El año 2010, la Fundació b_TEC ha seguido trabajando activamente para convertir el Campus Diagonal-Besòs en un núcleo de excelencia en conocimiento, con un claro valor añadido para el territorio. El Campus es y debe ser un instrumento de transformación económica y territorial, y esto es especialmente oportuno en el actual contexto de crisis económica. Un auténtico reto.

Nuestra nueva sede ya es una realidad. Compartimos, con el Instituto de Investigación en Energía de Cataluña (IREC), nuevas instalaciones en el edificio de la Fundació Formació i Treball (Fundación Formación y Trabajo), que constituyen el primer polo de atracción de investigación e innovación del futuro Campus. Las obras de los que van a ser los primeros edificios del Campus continúan avanzando, justo al lado de las actuales instalaciones.

Los ámbitos de la energía, el agua y la movilidad son críticos para el desarrollo y la sostenibilidad de la sociedad. Por ello, la Fundació b_TEC trabaja de acuerdo con sus patrones (el Consorcio Campus Diagonal-Besòs, la Universidad Politécnica de Cataluña [UPC] y la Universidad de Barcelona [UB]) y otras instituciones participantes para dar al proyecto un evidente valor añadido en la línea de los ecosistemas innovadores presentes alrededor de algunas universidades de referencia en el mundo.

La Fundació b_TEC ha apostado desde el principio por el desarrollo de la innovación y de la tecnología en una demarcación con un gran potencial, entre Barcelona y Sant Adrià de Besòs. Dicho compromiso con el territorio se ha reforzado recientemente con el proyecto de Ecosistemas de Innovación, que la Fundació desarrolla en el Barcelonés Norte por encargo de su Foro de Municipios que incluye Badalona, Santa Coloma de Gramenet, Sant Adrià de Besòs, Montgat y Tiana. Una apuesta estratégica que debe jugar un rol clave en ese territorio del área metropolitana.

1.1 La Fundació b_TEC apuesta por el territorio entre Barcelona y Sant Adrià de Besòs

La Fundació b_TEC trabaja para la creación de un núcleo en conocimiento en el futuro Campus Diagonal-Besòs. Desde los inicios, la Fundació ha apos-tado por el desarrollo de la innovación y la tecnología en un territorio de gran importancia estratégica entre Barcelona y Sant Adrià de Besòs.

La Fundació está al servicio de las universidades, de las empresas y de los centros de investigación de más influencia en los campos de la energía, el agua y la movilidad. Dichos sectores son considerados críticos para el desa-rrollo y la sostenibilidad. En este sentido, se pretende facilitar la generación y la transferencia de conocimiento y tecnología, y crear un ecosistema inno-vador en el área del Besòs.

La Fundació lleva a cabo esta labor por encargo de sus patronos: el Consor-cio del Campus Diagonal-Besòs, formado por las administraciones locales; la Universidad Politécnica de Cataluña y la Universidad de Barcelona, y otras instituciones participantes en el proyecto como la Generalitat de Cataluña y la Cámara de Comercio de Barcelona.

Actualmente, la Fundació está revisando sus estatutos con vistas a reforzar la presencia de la Universidad Politécnica de Cataluña en el proyecto.

En el plano vemos con detalle la organización de los distintos edificios que configuran el Campus Diagonal-Besòs. Se observa la situación estratégica del campus, ubicado en el eje del río, bien conectado con el territorio por medio de transporte público y vehículo privado.

2.1 Un campus con valor añadidoLa Fundació b_TEC trabaja para que el Campus Diagonal-Besòs sea un cam-pus de tercera generación, con la voluntad de convertir el conocimiento en actividad económica con más eficiencia y con un mayor compromiso con el territorio.

La creación del Campus Diagonal-Besòs responde a la voluntad de estable-cer un nuevo polo de innovación y transferencia de tecnología.

La Fundació b_TEC aglutina proyectos e iniciativas en el marco del futuro campus tecnológico y tiene como labor incentivar empresas, universidades y centros de investigación a participar en proyectos conjuntos para fomen-tar la innovación y la transferencia de tecnología en los ámbitos de la ener-gía, el agua y la movilidad en el área del Besòs.

El Campus Diagonal-Besòs está formado por tres parques de investigación: el Parque de la Energía, el Parque del Agua y el Parque de la Movilidad. El desarrollo detallado de cada uno se encuentra más adelante.

En la idea de parque es muy importante el acento en el parque de investiga-ción. Este es el eje vertebrador del conjunto, un elemento necesario para el desarrollo económico del sector. El parque de investigación contribuye a la calidad de la docencia universitaria, pone en valor los conocimientos desarrollados y los ofrece al tejido empresarial de los sectores de la ener-gía, el agua y la movilidad.

El papel de la UPCEl proyecto Campus Energía UPC, Energía para la Excelencia ha logrado la calificación de Campus de Excelencia Internacional (CEI) en la convocatoria de 2010 del programa convocado por el Ministerio de Educación. El año pa-sado, la UPC fue, junto con la Universidad de Barcelona, la universidad que logró el primer puesto de la convocatoria del proyecto Barcelona Knowledge Campus (BKC).

La UPC suma a esta iniciativa la experiencia actual de sus grupos científicos y también la oportunidad que implica la creación de un nuevo polo de cono-cimiento en el futuro Campus Diagonal-Besòs, que focalizará las actividades en docencia, investigación, innovación y creación de empresas precisamen-te sobre la energía y el agua.

