ICE arrests 678 gang members and associates in Project Southern Tempest

Immigration and Customs Enforcement agents, with the support of local police, arrest a gang member in Washington, D.C., during Project Southern Tempest.

UNA VOZ STAFF

WASHINGTON – A total of 678 gang members and associates belonging to 133 gangs were arrested during Project Southern Tempest, executed in 168 U.S. cities targeting gangs affiliated with drug trafficking organizations.

In the Chicago area authorities arrested 14 street gang members and associates.

The Chicago-area gang members were from Chicago, Addison, Elgin, Harvey, Joliet, Melrose Park, Park Ridge, St. Charles y Wauconda.

The suspects belong to the Latin Kings, Belizean Bloods and Sureño 13s street gangs. Twelve of the men arrested were from Mexico and two from Belize, according to authorities.

The project, led by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), also counted on the support from federal, state and local law enforcement agencies.

Those arrested were members of 13 gangs affiliated with drug trafficking organizations in Mexico. According to an ICE written statement, more than 46 percent of those arrested during the operation were members or

associates of gangs with ties to drug trafficking organizations. The project started in December 2010 and culminated in February 2011.

OF the 678 people arrested, 421 were foreign nationals from 24 countries in South and Central America, Asia, Africa and the Caribbean. Of the total number of arrested, 72 were females.

In addition to the 678 arrests, 164 individuals were arrested for federal and/or state criminal violations, or administrative immigration violations.

Those arrested in the Chicago area were charged with administrative violations and face deportation.

During the project agent seized 86 firearms, eight pounds of methamphetamine, 30 pounds of marijuana, one pound of cocaine, more than $70 in U.S cash and two vehicles.

Transnational criminal street gangs have significant numbers of foreign-national members and are frequently involved in human smuggling and trafficking; narcotics smuggling and distribution; identity theft and benefit fraud; money laundering and bulk cash smuggling; weapons smuggling and arms trafficking; cyber crimes and other crimes with a link to the border.

SANAA – Tens of thousands of protesters took to the streets in Yemen to demand an end to the current regime, which has been in power for 30 years.

The main protests took place March 1, the “Day of Rage.”In the capital city of Sanaa protesters chanted “With blood and soul we

support you, Aden,” in reference to the southern port city of the same name, where most of the 24 people who have died in protests are from.

Tens of thousands of people also took to the streets of Ibb and Taiz, south of Sanaa.

Demonstrators demand that President Ali Abdullah Saleh leave power. Saleh is a U.S. ally against Islamic militants.

However Saleh has accused the U.S. and Israel of being behind the protest movement. He made the accusations during a speech at Sanaa University on March 1, before 500 people.

“I am going to reveal a secret,” he said. “There is an operations room in Tel Aviv with the aim of destabilizing the Arab world. The operations room is in Tel Aviv and run by the White House.”

The White House rejected these and other claims.

MARCH 4, 2011

Appeals of immigration judge decisionsBy BEATRIZ MENDOZA

Last week immigration attorney David Richmond spoke about the consequences of not attending an immigration hearing.

This week the interview addresses the appeal of an immigration judge’s decision.

UV: What happens if I don’t agree with the immigration judge’s decision on my case. Can I appeal?

DR: The Board of Immigration Appeals has nationwide jurisdiction to review decisions of immigration judges.

Appeals of immigration judges’ decisions are made to the Board. Appeals of immigration

judges’ decisions are distinct from motions to reopen a case or motions to reconsider a ruling by the immigration judge. Those motions are filed with the immigration court following a decision by the immigration court.

UV: Who may appeal?DR: An immigration judge’s decision may

be appealed only by the alien subject to the proceeding, the alien’s legal representative or the Department of Homeland Security, for example, the Immigration and Customs Enforcement attorney.

UV: What is the process to appeal?DR: To appeal an immigration judge’s

decision, a party must file a properly completed

and executed Notice of Appeal (Form EOIR-26) with the Board of Immigration Appeals. The form must be received by the board no later than 30 calendar days after the immigration judge renders an oral decision or mails a written decision.

It is important to note that the Board of Immigration Appeals must receive your appeal within the 30 calendar days. This is not mailing the appeal. If you mail the appeal within 30 days and they receive it after 30 days, your appeal is considered not timely and therefore will be dismissed.

UV: What happens after the Board of Appeals receives a Notice of Appeal?

After an appeal has been filed, jurisdiction shifts on your case from the Immigration Court to the Board of Immigration Appeals. A stay prevents the Department of Homeland Security from executing an order of removal. Stays are automatic in some instances and discretionary in others.

UV: What is an automatic stay?DR: A stay means stopping the deportation.

There are a limited circumstances in which an order of removal is automatically stayed.

This happens if there is a direct appeal of the immigration judge’s decision on the merits

policía de aurora investiga muerte sospechosa de niña

Aurora police investigate suspicious death of a child

UNA VOZ STAFF

AURORA – Aurora Police, in coordination with investigators from the DuPage County Child Advocacy Center, is investigating the death of a four year old girl, early Feb. 27.

