Introduction Fauji Fertilizer Company Mirpur Mathelo (FFC-MM) intends to lay

an additional 16 inch diameter natural gas line from well #6 at Mari Petroleum Company Limited (MPCL) Sindh on its existing RoW to its existing fertilizer plant located in Mirpur Mathelo, Sindh.

Length of this proposed new gas pipeline from FFC-MM to MPCL is approximately 14.4 km.

This separate new gas pipeline is planned to be laid within the exiting 41feet wide Right of Way (RoW).

There already exists a 16 inch diameter gas pipeline from FFC-MM to MPCL within the same RoW.

Scoping

The proposed pipeline is along exactly the same route as the existing pipeline, and that the proposed route is used as a dirt road currently

Hence an Initial Environmental Examination should be sufficient for evaluating environmental & social impacts and recommending mitigations

Need of the Project

FFC-MM has planned to lay a new additional gas line to ensure production sustainability against declining well head pressures at Mari gas.

Utility Requirements

Electricity During the construction phase, arrangements will be made to have an uninterrupted electric supply through a diesel generator. After the construction is over, this generator shall not be made use of.

Water & Sewerage There will be water consumption during the construction phase of 10 months.

Dewatering activity will be performed on project site however it will not impact any residences nearby cultivated area.

During operations phase, there will not be any water use or sewerage generation from this project site.

Physical Environment Mirpur Mathelo is a tehsil (sub-division) in Ghotki

District of the province of Sindh in Pakistan. Mirpur Mathelo city is the capital of Ghotki District The NH-5 high way touches this city from the

beginning till the end.

Geological Formation

The project lies in an area with older terrace deposits of Chung formation from “Pleistocene and Early Recent” Era.

Topography & Soil

The proposed project area is generally flat. Any significant depression or elevation is not observed and the terrain is almost plain at the project area.

Soil material present at project site mostly comprises of Silty Clay.

Quality of Air

The proposed pipeline route is along a dirt road surrounded by agricultural lands.

The project will undertake excavation activities that would deteriorate ambient air quality.

This will be a temporary condition during the construction phase and the settling of the dust will restore the ambient air to its prevailing conditions

Ambient Noise

Generally no noise nuisance except for the noise produced due to transportation

It will not aggravated to the extent of undesirable or harmful limits.

Biotic and Natural Environment

Flora The area surrounding

project comprises of flat lands on which agriculture is done.

Two crops per year are grown.

There is no vegetation on the piece of land where the pipeline will be laid.

Most of the trees found around the project site are thorny shrubs like

Acacia Nilotica Delile (Babur), Prosopis Cineraria Druse (Kandi), P. Juliflora DC (Devi), some grass species, Eucalyptus camaldulensis

Fauna and Wildlife

During the site visit, some ducks were seen. These duck feed on fish and planktons floating in the water. These fish are usually non-edible fish frys.

Since the level and extent of anthropogenic activities in and around the project area is very high, wildlife is non-existent in the area.

The faunal species present is the area are livestock – all domesticated.

Socio-Economic Environment

In order to establish the socio-economic profile of the study area the villages (Goths) present in close proximity of the proposed pipeline route are considered appropriate.

It is to be noted that the proposed project does not entail any land acquisition.

In the following Figure, the location of these villages is clearly marked.

Land Use The land around the project area is

under agriculture use. More than 65% is owned by the

framers Around 35% is cultivated by the

tenant framers. Land holding ranges from 2.5 acres

to over 1000 acres. Big landowners including Kulhwars

and Mehars do not live in the area.

General Profile

Villages formed on the basis of family system where a single family occupies a single village.

Villages are very small, consisting of very few households.

They all belong to same ethnic group i.e., Sindhi. Few Non-Sindhi families also live in the area. In general, all these villages area are devoid of the

basic needs.

The villages around proposed project have very low population.

An approximate number of individuals living in large village such as Bahadur Khan Laghari Goth is 350

In comparision smaller villages such as Sheikh Goth or Mir Hassan Goth, it is 20-50.

Type of Houses

The human settlements present in the area contain all three type of houses, i.e. Pucca, Kutcha and Semi-Pucca, in equal numbers.

Some of the villages are least developed in terms of accommodation facilities and other amenities, from the type of houses observed in the survey.

Most of the houses are two to four rooms houses.

Almost all of the houses are self owned.

Family & Household Sizes

The family size, as per the socio-economic survey, varies greatly between 5 and 25.

This variation is not due to variance in family size, but in terms of people occupying a single household.

Due to predominant singular ethnic group living in the villages, people have similar living styles.

Professions & Occupations

Agriculture is by far the most dominant occupation. People do have their own small land pieces mostly, but some are also tenants. Few of the villagers work in industrial entities including FFC, Engro etc.

Some people have small scale businesses like grocery store, and some have lower rank jobs n Government departments e.g. Police.

Health Status

No epidemic or frequent occurrence of serious diseases has been reported.

The most common complaints were cough, flu, fever, headache, stomach aches, blood pressure and seasonal eye infection.

FFC operates medical facility named “Sona Hospital”, but most villagers have never used it. They go to Mirpur Mathelo town for medical assistance

Education There is no school in any of the close-by

villages, except for one in Bhural Khan Laghari Goth.

Even this school is not operational.

Social Status of Women

The women are restricted to household activities like looking after the house, children and domestic animals and other related duties.

They are not allowed to earn livelihood or for recreation.

Transportation

Road infrastructure is not entirely absent from the area.

At some distance main highway from Karachi to upcountry is present.

Some other link roads have also been developed in the area, mostly by Marri Gas for easy access to their well operations.

The villagers mostly access these roads by bikes.

The main railway line between Karachi and upcountry also passes through the project area, however, it is seldom used by the local people.

Public Perception about the Project

Generally the people are comfortable with the idea of this project.

They were aware that there already exists a pipeline on the same route.

This existing pipeline is routinely maintained, by digging and exposing.

They reported that FFC ensures maximum safety during the maintenance operations by observing strictest safety protocols.

Some of the Recommendations Put Forward by the Area People Include:

The proposed project should employ local people to the maximum possible extent.

FFC should amend its contract to bound contractors to employ locally atleast a certain percentage.

Each human settlement located along the right of way should be given representation in the employment opportunities

In general, FFC should maintain a certain employment quota for area residents.

The Right of Way for the pipeline, already being used as a gravel / dirt road, may be converted into a proper metalled road.

Rainwater drainage could be constructed along both sides of the existing ROW. This will not only support the local farmers, but will also ensure that the water runoff from the land area under ROW does not unduly disturb any surrounding fields.