El triángulo docencia investigación empresas-Este nuevo modelo de parque, que conecta con otros territorios innovadores en el plano internacional, tiene como finalidad transformar el conocimiento en actividad económica.

El parque de investigación como rótula que articula el conjunto del sistema-El parque de investigación es el eje vertebrador del conjunto y es un elemento necesario para el desarrollo económico del sector.

2.2 Proyecto del Campus Diagonal-Besòs: evolución

Campus Diagonal-Besòs-El Campus cuenta con una superficie total de 77.332 m2 de suelo y 174.112,15 m2 de techo edificable dedicado a la docencia, la investigación y la empresa para uso de las universidades y las empresas.Se prevé que diariamente desarrollen su actividad en el Campus más de 6.000 estudiantes y profesores de la UPC, cerca de 1.000 investigadores y 5.000 personas de empresas que trabajan las áreas que se desarrollan en él.

Campus Diagonal-Besòs-La avenida Diagonal une dos polos de conocimiento de Barcelona, en los cuales la Universidad Politécnica de Cataluña juega un papel clave. El nuevo campus situado en el área el Besòs conecta con las áreas de conocimiento situadas en el Barcelonés Norte, un polo económico emergente.

En el edificio Torre Espiral, proyectado por Zaha Hadid, se gestionaran los servicios del Campus, y albergará la formación continuada, la sala de actos y también el espacio destinado a las empresas.

2.3 Construcción del Campus Diagonal-Besòs

Actualmente, se están edificando las pantallas de contención que permiti-rán construir las plantas subterráneas de los edificios que se ubicarán en el Campus. El Campus tendrá 12 edificios dedicados a universidades, empresas y centros de investigación.

2.4 Parques de investigación del Campus Diagonal-Besòs

La Fundació b_TEC ha trabajado durante el 2010 para desarrollar los pro-yectos de los tres parques de investigación vinculados al futuro campus.

2.4.1 Parque de la Energía

El Parque de la Energía promueve la innovación y la actividad económica del sector, la cohesión del conjunto del parque y las actividades que po-tencien la investigación de los participantes del parque.

El parque pretende desarrollar una base de investigación y transferencia de tecnología que contribuya a la evolución económica del sector, cola-borando con las universidades catalanas, especialmente con las escuelas de Ingeniería de la UPC, para mejorar la calidad de la docencia, principal-mente en los programas máster.

En este sentido, se atraen proyectos, grupos y centros, públicos y pri-vados, de investigación en energía que contribuyan a la creación de un espacio de excelencia en investigación de prestigio internacional.

Para lograrlo, es preciso tener en cuenta la coexistencia, en un mismo espacio, de centros de enseñanza, centros de investigación y empresas; la influencia en el eje Besòs; la proximidad a empresas innovadoras y la pertenencia a una comunidad industrial pionera.

• IREC

El Instituto de Investigación en Energía de Cataluña (IREC) se constituyó el año 2008. A lo largo de estos dos años, el IREC se ha consolidado como centro de referencia de investigación en energía en Cataluña especializado en el campo de la eficiencia energética. El Instituto tiene cuatro líneas tec-nológicas complementarias: redes eléctricas; captura, confinamiento y usos de CO2; bioenergía y eólica marina. Y las áreas transversales de materiales avanzados para la energía, la electricidad y la electrónica de potencia, y la investigación socio-técnica.

El Parque de la Energía es el instrumento que promueve, por un lado, la innovación y la actividad económica del sector, y por el otro, la cohesión del conjunto del parque y las actividades que potencien la investigación de sus participantes.


• Fusion for Energy La agencia europea de Fusión (F4E-Fusion for Energy), constituida en el año 2007, tiene sede en el Parque de la Energía; concretamente, la oficina de con-tratación para la construcción del Reactor Termonuclear Experimental Interna-cional (ITER) que actualmente se está construyendo en Cadarache (Francia).

El ITER es un proyecto internacional que tiene como socios los EE UU, la India, China, Japón, Corea del Sur, Rusia y la Unión Europea. El objetivo es demos-trar la viabilidad científica y tecnológica de construir un reactor de fusión a gran escala. Fusion for Energy es responsable del suministro de la parte euro-pea, aproximadamente el 45% de los costes totales del proyecto. La agencia colabora con la industria y los centros de investigación de toda Europa para promocionar los componentes necesarios para construir el ITER.

• b_FUS

El objetivo de b_FUS (Barcelona Fusion Center) es acercar la participación de la empresa catalana en los programas europeos de fusión y en concreto la participación en las licitaciones de Fusion for Energy.

b_FUS fomenta el acceso de las instituciones de I+D y la industria en torno a la alta tecnología que implica el programa de fusión; también decide posicio-nes en la operación ITER y establece grupos e instalaciones de excelencia.

Otro de los objetivos que tiene b_FUS es establecer un grupo de excelencia en física y tecnología de fusión. Para ello, trabaja en la creación de progra-

mas de formación específica para las universidades catalanas en disciplinas asociadas a la fusión nuclear. Asimismo, facilita el acceso de estudiantes de la universidades catalanas a las actividades de I+D de F4E y programas de fusión. Por último, favorecerá la comunicación y el intercambio entre el personal técnico y científico altamente calificado de F4E y el ITER con las universidades catalanas.

Espacios para la innovación

La presencia de grupos de investigación, especialmente de la UPC, pero tam-bién de la UB, es clave para potenciar la colaboración entre la docencia, la investigación y la empresa en el Campus.

