A terraced house

In the UK, cellar implies the dark damp "room"
under the ground floor in a house; often the only access is through a trap-door. Some people convert their
cellars into living spaces; others leave them to
the spiders and old gas-masks.
Basement on the other hand implies a
storey below the ground floor which is used as a living or storage space. In larger 19th and early 20th century houses, this area was where the servants worked. Steps from the street lead down to an ordinary door.
"Basement flats" are very common
in such houses. In office buildings, the basement may be ordinary office space, or a storage area.
