggestions, andclaims represents a significant step to reduce the separation between government and citizen.Moving forward, the IRM researchers recommend evaluating these tools to tailor them moreclosely to the needs of the citizens.
