REPRESENTACIÓN INSTITUCIONAL
P ara la Asociación el 2014 fue de gran
relevancia, debido a los cambios en el
entorno nacional en materia de normalización,
sobre todo en el sector de transporte, debido
al gran impacto económico que representa para
todos los involucrados.
INSTITUTIONAL REPRESENTATION
I n view of the nationwide changes in
standardization, particularly in the
transportation sector, and given the economic
impact they have for all involved, 2014 was an
important year for the Association.

En este sentido los principales temas que
demandaron la participación de la Gerencia de
Logística y Transporte fueron: la aceptación
y publicación de la norma de pesos y
dimensiones. Por un lado, la posición oficial
de proteger la infraestructura carretera del
deterioro por el peso de las unidades que
transitan por los caminos de jurisdicción
federal, y la prohibición del uso de vehículos
doblemente articulados para transportar
productos químicos peligrosos.
Derivado de lo anterior, la ANIQ propuso a
la Secretaría de Comunicaciones y Transportes
(SCT) que se establecieran los pesos por eje de
carga con respecto al tipo de configuración y
se utilicen carreteras de alta especificación, así
mismo, se cumplan las medidas de seguridad
establecidas en la norma para poder transportar
carga especializada.
In this regard, the main issues that
demanded the participation of the Logistics and
Transportation Department were: acceptance
and publication of the weights and dimensions
standard. That is, on the one hand, the official
position on protecting road infrastructure from
deterioration by the weight of units that travel
federally-regulated roads and, on the other,
prohibition of the use of dual-unit articulated
vehicles to transport hazardous chemical
products.
Consequently, ANIQ proposed to the
Ministry of Communications and Transport
(SCT) that weights per load axis with respect
to the type of configuration be established,
and that highly-specified highways be used.
Also ANIQ requested the compliance with the
safety measures established in the regulation
for transporting specialized cargo.

De igual manera nos reunimos con
integrantes de la Comisión de Comunicaciones
y Transportes del Senado y la Comisión de
Transporte de la Cámara de Diputados, para
externarles la preocupación de la Industria
Química con respecto al proyecto de iniciativa
para reforma el artículo 50 de la Ley de
Caminos, Puentes y Autotransporte Federal, la
iniciativa prohíbe la circulación de los vehículos
doblemente articulados con materiales
peligrosos diez días hábiles después de su
publicación.
En este sentido la Asociación propone que no
debe ser una disposición de Ley, toda vez que
el transporte de carga especializada ya cuenta
con una reglamentación y normatividad que
debe cumplir, la norma de pesos y dimensiones
establece las medidas de seguridad para los
vehículos doblemente articulados.
Por otra parte y con la finalidad de establecer
las bases de colaboración y coordinación para
el desarrollo de una estrategia que contribuya a
mejorar la circulación de los vehículos de carga
en el Distrito Federal, la Asociación firmó un
convenio de colaboración con la Secretaría de
Movilidad del Distrito Federal, representada por
el Lic. Rufino H. León Tovar.
AUTOTRANSPORTE
Se publicó en el mes de noviembre la norma
de pesos y dimensiones con las propuestas
presentadas por la Asociación, estableciéndose
un peso máximo de 75.5 toneladas para los
vehículos doblemente articulados considerados
como diferenciados, no hay restricción para el
transporte de materiales y residuos peligrosos,
los usuarios tendrán que tramitar ante la
autoridad un permiso de conectividad para
circular en carreteras tipo “B” hasta por 50
kilómetros.
Se continúa trabajando en los anteproyectos
de norma NOM-019 y NOM-020, para centros
de limpieza y control de remanentes de
sustancias y residuos peligrosos, así como los
requerimientos para el diseño y construcción
de los autotanques destinados al transporte
de materiales peligrosos, se busca en ambas
normas establecer los controles y medidas
de seguridad para el transporte seguro de los
materiales peligrosos.
FERROVIARIO
La ANIQ solicitó al Senado de la República
y Cámara de diputados reformar y adicionar
diversas disposiciones a la Ley Reglamentaria
del Servicio Ferroviario, con el objeto de
desarrollar y regular la construcción, operación,
explotación, conservación, mantenimiento y la
interconexión de las vías férreas cuando sean
vías generales de comunicación, así como
establecer las condiciones de competencia en el
servicio de transporte ferroviario.
La Industria Química requiere de inversiones
para construir tramos cortos y libramientos
ferroviarios que incrementen la eficiencia del
tren de carga, las mejoras que se tengan en
el servicio ferroviario serán en beneficio de los
usuarios.
REGIONALIZACIÓN.
Como cada año la Asociación fomenta el
acercamiento directo con las empresas que
fabrican, consumen, distribuyen, almacenan,
realizan transvase y transportan materiales y
residuos peligrosos, en este sentido el SETIQ
realizó 3 sesiones, las cuales se llevaron a cabo
en la ciudad de Monterrey Guadalajara y Estado
de México, con la finalidad de dar a conocer
los servicios del Sistema de Emergencias en

