Recently, INECO Foundation launched the Institute of Neuroscience and Public Policies with the mission of collaborating in the design of better public policies through neuro and behavioral sciences applied to health, education, poverty, justice, citizen behavior, environmental care, and other relevant areas of the society. Accordingly, this year our international meeting will focus on the role of neuro and behavioral sciences in the design of better public policies and the improvement of people’s life.

Las neurociencias, en conjunto con otras disciplinas de la conducta, brindan un gran potencial para diseñar nuevas intervenciones, más complejas y exhaustivas, con implicaciones profundas en diferentes etapas de la vida. Mediante la comprensión de los mecanismos involucrados en la interacción entre el entorno, el cerebro y el comportamiento humano, las neurociencias pueden contribuir al entendimiento de los procesos cognitivos, afectivos y sociales que guían nuestras conductas y decisiones en sociedad.

El Simposio se enfocará en el incipiente papel de las neurociencias cognitivas y su diálogo con diversas ciencias de la conducta y la innovación aplicadas a la esfera pública. Buscará crear un ambiente fértil para discutir desarrollos recientes, y promover colaboraciones entre neurocientíficos, psicólogos, economistas, científicos sociales y formuladores de políticas, entre otras disciplinas, con el fin de potenciar el desarrollo social y mejorar la calidad de vida de los ciudadanos. Para ello contará con un panel de prestigiosos investigadores internacionales y nacionales sobre las diferentes temáticas.

The application of scientific knowledge to understand people's real behavior is one of the great promises of the last decade, backed by multiple experiences in numerous countries. This application can contribute to the restructuring of public policies in various fields such as education, health, justice, civic behavior, social and techno-cultural transformations, environmental care, savings, and other applications of interest.

Neuroscience, in conjunction with other behavioral disciplines, provide great potential to design new, more complex and comprehensive interventions, with profound implications for the different stages of life. By understanding the mechanisms involved in the interaction between the environment, the brain and human behavior, Neuroscience can contribute to the understanding of the cognitive, affective and social processes that guide our behavior and decisions in society.

The Symposium will focus on the emerging role of cognitive neuroscience and its dialogue with various behavioral sciences and innovation applied to the public sphere. It will seek to create a fertile environment for the discussion of recent developments, and to promote collaboration between neuroscientists, psychologists, economists, social scientists and policy makers, among other disciplines, in order to enhance social development and improve the quality of life of citizens. The Niilo Mäki Institute is the largest and most influential research and development center on learning disabilities in Finland offering also clinical services, further education and a publication unit. Pekka has developed most of the standardised tests of mathematical disabilities used in Finland, and together with his colleagues, has developed intervention programmes on language and mathematics for early education; as well as computer-assisted tests and rehabilitation programmes for mathematical learning disabilities. Egresado de la Universidad de Harvard con un Master en Administración, se especializó en finanzas y economía internacional. Más allá del desarrollo de su carrera en el sector privado, fue convocado en distintas oportunidades por el gobierno nacional para ocupar cargos públicos. Es directora gerente de ideas42, un laboratorio de investigación y diseño de comportamiento, donde dirige la cartera de Global Health. Tiene más de 15 años de experiencia desarrollando, implementando y ampliando programas y servicios innovadores en los campos de la salud pública, la inclusión financiera y el desarrollo internacional con una profunda experiencia en género. Antes de unirse a ideas42, Jana fue Directora de Servicios de Salud de Pro Mujer, donde dirigió el diseño y la implementación de programas de salud dentro de una organización mundial de desarrollo de mujeres que atiende a 250,000 clientes en América Latina. Jana comenzó su carrera como voluntaria del Cuerpo de Paz en Bolivia. Jana tiene un M.P.H. en Política y Gestión de la Salud de la Facultad de Salud Pública Mailman de la Universidad de Columbia y un B.S. (con honores) de la Universidad de Richmond, con especialización en Administración de Empresas y menor en español. Ha sido miembro de la Junta del Microfinance Club de Nueva York, ha consultado para la Alianza para la Inclusión Financiera y habla español con fluidez. Jana también es profesora adjunta en la Universidad de Nueva York, donde imparte un curso de diseño de programas.

