Recently, President Barack Obamamade remarks to the HispanicChamber of Commerce, to put chil-

dren first by investing in early childhood edu-cation. While the nation tackles educationreform and tries to put young children first, ourlegislators in California, struggling to balancethe state budget, want to get their hands onmoney for young children’s programs, like First5.

Annually, more than 100,000 youngstersreceive dental exams and treatment paid for byFirst 5 Commissions across the state. Almost30,000 kids are immunized and visit a pediatri-cian. And more than 11,000 children attendpreschool, thanks to First 5.

Do you know that over half of these chil-dren are Latino?

During the special election on May 19th,Prop 1D and 1E will take away funding fromour most vulnerable citizens - young childrenand the mentally ill.

If Prop 1D passes, $1.6 billion will be takenaway from hundreds of critical local health andeducation programs for young children in everycounty of California. In Santa Clara County, we

will lose $50 million in services for young chil-dren over the next five years.

Proposition 1E will raid $230 million a yearfor the next two years from voter-approvedmental health programs (Prop. 63 of 2004). To-gether, Prop. 1D & 1E would provide less than1 percent of relief to the state deficit, but willhurt hundreds of thousands of children and thementally ill throughout our state.

The budget should never be balanced inways that harm children and the mentally ill.That’s why the Latino community needs YOUand everyone you know to get out and vote NOon Prop 1D & 1E in order to save importantservices.

La comunidad reacciona ante lasprácticas policíacas que aplican losefectivos a los residentes latinos de

la ciudad de San José. Un reporte estadísticospublicado a través del Mercury News afirmaque la tasa de arrestos de latinos es la másgrande en todo California y la comunidad estáenfurecida.

El grupo denominado ¡Basta! es lideradopor Aarón Resendez, reconocido lider comuni-tario quien decidió organizar a la comunidaddebido a que su esposa fue víctima del abusopoliciaco y también debido al trato criminal queestán recibiendo otros latinos por arrestos in-justificados.

“Esto tiene que parar, en vista que nuestrasautoridades no hacen nada, nosotros tenemosque tomar riendas en el asunto”, explica Resén-dez.

La coalición tiene un plan de trabajo ydesea llevarlo hacia el Concilio para que sepreste la atención debida.

¡Basta! propone cambiar las prácticaspolicíacas con los arrestos por intoxicación enla calles, resistencia al arresto y desordenpúblico que desproporcionalmente apuntan a lacomunidad latina. La coalición también pro-pone cambiar las prácticas policíacas en losretenes.

La protesta se realizará para el próximo 5de mayo a las 5 pm en el Municipio de la Ciu-

dad de San José ubicado en la 200 E. SantaClara Street.

La influenza porcina ha corrido comopólvora por todo el mundo. La Or-ganización Mundial de la Salud ha

elevado de 4 a 5 el nivel de alerta, determinandoque la epidemia de la influenza es eminente. Lasautoridades han declarado al Condado de SamtaClara en estado de emergencia.“Hay cuatro casos que están bajo investigacióny posiblemente sean casos de gripe porcina. Laprimera es de una joven de 16 años de edad que

no está hospitalizada, el segundo caso es el deun hombre de 30 años de edad tampoco hospi-talizado y en proceso de recuperación. El tercercaso es de una mujer de 32 años y el cuarto deotra mujer de 53 años de edad que sigue bajo in-vestigación. Tres de estos pacientes viven en SanJosé y uno en Santa Clara”, dijo al cierre denuestra edición el Oficial del Departamento deSalud del Condado de Santa Clara Martin Fen-stersheib.

salas de emergencia debido a que éstas tienencapacidad limitada. Queremos usar los recursosdel condado eficientemente”, dijo Fenstersheib.

El representante del Departamento de Saludpidió no perder la calma y protegerse así mismo.También dijo que el Departamento de Salud delCondado no va a recomendar la cancelación deeventos públicos porque esa decisión dependede cada persona.

El pasado 29 de abril la Escuela SecundariaBranham de la ciudad de San José cerró su cen-tro educativo debido a que se confirmó un casode gripe porcina.

El Distrito Escolar de Campbell tomó estadecisión como medida preventiva. “Hemos ac-tuado de inmediato para evitar que más estudi-antes se contagien. Esta escuela será cerradahasta el 6 de mayo”, dijo Terry Pelusa represen-tante del Distrito Escolar de Campbell.

