El programa Alianza en Energía y Ambiente con la Región Andina (AEA) ha sido diseñado para contribuir a reducir la pobreza, promover la igualdad de género y la sostenibi l idad del c l ima en la población vulnerable en Bol iv ia, Colombia, Ecuador y Perú.

A través de una alianza entre el Ministerio de Asuntos Exteriores de Finlandia (MAEF) y el Instituto Interamericano de Cooperación para la Agricultura (IICA), el programa AEA se ha establecido como un mecanismo para fortalecer la base de conocimientos, brindando soluciones prácticas y un marco institucional para el desarrollo de la energía renovable y la eficiencia energética.

Al momento, la Alianza trabaja en 19 proyectos en los cuatros países con un financiamiento de 4 millones 450 mil euros.

The Energy and Environment Partnership Programme with the Andean Region (EEP) is designed to demonstrate and help create an enabling environment to help reduce poverty, promote gender equality and sustainabil ity of climate on vulnerable population in Bolivia, Colombia, Ecuador and Peru.

Through a partnership between the Ministry of Foreign Affairs of Finland (MFA) and the American Institute for Cooperation on Agriculture (IICA), the EEP Programme has been established as a mechanism to strengthen the knowledge base, providing practical solutions and institutional framework for the development of renewable energy and energy efficiency.

At the time, the Alliance works on 19 projects in the four countries with funding of 4 million 450 thousand euros.

Alianza en Energía y Ambiente con la Región Andina, realizado el pasado 24 de abri l en el Jardín Botánico de Quito. ¿Qué proyectos sobre bioenergía se v ienen imp lementando en Ecuador? ¿Qué benef ic ios brinda la bioenergía para el sector privado, académico, no gubernamental, organismos in te rnac iona les , usua r ios f inales? fueron algunas de las interrogantes planteadas por los asistentes quienes a t ravés de la metodo log ía poco convencional de l luvia de ideas analizaron el sector bioenergético.

the Andean Region, held last April 24 at Quito´s Botanical Garden.What bioenergy projects are being implemented in Ecuador? W h a t a r e t h e b e n e f i t s o f bioenergy to the private sector, academia, non-governmental organisations, international organization, and end users?, were some of the questions raised by the attendees who through an unconvent ional brainstorming methodology analysed the bioenergy sector.Regarding policies favouring bioenergy, the part icipants said to know the preferential

Con el f in de contribuir a la preservación del medio ambiente en comunidades ubicadas en zonas alto andinas a más de 2.500 m.s.n.m., teniendo en cuenta la reducción de emisiones de gases de efecto invernadero (GEI) y, en consecuencia, las me jo ras de l a sa l ud en l a

población, el Servicio Nacional de Capacitación para la Industria de la Construcción (Sencico), desde Perú, y de la Cooperación Alemana para el Desarrol lo (GIZ) evaluaron las emisiones de CO y CO2 y las partículas s ó l i d a s e n l a s c o c i n a s tradicionales de las comunidades de Guano, Guangaje y Pujilí en Ecuador. El estudio, aplicado entre el 15 al 19 de abril, fue realizado para de te rm inar e l g rado de e f ic ienc ia energét ica y l a c o n c e n t r a c i ó n d e l a contaminación intradomiciliaria a través de pruebas de cocción en coc inas t r ad i c i ona l es

pertenecientes a 30 familias, distribuidas entre los cantones de Guano (18 familias) en la prov inc ia de Chimborazo, y Puj i l í (12 fami l ias) en la provincia de Cotopaxi. Dicha evaluación fue aplicada considerando que, a cada f am i l i a se l e en t regó l eña p a r a s e r u t i l i z a d a e n l a preparac ión de a l imentos, tras haber instalado un medidor de contaminación luego de 30 minutos de funcionamiento. Además, se tomó en cuenta preparar el mismo menú de comida para todos, con igual cantidad de agua y utilizando las ollas proporcionadas.

¿LAS COCINAS TRADICIONALES PASARÁN EXAMEN DE EFICIENCIA ENERGÉTICA?

In order to contribute to the preservation of the environment in communities located in the Andean highlands 2500 metres above sea level, taking into accoun t t he r educ t i on o f greenhouse gas emiss ions (GHG) and, consequent l y improving the health of the p o p u l a t i o n , t h e N a t i o n a l T r a i n i n g S e r v i c e f o r t h e Construction Industry (Sencico) from Peru, and the German Development Cooperat ion (GIZ) evaluated CO and CO2 levels and solid kitchens in the Guano, Guangaje and Pujili communities in Ecuador.