La Dra. Florencia López Boo tiene un doctorado en economía de la Universidad de Oxford (Reino Unido). Actualmente es economista líder en la División de Protección Social y Salud del Banco Interamericano de Desarrollo (BID), e investigadora asociada de Young Lives(Universidad de Oxford) y en IZA (Bonn). Su trabajo se centra en el diseño, implementación, monitoreo y evaluación de políticas públicas sobre desarrollo infantil y protección social en América Latina. Actualmente lidera una iniciativa sobre economía del comportamiento ypolíticas sociales y es la presidenta de la red LACEA-BRAIN. Ha sido la principal asesora en temas de desarrollo infantil para las reuniones del G20 bajo la presidencia de Argentina, logrando la inclusión histórica de indicadores de inversión de primera infancia en el comunicado presidencial final. Ha publicado numerosos artículos en revistas especializadas como Lancet, Journal of Human Resources, Pediatrics, Economic Letters y la Academia de Ciencias de Nueva York. También es autora y coautora de varios libros sobre educación y desarrollo infantil en América Latina y el Caribe. Dr. Florencia Lopez Boo holds a PhD in Economics from the University of Oxford (UK). She is currently a lead economist in the Division of Social Protection and Health of the Inter-American Development Bank (IDB), and associate researcher of Young Lives at the Department of International Development (University of Oxford) and at IZA (Bonn). Her work focuses on the design, implementation, monitoring and evaluation of public policies on child development and social protection in Latin America. She currently leads an initiative on behavioral economics and social policies and is the chair of the LACEA-BRAIN network. She has been the main advisor in child development issues for the G20 meetings under the presidency of Argentina, achieving the historical inclusion of ECD in the final presidential communique. She has published numerous articles in specialized journals such as the Lancet, Journal of Human Resources, Pediatrics, Economic Letters, and the New York Academy of Sciences. She is also the author and co-author of several books on education and child development in Latin America and the Caribbean. She is also a member of various global boards, including the Investing in Young Children Forum of the National Academy of Sciences, the UNESCO’s Measuring Early Learning Quality and Outcomes technical consortium and the Brookings Institution’s Costing ECD group, among others.

Se graduó como Licenciado en Psicología en la Universidad de Buenos Aires y realizó su doctorado académico en Medicina en la Universidad Favaloro. Actualmente se desempeña como Director del Instituto de Neurociencias y Políticas Públicas de la Fundación INECO y Director del Departamento de Psicoterapia Cognitiva de INECO. En el ámbito académico es Decano de la Facultad de Ciencias Humanas y de la Conducta de la Universidad Favaloro, Director a cargo de la Carrera de grado de Psicología, Profesor Titular y Director del Departamento de Psicología, y Director del “Posgrado en Psicopatología y Psicoterapia Cognitiva: Clínica y Tratamiento” en la misma casa de estudios. En el ámbito de la investigación, co-dirige el Laboratorio de Investigaciones Psicopatológicas de la Fundación INECO y es autor de numerosos artículos científicos publicados en revistas internacionales.

He obtained a degree in Psychology at the University of Buenos Aires and completed his academic doctorate in Medicine at Favaloro University. He currently serves as Director of the Institute of Neurosciences and Public Policies of the INECO Foundation and Director of the Department of Cognitive Psychotherapy of INECO. En la función pública, fue Subsecretario de Coordinación e Innovación del Ministerio de Justicia, Seguridad y Derechos Humanos de la Nación, Administrador Civil de las Fuerzas de Seguridad, Gerente General del PAMI Diputado de la Ciudad de Buenos Aires, Director Nacional de Juventud, y Director en el Instituto Nacional de Educación Técnica. Autor de diversos libros y publicaciones sobre políticas públicas, fundó y dirigió hasta 2006 la Revista Gobierno Digital y ejerció la investigación y la docencia en diferentes instituciones.

Es investigador del Instituto de Neurociencias Cognitivas y Traslacionales, CONICET-Fundación INECO-Universidad Favaloro. Es biólogo y doctor de la Universidad de Buenos Aires. Egresó del Colegio Nacional de Buenos Aires y estudió biología en la Facultad de Ciencia Exactas y Naturales de la Universidad de Buenos Aires. Hizo un doctorado como becario del Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET) en el Instituto de Biología Celular y Neurociencias de la Facultad de Medicina de la UBA. En él estudió los mecanismos biológicos de la persistencia de la memoria. Adicionalmente, realizó un post-doctorado de tres años en el Departamento de Psicología de la Universidad de Cambridge en Inglaterra investigando cómo se establecen y se borran los límites entre los recuerdos. Volvió a la Argentina con un cargo de Investigador de CONICET. Actualmente dirige el Laboratorio de Cognición Molecular y co-dirige la División de Neurobiología Translacional. Es miembro de la Asociación Civil “Expedición Ciencia”, dedicada a promover el pensamiento científico y la enseñanza de las ciencias. Publica en diversas revistas científicas y es autor de “100% Cerebro”, "100% Memoria" y "Neurociencia para (nunca) cambiar de opinión", tres libros sobre divulgación de las neurociencias.