Por su parte el Director de la escuela deBranham, Tom Utic sostuvo que “se han cance-lado las actividades que se tenían programadas yque el llamado a los padres de familia se desarrolló sin dificultad”.

Utic también afirmó que no se han reportadootro caso más en este centro educativo y queestán trabajando en conjunto con el Departa-mento de Salud del Condado de Santa Clara.

Por su parte el Consulado de México no harecibido órdenes de cerrar sus oficinas con-sulares. “Estamos atendiendo a nuestros conna-cionales de manera regular. Tenemos a nuestradisposición nuestra ventanilla de salud, haycasos de gripes comunes pero es importante noalarmar. No estamos cerrando las oficinas hastaque el Gobierno de México disponga de esta me-dida”, dijo David Figueroa, Cónsul General deMéxico en San José.

¿Qué es la influenza porcina?La influenza porcina (gripe porcina) es una

enfermedad respiratoria de los cerdos causadapor el virus de la influenza tipo A, el cualprovoca brotes comunes de influenza entreestos animales. Estos virus pueden propagarseentre los cerdos durante todo el año, pero lamayoría de los brotes infecciosos ocurren enlos meses finales del otoño e invierno, al igualque los brotes en las personas.

¿Cuáles son los síntomas de la influenzaporcina en los seres humanos?

Los síntomas son similares a los de la in-fluenza estacional común en seres humanos yentre estos se incluyen fiebre, letargo, falta deapetito y tos. Algunas personas con influenzaporcina han reportado también secrecionesnasales, dolor de garganta, náuseas, vómitos ydiarrea.

¿Las personas pueden contraer in-fluenza porcina por comer carne de cerdo?

No. Los virus de la influenza porcina no setransmiten por los alimentos. No hay riesgos sise come carne de cerdo y sus derivados que hansido manipulados y cocinados de manera ade-cuada. Si se cocina la carne de cerdo a una tem-peratura interna de aproximadamente 71° C(160° F), se eliminan los virus de la influenzaporcina, como también otras bacterias y virus.

¿Cómo se propaga la influenza porcina?

Los virus de la influenza se pueden trans-mitir directamente de los cerdos a las personasy de las personas a los cerdos. Las infeccionesen seres humanos por los virus de la influenzaprovenientes de los cerdos tienen más proba-bilidad de ocurrir en las personas que están encontacto cercano con cerdos infectados, comolas que trabajan en criaderos de cerdos y lasque participan en las casetas de cerdos en lasferias de exhibiciones de animales de cría. Latransmisión de la influenza porcina de personaa persona también puede ocurrir. Se cree queesta transmisión es igual a la de la influenzaestacional en las personas, es decir principal-mente de persona a persona cuando las per-sonas infectadas por el virus de la influenzatosen o estornudan. Las personas pueden in-fectarse al tocar algo que tenga el virus de lainfluenza y luego llevarse las manos a la bocao la nariz.

¿Cómo se diagnostican las infeccionespor influenza porcina en seres humanos?

Se debe recoger una muestra de secrecióndel aparato respiratorio entre los primeros 4 a 5días de aparecida la enfermedad (cuando unapersona infectada tiene más probabilidad dediseminar el virus). Sin embargo, algunas per-sonas, especialmente los niños, pueden propa-gar el virus durante 10 días o más. Para laidentificación del virus de la influenza porcina

tipo A es necesario enviar la muestra a los CDCpara que se realicen pruebas de laboratorios.

¿Qué medicamentos existen para tratara las personas con infecciones por influenzaporcina?

Existen cuatro medicamentos antiviralesdiferentes que están autorizados en los EstadosUnidos para el tratamiento de la influenza:amantadina, rimantadina, oseltamivir yzanamivir. Aunque la mayoría de los virus de lainfluenza porcina han sido sensibles a los cua-tro tipos de medicamentos, los siete virus másrecientes de la influenza porcina asilados depersonas son resistentes a la amantadina y la ri-mantadina. En la actualidad, los CDC re-comiendan el uso de oseltamivir o zanamivirpara la prevención y el tratamiento de la infec-ción por los virus de la influenza porcina.Puede encontrar más información sobre las re-comendaciones para el tratamiento en el sitiowww.cdc.gov/flu/swine/recommendations.htm

¿Hay alguna vacuna para la influenzaporcina?

