ICE ARRESTA A 20 pANdIllEROS EN El áREA dE CHICAGO

ICE arrests 20 gang members in Chicago area

UNA VOZ STAFF

CHICAGO - Agents with the U.S. Immigration and Customs Enforcement (ICE) Office of Homeland Security Investigations (HSI), in close partnership with local law enforcement, arrested 20 suspected gang members during a three-day operation last week.

The arrests were made as part of Operation Community Shield, a national initiative whereby ICE partners with other federal, state and local law enforcement agencies to target the significant public safety threat posed by transnational street gangs. Partnerships with local law enforcement agencies are essential to the success of Operation Community Shield.

The multi-agency operation, which ended Sept. 14, targeted foreign-born gang members and gang associates. All 20 men arrested are documented members of the following street gangs: Latin Kings, Belizean Bloods, Two-Six Boys, Sureño 13s and Latin Dragons.

Sixteen of those arrested have prior criminal convictions. Some of their convictions include: aggravated unlawful use of a weapon, drug possession with intent to distribute, criminal trespass, disorderly conduct, aggravated drunken driving, and retail theft.

The nationality breakdown of those ICE arrested include: 15 from Mexico, four from Belize, and one from Jamaica. Arrests were made in the following Illinois communities: Addison, Bensenville, Carpentersville and Chicago.

Two of those arrested by ICE have been presented for federal prosecution for illegally re-entering the U.S. after being deported, which is a felony punishable by up to 20 years in prison. All 20 men are currently in ICE custody on administrative immigration violations, and are pending deportation. ICE does not release the names of those arrested on administrative immigration charges.

"Street gangs operate as criminal organizations and are responsible for committing a significant amount of crime in our communities," said Gary Hartwig, special agent in charge of ICE HSI in Chicago. "ICE works closely with our local law enforcement partners to identify, locate and arrest these gang members in the name of public safety."

ICE was assisted in the operation by the U.S. Diplomatic Security Service and the police departments of Addison, Bensenville and Carpentersville.

Since Operation Community Shield began in February 2005, ICE agents nationwide have arrested more than 18,000 gang members and associates linked to more than 900 different gangs.

Transnational street gangs have significant numbers of foreign-born members and are frequently involved in human and contraband smuggling, immigration violations and other crimes with a connection to the border.

Arpaio accused of misspending $80 million

UNA VOZ STAFF

PHOENIX, ARIZONA – Maricopa County Sheriff Joe Arpaio faces accusations that he misspent up to $80 million in immigration raids, public corruption investigations and a variety of unauthorized expenses and activities in the last five years.

The Board of Supervisors has placed Arpaio’s office under new budget restrictions.

Most of the analysis, done by the Office of Management and Budget, centered on the misappropriation of a fund authorized by voters in 1998 to make expansions to the jail, pay jail employees’ salaries and other expenses related to this project. However, according to the report, Arpaio’s office used the funds instead to pay for immigration raids and public corruption investigations against people who have been critic of the sheriff.

The report also expressed concern over unexplained travel expenses, shady expenses on county credit cards and secret bank accounts that didn’t allow county officials to track expenses.

Tom Irvin, Maricopa County Board lawyer, said that the results of the investigation will be shared with the Department of Justice, which is investigating the sheriff’s office over complaints of abuse of power.

Rick Romey, a political foe of Arpaio, said the misuse of public funds could explain why the sheriff’s office refused to cooperate with county officials in a budget investigation and instead started public corruption investigations against them.

California Mayor arrested for misappropriation of funds

UNA VOZ STAFF

BELL, CALIFORNIA – Bell City Mayor and other seven current and former city employees were arrested Sept. 21, charged with using public funds for personal benefit.

Steve Cooley, L.A. County District Attorney said these actions can be described as “calculated greed.”

Authorities said the officers in the city knew exactly what they were doing.Among those arrested are Mayor Oscar Hernandez, Assistant City Manager and Councilwoman

Teresa Jacobo, Councilman George Mirabal, Councilman Luis Artiga, former Mayor Geroge Cole, former Councilman Victor Bello and former city Manager Robert Rizzo.

