Obama win swing states during the election was huge, but not new. It happened before and started with Latino support during John F. Kennedy’s drive to the presidency. And the night

before he was assassinated, he made a surprise thank you visit to a Houston gathering of Latinos.

And as was the case in the recent election, USA reports that in 1960 Republicans

were challenged with Latino voters.

Latinos also identified with Kennedy, who was Catholic and Irish-American, a member of an ethnic group that had battled discrimination

similar to what Latinos faced in the segregated Southwest.

Y como fue el caso de la reciente elección los EE.UU. reportó que en 1960 los republicanos fueron abatidos por los votantes latinos. Los latinos se identificaron con Kennedy, que era católico e irlandés-americano, miembro de un grupo étnico que había luchado contra una discriminación similar a la que se enfrentan los latinos hoy en día en el área segregada del suroeste.

Se suponía que el presidente John F. Kennedy se detendría sólo por un instante y saludaría de lejos con la mano.

En cambio, un grupo de hispanos lo convenció de que entrase en un hotel de Houston para hablar ante numerosos defensores de los derechos de los mexicano-estadounidenses. Y allí, él convenció a su esposa, la primera dama Jacqueline Kennedy, de que hablase al público en español.

Era el 21 de noviembre de 1963. Horas después, el presidente había muerto y su asesinato hizo olvidar el

significado de un discurso que podría considerarse como el nacimiento del voto latino en Estados Unidos, que en el 2012 resultaría decisivo para ayudar a reelegir a Barack Obama, el primer presidente de raza negra.

Para los historiadores, la presentación de Kennedy en el Salón de Baile del Hotel Rice en Houston fue

probablemente la primera vez que un presidente reconocía oficialmente a los hispanos como un bloque importante de votantes.

Aunque no hay ninguna placa que conmemore la histórica ocasión, se trata de un jalón memorable para los activistas, aunque el lugar mismo donde Kennedy se sentó y oyó a una banda

entonar baladas mexicanas y donde el público lo aclamó es hoy un salón remodelado en un edificio de departamentos donde se efectúan recepciones de bodas.

La visita sorpresiva sobrevino después que los mexicano-estadounidenses en Texas, Nuevo México, California, Arizona, Illinois e Indiana ayudaron a Kennedy a ganar en los estados reñidos en 1960, gracias a una campaña sin precedente de registro de votantes en comunidades hispanas. Surgieron clubes independientes “¡Viva Kennedy!”. Los legisladores Dennis Chávez, de Nuevo México, y Henry González, de San Antonio, empezaron a hablar en vecindarios hispanos y se erigieron en las primeras figuras políticas hispanas reconocibles a nivel nacional.

En las elecciones de 1960, Kennedy obtuvo el 85 por ciento de los votos mexicano-estadounidenses.

Pero durante los primeros meses de Kennedy en el cargo, los hispanos manifestaron decepción de que el presidente no hubiese designado hispanos en su gobierno. Chávez lo criticó abiertamente por este motivo. Otros líderes hispanos lanzaron una campaña de cartas para censurar los lentos progresos en el terreno de los derechos civiles.

En previsión de otra elección reñida en 1964 y con la esperanza de relajar las tensiones, Kennedy visitó Texas en noviembre de 1963. Instead a group of eager Latinos persuaded him to come inside and speak to a packed room of Mexican-American civil rights activists. And then he persuaded his wife, first lady Jacqueline Kennedy, to address the crowd in Spanish.

It was Nov. 21, 1963. Hours later, the president was dead, his assassination overshadowing the significance of a speech that can be seen as the birth of the

Latino vote, so instrumental in 2012 in helping re-elect the first black president, Barack Obama.

To historians, Kennedy’s appearance at the Rice Ballroom in Houston was likely the first time that a president officially acknowledged Latinos as an important voting bloc.

Though there are no plaques marking the historic occasion, the event is a touchstone for activists even if the spot where Kennedy sat and heard a

band play Mexican ballads and where the crowd yelled “Viva Kennedy!” is now a refurbished ballroom in a loft apartment complex that often plays host to weddings.

“That evening ... that’s where it began,” said Ignacio Garcia, author of “Viva Kennedy: Mexican Americans in Search of Camelot” and a history professor at Brigham Young University. “But because very few people know about the meeting, it’s like it never happened.”

The surprise visit came

after Mexican-Americans in Texas, New Mexico, California, Arizona, Illinois and Indiana helped Kennedy win critical swing states in 1960, thanks to an unprecedented voter registration drive in Latino communities. Independent “Viva Kennedy!” clubs sprang up. Sen. Dennis

Chavez, D-N.M., and Texas legislator Henry B. Gonzalez of San Antonio, a future congressman, began speaking in Hispanic neighborhoods across the country and positioned themselves as the first recognizable national Latino political figures.