Existen vacunas que se administran a loscerdos para la prevención de la influenzaporcina. Sin embargo, no hay una vacuna paraproteger a las personas contra la influenzaporcina. Es posible que la vacuna contra la in-fluenza estacional proporcione protección par-cial contra los virus H3N2, pero no contra losvirus H1N1 de la influenza porcina.

¿Qué hacer si tiene la enfermedad?* Permanezca en casa cuando esté en-

fermo, así evitará el contacto con los com-pañeros de trabajo y los amigos.

* Cubra su boca y nariz con pañuelosdesechables al toser o estornudar y deséchelosadecuadamente.

* Lávese las manos con jabón y agua tibiao con un desinfectante de manos a base de al-cohol para ayudar a protegerse contra losgérmenes y evite tocar sus ojos, nariz o boca.

* Permanezca sano consumiendo una dietaequilibrada, bebiendo bastante agua, haciendoejercicio y descansando lo suficiente.

WHAT IS SWINE FLU?Swine Influenza (swine flu) is a respiratory

disease of pigs caused by type A influenzaviruses that cause regular outbreaks in pigs, ac-cording to the Santa Clara County’s PublicHealth Department. People do not normally getswine flu, but human infections can and do hap-pen. Swine flu viruses have been reported tospread from person to person, but in the past,this transmission was limited and not sustainedbeyond three people.

Symptoms for the virus include coughing,sore throat, some minimal abdominal pain,vomiting and nausea, according to Dr. MartyFenstersheib, Santa Clara County Public HealthOfficer.

“Currently, there is no vaccine to for thisswine flu strain, but the government is workinghard on developing one,” Dr. Fenstersheibstated.

However, antiviral prescription drugs suchas oseltamivir and zanamivir can be effective ifused soon after the individual gets sick.

PREVENTION:Cover your nose and mouth when you

cough or sneeze. Use your handkerchief, handor a tissue. Throw the tissue away in the trashafter you have used it.

Wash your hands often with soap and warm

water, especially after you cough or sneeze. Al-cohol-based hand cleaners may be used effec-tively.

Avoid touching your eyes, nose or mouth.Germs and viruses spread this way.

Try to avoid close contact with sick people.If you get sick, stay home from work or

school and limit contact with others to keepfrom spreading your infection to others.

“Call your medical provider if you start tofeel sick,” said Dr. Fenstersheib. “If we have to,we will go to people’s homes to test and treatthem.”

I’m exceedingly distressed by your sugges-tion that Victor Garza step down as La RazaRoundtable’s chair. I can’t imagine anyone

other than Victor making the types of personal andfinancial sacrifices that he has over the last 40+years. Though Victor no longer resides in SantaClara County, he remains committed to advocatingfor Latino causes in our county and throughout Cal-ifornia, in-spite of where he lives. Victor shouldbe hailed and commended for all he has done tobenefit this County’s Latino population, rather thanbe criticized because of where he lives.

I first came to know Victor in 1971. Our rela-tionship was less than friendly, at the time. How-ever, over the years, I have come to know, respect,befriend and appreciate Victor as an extremely ded-icated social activist who selflessly puts the Latinocommunity ahead of himself, and at times to thedetriment of his family. That said, we still don’t al-ways see eye to eye on all issues; but my respect forhim has never wavered. He truly is a champion forLatino causes!

Also, contrary to your assertion, La RazaRoundtable has executed a succession plan. In myrole as co-chair, I have assumed numerous day today duties and responsibilities; such as serving onthe County’s Juvenile Justice Systems Collabora-tive and the City’s Public Intoxication Task force.Via my participation on these two bodies, I havevoiced La Raza Roundtable’s frustrations, concernsand opinions relative to these two areas of interestand concern to our membership. I have also, voicedour concerns regarding the recent process used for

the selection of Independent Police Auditor; but mycomments have not been seen in print. For you toinfer that La Raza Roundtable has somehow abdi-cated its responsibility to the Latino community dueto Victor’s residency is preposterous.

I would be happy to discuss “on or off therecord” claims that any of our members have en-couraged Victor to resign. I challenge you to pro-vide names of individuals, as most of our membersrealize that Victor’s absence would create a hugevoid for La Raza Roundtable and the Latino com-munity of California .

