RESURBE III MEXICO International Conference on Urban and Regional Resilience “Empowering Local Communities for Action” under the RESURBE International Programme on Urban Resilience, coordinated by the Recycling the City International Network (RECNET) and partner organizations, ended successfully its works.

The RESURBE program seeks to promote research, capacity building and urban development projects worldwide and support the policy in resilience at local and regional level (adaptation, mitigation and risk to climate change).

International experts from 12 countries together with 14 local communities and civil society organizations from 6 Mexican States (Mexico, Saltillo, Puebla, Chiapas, Veracruz and San Luis Potosí) gathered at the National Autonomous University of Mexico (UNAM) to rethink the new challenges for urban and regional resilience transition.

OBJECTIVES

The International Conference on Urban and Regional Resilience RESURBE III aimed at promoting the discussion on the empowerment of communities to carry out local actions for resilience transition within three main areas:

• Definition of real life challenges faced by local communities to achieve resilience, from the social, environmental and economic perspective, and confronting risk in the short and long term.

• Redefinition of the role of universities in identifying and implementing practical solutions for urban resilience, supporting the local communities.

• Definition of scopes for knowledge brokerage and co-creation between local communities and different stakeholders at the local level to support actions for resilience, through community empowerment.

COMMUNITIES DAY

The second day of the congress was entirely dedicated to communities. Finally, 14 local communities and civil society organizations from 6 Mexican States (Mexico, Saltillo, Puebla, Chiapas, Veracruz and San Luis Potosí) gathered at the National Autonomous University of Mexico (UNAM) to rethink the new challenges for urban and regional resilience transition, following the main theme of the meeting: “Empowering local communities for action”. These communities showed the positive impact of their projects and local actions on its inflence area.

The entrance was free for all members of the communities during the second day (February 17th), and the meeting started with a keynote address by Nobel Laureate Rigoberta Menchú, who shared their experience with communities as a Guatemalan indigenous leader in the struggle for social justice and respect for social rights.

KEYNOTE SPEAKER

Rigoberta Menchú Tum (born 9 January 1959) is an indigenous woman from the country of Guatemala, of the K’iche’ ethnic group. Menchú has dedicated her life to publicizing the rights of Guatemala’s indigenous peoples during and after the Guatemalan Civil War (1960–1996), and to promoting indigenous rights in the country. She received the Nobel Peace Prize in 1992 and the Prince of Asturias Award in 1998.

She has been granted with more than 25 “Honorary Doctorate” degrees from more than 25 universities in the world.

The Nobel Peace Prize Dr. Rigoberta Menchú, opened the conference as keynote speaker, with the presence of over 400 attendees; and the plenary session of the Communities Day.

Mexican anthropologist specializing in research on Cultural Ecology. Master in Social Anthropology at the Universidad Iberoamericana. Her work has been aimed at identifying social risks from on-site field work with management strategies for both private companies and non-governmental organizations.

Ms. Maíta Fernandez-Armesto 6. Senior Programme Management Coordinator of the City Resilience Profiling Programme at UNHABITAT

Former Responsible for Urban Resilience in the Infrastructure Management and Urban Coordination division of the Barcelona City Council, her previous experience includes working as architect in the Urban Projects Department in the Barcelona City Council developing projects related to intregration of infrastructures in consolidated areas.

Prof. Ruben Pesci 7. Founder & President of CEPA Foundation and FLACAM network.

In addition to its recognition in the field of architecture and urban planning, it has been “one of the Latin American pioneers of sustainable development”. From 1984 to 1989, he was Director of Greater Buenos Aires and Secretary of Technical Coordination of the Metropolitan Area of Buenos Aires (AMBA). Currently, he is director of the Specialization and the Master of Sustainable Development, postgraduates by agreement between the Latin American Forum of Environmental Sciences and the National University of Lanus.

RESURBE III Impact and Results

Experts from 12 countries, from the areas of architecture and urbanism, ecology, engineering, sociology and humanities, delivered 125 presentations, in a framework of a trans-disciplinary exchange.

The international experts engaged in an open dialogue with 14 local communities from Mexico during the “Day of the Communities”, enabling the exchange and transfer of knowledge.

RESURBE III made good use of dialogue and presentation alternative platforms, to improve the knowledge exchange, such as videoconferencing sessions, which allowed the presence of some of the international speakers who could not travel to Mexico, and the Speakers’ Corner, where experts could exchange information in a highly interactive format, which also encouraged interaction with students from the Faculty of Architecture at the UNAM.

RESURBE PROGRAM

RESURBE program is an interdisciplinary and international platform, in collaboration with over 30 organizations worldwide, including UN-HABITAT City Resilience Profiling Program (CRPP) and Recyclying the City Network (RECNET).

RESURBE Program aims to facilitate knowledge co-creation and exchange between local and regional governments, universities and research centres, international organizations and other stakeholders from private and public sectors. RESURBE adopts a participatory community development approach, by favouring innovation of socio-ecological systems in order to reduce the vulnerability of local communities and to improve human wellbeing.

RESURBE AWARD

The RESURBE Award is granted by the international organization Recycling the City Network (RECNET), in the frame of the International Program on Urban Resilience (RESURBE).

RESURBE aims to realize research, capacity building and urban development projects and to support informed policy making worldwide, on urban resilience at local and regional level.

RESURBE award is granted annually to the outstanding trans-disciplinary contributions submitted for the RESURBE International Conferences series.

This year RESURBE III International Conference on Urban and Regional Resilience took place at the Autonomous National University of Mexico (UNAM) from 17-20 February 2016, specifically focusing on “Empowering Local Communities for Action”; counting with the participation of experts from 12 countries together with 14 local communities and civil society organizations from 6 Mexican States.

Re-thinking Urban Transformation

The RESILIENT CITIES book series aims to analyse the challenges faced by cities and provide an up-to-date body of knowledge, including a systematic collection of global cutting-edge best practices, fundamental to managing the urban transition toward resilience.

RECNET

The RECNET network “Recycling the City Network, Rethinking the Transformation of Cities”, currently comprises more than 90 organizations from 27 countries, founded with the purpose of finding the collaboration of key stakeholders in re- thinking the transformation of cities for a sustainable transition to a more resilient socio-ecological systems.

The primary focus for the Network RECNET will be to promote the participatory community development through the transfer of experiences and with the realization of environmental and socio- awareness activities, which will promote, link and coordinate the empowerment of all stakeholders actions.

RECNET focuses on four main areas of work (energy, water, land and biodiversity), targeting key challenges that must be in constant innovation and research:
