WASHINGTON – A U.S. Immigrations and Customs Enforcement operation conducted nationwide led to the arrest of over 2,900 convicted criminal aliens in a seven-day period.

Operation “Cross Check” involved the collaboration of over 1,900 ICE officers and agents, as well as collaboration from federal, state and local law enforcement agents throughout the country.

Agents arrested 2,901 fugitives in all 50 states and four U.S. territories.According to ICE, all of the people arrested had prior criminal convictions, including

1,282 with multiple criminal convictions.Of those arrested, over 1,600 had felony convictions for manslaughter, attempted murder,

kidnapping, armed robbery, drug trafficking, child abuse, sexual crimes against minors and aggravated assault.

Of the 2,901 criminals arrested, 681 had been previously ordered to leave the country but failed to leave and 386 were in the United States illegally after being previously deported from the country.

MONTGOMERY, ALABAMA – El gobernador de esta entidad ha puesto en marcha un nuevo sistema para verificar el estatus legal de los automovilistas, lo que aumenta la incertidumbre de los inmigrantes indocumentados.

El estado de Alabama aprobó el mes de junio pasado la polémica ley HB 56, considerada la más dura ley antiinmigrante en el país, la cual se encuentra en apelación ante un juez federal.

Mientras las cortes federales deciden si las provisiones antiinmigrantes entran en vigor en el estado o no, el 26 de septiembre el gobernador Robert Bentley puso en marcha un sistema, denominado ‘ALVerify’, el cual une las bases de datos de agencias federales y estatales con la del Departamento de Vehículos y Motores del estado.

Ahora los empleados del condado podrán verificar el estatus migratorio de personas que compren vehículos y soliciten placas y registros nuevos, así como aquellos que tienen que renovar el registro de sus automóviles o quieren sacar un título para su

automóvil, usando el número de licencia de conducir o de identificación estatal y su fecha de expiración.

MONTGOMERY, ALABAMA – The state governor has set in motion a new system to verify the legal immigration status of drivers in the state, something that makes it even harder for undocumented immigrants in the state.

Alabama passed a tough immigration law in June, known as HB 56, which is considered the harshest antiimigration law in the nation. This law is on appeal.

While federal courts decide if the provisions of HB 56 will be enforced or not, Gov. Robert Bentley introduced a system on Sept. 26, which has merged federal, state and motor vehicle databases to check the immigration status of people who apply for services at the motor vehicle facilities. This system is known as ‘ALVerify.’

With the new system, county employees will be able to check the immigration status of people who have purchased a vehicle and need plates, as well as of drivers who need to renew their vehicle registration or want

to get a new title for their vehicles. All the system needs is the driver’s license or the state ID number of the applicant and the expiration date.

HB 56 includes a provision that requires state officials to verify the residency of all people who want to renew license plates or other receive similar services.

Drivers now will have to provide their Alabama driver’s license or their state identification card. County officials then feed this information in the system, which will display a message saying if the license is legitimate and if the person is a U.S. citizen or a legal resident. If the provided information does not match the information in the database, the system won’t allow them to continue with the process.

When two people are co-owners of a vehicle, both people must provide their information in order to get the desired service.

State officials said the system is already in place at most county offices, but will be ready statewide by Oct. 1.

La juez federal Sharon Blackburn, dijo en su fallo que algunas partes de la ley están en conflicto con los estatutos federales, pero otras no y esas pueden entrar en vigor.

Entre las medidas suspendidas se encuentra en convertir en crimen el que una persona inmigrante solicite trabajo, el convertir en crimen el dar albergue o transportar a un inmigrante indocumentado, el prohibir que negocios tomen deducciones fiscales por sueldos pagados a trabajadores indocumentados y el permitir que se lleven a cabo demandas de discriminación en contra de compañías que despiden a trabajadores legales para contratar a trabajadores indocumentados.

Personas tanto a favor como en contra de la ley de HB 56 de Alabama han dicho que es la ley más dura en contra de la inmigración en el país.

No se sabe si el estado va a poner en vigor las provisiones autorizadas por la juez o si va a esperar a que se dé una determinación final sobre la HB 56 antes de hacerlo.

