• ranking scale: effectivity of the measure: output to input (expert opinion based)

• do ranking of measures within each region within category

• idea: pick the three most successful in each category and rank them on

European level in “benchmarking session”:

• presentation of the measures

• each expert from region casts vote on a fixed scale

• average votes on measure gives ranking of measure on European level
