The Omineca Minsr has the largest bona fide circulation of any newspaper in the Northern Interior of British Colut~bis.

An important institution, and one which must be taken into account in summing up the development of Omineca district, is the Hazelton Hospital. Established some ten years ago, be'fore the Northern Interior had begun its ~reat progress, the Hospital. has not only kept pace with the growth of the country, but has in most respects kept ahead of requirements, Providing ample accom- modation for all who have required medical or surgical treatment. The record of the Hospital is in every respect admirable. Its statistics show a gratifying proportion of cures and improved cases, surpassing that of many larger hospitals, whiie the excellence of its management is attested by the fact that additional accommoda- tion and equipment have been provided as required, withoUt the necessity of making any general appeal for support. Needless to say. the people of the district, realizing the great value to the community of the institution, have• generously supported the Hospital.

As an asset of great value to the district, it behooves us~to see that Dr. Wrinch, the able superintendent, is given every a~sistance in his efforts to maintain the Hospital on a high plane of efficiency. The Miner therefore bespeaks a generous response to the request for funds for the purchase of X-ray apparatus and a modern am- bulance, both of which are urgently required co bring the Hospital up to the highest standard.

New Orleans, La., Jan. 12: - An ultimatum containing sting- ing comment on the manner in which the Mexican Government failed to keep its promises to protect American lives and prop- erty is on i~: way to President Madero this afternoon tfi~rough Pedro Lescurrian, minister of foreign affairs of Mexico, who conferred here with Chairman William Alden Smith of the sub- committee of the senate foreign relations committee, which is conducting hearings here in re- gard to the troubles along the Mexican border.

The ultimatum makes plain the attitude of President Taft and says positively that the United States will enforce protection not only of American citizens but all foreigners in Mexico.

When Minister Lescurrian left here it was announced that he was going to Laredo, but later it developed that he had gone to

• El Paso, Texas. It is reliably reportedthat the ultimatum made the positive statement that the state of anarchy now prevailing in Mexico mast cease.

In the ultimatum it is declared that ef all the murders• charged against persons who fled into the United States, not one conviction has been •obtained, and that the Mexican• authorities have been making wonderful~use of.the ex- tradition power to further their own ends.

The clause in the document re- garding the protection of foreign- era in Mexico was inserted, it is understood, in response to the demands of other countries.

Ottawa, Jan. 13:--It is under- stood here that representations Will be•made to the British guy-

zon Rubber Company, Ltd., in the course• of his evidence, said that the company had spent $8,. 500 in the purchase of rifles for its employees. He thought that these rifles had been required for the protection of the company's officials, and did not know that an expedition against the natives had been contemplated. The chairman also declared that he had subsequently learned ~ that thousands Of natives had been killed in the twelve years of the firm's existence.

Taking time by the forelock, the representative men of Prince Rupert are already making pre- parations for the Northern Brit- ish Columbia Exhibition. which is to be held in the coast city next fall. Assurances of sup- port and co~operation have been received from all parts o f the north, and there isno doubt the eventwill be a notable success. A meeting is to be held in Prince Rupert on Tuesday. January 28, to perfect organization and fix a definite date for the opening of the exhibition. _

Speaking in London on naval defence, Sir Joseph Ward, ex- premier of New Zealand, Said he was absolutely in favor of stand- ins by theBritish navy instead of having sectional navies to .de- fend the Overseas Dominions. He was delighted to s e e what had taken place in Canada on that subject, and was sure that such a~tion was ~the strongest and best a great country could take. New •Zealand had adopted the same policy as Canada with regard to the navy and the pro. vision of ships.