BIRMINGHAM – A federal judge determined that certain provisions of the anti imigration law passed in Alabama in June can go be enacted, including a measure that would require public schools to check the immigration status of their students.

U.S. District Judge Sharon Blackburn said in her opinion that some parts of the law are in conflict with federal statutes but others aren’t, and those are the ones that can be enacted.

Among the measures the judge said could be enacted are allowing police officers to hold a person suspected of being an illegal immigrant without bond.

With this decision the judge rejected several key points argued by the Department of Justice, civil rights organizations and religious groups that filed suits to prevent the law, HB 56, from becoming effective.

The law makes it a misdemeanor the failure to carry proof of identity or a document that shows

that the person is legally in the United States. It also makes it a felony for undocumented

immigrants to do business with the state.Judge Blackburn said in her opinion that

there are certain provisions in the law that will remain blocked until she issues her final ruling on the case.

The provisions blocked by Judge Blackburn would make it a crime for an illegal immigrant to solicit work; would make it a crime to transport or harbor an undocumented immigrant; would prevent companies from getting tax benefits from wages paid to undocumented workers and would allow lawsuits against companies that fire documented workers in order to hire undocumented personnel.

Those in favor and against HB 56 have said this law is the toughest anti imigrant law in the country.

It’s still not known if the state will enact the parts of the law allowed by the judge or if they will wait until a final decision is made before enacting HB 56.

EL operativo “Cross Check” contó con la colaboración de más de mil 900 oficiales de ICE, así como la participación de agentes federales, estatales y locales del cumplimiento de la ley en todo el país.

Los agentes arrestaron a 2 mil 901 fugitivos en 50 estados y cuatro territorios estadounidenses.

De los arrestados, más de mil 600 tenían condenas agravadas por homicidio involuntario, intento de asesinato, secuestro, robo a mano armada, tráfico de drogas, abuso infantil, crímenes sexuales contra menores de edad y asalto agravado.

De los 2 mil 901 criminales arrestados, 681 habían recibido órdenes previas para irse del país y no lo hicieron, mientras que 386 estaban en Estados Unidos después de haber sido deportados.

Debido a su historial criminal y sus antecedentes de arrestos previos por inmigración, 146 de los detenidos fueron presentados ante autoridades federales para enfrentar caros que incluyen reingreso ilegal a los Estados Unidos después de ser deportado, un cargo que lleva una condena de hasta 20 años en prisión.

Desde 1980 el Acta de Servicio Selectivo Militar (MSSA, por sus siglas en inglés) re-quiere que cada hombre que vive en los Estados Unidos se registre cuando tiene entre 18 y 25 años de edad.

Esto incluye no solo a ciudadanos estadouni-denses, sino también a inmigrantes y a personas indocumentadas que viven aquí.

La forma del Servicio Selectivo pide nombre, dirección, fecha de nacimiento y número de seguro social, si está disponible. No se pregunta el estatus migratorio.

Por mucho tiempo el Servicio Selectivo ha sospechado que el miedo está detrás de la ignorancia sobre MSSA, para explicar el porqué tantos hombres indocumentados no se registran.

Como es de esperarse, una persona indo-cumentada no quiere atraer la atención. Así que él va a tratar de pasar desapercibido y de no tener nada que ver con ninguna agencia de gobierno por temor a que esto pueda llevarlo a la deportación.

La mayoría de las personas indocumentadas que se quedan aquí consideran eventualmente pedir la ciudadanía. Solo cuando lo hacen se dan cuenta del requisito de registro con el Ser-vicio Selectivo. Pero para entonces puede ser demasiado tarde.

Since 1980 the Military Selective Service Act (MSSA) requires every man living in the United States to register during the ages 18 through 25.

That includes not only U.S. citizens, but immigrants and undocumented individuals living here.

The Selective Service forms ask for name, address, date of birth and social security num-ber, if available. They do not ask for residency status.

Selective Service has long suspected that fear is only second to ignorance of the MSSA in explaining why so many undocumented men fail to register.

By nature, an undocumented person does not want to attract attention. So he will keep a low profile and have absolutely nothing to do with any government agency for fear such exposure would lead to deportation.

Most undocumented people who stay here eventually consider applying for citizenship. Only then do they encounter the Selective Service registration requirement. By then it may be too late.

According to the law, to become a United States citizen requires a willingness to bear arms on behalf of the United States.

According to standing USCIS policy, a refusal to register manifests an unwillingness to defend the country and a lack of good moral character.

To become a naturalized U.S. citizen you

must prove good moral character for the previ-ous three to five years. Therefore, if you do not register with the selective service, you cannot prove good moral character and will be denied U.S. citizenship during that time period.

Many immigrant males are registered by the U.S. Department of State when they enter the country. Alternatively, any man age 18 through 25 with a social security number can register online.

With or without a social security number, a man can register at any U.S. Post Office.

If you fail to register for selective service, you can be denied financial aid for school and employment in the United States government. Therefore, it is important that you do register if you are a male between the ages of 18 and

25 with Selective Service.

Downer Place bridges to be replaced in downtown aurora

AURORA – The Downer Place bridges that span the Fox River will be replaced beginning this fall, so motorists should expect changes in traffic patterns in downtown Aurora.

The bridges that link the east side of the river to Stolp Island and Stop Island to the west side of the river were constructed in 1906. City officials said they have not received information of any danger or structural damages to the bridges but that it’s time to replace them.

During the construction Downer Place will be closed to traffic between Broadway and River Streets.

The preliminary work will begin in the fall and construction is slated to start in January 2012. While the end of the construction work will depend on the weather, city officials expect Downer Place to be open to traffic by fall of 2012.

To help with the flow of traffic in downtown Aurora, Benton Street will become a two-way street from Broadway to River Streets.

The project has a cost of $11.78 million, of which 80 percent will be covered by the federal government, and the rest, about $2.35 million, by the city of Aurora.

Garbage collection fees increase in montgomery

MONTGOMERY – In 2012 Montgomery residents will pay more for garbage collection.

The fees for trash collection will increase every year from 2012 to 2016. In 2012 residents will pay $16.80 per month for trash collection, compared to $15.50 they are paying now. For 2013 the cost will go up to $1747, in 2014 to $18.17, in 2015 to $18.90 and in 2016 to $19.95.

Montgomery residents have to place their trash in 33-gallon plastic bags or trash cans. There is a limit of two bags per residence. Stickers for additional trash bags are $2.50 each.

The recycling program will see changes as well. Beginning in 2012 residents must place their recyclables in 35-gallon, 65-gallon or 95-gallon containers to prevent the materials from being blown away by the wind.

La maestra fue identificada como Kelly K. Miller, de 32 años y residente de la cuadra 2700 de Oak Drive en West Dundee.

AURORA – A female East Aurora High School teacher has submitted her resignation, after she was accused of sending lewd photographs to a student at the school.

The teacher resigned last week and this matter is under investigation.

The teacher was identified as Kelly K. Miller, 32, of the 2700 block of Oak Drive

in West Dundee. Miller was charged by Aurora Police with sexual exploitation of a child. She turned herself in to police late Sept. 27 and is free on bond. Her next court date is Nov. 18 in Aurora Branch Court.

The charges stem from her allegedly including two inappropriate photos of herself during texts with one of her 15-year-old male students in late May or June 2011.

Aurora police launched an investigation

after receiving a tip on Sept. 19.Aurora police said the teacher no

longer works for the district and East Aurora District 131 spokesman, Clayton Muhammad said the teacher had submitted her resignation shortly after she was notified of the accusations.

“It all happened last week in a short matter of time,” Muhammad said. “It’s a personnel matter. We don’t go into further details.”

Un reporte del diario Los Ángeles Times indica que la mujer, de nombre Emma Coronel, viajó al sur de California a mediados de julio y el 15 de agosto dio a luz a las gemelas.

“Coronel, una ex reina de belleza de 22 años, tiene la ciudadanía estadounidense, lo que le permite viajar libremente a los Estados Unidos y usar sus hospitales. AL nacer en California, sus hijas ahora tienen la ciudadanía estadounidense”, dice el diario.

Aparentemente Guzmán, el multimillonario jefe del Cártel de Sinaloa de 54 años de edad, se casó con Coronel el día que ella cumplió 18 años en una elegante boda en el área de Canelas, Durango en 2007. Oficiales federales estadounidenses

mantuvieron vigilada a Coronel desde antes de que cruzara la frontera a Caléxico, durante su estadía en el hospital, hasta que regresó a México.