PUBLISHER’s Comments: At some point inthe future, La Raza Roundtable will need to have anew leader who is a resident of the San Jose com-munity. There is no doubt that La Raza Roundtable(or another organization such as the newly formedLatino Leadership Forum) will serve as a venuewhere many issues of interest and concern areplaced before all interested enough to become en-gaged and involved. That process develops in-formed stakeholders.

Victor Garza was not asked to ‘step down’, butrather to voluntarily assume ‘an ex-officio role’ andbecome the honored and respected ‘chair-emeritus’.You will note that the approach taken was not ‘inyour face’ but rather a suggestion that it was time LaRaza Roundtable operate in a more transparent andaccountable manner. How are the future leaders of

the Latino community in San Jose to be identifiedand oriented to the responsibility and accountabil-ity required? What about fiscal literacy levelsneeded by those who would become public ser-vants.

How are decisions made? When will a trea-surer’s report be made known to those who aremembers? Who gets to be involved in the delibera-tions and assessments? What has happened toooften is that Victor Garza announces outcomes. Theyouthful attendees are not shown any process of de-liberation and decision-making. Who has access toits bylaws? Minutes of its board? How can we ex-pect our youth to learn to be participants engaged inlocal affairs, issues and the democratic decisionmaking process when what is demonstrated is aform of paternalistic oligarchy?

Since we live in a democracy, the organizationknown as La Raza Roundtable has an obligation tobe a role model in demonstrating open, democraticdebate so that the youths attending learn from theexamples before them. What is being experiencedby many is a frustrating feeling of being used tosupport decisions made in a manner that is nottransparent nor open. What is more frustrating to anincreasing number is the experience of being takenfor granted and/or deliberately ignored. Those whoare non-participants or not engaged do not becomestakeholders. They go elsewhere or chose to stayuninvolved.

When it became obvious that Victor Garza par-ticipated as a non-resident of the City of San Jose inthe selection of an Independent Police Auditor(Chris Constantin, who later resigned) because of

the non-disclosure of Constantin having a brotherwho was a member of the San Jose Police Depart-ment, then many in our community had had enough.One resident member of San Jose, who had stoppedattending La Raza Roundtable meetings because ithad no local resident leader, said, “I am glad to learnthat many felt as I do.” If Victor Garza was a paidconsultant to the officials of the City of San Jose,then that fact needed o be disclosed. It would bemore appropriate if a local resident stakeholder suchas Mr. Colunga was involved in vetting and selec-tion of the IPA replacement of Barbara Attard, theformer IPA.

Dear Editor,I want to share a concern with you. As you

probably know by now, the so-called IndependentPolice Auditor had been selected, and he just hap-pens to be the brother of a cop. How independentcould he be?

Victor Garza, the head of the La Raza Round-table, was one of two members from the I.P.A. Ad-visory Committee selected to be involved in thisselection. I object to this appointment because thecommittee should have made the choice of whomwe wanted.

It is time for young and new blood to take overthe leadership. We need local individuals to be lead-ers. Victor lives in Fresno, so how active can he bein our serious issues? He needs to step aside. Now!

Oscar Grant was out on New Year’sEve parting and celebrating likemany people. He most likely would

have gone home afterwards and woken up to seehis four-year-old daughter.

Grant never made it home. BART officerJohannes Mehserle fatally shot him at the Fruit-vale BART station in Oakland.

Most people in the Bay Area know his story.In a couple of weeks, people throughout the

Bay Area will once again be out parting and cel-ebrating Cinco de Mayo. And once again, thepolice will be out in full force.

While police officers will be out arrestingpeople, a group of local citizens vows to be outon the streets of San Jose documenting any ir-regular activity conducted by the San Jose Po-lice Department.

“People should be able to go out and havefun on Cinco de Mayo and they should not bestopped by the police for no reason,” said MariaRazo of Silicon Valley De-Bug. “People wantto feel safe around the police, not like they have

been, intimidated and victimized.”According to the San Jose Police Depart-

ment Manual, L 2308: “Onlookers at the Sceneof a Demonstration, Civil Disturbance or OtherIncident; onlookers shall be permitted to ob-serve and overhear conversations in detentionor arrest situations in public areas when it is rea-sonable to do so. Onlookers may remain in thevicinity as long as the presence of these personsdoes not interfere with the officers’ duties orcreate a safety concern to the officer, person de-tained or onlooker.”