He is a researcher at the Institute of Cognitive and Translational Neurosciences, CONICET-Fundación INECO-Universidad Favaloro. He is a biologist and doctor of the University of Buenos Aires. He graduated from the National College of Buenos Aires and studied biology at the Faculty of Exact and Natural Sciences of the University of Buenos Aires. He did a PhD as a fellow of the National Council of Scientific and Technical Research (CONICET) at the Institute of Cell Biology and Neurosciences of the Faculty of Medicine of the UBA. In it he studied the biological mechanisms of persistence of memory. Additionally, he completed a three-year post-doctorate at the Department of Psychology at the University of Cambridge in Britain investigating how the boundaries between memories are established and erased. He returned to Argentina with a position of CONICET Researcher. He currently directs the Molecular Cognition Laboratory and co-directs the Division of Translational Neurobiology. He is a member of the Civil Association "Science Expedition", dedicated to promoting scientific thinking and science education. He publishes in various scientific journals and is the author of "100% Brain", "100% Memory" and "Neuroscience to (never) change your mind", three books on the dissemination of neurosciences.

Ha sido investigador doctoral en la Universidad de Colonia, como becario del Servicio Alemán de Intercambio Académico, y ha sido investigador postdoctoral de la Fundación Alexander von Humboldt en la Universidad de Múnich. Es investigador y miembro del Consejo Científico del Centro de Estudios de Derecho Penal y Procesal Penal Latinoamericano de la Universidad de Göttingen. Es autor y/o editor de más de una docena de libros y de unos cincuenta trabajos de su especialidad.

Co-director of the Institute of Neurosciences and Law of the INECO Foundation. Co-director of the Laboratory of Innovation and Artificial Intelligence of the Faculty of Law of the University of Buenos Aires. He has been a doctoral researcher at the University of Cologne, as a fellow of the German Academic Exchange Service, and has been a postdoctoral researcher at the Alexander von Humboldt Foundation at the University of Munich. He is a researcher and member of the Scientific Council of the Center for Studies of Criminal Law and Latin American Criminal Procedure of the University of Göttingen. He is the author and / or editor of more than a dozen books and over fifty works of his specialty.

DANIEL PASTOR

He obtained a degree in Psychology at the University of Buenos Aires and completed his academic doctorate in Medicine at Favaloro University. He currently serves as Director of the Institute of Neurosciences and Public Policies of the INECO Foundation and Director of the Department of Cognitive Psychotherapy of INECO. In the academic field he is Dean of the Faculty of Human Sciences and Behavior of the Favaloro University, Director of the Degree in Psychology, Professor and Director of the Department of Psychology, and Director of the “Postgraduate in Psychopathology and Cognitive Psychothera-py: Clinic and Treatment" in the same house of studies. In the field of research, he is co-director of the Laboratory of Psycho-pathological Research at INECO Foundation and is the author of numerous scientific papers published in international journals.

Politólogo graduado con honores de la Universidad Católica de Córdoba y profesor titular de Desarrollo Económico y Humano de América Latina en la Universidad Austral, Srur es desde 2016 Ejecutivo Principal del Banco de Desarrollo de América Latina, enfocado en seguridad ciudadana. Entre 2009 y 2016 se desempeñó como Especialista Senior en Modernización del Estado del Banco Interamericano de Desarrollo (BID). En la función pública, fue Subsecretario de Coordinación e Innovación del Ministerio de Justicia, Seguridad y Derechos Humanos de la Nación, Administrador Civil de las Fuerzas de Seguridad, Gerente General del PAMI Diputado de la Ciudad de Buenos Aires, Director Nacional de Juventud, y Director en el Instituto Nacional de Educación Técnica. Autor de diversos libros y publicaciones sobre políticas públicas, fundó y dirigió hasta 2006 la Revista Gobierno Digital y ejerció la investigación y la docencia en diferentes instituciones.