• Proyecto b_TEC|MIT

La Fundació b_TEC es miembro asociado del MIT Energy Initiative (MITei) y forma parte del Industrial Liaison Program. Es una de las pocas instituciones públicas del país que colabora regularmente con el Massachusetts Institute of Technology, uno de los centros de docencia e investigación más prestigiosos del mundo, y es la única que lo hace priorizando los aspectos relacionados con la energía. La Fundació conecta, por tanto, las empresas catalanas del sector con el principal centro de investigación mundial. La Fundació organiza conjuntamente con el MIT la Conference Barcelona Tech Summer Sessions, que reúne a algunos de los principales expertos mundiales para tratar de las últimas novedades tecnológicas en energía, agua y movilidad.

El 12 y 13 de octubre de 2010 se celebró en Bruselas la MIT Europe Conference, donde se analizaron los factores clave de éxito para incrementar el crecimiento empresarial a través de la innovación estratégica.


• Clúster de Eficiencia Energética de Cataluña (CEEC)

El Clúster de Eficiencia Energética de Cataluña (CEEC) es una Agrupación Empresarial Innovadora (AEI) formada por empresas del sector con sede en Cataluña que dedican una parte de su presupuesto a I+D+i.

El CEEC nació en el año 2008 con el apoyo del ICAEN, ACC1Ó y la Fundació b_TEC con la finalidad de ofrecer al mercado soluciones integradas e innova-doras en eficiencia energética y fomentar la sinergia entre empresas y enti-dades que participan en este ámbito.

A diferencia de las asociaciones o agrupaciones sectoriales, el nexo común del CEEC no es el tipo de producto fabricado ni el hecho de compartir el mis-mo mercado, sino la voluntad de sus integrantes de acceder a unos objetivos comunes para incrementar el valor de su producto o servicio, para aumentar su eficiencia energética y para aprovechar las nuevas oportunidades de ne-gocio existentes.

El CEEC se constituye como una agrupación empresarial sin ánimo de lucro que reúne a las empresas cuyas actividades ofrecen, promocionan o desa-rrollan productos o servicios relacionados con la eficiencia energética en los siguientes sectores: edificios, movilidad, servicios públicos, industria y formación.

Asistentes a la presentación de los grupos máster y de trabajo del Clúster de Eficiencia Energética de Cataluña (CEEC) el 5 de mayo de 2010 en el Hotel Silken Diagonal, Barcelona.


El CEEC presentó, el 5 mayo en Barcelona, las principales líneas de actua-ción de sus grupos de trabajo ante más de 100 asociados. El CEEC impulsa 17 grupos de trabajo con propuestas innovadoras.

También cabe destacar que este año se ha mejorado de forma relevante la web del CEEC (www.clustereficiencia.org) donde se incluye toda la informa-ción relativa a los miembros del CEEC, información sobre los acontecimientos organizados por la asociación (jornadas, ferias, etc.) e información y enlaces relativos al ámbito de la eficiencia energética.

• Plataforma Tecnológica Española de Eficiencia Energética

La Plataforma Tecnológica Española de Eficiencia Energética (PTE-EE) se constituyó en octubre de 2008. Se trata de una iniciativa del Ministerio de Ciencia e Innovación a la que se han unido empresas y centros de investiga-ción con un objetivo común: fomentar la I+D+i en tecnologías de eficiencia energética y favorecer la colaboración entre los sectores público, industrial y científico.

Asamblea General del CEEC donde se ve al entonces consejero de Economía y Finanzas, Antoni Castells, presidiendo el acto junto con el presidente, el vicepresidente, el tesorero y el secretario del CEEC.


2.4.2 Parque del Agua

El 2009 b_TEC creó el Parque del Agua con la colaboración de las universida-des de Cataluña lideradas por la UPC y conjuntamente con las empresas más importantes del sector, como Cetaqua, centro de investigación formado por el grupo Agbar, UPC y el CSIC, y con el apoyo de la Generalitat de Cataluña.

El Parque del Agua se ha creado para ser el espacio de investigación, innova-ción e intercambio de conocimiento en el importante ámbito de la economía y la tecnología de la gestión del agua y, tiene como misión crear valor en pro-ductos y servicios relacionados con el ciclo integral del agua y contribuir a un desarrollo económico sostenible.

El Parque aspira convertirse en un centro de excelencia de referencia interna-cional a través de la formación, el desarrollo y la innovación tecnológica.

2.4.3 Parque de la Movilidad

El esfuerzo de b_TEC está dirigido a crear un espacio para el desarrollo de conocimiento orientado a la movilidad sostenible.

Con referentes innovadores internacionales a la vista, como los espacios de conocimiento en el Reino Unido alrededor del Living Labs Global, se está diseñando un entorno tecnológico universitario que englobará todos los es-fuerzos para lograr la mejora en la movilidad en las grandes áreas urbanas, se mejorará el consumo energético, con el constante reto de perfeccionar la calidad del aire y reducir el impacto del ruido, innovar en la gestión de la demanda y poniendo las TIC al servicio de la movilidad.