We also met with members of the Senate’s
Communications and Transport Commission
and the House of Representatives’ Transport
Commission to express the Chemical Industry’s
concern regarding the bill to reform Article 50
of the Federal Roads, Bridges and Trucking Law.
The bill prohibits traffic of dual-unit articulated
vehicles carrying hazardous materials, ten days
after its publication.
In this regard, ANIQ suggests that this
should not be a provision of the Law, given that
the transportation of specialized cargo already
has regulations and standards to comply with.
The weights and dimensions standard sets
the safety measures for dual-unit articulated
vehicles.
Furthermore, in order to establish the basis
for collaboration and coordination to develop a
strategy to help improve freight vehicle traffic
in Mexico City, ANIQ signed a collaboration
agreement with the Mexico City Mobility
Secretariat, represented by Mr. Rufino H. León
Tovar.
TRUCKING
The weights and dimensions standard—with
proposals put forward by ANIQ—was published
in November, establishing a maximum weight
of 75.5 tons for dual-unit articulated vehicles
deemed to be differentiated. There is no
restriction for the transportation of hazardous
materials and waste. Users must obtain from
the authority a connectivity permit to travel up
to 50 kilometers on “B”-type highways.
Work continues on drafts of NOM-019 and
NOM-020 standards for cleanup centers and
control of remnants of hazardous substances
and waste, as well as on requirements for the
design and construction of tankers used to
transport hazardous materials. Both standards
are an attempt to establish controls and
security measures for the safe transportation of
hazardous materials.
RAILWAY TRANSPORTATION
ANIQ asked the Mexican Senate and House
of Representatives to reform and add various
provisions to the Law regulating Rail Service in
order to develop and regulate the construction,
operation, exploitation, conservation,
maintenance and interconnection of railroads
that happen to be a general means of
communication, and also to establish the
conditions to make the rail transportation
service competitive.
The chemical industry needs investments to
build short sections of track and rail bypasses
that can boost the efficiency of freight trains.
Improvements to railroad service will benefit
users.
REGIONALIZATION
In keeping with the fact that each year the
Association encourages direct contact with
the companies that manufacture, consume,
distribute, store, decant and transport
hazardous materials and waste, SETIQ held
3 sessions in the cities of Monterrey and
Guadalajara and in the State of Mexico to
publicize the services of the Transportation

Transporte para la Industria Química (SETIQ), la
implementación del Sistema de Administración
de Responsabilidad Integral (SARI) y promover
el cumplimiento normativo en materia de
seguridad en el transporte.
Participaron empresas interesadas en los
servicios del SETIQ y se aclararon dudas sobre
temas normativos. Para la Asociación es de suma
importancia contar con prestadores de servicio
que cuenten con todos los requerimientos
establecidos por la autoridad para transportar
materiales y residuos peligrosos.
Las visitas generaron una comunicación
directa y fomento la participación de las
empresas que se muestran muy interesadas en
formar parte de la membresía. La ANIQ seguirá
promoviendo sus servicios y mejores prácticas
con las empresas que participan en la cadena
de suministro.
CAPACITACIÓN
En el año 2014, la industria química en
México vivió un ambiente dinámico y de
cultura de prevención, que se ve reflejado en
la implementación de buenas prácticas de
responsabilidad integral tanto en la distribución
como en el transporte de carga especializada.
La Asociación Nacional de la Industria
Química (ANIQ) contribuyó a la concientización
de la rama química con un extenso programa
de cursos, que incluyen 32 impartidos en las
instalaciones del ICIQ y en empresas socias
con el tema de regulación y seguridad en el
transporte terrestre de materiales y residuos
peligrosos, dos cursos de inspección en
autotanques y en aspectos físico-mecánicos
de las unidades de autotransporte, en total se
capacitaron a 620 personas en el 2014.
Antes de la entrada en vigor de la norma
de pesos y dimensiones, la ANIQ realizó un
taller con la participación del Ing. Jesús Pablo
Mercado Díaz, Director de Normatividad de la
Dirección General de Autotransporte Federal,
para que nos presentará los requerimientos de
la norma y los contactos para realizar el trámite
del permiso de conectividad para el uso de
vehículos doblemente articulados.
Del 26 al 28 de Junio se llevó a cabo la sinergia con el área de Comercio Exterior, para la realización del “III Congreso de Logística y Comercio Exterior”, el cual fue realizado en Acapulco, Guerrero, donde participaron los principales actores del sector químico, contamos con excelentes conferencistas en los rubros de autotransporte, marítimo, logística y seguridad.
El Taller de Desarrollo Humano y Comunicación Integral en el Transporte favoreció la visión integral del ser humano en las conductas de seguridad, así como el reconocer la responsabilidad que se tiene en el proceso de transporte, esto visto desde la identificación de sus emociones tanto positivas como negativas, reconociendo como la autoestima interviene en la conducta, y como favorecer una comunicación efectiva y afectiva, para una mejor relación laboral, personal y familiar.
Inició en noviembre nuestro “Diplomado Ejecutivo de Logística Competitiva aplicada a la Cadena de Suministro 2014-2015” 70% práctico (2 visitas) y 30% teórico. Teniendo el aval académico del Tecnológico de Monterrey, con una quórum asistencia de 9 funcionarios estratégicos de la industria química y 1 asistente de manera virtual, este Diplomado se imparte por primera vez de forma empresarial, donde participaron los lideres encargados de la Cadena de Suministro, al final obtuvieron resultados importantes para ser más eficientes en sus procesos y costos.

Emergencies System for the Chemical Industry
(SETIQ), the implementation of the Responsible
Care Administration System (SARI), and to
promote compliance with transport safety
regulations.
Participating firms were interested in SETIQ
services, and doubts about regulations were
clarified. It is extremely important for the
Association to have service providers equipped
with all the requirements established by the
authority for the transportation of hazardous
materials and waste.
The visits implied a direct communication
and encouraged the participation of companies
that say they are very interested in forming
part of the membership. ANIQ will continue
promoting its services and better practices with
the companies that are part of the supply chain.
TRAINING
The chemical industry in Mexico experienced a dynamic environment in 2014, mainly focused on prevention, which is visibly reflected in the implementation of good responsible care practices, both in distribution and in the transportation of specialized cargo.
The National Association of the Chemical Industry (ANIQ) has contributed to the awareness of the chemical industry by way of an extensive program of courses, including 32 held in ICIQ facilities and in member firms. Topics include regulation and safety in land transportation of hazardous materials and waste, two courses on inspection of tankers and on physical-mechanical aspects of trucking units. In all, 620 people were trained in 2014.
Prior to the enactment of the weights and dimensions standard, ANIQ conducted a
workshop with the participation of engineer Jesús Pablo Mercado Díaz, Standardization Director of the General Directorate of Federal Trucking, so that he could present us with provisions of the standard, and contacts for obtaining the connectivity permit to use dual-unit articulated vehicles.
From June 26 to 28 there was synergy with
the Foreign Trade area when the III Congress
of Logistics and Foreign Trade was held in
Acapulco in the state of Guerrero, with key
players of the chemical sector in attendance.
We were fortunate to have excellent speakers in
categories of road and maritime transportation,
logistics and safety.
The workshop on Human Development
and Comprehensive Communication in
Transportation encouraged an integral vision
of safety actions with a recognition of the

La ANIQ cuenta con el Centro de
Capacitación autorizado por las Secretaría
de Comunicaciones y Transportes (SCT),
número de registro CC/000008 y la Secretaría
del Trabajo y Previsión Social (STPS), número
de registro ANI-59110013, autorizaciones
necesarias para la capacitación de conductores
de autotransporte federal y trámite de su
licencia federal tipo “E” de nuevo ingreso o
renovación para el transporte de materiales
y residuos peligrosos, esta capacitación
es requerida para el personal involucrado
en las área encargadas de atender todo lo
relacionado a la cadena de suministro. El centro
de capacitación obtuvo su recertificación
2014-2017, por el Instituto Mexicano de
Normalización y Certificación (IMNC) en la
norma internacional ISO 9001:2008, por
mantener un sistema de gestión de calidad y
mejora de nuestros procesos.
La ANIQ concluyo con la elaboración
de los anexos del estándar de competencia
“Supervisión de las condiciones del transporte
de substancias, materiales y residuos
peligrosos”, instrumento que nos servirá para
certificar a los conductores que trasladan
materiales y residuos peligrosos por carretera,
se evaluarán sus conocimientos y habilidades,
la asociación podrá certificar a los conductores
en el 2015.
SISTEMA DE EMERGENCIAS EN TRANSPORTE PARA LA INDUSTRIA QUÍMICA (SETIQ)
Transportistas
El SETIQ proporciona los elementos
y herramientas necesarios para atender
emergencias donde estén involucrados
productos químicos de una manera coordinada
y eficiente, cumpliendo con los códigos de ética
y responsabilidad que se establecen en nuestro
sistema de Administración de Responsabilidad
Integral para el transporte. Esto hace que en
la actualidad estén afiliadas 236 empresas
transportistas.
Operadores Logísticos
Este 2014 fue relevante para la Asociación
pero sobre todo para el Sistema de Emergencias
en Transporte para la Industria Química
(SETIQ), se afiliaron 7 operadores logísticos,
los cuales están tomando un papel primordial
dentro de la cadena de suministro, han crecido
considerablemente por los servicios que le
ofrecen a la Industria Química. El SETIQ a
partir de este año está afiliando a operadores
logísticos con almacén, estación de trasvase
ferroviaria y terminal marítima.
Es importante para el SETIQ que los
prestadores de servicio de la industria
química cuenten con buenas prácticas, estén
capacitados y certificados en el almacenamiento
y transporte de materiales peligrosos.

responsibility involved in the transportation
process: a vision that stems from an
identification of emotions both positive and
negative, a recognition of how self-esteem
influences behavior, and the way to encourage
an effective and emotional communication for
better relationships, whether personal, work,
or family relationships.
The “2014-2015 Executive Diploma in
Competitive Logistics applied to the Supply
Chain” commenced in November—70%
practical (2 visits) and 30% theory. With
the academic endorsement of Tecnológico de
Monterrey, an attendance of nine strategic
executives of the chemical industry and one
online participant, this diploma course was
given for the first time in a corporate format
to leaders in charge of the Supply Chain.
Upon conclusion, they obtained important
results conducive to greater efficiency in their
processing and costing.
ANIQ’s Training Center is authorized by the
Ministry of Communications and Transport
(SCT)—registration No. CC/000008, and
by the Ministry of Labor and Social Welfare
(STPS)—registration No. ANI-59110013.
These authorizations are required for training
drivers of federal road transport vehicles and for
processing their first federal “E”-type license, or
renewal thereof, in order for them to be able
to transport hazardous materials and wastes.
This training is required for personnel involved
in areas in charge of attending to everything to
do with the supply chain. The supply center
obtained its 2014-2017 re-certification by
the Mexican Institute of Standardization and
Certification (IMNC) in the ISO 9001:2008
international standard for maintaining a high-
quality management system and improvement
of our processes.
ANIQ concluded with preparation of
attachments to the competency standard
“Supervision of conditions for transporting
hazardous substances, materials and waste,”
which will enable us to certify drivers who
transport hazardous materials and waste by
road. After evaluating their knowledge and
skills, the Association can certify drivers in
2015.
TRANSPORTATION EMERGENCY SYSTEM FOR THE CHEMICAL INDUSTRY (SETIQ)
Carriers
SETIQ provides the required elements and
tools to attend to emergencies involving
chemical products in a coordinated, efficient
manner, in compliance with ethics and liability
codes established in our Responsible Care
Administration System for transportation. As
a result there are currently 236 affiliated carrier
companies.
Logistic Operators
2014 was an important year for the
Association but above all for the Chemical
Industry’s Transportation Emergencies System
(SETIQ). Seven logistics operators became
members and they are playing a key role in the
supply chain; they have grown considerably
thanks to the services they offer to the chemical

