La calidad del aire en Quito 2005 1

Presentación El contar con información objetiva y confiable sobre la calidad del aire de una ciudad constituye un elemento central de su estrategia de prevención y control de la contami-nación atmosférica, ya que permite disponer de elementos de juicio sobre el impacto de las medidas tomadas o la necesidad de impulsar nuevos esfuerzos. Bajo esta premisa, la operación del sistema de monitoreo, cuyo eje central es la Red Metropolitana de Monitoreo Atmosférico de Quito, REMMAQ, constituye una actividad prioritaria dentro de la gestión de CORPAIRE, junto con la difusión de los resultados, de manera que todos los interesados en la gestión del recurso accedan a la informa-ción. Este resumen anual sobre la calidad del aire de Quito en el 2005, constituye el segun-do en su género y refleja la consolidación del proceso de monitoreo en la ciudad, fun-cionando bajo criterios de aseguramiento y control de calidad basados en guías y re-comendaciones internacionales. Su difusión complementa los esfuerzos que se han realizado a lo largo del año pasado por acercar la información a los interesados, como es el caso de los reportes semanales que se distribuyen a través del correo electrónico y la entrada en operación de un sitio Web (www.corpaire.org) que actualiza diariamen-te los datos sobre la calidad del aire, junto con información complementaria de interés para autoridades, investigadores, activistas, estudiantes y público en general. Conforme a nuestra política de mejoramiento continuo, agradecemos de antemano to-das las sugerencias que nos hagan llegar tanto sobre la forma como los contenidos de este informe, esperando que cada vez podamos cubrir más adecuadamente las expectativas de los lectores.

El sistema de monitoreo atmosférico El sistema de monitoreo atmosférico tiene como eje central a la Red Metropolitana de Monitoreo Atmosférico de Quito, REMMAQ, constituida por ocho estaciones en línea, más una adicional de respaldo, que permite optimizar el período de registro de las otras. Estas estaciones están equipadas con analizadores automáticos para gases (dióxido de azufre, SO2; monóxido de carbono, CO; ozono, O3; y, óxidos de nitrógeno, NOX) y material particulado fino (PM2.5), que tienen capacidad para operar de manera permanente y continua las 24 horas del día, los 365 días del año.

La ubicación de las estaciones de monitoreo se fundamenta en guías y principios es-tablecidos por la Organización Mundial de la Salud (WHO, 1994) y la Agencia de Pro-tección Ambiental de los Estados Unidos (EPA, 1994), de tal manera que generen in-formación objetiva sobre la calidad del aire promedio en una zona geográficamente re-presentativa y con suficiente cobertura espacial, de acuerdo a la distribución de la po-blación en el DMQ.

Este equipamiento se complementa con otras metodologías, que posibilitan el segui-miento de otros contaminantes y la ampliación de la resolución espacial de la informa-ción; tal es el caso del uso de muestreadores pasivos para ozono, dióxido de nitrógeno y partículas sedimentables (PS) y de muestreadores activos para material particulado

respirable (PM10) y partículas totales en suspensión (PTS). El detalle de estas técni-cas se presenta en la Tabla 2. Adicionalmente y debido a la influencia que los parámetros meteorológicos tienen so-bre el comportamiento de los contaminantes en la atmósfera una vez que son libera-dos desde las múltiples fuentes de emisión, el sistema de monitoreo también cuenta con seis estaciones meteorológicas automáticas con capacidad de registrar de manera permanente y continua los siguientes parámetros: velocidad y dirección del viento, temperatura, radiación solar, humedad relativa, presión atmosférica y precipitación. La Tabla 3 y la Figura 1 presentan información sobre la ubicación de los sitios de mue-streo y su equipamiento.

Desde el segundo semestre del 2004, CORPAIRE empezó a trabajar bajo un esquema formal de aseguramiento y control de calidad para la operación de la REMMAQ, sobre la base de procedimientos explícitos para las operaciones de mantenimiento preventi-vo y correctivo de los equipos y también para el procesamiento de la información.