3.1. b_TEC Transferencia de Conocimiento

3.1.1 Conference b_TEC/MIT

En el mes de junio, la Fundació b_TEC volvió a convocar, conjuntamente con el Massachusetts Institute of Technology (MIT), a algunos de los expertos más im-portantes en los campos de la energía, el agua y la movilidad, los tres vectores en que la Fundació se basa para desarrollar el futuro Campus Diagonal-Besòs.La V edición de la Conference de las Tech Summer Sessions, organizada por la Fun-dació b_TEC, la Universidad Politécnica de Cataluña y la Universidad de Barcelona, se celebró en el auditorio de Barcelona Activa, donde se volvió a ofrecer conoci-miento, práctica e intercambios en un marco de trabajo riguroso y proactivo.La Conference, que en esta V edición de las TSS ha ganado consistencia, ha conectado a investigadores del MIT y otros organismos de referencia con inves-tigadores y emprendedores del país. El resultado del encuentro: 25 ponentes, 15 horas de intenso y fructífero trabajo e intercambio, más de 100 personas ins-critas, y una significativa representación de los profesionales interesados en la parte más innovadora en los ámbitos de la energía, el agua y la movilidad.La V edición de la Conference de las Tech Summer Sessions (http://tss10.btec.org) fue clausurada por el entonces consejero de Innovación, Univer-sidades y Empresa, Josep Huguet, que subrayó el papel de la investigación en la estrategia de futuro del país.Antoni Giró, rector de la UPC, que también participó en la clausura, destacó el papel clave de esta Universidad en el proyecto, y Miquel Barceló, presidente de la Fundació b_TEC, remarcó que las TSS han vuelto a ser un “punto de encuen-tro entre los actores que participarán en el futuro Campus Diagonal-Besòs”. Ac-tualmente están en marcha nueve edificios de los 12 previstos que garantizan un espacio para las empresas, un fuerte impacto universitario con más de 5.000 alumnos de Ingeniería Industrial y un espacio importante para la investigación.

3.1.2 Seminarios

Este año, y en el marco de la transferencia de conocimiento y tecnología, la Fundació b_TEC ha organizado los siguientes seminarios: Eficiencia Energéti-ca, Energía de Fusión y Energía Eólica.

Los seminarios técnicos de Eficiencia Energética y de Energía de Fusión se celebraron en el Tech Talent Center, sede de la UPC School of Professional & Executive Development, coincidiendo con la Semana de la Energía, los días 28 de junio y 1 de julio, respectivamente.

- Seminario de Eficiencia Energética: se presentó el programa de implanta-ción del vehículo eléctrico en Cataluña y las ayudas correspondientes; asimis-mo se analizaron las barreras y limitaciones existentes para su introducción y las distintas soluciones técnicas de infraestructura y puntos de recarga.- Seminario de Energía y Fusión: jornada orientada a la industria, con espe-cial énfasis en las oportunidades para las pymes.- Energía Eólica: este seminario estuvo organizado por la Fundació b_TEC y Alstom Wind. La jornada contó con la participación de Peter Bjørn, espe-cialista en smart rotors e investigador en la Riso Technical University de Dinamarca, quien expuso los resultados de un estudio que mejora la eficien-cia de los motores eólicos. Por su parte, Jan-Willem van Wingerden, investi-gador y profesor en la Delft University of Technology, presentó su tesis so-bre los sistemas de control en la generación de turbinas eólicas.

3.1.3 Workshop Ecosistemas Innovadores

La Fundació b_TEC participó el martes 18 de mayo en el Innovation Ecosys-tem Workshop organizado por el Industrial Liason Program del Massachu-setts Institute of Technology (MIT). La actividad tuvo lugar en las 12.ª edición del BDigital Global Congress y tuvo por objetivo analizar el estado actual de los llamados ecosistemas de innovación, los espacios donde universidades, empresas y centros de investigación interactúan generando nueva actividad económica, atrayendo talento y promoviendo el crecimiento económico de sectores y las actividades intensivas en conocimiento.

Miquel Barceló, presidente del b_TEC, explicó cómo se está articulando un ecosistema de innovación en la confluencia del Besòs con la Diagonal. El workshop ofreció un análisis de las políticas de promoción de los ecosiste-mas de innovación en un ámbito internacional, con la intención de detectar alianzas, sinergias y potenciales colaboradores, a través de un espacio de networking.


Este programa específico contribuye a la cohesión funcional y estruc-tural del Campus Diagonal-Besòs a través de servicios específicos que ofrece la Fundació b_TEC, los cuales favorecen la atracción de empresas en el territorio y permiten la creación y transferencia de conocimiento entre los parques de investigación del Campus.

3.3 Desarrollo de los ecosistemas innovadores en el Barcelonés Norte

Durante el año 2010, el Foro de Municipios del Barcelonés Norte ha encarga-do a la Fundació b_TEC la elaboración del proyecto “Ecosistema de innova-ción del Barcelonés Norte”.

El Foro de Municipios del Barcelonés Norte es una organización pública formada por los municipios de Badalona, Santa Coloma de Gramenet, Sant Adrià de Besòs, Montgat y Tiana.

La creación del ecosistema de innovación del Barcelonés Norte tiene que hacer posible poder empezar la transformación de la actividad económica del territorio tomando como base los criterios de innovación y de nuevas oportunidades, y también a partir de la transferencia de conocimiento y tecnología hacia el sector productivo.

El proyecto identifica las tres zonas universitarias de la demarcación como los motores de conocimiento generadores de nuevas oportunidades para el sector productivo. Así, la Universidad Autónoma de Barcelona en el Cam-pus de Salud de Can Ruti, la Universidad de Barcelona en el Campus de la Alimentación de Torribera y la Universidad Politécnica de Cataluña en el Campus de Diagonal-Besòs de Innovación Tecnológica, generarán iniciativas y proyectos compartidos que el ecosistema promociona y acelera.