Un oficial de la ley de alto rango en Estados Unidos confirmó al diario que la mujer no fue arrestada porque no hay ninguna acusación en su contra.

Las actas de nacimiento de las niñas muestran a Coronel como la madre, pero dejaron en blanco el nombre del padre.

Se dice que ella atrajo la atención de Guzmán cuando entró al concurso de belleza regional de Srta. Café y Guayaba. Él hizo del conocimiento público su interés por la joven, quien ganó el certamen. Ellos se casaron pocos meses después.

Agentes antinarcóticos dijeron que mientras que el arresto de la mujer hubiera podido darles pistas para encontrar al narcotraficante,

el problema no está en encontrar a Guzmán, sino en atraparlo, ya que él se rodea de enormes grupos de personas bien armadas y tiende a quedarse en lugares aislados, de difícil acceso.

CHICAGO – El juez a cargo del caso de corrupción en contra del ex gobernador de Illinois Rod Blagojevich ha pospuesto la sentencia hasta nuevo aviso.

El juez federal James Zagel dijo el 26 de septiembre que estaba retrasando la fecha de lectura de la sentencia de Blagojevich, programada originalmente para el 6 de octubre.

El juez dijo que la demora se debía al inicio del juicio contra William Cellini, quien en algún momento fue coacusado con Blagojevich y quien está acusado de intentar extorsionar a un empresario la demandar una donación para la campaña del ex gobernador a cambio de un contrato estatal.

CHICAGO – The judge in charge of the corruption trial of former Illinois Governor Rod Blagojevich has delayed the sentencing process until further notice.

U.S. Judge James Zagel said on Sept. 26 that he was delaying the sentencing for Blagojevich, originally scheduled for Oct. 6.

The judge said the delay was due to the start of the trial against William Cellini, who at one time was Blagojevich co-defendant and who is charged with trying to extort a businessman by demanding a contribution to the Blagojevich campaign in exchange for a state contract.

Judge Zagel will preside over Cellini’s trial.It is believed the defense is going to ask the judge for a sentence of

probation, while the prosecutors are believed to request a jail sentence of up to 30 years.

Experts have said that Blagojevich probably will spend between 10 and 12 years in jail. He was found guilty of 17 corruption charges.

LOS ANGELES – The woman who is believed to be the third wife of drug kingpin Joaquin ‘El Chapo’ Guzman, gave birth to twin daughters in a Lancaster, California hospital in August, and now those children are U.S. citizens.

A report by Los Angeles Times says that the woman, identified as Emma Coronel, traveled to southern California in mid-July and gave birth to the twin girls on Aug. 15.

“Coronel, a 22-year-old former beauty queen, holds U.S. citizenship, which entitles her to travel freely to the U.S. and to use its hospitals. By being born in California, her little girls now also have U.S. citizenship,” the newspaper states.

Apparently Guzman, 54, the

multimillionaire leader of the Sinaloa cartel, married Coronel the day she turned 18 years old in 2007.

U.S. federal officers kept Coronel under surveillance even before she crossed the border at Calexico, while she was at the hospital, and until she went back to Mexico.

A high-ranking U.S. law enforcement officer told the newspaper the woman had not been arrested because there are no charges against her.

The girl’s birth certificates show Coronel as the mother, but the father’s information was left blank.

It is said she attracted Guzman’s attention when she participated in the Miss Coffee and Guava regional beauty pageant. He made it known he was attracted to her and she won the pageant. They were married a

few months later.Drug agents said that by arresting

her they could get information about where Guzman is located. But for them is not so much where to find him, but how to arrest him. Guzman is always surrounded by large groups of well-armed men and usually sticks to isolated places, which are difficult to reach.

CD. DE MÉXICO – El gobierno federal informó que ha abierto una investigación sobre el grupo que aparentemente se dedica a eliminar a miembros del cártel de Los Zetas.

Esta organización, autodenominada ‘Los Matazetas’, es aparentemente parte del cártel Jalisco Nueva Generación.

