El proyecto SPINCAM "Red de Información y Datos del

Pacífico Sur en apoyo a la Gestión Integrada de Áreas

Costeras" fue aprobado en 2008 como una iniciativa del

Gobierno flamenco del Reino de Bélgica,. El proyecto en su

primera fase comenzó a desarrollarse en 2009 con la

coordinación general de la COI-UNESCO y a nivel regional por

parte de la Comisión Permanente del Pacífico Sudeste (CPPS)

y su segunda fase comenzó en 2012.

SPINCAM se diseñó para establecer un marco de indicadores de gestión integrada de áreas costeras a

nivel nacional y regional en el Pacífico Sur (Chile, Colombia, Ecuador, Panamá y Perú) prestando atención

al estado del medio ambiente costero y marino, así como a las condiciones socio-económicas. Los

indicadores y la información espacial costera disponible están siendo publicados a través de atlas y

repositorios de datos a nivel nacional y regional con el fin de apoyar las futuras prácticas de desarrollo

y gestión integrada de la zona costera (GIZC) para un aprovechamiento sostenible.

The SPINCAM project "Southeast Pacific data and information network in support to integrated coastal area management" was approved in 2008 as an initiative of the Government of Flanders of The Kingdom of Belgium. The first phase of the project began in 2009 under the general coordination of IOC-UNESCO and with regional coordination by the Permanent Commission for the South Pacific (CPPS) and the second phase began in 2012.

SPINCAM was designed to establish a framework of integrated coastal management indicators at the national and regional levels in the countries of the South Pacific region (Chile, Colombia, Ecuador, Panama and Peru) focusing on the state of the coastal and marine environment and socio-economic conditions. The indicators and coastal spatial data available are being published in the form of atlases and data repositories at the national and regional levels, with the aim of supporting future integrated coastal area management (ICAM) and development practices for sustainable use.

El proyecto BRESEP “Reservas de la Biosfera como una herramienta para la gestión de zonas costeras e islas en el Pacífico Sur Oriental”, es coordinado por el Programa sobre el Hombre y la Biosfera de la UNESCO gracias al apoyo del Gobierno flamenco del Reino de Bélgica.

El objetivo de este proyecto es crear y fortalecer las reservas de biosfera existentes en las zonas costeras y en islas del Pacífico Sur

oriental, en Chile, Colombia, Ecuador, Panama y Peru. El proyecto pretende también promover las reservas de biosfera como herramientas para proyectos innovadores para aportar un valor anadido a las actividades socioeconomicas locales; y sensibilizar y fomentar las capacidades de los actores involucrados en el area.

Este proyecto, de tres anos de duracion, fue lanzado en diciembre de 2014, en Castro, Isla de Chiloé en Chile.

UNESCO’s Man and the Biosphere Programme coordinates the project ‘Biosphere Reserves as a Tool for Coastal and Island Management in the South-East Pacific Region (BRESEP)’ with the support of the Governement of Flanders of the Kingdom of Belgium.

The objective of the project is to create and reinforce existing biosphere reserves on the coastal areas and islands of the west coast of Chile, Colombia, Ecuador, Panama and Peru. The project also aims to promote biosphere reserves as tools for innovative projects to bring added value to local socio-economical activities, and to sensitize and build the capacity of stakeholders in the area.

This three-year project was officially launched in December 2014 in the city of Castro on Chiloe Island in Chile.

1. Introduction: The objective of this regional technical workshop is to seek synergies between BRESEP and SPINCAM projects to enhance the management of coastal areas and the definition of priority areas for conservation. 2. Dates and venue: The technical workshop will be held during the day on November 25, 2015 The workshop will take place at the big meeting room of Solymar Hotel in Puerto Ayora, Ecuador. 3. Chairs and participants: The moderator of the seminar is Dr. Eduardo Klein, of the Simon Bolivar University in Venezuela and regional manager of the Ocean Biogeographic Information System for Latin America and the Caribbean. Participants in this workshop will be representatives of national focal points SPINCAM and BRESEP, technicians technical focal points SPINCAM of each country and other technicians involved in the development of indicators and atlases at the national level that have been involved in the project previously. For SPINCAM experts it is required that participants have been identified in surveys previously sent technical personnel, and have worked directly on the project activities in 2013 and 2014.

El objetivo de este taller técnico regional es buscar sinergias entre los proyectos SPINCAM y BRESEP para potenciar la gestión de las áreas costeras y la definición de áreas prioritarias para la conservación. 2. Fechas y lugar del evento:

El taller técnico se desarrollará durante la jornada del día 25 de noviembre de 2015.