Just as in 2012, Republicans in 1960 did little

El proceso de prueba también será más riguroso. Los cambios comenzarán enero de 2014. Suena bastante lejos, pero miren lo rápido que pasó el 2012. Cerca de 9.000 personas en Arkansas toman el examen cada año. La edad promedio de los estudiantes es de 17 a 24 años de edad. Hanlon dice que alguien con un certificado del GED hace unos $4.000 dólares más al año que alguien que ha

abandonado la escuela y no tiene grado de segundaria.

The changes will start January 2014. It sounds far off, but look at how fast 2012 has flown by. If you are contemplating getting a GED, now may be the best time. Plus if you haven’t finished the course before the changes take place you’ll have to start over and pay.

At the Adult Education Center in Little Rock, they provide booklets in English and Spanish. Soon this classroom will be a computer lab.

Janice Hanlon is the administrator for the Arkansas GED. She explains, “Our curriculum is changing as it is in High Schools.”

There has always been a cost for the test, but it has been picked up by the state, that will change January 2014. The test cost $120. “We’re exploring all avenues of trying to get funding to pay for that but at the current time we’re not sure about that. We do anticipate some charge to individuals in 2014.”

Nationally, the test is undergoing its largest overhaul since it began in

1942. It is still the same subjects (reading/writing, math, social studies and science) but will reflect the common core state standards of high school education. The test will not be written, rather on computer and there will be a second level that will indicate if the individual is career or college ready.

Hanlon adds, “So we are highly encouraging people to come in now while it’s free and while it’s the same test we’ve had for a number of years.”

About 9,000 people in Arkansas take the test every year. The average age of a

student is 17 to 24 years old. Hanlon says someone with a GED makes about $4,000 more a year than someone who has dropped out of school.

The cost and exam changes are a concern, but officials are looking for funding on the private and public sector. They would also like to offer scholarships. Plus, people who are not used to computers will be given a course before having to use a computer to take the test.

The program is under the authority of the Arkansas Department of Career Education.

veterans according to the Department of Defense, and, 11.2 percent of all active military members were Latino. For veterans and active military members between tours, a college degree can help expand the field of potential job opportunities. Active military members and veterans can take advantage of College-Level Examination Program(CLEP) to achieve their degree faster, advance

toward their careers, and save thousands

of dollars in tuition and

fees

A qualifying score on any of 33 introductory-level college subject examinations can grant three to 12 college credits. For veterans like Carlos Paillacar, who took up a new career at the age of 46, the CLEP program saved valuable time and money, “Basically, I saved one year’s worth of courses.” The 90-minute exams are administered at more than 1,700 colleges across the country and on-base testing centers worldwide. Credits are granted for successful scores at more than 2,900 colleges and universities.

Defense Activity for Non-Traditional Education Support (DANTES) currently funds the CLEP exam fee for active military service members,

eligible military spouses and civilian employees on the first attempt per exam title. “The CLEP program welcomes home the uniformed men and woman of the armed services. We are deeply proud of our long-standing support of our nation’s military personnel through our partnership with DANTES,” said Steven Titan, vice president of the CLEP program.

The partnership accounts for approximately one-third of CLEP’s annual testing volume and also includes SAT® testing services for active military service members.

General’s lawsuits claim that GYS Investments LLC and Sonia’s Tax Services, both of Springdale, offer to process applications for permanent residency under a federal law that does not exist. The two businesses promote their ability to provide help under the Development, Relief and Education for Alien Minors

Act (DREAM Act). However, the so-called DREAM Act is not an act of Congress and carries no legal weight or authority.

The Act, as proposed in Congress but never enacted, would offer a path to permanent residency for immigrants who entered the United States during their youth.

“The defendants in these

cases are offering help where none can legally exist,” McDaniel said. “Through their deceptive actions, these businesses could actually make matters much worse for young people seeking to obtain permanent residency status.”

The federal government recommends that anyone seeking immigration assistance should seek help

from only those qualified, such as an attorney or someone accredited by the federal Board of Immigration Appeals.

The lawsuits state that the actions of GYS investments and Sonia’s Tax Services are deceitful, at best. At worst, they could lead to deportation proceedings or criminal charges against those whom they wrongfully promise to help.

McDaniel asked the court to prohibit GYS and Sonia’s Tax Services from advertising, providing or charging for immigration services in Arkansas, assess civil penalties and order the businesses to pay restitution to affected consumers.

The lawsuits against GYS Investments and Sonia Urrutia, doing business as Sonia’s Tax Services, were

filed in Washington County Circuit Court.

On Election Day in 1960, Kennedy won 85 percent of the Mexican-American vote.