En un comunicado de prensa emitido por el gobierno federal, las autoridades hacen referencia a un video de este grupo que está circulando en internet You Tube, en el que aparentemente se adjudican la aparición de 49 cuerpos en la zona conurbada del puerto de Veracruz, 35 en el área de Boca del Río y 14 más en varios puntos de la zona.

En el video, el grupo dice que ellos no buscan dañar a la gente ni a la nación con secuestros o extorsiones, más bien, desean demostrar que Los Zetas pueden ser derrotados. Ellos dicen que como este grupo criminal es una amenaza para la sociedad,

su único objetivo es desaparecerlos.Con respecto a las actividades de este

grupo anti-Zetas, el gobierno federal dijo en un comunicado que “si bien la organización criminal denominada los zetas debe ser sometida, ello debe ocurrir por la vía legal y nunca con métodos fuera de la ley”.

El video que circula en internet muestra a cinco hombres robustos sentados detrás de una mesa, todos vestidos de negro y con capuchas del mismo color.

“Nuestra lucha es en contra de Los Zetas, si con nuestros actos realizados ofendimos a la sociedad, al pueblo de México, y a las corporaciones federales les pedimos disculpas en nombre de todo el grupo que conformamos”, dijo uno de ellos.

Federal government looks into ‘los matazetas’

MEXICO CITY – The Mexican federal government has opened an investigation into a group whose alleged goal is to eliminate the Los Zetas cartel.

This organization, auto denominated ‘Los Matazetas’ (The Zeta Killers,) apparently belongs to the Jalisco Nueva Generacion Cartel.

In a press release issued by the federal government, authorities make reference to a video that’s available on You Tube, in which the group apparently takes responsibility for the deaths of 49 people, whose bodies were dumped in the metropolitan area of the port of Veracruz, 35 in Boca del Rio and 14 others throughout the area.

In the video the group states that they don’t seek to cause any harm to the population at large or to the government by kidnapping or extorting people, what they want is to show that Los Zetas can be defeated. They say this criminal organization is a threat to society and their only goal is to wipe them out.

Regarding Los Matazetas, the federal government said in the statement that “while

it’s true that the criminal organization known as los zetas must be submitted, this must happen through legal channels and never using methodology outside the law.”

The video shows five overweight men seated behind a table, all of them wearing black clothes and black ski masks.

“Our fight is against Los Zetas, if with our actions we have offended society, the people of Mexico and the federal institutions, we ask for forgiveness in the name of the group we belong to,” one of them said.

Five heads found outside a school in acapulco

ACAPULCO – The violence has taken one of the most attractive cities in Mexico hostage, after several murders took place and authorities found five severed heads outside a school.

On Sept. 27 13 people were killed in several incidents throughout the port, and authorities located five human heads outside an elementary school.

The Public Ministry said that next to the heads were four signs with threatening messages.

On Sept. 26, authorities had located a burned luxury vehicle with five headless bodies inside. The vehicle was found near the school were the severed heads appeared one day later.

Guerrero Attorney General, Alberto Lopez Rosas, said that the increase in violence was due to the reorganization of organized crime groups, after the arrests of several of their members.

Authorities said the emergency system received a call reporting five human heads inside a wooden box near a school. The school is located in an area where several education centers have closed their doors due to threats from organized crime groups.

Experts sealed off the area to collect evidence and try to locate the people responsible for this crime.

Also, they found four signs with messages threatening the state governor. The entire message was not revealed.

On Sept. 27 authorities also found a banner in which organized crime groups ratify the threats and extortions they have made to teachers, and now include the students.

In late August teachers left the classrooms in 75 schools after they were threatened. Currently 150 schools are closed in Acapulco. State government and education officials said they are negotiating with teachers so they can go back to work.

In a press conference about the beheadings and the murders in the city, Lopez Rosas said “The latest violence cases are due to a rearranging and regrouping (of organized crime groups) after the arrests and actions we have taken, we are going to be prepared to face this new wave and I believe there will be no respite from our part, we won’t rest and we are going to work to restore the tranquility in the cities of our state.”

Encuentran cinco cabezas afuera de una escuela en Acapulco

ACAPULCO – La violencia se ha apoderado de una de las ciudades más atractivas de México, al registrarse varios asesinatos y el hallazgo de cabezas humanas afuera de una escuela.