Análisis de la calidad del aire en el 2005 A continuación se presenta un resumen sobre la calidad del aire en el DMQ en el año 2005. La información tabular y gráfica que soporta este análisis consta en el Anexo 1 de este documento y la base de datos más amplia puede ser obtenida desde el sitio Web de CORPAIRE (www.corpaire.org). Previamente, se sintetiza el contexto norma-tivo correspondiente. Los límites máximos permitidos según la Norma La referencia obligatoria para evaluar el estado del recurso aire constituye la Norma de Calidad del Aire Ambiente, publicada como parte constituyente del Texto Unificado de la Legislación Ambiental Secundaria (Libro VI De la Calidad Ambiental, Anexo 4). Un resumen de esta Norma se presenta en la Tabla 4.

Los valores de concentración de los contaminantes comunes del aire establecidos en esta norma, están sujetos a las condiciones de referencia de 25°C y 760 mm de Hg.

La calidad del aire La Tabla 6 presenta la información consolidada para todo el año y para cada estación de los días en que la medida registrada de los diferentes contaminantes supera la concentración máxima permitida por la Norma Ecuatoriana para tiempos de exposición de corto plazo; es decir promedios horarios, octohorarios o diarios (en general a esta situación se la referirá como excedencia).

Ninguna de las excedencias registradas llegó a constituir un episodio crítico de conta-minación del aire. La Tabla 7 presenta un resumen de esas excedencias.

En resumen, en el año 2005 se registraron 12 días en los cuales se superó el límite máximo de concentración de algún contaminante común del aire, lo cual representa el 3.3% del tiempo. En uno de esos días (01.01.05), la excedencia se presentó en dos estaciones (El Camal y Centro) para el mismo contaminante (PM2.5). En el caso de los contaminantes comunes del aire para los cuales existe un límite re-lacionado con tiempos de exposición de largo plazo (promedios anuales), el resumen de los valores registrados se presenta en la Tabla 8.

Como puede verse, las excedencias a los límites de largo plazo son recurrentes para el caso del material particulado, tanto PM10 (Belisario, Cotocollao y Guamaní), como PM2.5, en todas las estaciones. En los casos de los dióxidos de azufre y de nitrógeno, todos los promedios están por debajo de la norma. En el caso de las partículas sedimentables que se regulan con un valor promedio de 30 días, los datos muestran excedencias en todos los meses monitoreados (desde mayo), siendo las zonas con mayores registros Calderón, Carapungo, Chillogallo, Guayllabamba, La Ecuatoriana, La Roldós, Píntag, Pomasqui y san Antonio de Pichin-cha. Para poner esta información en perspectiva, vale la pena hacer un análisis comparati-vo con lo ocurrido en el año 2004, de manera de evaluar las tendencias: - En lo que tiene que ver con los límites de exposición del corto plazo, se mantiene

el hecho de que los contaminantes de mayor preocupación son el ozono y el mate-rial particulado PM10 y PM2.5. En el primer caso, el número de excedencias ha disminuido de siete a tres para el promedio horario y de seis a ninguna para el promedio octohorario. Por su parte las excedencias de PM10 se han incrementado de cuatro a seis y el PM2.5, de ninguna a cuatro; aunque en este último caso debe aclararse que en el 2004 solo se monitoreó a partir de septiembre.

- En lo que tiene que ver con los límites a largo plazo para el material particulado,

los promedios anuales generales de todas las estaciones se han incrementado. Para el PM10 ha pasado de 54,53 ug/m3 a 61,93 ug/m3 (13.6%) y para el PM2.5 de 17,67 ug/m3 a 23,98 ug/m3 (35.7%).

Conclusiones y perspectivas El 2005 ha permitido la consolidación del sistema de información sobre la calidad del aire en el DMQ, con la optimización del diseño de la REMMAQ y la incorporación de metodologías complementarias de monitoreo; además, es importante destacar que en este año entró en funcionamiento el sitio Web dinámico de CORPAIRE, que permite un acceso más fácil a información actualizada diariamente. Siguiendo la tendencia registrada el 2004, los contaminantes de mayor preocupación en el 2005 fueron el ozono y el material particulado. Si bien no se registraron episo-dios críticos de contaminación del aire, la presencia de varias excedencias a nivel de promedios de corto plazo y de estaciones con promedios anuales sobre la Norma y crecientes en comparación con el año pasado, obliga a mantener una actitud de pre-caución y a profundizar los esfuerzos actualmente en marcha para prevenir y controlar las emisiones de contaminantes a la atmósfera.