But during Kennedy’s first months in office, Latino leaders expressed dismay that the president had failed to appoint Hispanics in his administration. Chavez even openly criticized Kennedy for his lack of appointments; other leaders embarked on a letter-writing campaign over the slow movement on civil rights.

Sensing another close election in 1964 and hoping to ease tensions, Kennedy visited Texas in November 1963. Advisers suggested that he at least pay a quick visit to Mexican-American activists at a Houston gala sponsored by the League of United Latin American Citizens, then the largest Latino civil rights group in the country.

“The Secret Service told us that he may stop by, but not to advertise it because it wasn’t part of his official schedule,” said Alexander Arroyos, 76, who was an officer in LULAC at the time. “We could spread it through word of mouth. No one believed us.”

Then Kennedy showed up.

The president was greeted at the door by Macario Garcia, who was awarded the Medal of Honor for his service during World War II. Inside the ballroom, Kennedy and the first lady found an enthusiastic crowd of World War II veterans, civil rights advocates and future elected officials.

Kennedy spoke briefly about foreign policy in Latin America and the importance of LULAC. The first lady told the crowd in Spanish that Texas had a deep history with Latinos. The crowd responded with chants of “Viva Kennedy!” A band played a ballad in Spanish as photographers took photos of the Kennedys and Vice

President Lyndon B. Johnson and his wife, Lady Bird Johnson.

Before that moment, historians believe that no president had ever acknowledged Latinos as a voting bloc, said Emilio Zamora, a historian at the University of Texas at Austin.

President William Taft, who served from 1909-1913, may have met with a tiny group of Latino activists in El Paso, Texas, Zamora said. President Dwight D. Eisenhower likely shock hands with some Mexican-American voters in a campaign visit to South Texas in 1952. “But I think no president had ever publically thanked Mexican-Americans in that manner,” said Zamora.

Fifteen hours after the historic meeting, Kennedy was dead.

Band members who had played for the president the night before wept as the news unfolded. When Arroyos heard about the assassination, he told his boss at an import company he was too upset to work. Arroyos rushed to collect from friends as many photos as possible of Kennedy’s visit at the Rice Hotel as he could for a future edition of a LULAC newspaper.

On Election Day 2012, analysts routinely spoke of Latinos finally awakening as a “sleeping giant” by giving Obama around 70 percent of their vote. But Ignacio Garcia said that assessment ignores how Latinos have influenced presidential elections for more than 50 years.

In 1960, for example, their overwhelming backing helped put Texas and New Mexico in Kennedy’s column during the tight race against Nixon. The Republican’s campaign did not have a presence in Mexican-American neighborhoods and did not have a Spanish language TV ad, unlike Kennedy, who tapped the first lady for it. Kennedy also made promises to appoint

Mexican-Americans to his administration.

Johnson enjoyed support from Hispanics who campaigned for him during his landslide victory in 1964, and Mexican-Americans came out strongly for Sen. Robert F. Kennedy, D-N.Y., during the 1968 Democratic primary in California.

In 2000, then-Texas. Gov. George W. Bush, a Republican, was able to edge Democrat Al Gore, thanks in party to receiving about 40 percent of the Latino vote, according to various estimates.

“The Latino vote did not come of age the night Obama was re-elected,” said Garcia. “It came of age Nov. 21, 1963.”

The reason the Latino vote is attracting attention in 2012 is that Latinos are now the largest minority group in the U.S. and voter participating rates are up, Garcia said.

Voter participation for eligible Latino voters has gone from 3.7 million in 1988 to an estimated 12.5 million in 2012, according to the Pew Hispanic Center. That number could to double within two decades, the center said.

Arroyos said most of the older activists shrug off the pronouncements that Hispanics are finally influencing national elections even though his generation helped give birth to the Latino vote. Still, he said even those who are still alive and remember that Kennedy speech probably don’t even know what role they played that eventually led to the voting numbers in 2012.

“I didn’t know that evening was so historic,” said Arroyos. “I was just happy that he dropped by and just didn’t say hi.”

In addition to books of all kinds, the library offers a variety of services, many of which may not be familiar. Homework, research, and job applications often require computer use. All CALS branches are equipped with computers for public use as well as wireless Internet connections. Public

computers have access to the online catalog, which show the location of any book in our system. Online databases, accessible at branches and at home, allow the user to find information for homework assignments, learn a new language, take practice tests, and much more.Books can be easily obtained by any library patron. For anyone with a permanent or temporary disability, the Books by Mail service is a very valuable resource. Books by Mail is available to any homebound

patron who lives in the Central Arkansas Library System’s service area. To be added to the program, patrons should fill out an application and take the reading interest survey. The library will mail selections through the United States Postal Service in a reusable nylon bag that contains a pre-paid postage label.
