M A N I F E S T O2016INTERNATIONAL BREAST CANCER DAY

Our Spanish Breast Cancer Federation (FECMA), and the 41 federated Associations, declare October 19 as the International Breast Cancer Day.

It is a good time to reiterate our commitment to a National Health System of public governance that offers personalized, multidisciplinary and comprehensive quality care, with universal and free access and financed with taxes.

We are convinced that solidarity, avoidance of health inequalities and working for equity should represent a strategic line of all health administrations that manage the National Health System, guaranteeing a single common Portfolio of Services irrespective of the managing administration, so that all patients can have the same benefits and services regardless of their place of residence.

Only the coordination and commitment of the health administrations which are responsible for the National Health System will manage to eliminate any territorial inequality that might be detected in the access to the most accurate diagnoses, the most innovative therapies and the most effective drugs. Equality and non-discrimination by territory should be objectives to be fully achieved.

We support research, innovation and clinical trials with patient participation, and promote early detection programs. We remain committed to encouraging the participation of women in early detection campaigns promoted and managed by the public health system.

As citizens and patients, we believe that our National Health System must carry out reforms to adapt to new needs and respond successfully to new social realities, but we state that a System change is not needed.

These reforms should also be useful to better respond to the health requirements of women, taking into account their clinical needs and paying special attention to those with metastases. Public health systems must also be sensitive to women's specific realities and contribute to improve their well-being and quality of life.

We are not afraid of debates, we know that progress and innovations in health are sometimes high cost, but we refuse to accept that those necessary debates may serve as an excuse for not providing the patient with the best possible treatment, or that discussions can be used to undermine the value and contrasted prestige of our public health system.

People’s health may have a cost, but above all it has a value. Health does not consist of simple budgetary data.

We want strategies to be designed and developed in pursuit of greater efficiency in health management, but never forgetting that in that search the ultimate goal is to improve people´s health. We state our interest to promote, also in the health sector, a shared culture of quality and prestige.

We are concerned that, with the aim of adjusting public finances, cuts in public spending can significantly affect the funding of the different areas of the Health System.

Our Public Health System keeps its reliability and prestige among users and patients. If these values decline, we will witness the crisis of a basic right such as the right to health.

Without wishing to interfere in matters outside our competence, we believe it might be good to discuss and reflect on the usefulness of giving a purpose-determined nature to budgetary allocations which finance public health. Our National Health System needs to correct its funding differences.

We maintain our commitment to advance in order to create patients who are active, informed, empowered and autonomous, capable to make their own health-related decisions based on objective, truthful, complete and understandable information.

From our Spanish Breast Cancer Federation (FECMA), as an integral part of the patient association movement, we aspire to be recognized as social partners in the design and implementation of health policies.

We reiterate our demand for a specific attention to those women for whom fertility, maternity and breast cancer are key factors, and also claim for an assessment of the risks of presenting hereditary cancer syndrome.

We still do not understand why homogeneous and updated tumor records do not exist yet in all the Autonomous Communities.

In the oncologic field, we insist on demanding attention to labor problems; to psycho-social assistance; to a better management of waiting lists; to physical rehabilitation; to palliative care and to the effects of chronicity symptoms.

As we have always said, our Spanish Federation of Breast Cancer (FECMA), states its willingness to work together in order to achieve a true State Pact in defense of public health, a pact involving Health Administrations, political groups with parliamentary representation and all stakeholders, including the associations of patients.

As women with breast cancer- as well as conscious citizens- we want a dynamic society where no one is dispensable; formed by men and women alike who strive to share a better future; a more active, cohesive and just society which supports initiatives which generate equality, generosity and solidarity.