El 27 de septiembre 13 personas fueron asesinadas en distintos puntos del puerto y en las afueras de la escuela primaria Benito Juárez autoridades encontraron cinco cabezas humanas.

El Ministerio Público dijo que junto a las cabezas se encontraron cuatro cartulinas con mensajes amenazantes.

El día 26 de septiembre las autoridades habían encontrado en un lugar cercano a la escuela una camioneta de lujo incendiada con los cuerpos de cinco personas decapitadas.

El procurador de justicia de Guerrero, Alberto López Rosas, dijo que este aumento en la violencia se debe al reacomodo de las bandas de la delincuencia organizada, a consecuencia de los arrestos realizados por las autoridades.

Oficiales dijeron haber recibido una llamada en la que se informaba de la existencia de cinco cabezas humanas dentro de una caja de madera afuera de la escuela primaria. Esta escuela se encuentra en una zona

donde varias escuelas han cerrado debido a amenazas y exigencias del crimen organizado.

Los peritos acordonaron el área para recolectar evidencia que los lleve a los autores de este crimen. Además, informaron el hallazgo de cuatro cartulinas con mensajes en los que se amenazaba al gobernador del estado. El texto de las cartulinas no fue revelado.

El mismo 27 de septiembre autoridades encontraron una manta en la que se ratifican las demandas contra los maestros, exigiéndoles parte de su salario, además de que también se amenaza a los alumnos.

A finales de agosto maestros abandonaron alrededor de 75 escuelas, después de haber sido amenazados. Actualmente hay 150 escuelas en paro en Acapulco y oficiales de educación y del gobierno del estado se encuentran en negociaciones con los maestros para regresar a clases.

En referencia a los asesinatos y el hallazgo de las cabezas, el procurador López Rosas dijo que “Los últimos hechos de violencia surgen por un reacomodo y un reagrupamiento después de las detenciones y acciones que hemos emprendido, vamos a prepararnos cabalmente para afrontar este nuevo oleaje y creo que no habrá tregua por nuestra parte, no habrá descanso y vamos a trabajar para logar la tranquilidad en las ciudades de nuestra entidad”.

MEXICO CITY – The Mexico City Legislative Assembly is analyzing amendments to its Civil Code, and among the changes proposed are a two-year trial marriage and the requirement of a prenup agreement.

Deputies Lizbeth Rosas and Leonel Luna made the proposal.They want the civil code to establish a two-year marriage trial and at the end of that period couples then can

decide whether to enter into a long-term marriage or dissolve the union.They also suggest the use of a document in which the couple must disclose how they plan to handle obligations

and rights in the home and would deal with everything related to children of the marriage.They also propose a prerequisite of attending classes on how to solve legal issues related to children or properties

and creates the concept of shared custody.

Ellos buscan que el código civil establezca un matrimonio de prueba de dos años. Al término de este

periodo la pareja entonces decide si desea continua con un matrimonio a largo plazo o si disuelven esta unión.

La propuesta también sugiere el uso de un documento en el que la pareja debe describir cómo planean abordar asuntos de derechos y obligaciones en el hogar y cómo lidiarían con los asuntos relacionados con los hijos dentro del matrimonio.

También incluye el requisito de que los interesados en contraer matrimonio deben tomar clases sobre cómo resolver asuntos legales relacionados con hijos o bienes y crea el concepto de la custodia compartida.

MEXICO – After vehemently denying that she was having a hot romance with TV producer Jose Alberto Castro, actress Angelique Boyer finally accepted she is living a fairy tale with the producer of her soap opera, ‘Teresa.’

“I’m very happy, we weren’t in a hurry to confirm we were dating, we have a relationship and we are together,” the actress told Radio Formula radio station. “I feel very fortunate and happy, it’s hard to have a relationship with so much work, but I’m giving myself the opportunity and I want to enjoy it. That’s not something that has to be hidden, to the contrary, it’s love and it’s wonderful.”

She also said rumors about problems between her father and her beau, who is 20 years her senior, are not true. She says she is aware of the 20-year age difference between them, but that’s nothing to worry about.

“He is a gentleman. I accept it. I’m dating an older man and that’s it. My parents are fine and I’d rather not give out any details about their relationship,” she said.