The research, from April 15th unti l Apri l 19th was carried out to determine the degree of efficiency and the concentration of indoor air pollution, through cooking tests using traditional kitchens of 30 families from the Guano cantons (18 families) located in the prov ince of Chimborazo, and Puj i l í (12 fami l ies) in the prov ince of Cotopaxi.This evaluation was done under equal conditions, considering that each family was given the same type of wood to be used in food preparation only 30 minutes after the installation

of the pol lut ion meter. Likewise, the same menu was prepared in a l l cases, wi th equal amounts of water, and using pots provided by the evaluation team.

¿TENER LUZ POR LAS NOCHES CON UNA MARIPOSA?

Oliver Marcelo, coordinador Alianza en Energía y Ambiente con la Región Andina del IICAUno de los momentos más entrañables que recuerdo fue mi primer viaje por trabajo a la sierra peruana, hace como 10 años, en una comunidad a unas horas de la ciudad de C a j a m a r c a , d o n d e h a b í a l l e g a d o j u n t o a u n g r u p o d e c o l e g a s p a r a v e r e l funcionamiento de un pequeño aerogenerador que habían insta lado a l l í . Una afectuosa familia nos había acogido por unos días mientras medíamos la cantidad de viento que había en e l lugar para evaluar cuánta energía se podía generar. En un momento de descanso nocturno, a la luz de la luna, me preguntaron:

“ Inge, qué podemos hacer para tener una mariposa en nuestra casa?”. Después de entender que le llamaban mariposa al pequeño ae rogene rado r , y cuando empezaba a intentar justificar que estábamos probando el a r te fac to y que deb íamos evaluar si se podía instalar, me interrumpieron de nuevo: “Inge, ¿podemos tener luz por la noche con una mariposa?”. Ahí fue cuando reparé que no les interesaba s i ten ían un aerogenerador o cua lqu ier otra tecnología. Lo importante era contar con energía eléctrica en sus casas como la t iene cualquier persona. Algo tan elemental para nosotros, pero que para otras familias puede parecer algo inalcanzable.

La energía es un factor crítico de desarrollo. Y las soluciones tecnológicas las tenemos a nuestro alcance. Pero, hoy por hoy, hace falta voluntad de dar acceso a energía sostenible a estas familias que viven en las zonas más alejadas. Hagamos que esto sea posible a través de las energías renovables, que son más limpias y crean puestos de t raba jo y d inamizan la economía en las comunidades locales. Se trata de optar por u n d e s a r r o l l o d i f e r e n t e y realmente sostenible.

CAN WE HAVE LIGHT AT NIGHT WITH A BUTTERFLY?

One of the most memorable moments that I remember was my first work trip to the Peruvian Andes as a Renewable Energy Specialist, about ten years ago. I went to a community a few hours from the city of Cajamarca, in the Andean highlands, where I had arrived with a group of colleagues to see the operation of a small wind turbine that had been installed there.A lov ing fami ly had hosted us for a few days whi le we measured the amount of wind that was in place to assess how much energy could be generated. During a resting moment, at night, l it by the moon l igh t , some v i l l agers asked me: "Inge, how can we get a butterfly in our house?".

After understanding that they re fe r red to the sma l l w ind turb ine as the ‘butter f ly ’ , I began to exp l a i n t ha t t he purpose of our visit was only to test the dev ice and the possibilities for its installation. Then I was interrupted again, " Inge, can we have l ight at night with a butterfly?"That's when I realised that they were not interested in having a wind turbine or any other technology, the important thing was to have electricity in their homes as anyone else does. Something so basic for us, but that may seem unattainable for many families.Energy is a critical development factor and the technological solutions are within our reach.

But what we need today is willingness to provide access to sustainable energy to these families living in remote areas. Let's make this possible through renewables, which are cleaner, create jobs and invigorate the economy for local communities. It is all about making the choice for a different and truly sustainable development.