El proyecto favorece las oportunidades generadas a partir de la capacidad del espacio industrial, la fuerza del tejido empresarial y la capacidad y el talento de las personas, y con ello genera nuevas opciones productivas. Se basa en las experiencias de éxito del territorio, como el distrito de 22@ de Barcelona, y con referentes internacionales tanto europeos como norteamericanos. Una de las claves de éxito es poder alcanzar un efectivo desarrollo y equilibrio en-tre los subsistemas físico, corporativo y de innovación, con lo que a su vez se logra más eficacia en los procesos de comunicación y gobernanza.

Durante el año 2010 se han iniciado las primeras fases del programa y se ha logrado una ayuda económica e institucional de la Generalitat de Cataluña a través del SOC. El año 2011 se abre una fase intensa de comunicación y de desarrollo operativo e institucional.

Miquel Barceló, presidente de la Fundació b_TEC, visitó la Exposición Universal de Shanghái 2010 acompañando a la delegación del Ayuntamiento de Barcelona para reforzar la apuesta de esta ciudad y el Besòs por el sector de la energía.

3.4 Promoción económica Barcelona-Sant Adrià

La Fundació b_TEC actúa como nexo de promoción económica de Barcelona y Sant Adrià de Besòs en los ámbitos de la energía, el agua y la movilidad.

Durante el año se presenta el proyecto a empresas y delegaciones guberna-mentales del ámbito internacional para dar a conocer el futuro potencial de la zona y favorecer las colaboraciones futuras.

La Fundació b_TEC estrena nuevas oficinas y comparte el edificio de la Fundación Formación y Trabajo con el IREC y también el uso de la sala de actos, perfectamente equipada y con capacidad para acoger eventos y jornadas de trabajo.

3.5 Entorno: actualidadLa Fundació b_TEC está implicada con el entorno territorial y lidera iniciativas concretas en la zona con la misión de vertebrar el Campus Diagonal-Besòs fomentando la interrelación entre centros de docen-cia, investigación, empresas y territorio.

3.5.1 La nueva sede de la Fundació b_TEC

La Fundació b_TEC ha estrenado la nueva sede en el edificio de la Fundación Formación y Trabajo situado muy cerca de lo que será el futuro Campus Diagonal-Besòs, en los Jardins de les Dones de Negre, en la esquina de la calle Llull con Sant Ramon de Penyafort, en el municipio de Sant Adrià de Besòs. La Fundació se encuentra en el mismo edificio que el Instituto de Investigación en Energía de Cataluña (IREC) y otras unidades de investiga-ción, hecho que lo convierte en el primer polo de atracción de investigación y gestión del futuro Campus.


3.5.2 Educación Besòs: programa de becas

Durante los últimos años, el aumento de estudiantes de Ingeniería Técnica procedentes de Sant Adrià ha aumentado significativamente.

El servicio de Educación del Ayuntamiento de Sant Adrià de Besòs, junto con la Fundació b_TEC y la Escuela Universitaria de Ingeniería Técnica Industrial de Barcelona (EUETIB), han firmado un convenio que incluye un programa de ayudas económicas cuyo objetivo es facilitar el acceso de los alumnos de bachillerato y ciclos formativos de grado superior de Sant Adrià de Besòs a los estudios universitarios. La ayuda también está dirigida a los alumnos que ya cursan estudios de Ingeniería Técnica en la EUETIB, y que cursaron el último año de educación secundaria postobligatoria en cualquier centro de la localidad.

Un año más, la Fundació b_TEC, representada por Ramon Garriga, organizó una mesa redonda en La Mina sobre el ahorro energético en el hogar.

3.5.3 Divulgación en La Mina

La integración con el entorno siempre ha sido un factor muy relevante para b_TEC, y por ello acerca su proyecto del Campus Diagonal-Besòs a los dis-tintos públicos; así, las Tech Summer Sessions se llevan a cabo en el corazón de La Mina. Ramon Garriga, director del Parque de la Energía de Fundació b_TEC, habló sobre el ahorro energético en el hogar. Estas charlas permiten explicar a los vecinos los aspectos de repercusión social más relevantes de los campos de la energía, el agua y la movilidad.

In 2010, the b_TEC Foundation continued its efforts to make the Diagonal-Besòs Campus a center of excellence in knowledge able to offer clear added value to the local community. The campus is intended to help trigger economic and regional transformation, an especially timely goal in light of the current economic crisis. It is ready to rise to the challenge.

The foundation’s new headquarters are now a reality. It shares its new facilities, which are located in the Fundació Formació i Treball [Training and Employment Foundation] building, with the Catalonia Institute for Research in Energy (IREC in Catalan). The facilities constitute the future campus’s first research and innovation hub. Meanwhile, work continues on what will eventually be the campus’s first buildings, right next to the current headquarters.

The fields of energy, water, and mobility are critical for social development and sustainability. That is why the b_TEC Foundation collaborates with its trustees (the Diagonal Besòs Inter-University Campus Consortium, the Technical University of Catalonia (UPC), and the University of Barcelona (UB)) and other participating institutions to ensure that the project offers clear added value, in the same vein as the innovation ecosystems found around some of the world’s leading universities.