The manuel continues: “onlookers have theright to record police incidents and do not haveto surrender their recording devices to any offi-cer except under the authority of a search war-rant.”

The members of Silicon Valley De-Bughope to get as many people involved in this ef-fort and have come up with some guidelineswhen cop watching.

Be Safe: Don’t interfere with what the copsare doing and don’t talk back to the police. Walkaway if the cops start to approach. Watch whatyou say when you are recording. No personalinformation and no assuming.

Be Complete: Fill out an Incident Report.The information on the incident report consistsof the time and place, the police officers in-volved, victim information, witnesses, and adescription of the incident.

Finally, post the video on Youtube or simi-lar sites for all to see.

Organize: Get others involved with copwatching.

Despite their intentions, Razo said that Sil-

icon Valley De-Bug is not trying to instigate anytrouble with the San Jose Police Department.

“We actually want to be able to work withthe police,” Razo said. “The police and the com-munity need each other in order for everyone tobe safe.”

un lado. “La situación está bastante com-plicada sin embargo no tengo miedo de saliradelante. Durante la semana hago trabajosen los jardínes, o tal vez limpio una casa”,dice la joven cantante.

Basilia Corrales se sube a los escenar-ios y vestida con traje de charro comienza ainterpretar los temas de José AlfredoJiménez, Vicente Fernández y hasta temasde sus propias composiciones. The first few years were spent onorganizational issues and looking forways to promote small business de-velopment in the community locatedabout Story and King Road.

At that time, this area was deter-mined to be “blighted” and interestin business development became thefocus of not only the City of SanJose’s Office of Economic Develop-ment but also of the focused programefforts of the San Jose Redevelop-ment Agency. An attempt to declarethe area blighted was disputed be-cause then the process of eminent do-main would be applied by the SanJose Redevelopment Agency. Onlythe corner of the Tropicana ShoppingCenter was improved by the use ofSJRDA funding.

Under the 2003 chairmanship ofRich de la Rosa, owner of De la RosaImports, the membership continuedto meet monthly at a local restaurant,Tacos al Carbon, to share their busi-ness expertise and interests. Manybusinessmen made, and continue tomake, presentations during thesemeetings, transferring much infor-mation and know-how to the SRBAmembership. Today 25 to 45 mem-bers attend these meetings which arenow held at Emma Prusch Park.

In 2003 the association initiatedthe Tamale Festival as its annualfundraiser. Rich de la Rosa with San-dra Escobar of the SJRDA, devel-oped the corn cob icon which wasused to promote the Tamale Festivalwhich by June 2008 was attended byan estimated 45,000 persons. Theicon resulted from a contest con-ducted by local schools. This festivalfeatured the tamale as a distinctlyHispanic food recipe which datedback before the days of the Conquis-tadores. The monies raised in 2008were sufficient to cover all expensesand leave a surplus (a profit) of about$16,000.

According to Bob Schmid,SRBA’s current treasurer, additionalfunds are required to put on theTamale Festival 2009. Efforts to ob-tain sponsors resulted in a fundingshortfall, so the current SRBA Boarddecided to defer to the next TamaleFestival during June 2010. Manymajor sponsors were simply not ableto commit to allocation of fundingthis year because of the current re-cession economy.

It is a credit to the business acu-men of the local small business op-erators and owners that they want tosponsor a festival that is supported ina fiscally prudent manner. Budget es-timates and sponsorship monies sim-ply did not reconcile, so the SRDABoard with Frank Chavez as itsChairperson reluctantly made a re-sponsible and fiscally appropriate de-cision.

Evacuation & Transfer of Rights to Oc-cupy the Premise at E. 87 San Fer-nando St., San Jose, California. Thisdocument serves as a legal & bindingagreement between Richard Thompson &Terrance Thompson (known as the newtenants) & Olga Enciso-Smith (known asthe current tenant) for the complete re-moval of current tenant from the businesslocation at 87 E. San Fernando St., SanJose, California (known as businesspremises). Current Tenant Swift Evacu-ation Responsibility The current tenant’sofficial place of operation of the Inca Gar-dens Restaurant owned by Ms. Olga En-ciso-Smith will officially cease fromoperating at the said location beginningSeptember 2, 2005. Under this governingagreement the premises will transfer toRichard Thompson & Terrance Thompsonfor the purpose of conducting stated busi-ness determined by the new tenantslease.