Comité de Cloro
Durante el 2014 Se trabaja en el manual de
atención de emergencias, la recuperación de
cilindros con cloro vendidos como chatarra
y la capacitación de organismos de auxilio.
Las empresas fabricantes cuentan con altos
estándares de seguridad y procedimientos.
Así también, se ha trabajado para actualizar
el directorio de las personas que apoyan en una
emergencia y el inventario de los equipos con
los que cuentan.
Comité de Cianuro
El 22 de agosto del 2014, se dio inicio a los
trabajos referidos al Comité de Cianuro que la
Asociación Nacional de la Industria Química
(ANIQ) ha conformado, con la participación de
la empresa socias como Dupont, Grupo Idesa,
Evonik, Orión Productos.
Se establecieron las bases para la creación
del Comité y sus actividades, además de la
Misión, Visión, Objetivos de corto, mediano
y largo plazo, elaborar un manual de atención
de emergencias y formar brigadas para atender
emergencias con cianuro.
Se invitará a participar a los socios que tengan
relación con cualquier eslabón en la cadena de
suministro donde se involucre el cianuro, con la
intención de que puedan asistir y apoyar en los
trabajos y actividades del comité.
Emergencias Atendidas
Durante el año 2014, el Sistema de
Emergencias en Transporte para la Industria
Química (SETIQ) atendió 83 emergencias en
las que se involucraron sustancias peligrosas,
con lo cual podemos establecer tendencias,
horarios y zonas de riesgos, así como la
duración y naturaleza de los incidentes.
Comité de Oxido de Etileno
Durante el 2014, el comité de óxido de
etileno trabajó en la actualización de la
tarjeta de control, el manual de atención de
emergencias y se impartieron dos cursos de
formación de brigadas en conjunto con la ECBE
- SETIQ.
Se continuó con el mantenimiento mayor
del puente Coatzacoalcos en Veracruz,
acceso importante para entrada y salida de
los complejos petroquímicos, los trabajos se
realizaron sin contratiempos fue de acuerdo al
programa, los trabajos continuarán en el 2015.
Comité de Cloruro de Vinilo
Se trabajó en la elaboración del Manual de
Atención de Emergencias con Cloruro de vinilo
y se actualizo el Directorio para la atención de
emergencias.
Comité de Amoniaco
El comité trabajo durante el 2014 en los
elementos que están causando los incidentes,
revisión y cambio de empaques a las válvulas
de seguridad, inspección y mantenimiento de
accesorios antes de cargar.
En el 2013 se registraron 14 incidentes por
fuga por válvula de seguridad, fuga en la base de
la válvula de relevo y rechazo de carrotanques,
para el 2014 sólo se presentaron 5 incidentes,
disminuyendo un 75% con relación al año
anterior.

industry. As of this year, logistics operators
that have warehouse, railroad decanting
station, and maritime terminal are becoming
members of SETIQ.
It is important to SETIQ that service providers
of the chemical industry have good practices,
and are trained and certified in the storage and
transportation of hazardous materials.
Ethylene Oxide Committee
During 2014 the ethylene oxide committee
worked on updating the control card, the
manual for attending to emergencies, and
teaching two courses on the creation of
brigades jointly with ECBE - SETIQ.
Major maintenance continued on the
Coatzacoalcos bridge in Veracruz, an important
entry and exit point of the petrochemical
complexes. Work was carried out smoothly and
on schedule, and will continue in 2015.
Vinyl Chloride Committee
This committee worked on the preparation of a handbook for attending to emergencies involving Vinyl Chloride, and the directory for attending to emergencies was updated.
Ammonia Committee
In 2014 the committee worked on the elements that are causing incidents, along with reviewing and changing packing of safety valves, and inspection and maintenance of accessories prior to loading.
Fourteen incidents of safety valve leakage, or leakage at the base of the relief valve were recorded in 2013, as well as rejection of tankers. In 2014 there were only 5 incidents, a 75% reduction compared to the previous year.
Chlorine Committee
In 2014 work focused on the emergency
handbook, the recovery of chlorine cylinders
sold as scrap, and training of aid agencies.
Manufacturing companies have high safety
standards and procedures.
Work has also gone ahead to update
the directory of names of supporters in
an emergency and the inventory of their
equipment.
Cyanide Committee
On August 22, 2014, work related to the
Cyanide Committee formed by ANIQ got
underway, with participation by member
companies such as Dupont, Grupo Idesa,
Evonik and Orion Productos.
The bases for the creation of the Committee
and its activities were established—together
with its Mission, Vision and short-term,
medium-term and long-term objectives—to
prepare an emergencies handbook and to
train brigades to attend to cyanide-related
emergencies.
Members connected with any link in the
supply chain involving cyanide will be invited
to participate, so that they can support and
engage in committee work and activities.
Emergencies Addressed
In 2014 the Transportation Emergencies
System for the Chemical Industry (SETIQ)
attended 83 emergencies involving hazardous
substances, enabling us to establish trends,
times and risk areas, as well as the duration
and nature of incidents.