From the start, the b_TEC Foundation has been committed to promoting innovation and technological development in an area with enormous potential that straddles the border between the cities of Barcelona and Sant Adrià de Besòs. This commitment to the local community was recently reaffirmed with the Innovation Ecosystems project, which the Foundation was commissioned to carry out in the Barcelonès Nord region by the region’s Forum of Municipalities, a body comprised of the town councils of Badalona, Santa Coloma de Gramenet, Sant Adrià de Besòs, Montgat, and Tiana. It is a strategic move intended to play a galvanizing role in this part of the greater metropolitan area.

THE b_TEC FOUNDATION

1.1 The b_TEC Foundation, Committed to the Area Between Barcelona and Sant Adrià de Besòs

The b_TEC Foundation is working hard to create a knowledge hub at the future Diagonal-Besòs Campus. From the start, the Foundation has been firmly committed to promoting innovation and technological development in the strategically important area that straddles the border between the cities of Barcelona and Sant Adrià de Besòs.

The Foundation offers its services to the most influential universities, businesses, and research centers in the fields of energy, water, and mobility. These sectors are considered crucial for development and sustainability. To this end, the Foundation aims to facilitate the creation and transfer of knowledge and technology and to create an innovation ecosystem in Besòs River region.

The Foundation was charged with this task by its trustees—the Diagonal-Besòs Inter-University Campus Consortium, consisting of different local authorities, the UPC, and the UB—as well as other participating institutions in the project, such as the Catalan Government and the Barcelona Chamber of Congress.

The Foundation is currently in the process of amending its by-laws in order to assign the UPC a greater role in the project.

2.1 A Value-Added Campus

The b_TEC Foundation aspires to make the Diagonal-Besòs Campus a third-generation campus with a view to translating the knowledge it generates into economic activity more efficiently and fostering a greater commitment to the local community.

The Diagonal-Besòs Campus was created to meet the need for a new hub for innovation and technology transfer.

The b_TEC Foundation has put together a range of projects and initiatives within the framework of the future technology campus and is tasked with providing incentives for businesses, universities, and research centers to participate in joint projects in order to promote innovation and technology transfer in the fields of energy, water, and mobility in the Besòs area.

The Diagonal-Besòs Campus is made up of three research parks: the Energy Park, the Water Park, and the Mobility Park. A detailed description of each one is offered later. Within the concept of these parks, the fact that they are specifically research parks is vital. Indeed, as such they will provide the backbone for the project as a whole and will play a key role in the economic development of the sector. The research parks will enhance the quality of university teaching and allow the training students receive more valuable, allowing them to put their skills to use in companies from the energy, water, and mobility sectors.

The Role of the UPCThe UPC Energy Campus project, “Energy for Excellence,” was classified as an International Campus of Excellence (CEI in Spanish) in the 2010 grant program held by the Spanish Ministry of Education. Last year, the UPC, working in conjunction with the UB, took the top slot in the program with the Barcelona Knowledge Campus (BKC) project.

50 |The UPC brings the accumulated experience of its research groups to the initiative, as well as the opportunity to create a new knowledge hub on the future Diagonal-Besòs University Campus, where the teaching, research, innovation, and start-up activities will all be focused precisely on the fields of energy and water.

2.2 The Diagonal-Besòs Campus Project: Current Status

The campus grounds span a total of 77,332 m2, with a gross floor area of 174,112.15 m2, devoted to teaching, research, and business for use by universities and businesses.

Some 6,000 students and faculty members from the UPC, nearly 1,000 researchers, and some 5,000 employees of private companies from the sectors in which the campus will specialize are expected to carry out their daily activities on the campus.

Campus services will be based out of the Torre Espiral, designed by Zaha Hadid. The building will moreover house lifelong learning facilities, an assembly hall, and office space for companies.

2.3 Construction of the Diagonal-Besòs Campus

Work is currently being done on the retaining walls that will enable construction of the underground floors of the campus’s future buildings. The campus will have a total of 12 buildings devoted to university facilities, businesses, and research centers.

| 512.4 Diagonal-Besòs Campus Research Parks

The b_TEC Foundation worked hard in 2010 to carry out the plans for the three research parks to be linked to the future campus.

2.4.1 Energy Park

The Energy Park is responsible for promoting innovation and economic activity in the energy sector, ensuring the cohesion of the park as a whole, and providing support for activities that foster the research of park participants.

The park seeks to build up a research and technology transfer base that contributes to the economic development of the sector and to work with Catalan universities, especially the UPC’s engineering schools, to improve the quality of teaching, above all at the master’s degree level.

To this end, it aims to attract public and private energy projects, groups, and research centers that will contribute to the creation of an internationally renowned venue for excellence in research.

In pursuit of this goal, it must take several factors into account, including the co-existence in a single space of schools, research centers, and businesses, its influence in the Besòs River region, its proximity to innovative businesses, and its membership in a cutting-edge industrial community.

• IRECThe Catalonia Institute for Energy Research (IREC in Catalan) was founded in 2008. Over the last two years, the IREC has established itself as one of Catalonia’s premier energy research centers, specialized in the field of energy efficiency. The Institute pursues four complementary lines of technological research: electricity grids; CO2 capture, storage and use; bioenergy; and offshore wind energy. It moreover focuses on the crosscutting areas of advanced materials for energy, electricity and power electronics, and socio-technical research.

• Fusion for EnergyThe EU agency Fusion for Energy (F4E), created in 2007 and headquartered at the Energy Park, is the procurement office for the construction of the international thermonuclear experimental reactor (ITER) currently being built in Cadarache (France).