Durante la reunión del Comité Directivo del programa Alianza en Energía y Ambiente con la Reg ión And ina (AEA) para aprobar e l In forme 2012 e l p a s a d o 1 5 d e m a r z o d e l p resen te , en l a c i udad de Quito, el Ministerio de Asuntos Exteriores de Finlandia (MAEF) anunc ió un f inanc iamiento adicional de 2.8 mil lones de euros para apoyar la gestión del AEA. Tras el aviso, el Comité Directivo dio alcances para la elaboración de un nuevo Plan Operativo

Global que incluirá actividades de promoción al acceso seguro, sostenible y asequible de la energía en las poblaciones rurales de la Región Andina. Através de la energía renovable y l a e f i c ienc ia energé t ica , af ianzando la cooperación regional de los ministerios de Energía y de Ambiente en los cuatro países andinos.“Este nuevo financiamiento y la extensión del Programa hasta el 2016 nos permite continuar impulsando el acceso a energía sostenible para fines productivos,

promoviendo emprendedores loca les y fomentando una economía inclusiva” señaló Oliver Marcelo, coordinador técnico regional del programa AEA.

EEP BUDGET IS INCREASED BY 2.8 MILLION TO SUPPORT ACCESS TO SUSTAINABLE ENERGY IN

THE ANDEAN REGION

Dur ing the meet ing o f the Steer ing Committee of the E n e r g y a n d E n v i r o n m e n t Partnership Programme with the Andean Region (EEP) on 15 March 2013, in Quito, the Ministry of Foreign Affairs of Finland (MFAF) announced an a d d i t i o n a l f u n d i n g o f 2 . 8 mil l ion euros to support the management of the EEP.After the announcement, the Steering Committee gave the scope for the development of a new Global Operational Plan which will include supporting activities to promote secure, susta inable and af fordable

access to energy by the rural popu la t ion o f the Andean reg ion th rough renewab le energy and energy efficiency, and strengthening regional coope ra t i on be tween the M i n i s t r i e s o f E n e r g y a n d Environment in the four Andean countries."This new financing and the extension of the programme until 2016 allows us to continue to promote access to sustainable energy for productive purposes, promoting local entrepreneurs and an inclusive economy", said Oliver Marcelo, Regional Technical Coordinator of the

EEP programme. This amount added to the current budget of nearly 6 million euros program co-financed innovative initiatives that promote the use of renewable energy and energy e f f ic iency in rura l and / or peri- looking favor the most vulnerable people in the Andean region through social equity, and gender, as wel l as the sustainable management of natural resources.Currently the MFAF and IICA are negotiating the program addendum to the agreement s i g n e d b e t w e e n t h e t w o institutions of the EEP.

"As IICA we must work to achieve a sustainable rural development, and this will not be possible if we do not incorporate tools such as renewable energy and energy efficiency to enable real rural welfare with a long-term and sustainable vision, helping to mitigate the adverse effects of climate change while we adapt to it," Oliver Marcelo, Regional Technical Coordinator of EEP Programme with the Andean Region, emphasised.

Con el fin de brindar energía limpia que contribuya a mejorar l a c a l i d a d d e v i d a d e l o s pobladores de Sacaca, provincia de Potosí, Bolivia, la institución Voluntar ios a l Serv ic ios de los Demás (Voserdem) dio a conocer “La Puerta”, un centro de capac i tac ión donde se i n s t a l a r á e l t a l l e r “ S o l a r Fotovoltaica y Termosolar” para fortalecer conocimientos sobre energía renovable.

Esta actividad forma parte del proyecto demostrativo piloto sobre sistemas fotovoltaicos c o m p a c t o s p a r a f a m i l i a s

campesinas en e l norte de Potosí del programa Alianza en Energ ía y Ambiente con la R e g i ó n A n d i n a ( A E A ) d e l Instituto Interamericano de Cooperación para la Agricultura (IICA), en alianza con Voserdem.Bernardo Mendizábal y Marco Jordán, Coordinador Técnico N a c i o n a l y C o o r d i n a d o r Nacional, respectivamente del programa AEA del IICA, sede Bo l i v ia , jun to a Voserdem visitaron la comunidad Hankoyu, beneficiaria del proyecto, para conocer las expectativas de los pobladores quienes se mostraron interesados por la

in ic iat iva, mani festando e l interés en adquirir lámparas s o l a r e s c o m p a c t a s p a r a iluminación, carga de celulares y radios.

interest in the initiative. They showed in te res t i n buy ing compact solar lamps which could be used for lighting, and in being able to recharge their mobile telephones and radios.