According to authorities Rizzo is the alleged leader of the group. He faces 53 charges or misappropriation of public funds.

“Rizzo, acting as the unelected and unaccountable czar of the city of Bell, secretly set his own salary. He misappropriated substantial pay and benefits by increasing each of them through a series of actions that no one approved of and few, if anyone, knew about,” Cooley said during a press conference.

All of them are accused of bilking taxpayers of more than 45 million through high salaries, benefits and illicit loans of public money. Also, all of the m are charged with misappropriation of public funds.

Rizzo’s salary was almost $800,000, while Spaccia had a salary of $376,288 and four of the five councilmen in the city received salaries of almost $100,000.

Authorities said Rizzo earned $4.3 million by paying himself through several employment contracts that weren’t approved by city council. Also, city council members pay themselves a combined total of $1.25 million for ghost meetings involving several agencies and committees.

Only one of the five city councilmembers, Lorenzo Velez, was not involved in the fraud. He is in constant contact with interim administrative official Pedro Carrillo to take care of city business.

“We are alleging they used the tax dollars collected from the hard-working citizens of Bell as their own piggy bank, which they looted at will,” Cooley said.

Bell is a city of 40,000 where one out of six residents lives in poverty.

Chicago man arrested for bombing attempt

CHICAGO – A 22 year-old man was arrested in the early morning hours of Sept. 19, after he left a backpack that he believed contained a bomb in the Wrigleyville area, in a trash container, federal authorities said.

Sami Samir Hassoun, a Lebanese citizen who lives in Chicago, was arrested and faces charges of attempted use of a weapon of mass destruction and attempted use of an explosive device, both felonies.

Hassoun had a hearing before a federal judge, who denied bail saying he was a dangerous persona and a flight risk.

“It{s hard to imagine a more serious crime… Although it was thwarted, it had the potential to kill many people,” U.S. District Judge Susan Cox said during the hearing. He is scheduled to go back to court Sept. 30.

The alleged explosive device was handed over to Hassoun by an undercover agent and it was inert.

According to court filings, in June of this year Hassoun began expressing to an associate the desire to commit acts of violence in the city for both monetary gain and to cause political transformation in Chicago. Without knowing it, the associate was cooperating with the FBI and helped them in the investigation of these alleged threats.

During the summer Hassoun allegedly discussed with his associate a number of possible targets and plots, including a biological attack on the city, poisoning Lake

Michigan, attacking police officers, bombing the Sears (Willis) Tower, and assassinating the mayor.

Apparently Hassoun selected the Wrigleyville area as his target, to cause the most damage in a weekend night.

Hassoun got the explosive from an undercover agent the night of Sept. 18. The backpack contained what he thought was a high powered explosive device. Hassoun received instructions on how to operate the explosive, which was constructed by the FBI of inert materials and was incapable of detonating.

If found guilty, Hassoun faces a minimum mandatory sentence of five years in prison, and a maximum sentence of life in prison.

A friend of the accused said Hassoun was an educated person, but that he also liked to lie, bluff and big boasts.

“Half of the stuff he told you you couldn’t believe – lies to show people he was a big shot,” said Joseph Abraham, 49, a man who knew him. “I think what got him into trouble was he was bluffing, and he got caught in a bluff.”

His lawyer, Myron Auerbach, described him as a person with a tendency to embellish things. He also said Hassoun was born in Beirut and grew up in Ivory Coast, were he saw death and destruction as a small child, something that could have affected his development.

Abraham said Hassoun’s version of the American dream was to “make quick money” and get famous fast.

Concejal Juany Garza, Distrito 2

I, as the only Hispanic in the city council, in 2006 proposed an ordinance that dealt with celebrations out of control with the Mexican flag. People in the neighborhoods were afraid of the September celebrations because there was a big problem with caravans of cars traveling through the neighborhoods, honking the horns and waving the flags, risking their lives and the residents’ lives.