52 |ITER is a joint international project by the United States, India, China, Japan, South Korea, Russia, and the European Union that aims to demonstrate the scientific and technological viability of building a large-scale fusion reactor. Fusion for Energy is responsible for supplying the European share of the project, which amounts to approximately 45% of the total cost. The agency works with industry and research centers across Europe to promote the necessary components to build the ITER.

• b_FUSThe objective of the Barcelona Fusion Center (b_FUS) is to facilitate the participation of Catalan companies in European fusion programs and, specifically, in Fusion for Energy tenders.

b_FUS promotes access by R&D institutions and industry to the high-tech environment of the fusion program, awards positions in the context of ITER operations, and sets up groups and facilities of excellence.

b_FUS moreover aims to set up a group of excellence in physics and fusion technology. To this end, it is working on the creation of specific training programs for Catalan universities in disciplines related to nuclear fusion and facilitates access by Catalan university students to F4E R&D activities and fusion programs. Finally, it also promotes communication and exchanges between senior technology and research staff from the F4E and ITER and Catalan universities.

• University Research Groups/Forums for InnovationThe presence of research groups, especially from the UPC, but also from the UB, is key to strengthening the synergies between teaching, research, and business on the Campus.

• b_TEC|MIT ProjectThe b_TEC Foundation is a member of the Massachusetts Institute of Technology Energy Initiative (MITei) and participates in the Industrial Liaison Program. It is one of the few public institutions from the country that regularly collaborates with MIT, one of the world’s most prestigious teaching and research centers, and it is the only one that does so prioritizing energy issues. The Foundation therefore connects Catalan companies from the sector to the world’s leading research center. As part of their collaboration, b_TEC and MIT jointly hold the Barcelona Tech Summer Sessions (TSS) Conference, which brings together some of the world’s leading experts to discuss the latest technological developments in the fields of energy, water, and mobility.

| 53• Catalonia Energy Efficiency Cluster (CEEC)The Catalonia Energy Efficiency Cluster (CEEC) is an Association of Innovative Businesses (AEI in Spanish) made up of companies from the energy sector that are based out of Catalonia and allocate a portion of their budgets to RD&I.

The CEEC was created in 2008 with the support of the Catalan Energy Institute (ICAEN in Catalan), the Catalan Agency for Competitiveness (ACC1Ó), and the b_TEC Foundation for the purpose of offering the market integrated and innovative energy-efficiency solutions and promoting synergy between companies and institutions that are active in the field.

Unlike industry associations and groups, CEEC members are not united by a type of manufactured good or a shared market, but rather by their desire to meet certain common goals that will add value to their products and services by increasing their energy efficiency and their ability to capitalize on the many new business opportunities arising in the field.

The CEEC was set up as a non-profit business group comprised of companies that, as part of their business, offer, promote, or develop energy-efficiency products or services for the following sectors: buildings, mobility, public services, industry, and education.

On May 5, 2010, in Barcelona, the CEEC presented the main action lines of its work groups to more than 100 members. The CEEC sponsors 17 work groups with innovative proposals.

• Spanish Energy Efficiency Technology PlatformThe Spanish Energy Efficiency Technology Platform (PTE-EE in Spanish) was set up in October 2008. Several businesses and research centers have since joined this initiative by the Spanish Ministry of Science and Innovation in pursuit of a common goal: to promote RD&I in energy efficiency technology and to encourage cooperation between the public, private, and research sectors.

2.4.2 Water Park

b_TEC created the Water Park in 2009 with the collaboration of the Catalan university system, led by the UPC, and major players in the water sector, including the CETaqua Water Technology Center, a research group whose founding partners include the Agbar Group, the UPC, and the Spanish National Research Council (CSIC in Spanish), as well as support from the Catalan Government. The Water Park is intended to serve as a forum for research, innovation and the exchange of knowledge in the critical field of water management economy and technology. Its mission is to add value to products and services related to any point of the water cycle and to help achieve sustainable economic development.The Park aspires to

3.1. b_TEC Knowledge Transfer

3.1.1 b_TEC/MIT Conference

In June, the b_TEC Foundation, in conjunction with the Massachusetts Institute of Technology (MIT), gathered together some of the leading experts in the fields of energy, water, and mobility, the three main fields to be addressed on the future Diagonal-Besòs Campus.

The 5th edition of the Tech Summer Sessions (TSS) Conference (http://tss10.btec.org), co-sponsored by the b_TEC Foundation, the UPC, and the UB, was held in the auditorium of Barcelona Activa. Once again, participants were given the chance to engage in knowledge, experience, and other exchanges within the framework of rigorous, proactive work.

The TSS Conference connects researchers from MIT and other renowned institutions with researchers and entrepreneurs from Spain. The results of this year’s edition, the largest to date, included: 25 talks, 15 hours of intense and productive work and exchanges, and more than 100 registered attendees, including a wide range of professionals interested in the most innovative aspects of the fields of energy, water, and mobility.

In his closing address for the 5th edition, the then Catalan Minister of Innovation, Universities and Enterprise, Josep Huguet, underscored the role of research in the country’s future strategy.

Antoni Giró, president of the UPC, who also participated in the closing ceremony, highlighted the key role played by the UPC in the project, and Miquel Barceló, president of the b_TEC Foundation, noted that the TSS Conference had once again served as “a meeting point for the many stakeholders of the future Diagonal-Besòs Campus.” To date, nine of the 12 projected buildings for the Campus are underway, ensuring space for businesses, a strong university influence due to the more than 5,000 industrial engineering students, and significant research facilities.