El taller tendrá lugar en la sala de reuniones grande del Hotel Solymar en Puerto Ayora, Ecuador.

3. Moderadores y participantes:

El moderador de este seminario es el Dr. Eduardo Klein, de la Universidad Simón Bolívar de Venezuela y responsable regional del Sistema de Información Biogeográfica del Océano para Latinoamérica y Caribe.

Los participantes en este taller serán los representantes de los puntos focales nacionales de SPINCAM y BRESEP, los técnicos de los puntos focales técnicos SPINCAM de cada país y otros técnicos involucrados en el desarrollo de indicadores y atlas a nivel nacional que hayan estado involucrado en el proyecto anteriormente.

Para los expertos de SPINCAM es requisito indispensable que los participantes hayan sido identificados en las encuestas de personal técnico enviadas previamente, y que hayan trabajado directamente en las actividades del proyecto en 2013 y 2014.

Participant countries may invite additional national experts funded by their own sources. Likewise, members of the regional offices of UNESCO, National Commissions and National Focal Points of the IODE may participate in the meeting, so they will have to confirm their presence at least one month in advance to UNESCO-IOC and UNESCO-MAB. All speakers should send their presentations in PowerPoint (editable format) before November 15, 2015 to ffelix@cpps-int.org, m.cardenas@unesco.org and a.iglesias-campos@unesco .org 4. Terms of reference: This workshop is organized to: • Find synergies between the experts involved in the both SPINCAM and BRESEP projects of UNESCO and funded by the Flemish Government of the Kingdom of Belgium. • Promote the exchange of experiences between projects using different approaches to managing coastal and marine environment. • Identify tools for the identification of ecosystem services and threats to the marine environment to support the definition of priority areas for conservation in the context of integrated coastal zone management and marine spatial planning.

Los países podrán invitar expertos nacionales adicionales a los financiados por el Proyecto SPINCAM, cubriendo con recursos propios su participación.

Igualmente, los miembros de las oficinas regionales de la UNESCO, Comisiones Nacionales y Puntos Focales Nacionales de la IODE podrán participar en la reunión, para lo que tendrán que confirmar su presencia al menos con un mes de antelación ante UNESCO-COI y UNESCO-MAB.

4. Términos de referencia:

Este taller se organiza para:

Buscar sinergias entre los expertos involucrados en los proyectos SPINCAM y BRESEP de la UNESCO y financiados por el Gobierno flamenco del Reino de Bélgica.

Fomentar el intercambio de experiencias entre proyectos que usan diferentes enfoques de gestión del medio costero y marino.

Identificar herramientas para la identificación de servicios ecosistémicos y amenazas al medio marino como apoyo a la definición de áreas prioritarias de conservación en el contexto de la gestión integrada de zonas costeras y la planificación espacial marina.

The workshop will be organized into four main sections: • Introduction and Background • Theoretical sessions • Practical sessions • Results of the practical exercise. 5. Workshop and dynamic contents This workshop will include an introductory session, the three identified technical sections and a final section to present and discuss the results and conclusions of practical exercise:

- Introductory session: The introductory session will feature three institutional presentations on ecosystem management of coastal and marine environment by the Intergovernmental Oceanographic Commission of UNESCO, followed by a presentation by the Man and the Biosphere Programme of UNESCO on biosphere reserves and coastal and marine protected areas. CPPS will illustrate the potential of coastal and marine protected areas in the Southeast Pacific, and finally the Galapagos National Park will be responsible for presenting their experience in the management and planning of the National Park and Biosphere Reserve.

- Theoretical session: Technical sessions will be given by Dr. Eduardo Klein, who will introduce Biogeographic Information System of the Ocean (OBIS) as a starting point for the rest of theoretical presentations.

Resultados del ejercicio práctico. 5. Dinámica y contenidos del taller Este taller incluirá una sesión introductoria, las tres secciones técnicas identificadas, así como una sección final para presentar y debatir los resultados y las conclusiones del ejercicio práctico:

- Sesión introductoria: La sesión introductoria contará con tres presentaciones institucionales sobre la gestión ecosistémica de la costa y el medio marino por parte de la Comisión Oceanográfica Intergubernamental de la UNESCO, seguida de otra presentación sobre las reservas de la biosferas y las áreas protegidas costero-marinas por parte del Programa sobre el Hombre y la Biosfera de la UNESCO. La CPPS ilustrará el potencial de las áreas protegidas costeras y marinas en el Pacífico Sudeste, y finalmente el Parque Nacional de Galápagos estará a cargo de presentar su experiencia en la gestión y la planificación del Parque Nacional y Reserva de la Biosfera.