At that time, after the ordinance was approved, I was call several things, including anti-Mexican, and some Hispanic radio stations were particularly harsh, instigating some residents against me.

When the project to revive the celebration of the independence of Mexico came along, there were many negative comments, not because people didn’t want to have a celebration, but because there was still the memory of the out of control celebrations from years past.

At this time I want to congratulate the Aurora community for behaving during the Mexican independence celebration and, above all, for celebrating in a respectful way with a parade worthy of the Mexican community, with patriotism and respect. No incidents were reported either at the parade or at the festival.

I want to thank La Chicanita for the honor of cutting the cake, along with the governor. The cake, for 5,000 people was truly the highlight of the Mexican Independence Day celebration.

Tri players sanctioned for partying during training

UNA VOZ STAFF

MEXICO CITY – Carlos Vela and Efrain Juarez have been suspended for six months from the National Team and 11 others were fined after an incident that took place after the Colombia-Mexico match in Monterrey on Sept. 8.

Nestor de la Torre, Director of National Teams, said the players who were sanctioned didn’t follow several of the rules included in the Internal Rules of the National Teams.

De la Torre said players didn’t show a flawless discipline, received visits from people outside the times and places specified for that purpose and didn’t behave with respect and seriousness.

The players who will have to pay a fine are Guillermo Ochoa, Francisco Javier Rodriguez, Carlos Salcido, Andres Guardado, Gerardo Torrado, Pablo Barrera, Giovani Dos Santos, Javier Hernandez, Rafael Marquez, Enrique Esqueda and Hector Moreno.

“The players just mentioned were fined with 50,000 pesos for the reasons already explained,” de la Torre said.

“Said fines will be donated by the players to a non-profit organization to be determined, either in Ciudad Juarez, where the next National Team match is going to take place, or in Veracruz, where flooding is currently going on.”

Also, Vela and Juarez will be suspended for several matches in the near future.

“In the case of Carlos Vela and Efrain Juarez, they will be suspended for six months, starting from the date the incident took place, from the National Team, because they didn’t follow the four rules we mentioned before,” de la Torre said.

When he was questioned about the negative impact of the suspensions in the team, he said that “To the contrary, what we want to make very clear is that when it comes to the National Team the most important part is the Institution. The National Team represents a group, the players, but it also represents a country.”

“This must be a lesson for all of us. It cannot happen again. If we are thinking in the growth of Mexican soccer, we have to think that there must be trust, we must be more efficient and that can be done with order and discipline. By being more efficient we will be closer to succeed,” de la Torre Said.

About the rumors that the players had been involved with prostitutes, the director said:

“That’s what those are, rumors. What was proven was that there were relatives and friends. We talk about facts, not assumptions, being real there were relatives and friends, nobody else,” he said.

Grupero singer Jenni Rivera sent a message via her Twitter account, where she apologizes for changing the lyrics of the Mexico National Anthem during the Mosley-Mora boxing bout this past weekend.

“When someone accepts to sing an anthem… one does it with love and respect, nobody makes a mistake ON PURPOSE. It’s a mistake as it can happen to anybody,” she wrote on her Twitter account.

“I studied and rehearsed the anthem as any responsible person, but because I didn’t have the appropriate sound and monitoring I needed to listen to myself, I lost track… and happened what everybody knows. I wish the result would have been different. It wasn’t my intention to offend anybody.”

Rivera has been receiving a lot of supportive messages from her fans in her

Twitter account. In her tweets she also

tackled another issue that has been haunting her: the rumor that she is wanted by Mexican authorities on charges of money smuggling.

“Several days ago a newspaper said I was wanted by the PGR (Attorney General’s office). That’s completely false. I only have to go to their offices and make a statement about what happened last year at the airport. That’s something normal and I am

fulfilling my obligations with the law,” she wrote.

“Obviously the headlines have to be attention-grabbing to scare my fans and to attract attention. I believe the fans know them but it’s important to tell them without having to do 100 interviews. Everything is OK, I’m OK… nothing can take the happiness that I’m living in. Philippians 4:13.”

Jenni Rivera apologizes for National Anthem snafu