This year, within the framework of knowledge and technology transfer, the b_TEC Foundation held seminars on the following topics: energy efficiency, fusion energy, and wind power.

The technical seminars on energy efficiency and fusion energy were held at the Tech Talent Center, the headquarters of the UPC School of Professional and Executive Development, and, taking place on June 28 and July 1, respectively, coincided with Energy Week.

- Energy Efficiency Seminar: The plan to introduce electric cars in Catalonia and the corresponding grants available to do so were presented, and the current barriers and limitations affecting their rollout were discussed, as were the different technical solutions in terms of infrastructure and charging points.

- Fusion Energy Seminar: Symposium aimed at industry members, with special emphasis on opportunities for SMEs.

- Wind Power Seminar: This seminar was held jointly by the b_TEC Foundation and Alstom Wind. Peter Bjørn, a specialist in smart rotors and researcher at Risø Technical University of Denmark, presented the results of a study on improving wind turbine efficiency, while Jan-Willem van Wingerden, a researcher and professor at Delft University of Technology (Netherlands), presented his thesis on control systems in wind turbine generation.

3.1.3 Innovation Ecosystem Workshops

On Tuesday, May 18, the b_TEC Foundation participated in the Innovation Ecosystem Workshop held by the MIT Industrial Liaison Program. The event took place within the framework of the 12th edition of the BDigital Global Congress, and the aim was to analyze the current status of so-called innovation ecosystems, that is, those areas where universities, businesses, and research centers interact, generating new economic activity, attracting talent, and promoting the economic growth of knowledge-intensive economic sectors and businesses.

Miquel Barceló, president of b_TEC, explained how an innovation ecosystem is currently being created at the intersection of the Besòs River and Barcelona’s Avinguda Diagonal. The workshop looked at policies to promote innovation ecosystems in an international environment, with a view to identifying alliances, synergies, and potential for networked cooperation.

3.3 Development of an Innovation Ecosystem in the Barcelonès Nord Region

In 2010, the Forum of Municipalities of the Barcelonès Nord Region commissioned the b_TEC Foundation to carry out the project “Barcelonès Nord Innovation Ecosystem.”

The Forum of Municipalities of the Barcelonès Nord Region is a public organization comprised of the municipalities of Badalona, Santa Coloma de Gramanet, Sant Adrià de Besòs, Mongat, and Tiana.

The creation of the Barcelonès Nord innovation ecosystem is intended to help spark the transformation of the region’s economy based on criteria of innovation and new opportunities arising from the transfer of knowledge and technology to local industry.

The project identifies the region’s three university areas as knowledge engines able to generate new opportunities for local industry. To this end, the Autonomous University of Barcelona (UAB) Health Campus at Can Ruti, the UB’s Food and Nutrition Campus in Torribera, and the UPC’s Technological Innovation Campus in the Diagonal-Besòs area are expected to generate joint initiatives and projects that the ecosystem will promote and accelerate.

The project will leverage the opportunities arising from the combination of the region’s wealth of industrial space, its strong business network, and the capacity and talent of its people to generate new production opportunities.

In 2010, work began on the initial stages of the program, and economic and institutional support was obtained from the Catalan Government through the Catalan Employment Service (SOC in Catalan). 3.4 Barcelona-Sant Adrià Economic Development

The b_TEC Foundation acts as a nexus for the economic development of Barcelona and Sant Adrià de Besòs in the fields of energy, water, and mobility.

Over the course of 2010, the project was presented to international companies and government delegations in order to raise awareness of the area’s potential and foster future collaborations.

3.5 Community Outreach

The b_TEC Foundation is engaged with the local community and has taken the lead on specific initiatives in the area intended to serve as the backbone of the Diagonal-Besòs Campus, promoting the interrelationship of schools, research centers, businesses, and the region at large.

3.5.1 The New b_TEC Foundation Headquarters

In 2010, the b_TEC Foundation inaugurated its new headquarters at the Fundació Formació i Treball building in Jardins de les Dones Negres park, on the corner of Carrer Llull and Carrer Sant Ramón de Penyafort in the town of Sant Adrià de Besòs near the site of the future Diagonal-Besòs Campus. The Foundation shares the building with the Catalonia Institute for Energy Research (IREC in Catalan) and other research units, in an effort to create an initial research and management hub for the future campus.

60 |3.5.2 Besòs Education: Scholarship Program

Recent years have seen a significant increase in the number of technical engineering students from Sant Adrià de Besòs.

The Sant Adrià de Besòs Town Council’s Education Service signed an agreement with the b_TEC Foundation and the Barcelona School of Industrial Engineering (EUETIB in Catalan) under which scholarships will be awarded to secondary and higher vocational education students from Sant Adrià to pursue university studies with a view to increasing university access for students from the town. These scholarships are also available to students who are already enrolled in the technical engineering program at the EUETIB, as well as those who completed their final year of post-obligatory secondary education at any Sant Adrià school.

In order to increase access to industrial engineering programs, a scholarship program has been launched for secondary and higher vocational education students from Sant Adrià de Besòs

3.5.3 Engaging the La Mina district

Integration with the local community has always been an important factor for b_TEC. That is why it aims to bring the Diagonal-Besòs Campus project closer to a variety of stakeholders. To this end, the Tech Summer Sessions are held in the heart of the La Mina district. As part of the sessions, Ramon Garriga, director of the b_TEC Foundation’s Energy Park, spoke about household energy savings. Such talks offer a way to explain those aspects of the fields of energy, water, and mobility with the greatest social impact to local residents.