- Sesión teórica: Las sesiones técnicas estarán a cargo del Dr. Eduardo Klein, quien presentará el Sistema de Información Biogeográfica del Océano (OBIS) como punto de partida para el resto de presentaciones teóricas.

Dr. Klein will present the progress on the ecosystem-based modelling in the context of marine spatial planning, through modeling methods definition, identification and quantification of ecosystem services, as well as the threats to the marine environment using the health index of the oceans. The theoretical session will end with a presentation on marine spatial planning techniques and the use of IT tools to support the definition of priority areas for conservation.

- Practical session: Once developed the theoretical session, BRESEP and SPINCAM experts will have a basic knowledge for the practical exercise of this workshop. For this practical session, all participants must use their own laptop with the Quantum GIS program in its latest version installed. Quantum GIS is a free and open source high quality software: http://www.qgis.org/es/site/

- Final session: During the final session, experts SPINCAM BRESEP and present the results of their practical activities in plenary, in order to analyze them and identify their potential use in the tasks they perform in their daily lives. 6. Impact Use of technical capacity developed during the implementation of both BRESEP and SPINCAM project in terms of inter-agency coordination and definition of coastal and marine priority areas for

- Sesión práctica:

Una vez desarrollada la sesión teórica, los expertos de SPINCAM y BRESEP tendrán los conocimientos básicos para realizar el ejercicio práctico de este taller. Para esta sesión práctica todos los participantes deben utilizar su propio ordenador portátil que debe contar con el programa Quantum GIS en su última versión disponible instalado. Quantum GIS es un software libre de alta calidad, cuya instalación es gratuita: http://www.qgis.org/es/site/

- Sesión final:

Durante la sesión final, los expertos de BRESEP y SPINCAM presentarán los resultados de sus actividades prácticas en plenario, con el fin de analizar los mismos e identificar su uso potencial en las tareas que desempeñan en su día a día. 6. Impacto Aprovechamiento de la capacidad técnica desarrollada durante la implementación de los proyectos BRESEP y SPINCAM en materia de coordinación interinstitucional y definición de

Dissemination of results The report of this workshop will be available in BaseCamp and will also be posted on the website and social networks of SPINCAM and BRESEP for public dissemination. Background and working documents In order to reduce the paper consumption and considering that in previous meetings all participants were using electronic devices (computers, tablets, etc.), all the working documents will only be shared in digital format through BaseCamp and e-mail prior to the meeting.

1. Introduction

The project "Biosphere Reserves as a tool for Coastal and Island Management in the Southeast Pacific (BRESEP)" was created by the Man and the Biosphere Programme (MAB) of UNESCO, with the support of the Government of Flanders of Belgium.

This three-year project was officially launched in December 2014 in the city of Castro, Chiloe Island, Chile. The objective of this project is to create and strengthen existing biosphere reserves in coastal areas and islands of the eastern Southeast Pacific, in Chile, Colombia, Ecuador, Panama and Peru. The project also aims to promote biosphere reserves as tools for innovative projects to add value to local socio-economic activities; and raise awareness and build stakeholders’ capacities in the area.

1. Presentación

El proyecto “Reservas de la Biosfera como una herramienta para la gestión de zonas costeras e islas en el Pacífico Sur Oriental (BRESEP)” ha sido creado por el Programa sobre El Hombre y la Biosfera (MAB) de la UNESCO gracias al apoyo del Gobierno Flamenco de Bélgica. Este proyecto de tres años de duración, fue lanzado oficialmente en diciembre de 2014 en la ciudad de Castro, Isla de Chiloé, Chile. El objetivo de este proyecto es crear y fortalecer las reservas de biosfera existentes en las zonas costeras y en islas del Pacífico sur oriental, en Chile, Colombia, Ecuador, Panamá y Perú. El proyecto pretende también promover las reservas de biosfera como herramientas para proyectos innovadores para aportar un valor añadido a las actividades socio-económicas locales; y sensibilizar y fomentar las capacidades de los actores involucrados en el área.

- Presentar el plan de trabajo de cada país. - Crear el plan de trabajo del proyecto BRESEP

en el mediano plazo. - Organizar la presentacion del proyecto

BRESEP durante el 4° Congreso Mundial de Reservas de Biosfera

- Establecer el potencial lugar y fecha de la cuarta reunion del proyecto.