According to authorities, at about 3:20 p.m. police officers responded to a 911 call from a home located in the 1100 block of Sandstone Court, reporting a child unconscious and not breathing.

The investigation showed the girl had injuries that could be consistent with child abuse. The girl was transferred to an Aurora hospital, where she was pronounced dead at 4:17 a.m.

A man and a woman were questioned by police and released without charges. However, DuPage county Assistant State’s Attorney Charles Ogan said a claim by the parents

that the girl had passed out and hit her head falling off the toilet didn’t make any sense.Meanwhile, the girl’s younger brother was placed in a foster home by a DuPage County

judge March 1. The two-year-old boy didn’t show any injuries. According to DuPage County authorities, the children were adopted about six months ago.

An autopsy performed at the Kane County Coroner’s Office on Feb. 28 confirmed there were injuries to the girl, but initial findings were inconclusive as to if they were caused by abuse. Further testing will have to be completed before a definite conclusion can be made as to how the girl sustained the injuries.

Police are not releasing the identity of the girl or more information on the two people questioned in connection with the case until the investigation is completed, something that could take several weeks.

of the case (not including bond and custody determinations); an appeal of an immigration judge’s denial of a motion to reopen deportation proceeding conducted in absentia (that’s when you are not present) under prior section 242B of the Immigration and Nationality Act; and the 30 period for filing either of these appeals, unless the right to appeal has been waived.

An appeal must be timely, within the 30 days, and properly filed for an automatic stay to take effect. In other words, when you file an appeal and there is an automatic stay, the detention and removal office does not deport you from the United States while your appeal is pending.

An automatic stay of removal expires when the Board of Immigration Appeals renders a final decision on your case.

If your appeal does not meet the requirements of an automatic stay, you can ask the board for a discretionary stay.

UV: And what is a discretionary stay?DR: The board entertains stays only when

an appeal, a motion to reopen or a motion to reconsider is pending before the board.

By filing a discretionary stay motion it does not in itself stay the execution or the order. You can still be removed from the United States, until the Board grants the motion to stay. That is the mayor distinction between an automatic stay and a discretionary stay.

Like the automatic stay, the discretionary stay of removal expires when the board renders a final decision on the case.

With discretionary stays there are two different types: an emergency stay and a non-emergency stay.

UV: What is the difference between an emergency and a non-emergency stay?

DR: For an emergency stay request, it must be submitted by an alien who is in custody and who is facing imminent removal from the United States. Accordingly, an alien not in the DHS custody must surrender to DHS custody pursuant to a request by DHS before an emergency stay will be considered by the board.

When an emergency stay request is granted

the board promptly notifies the parties.Under a non-emergency discretionary stay,

the board does not rule immediately on a non-emergency stay request, but considers the request during the normal course of adjudication.

In certain circumstances you can ask the Board of Immigration Appeals to expedite your request.

UV: In which cases can an appeal be expedited?

DR: Appeals and motions may be expedited only upon the filing of a motion to expedite and a demonstration of impending or irreparable harm or similar good cause. The motion must contain a complete articulation of the reasons to expedite and the consequences to the moving party if the request is not granted.

Expedite requests are generally not favored and should be requested only in compelling circumstances.

Examples of appropriate reasons to request expedited treatment include 1) imminent removal from the United States; 2) imminent ineligibility for relief, such as a minor alien aging out of derivative status; 3) circumstances threatening to moot the appeal absent prompt action by the board; and 4) a health crisis precipitating a need for immediate board action.

The board will consider all expedited requests that are properly filed. When a request is granted, the board will expedite the request without notifying the parties that their request has been granted. For administrative reasons the board cannot reply to all requests. Therefore, if you make a request for expedited response, and it is not granted, the board does not tell you.

Next week attorney David Richmond will talk about the specifics of an appeal, form EORR-26, how it is filed, where it is filed and what to expect.

Attorney David Richmond represents clients not only in immigration court but with all immigration-related matters. He conducts low-cost introductory interviews for $75 and will answer all your questions and advice you on your immigration situation. For an appointment, call (630) 897-5992

Two arrested men, suspects in 10 killings linked to drug trafficking

CHICAGO – Two Mexican citizens have been charged in a double murder and now could face charges in the murders of 10 people to steal drugs and money.

Police and prosecutors said Agustin Toscano, Raul Segura Rodriguez and Arturo Ibarra tied the hands of three men and slit their throats in a n apartment located in the 5800 block of North Winthrop Avenue in Chicago the afternoon of Feb. 26. One of the men survived and sought the help of a neighbor, who called police.

According to authorities, the three men tried to escape in a pick up truck and shot at police officers, who were keeping them under surveillance since before the murders.

During the shootout with police, a 39 year-old police officer was shot on the leg and Ibarra, 37, died. The other two men were arrested.

Police said the tree men had been under surveillance because they were suspects in the murders of at least 10 other people in drug trafficking incidents.

None of the alleged victims survived the other attacks.

During their bond court hearing Feb. 28, Toscano, 29, and Segura, 36, were charged with first-degree murder, attempted murder, home invasion and aggravated battery. Both men are in jail without bail.

Authorities said that shortly before the Feb. 26 murders, undercover agents had followed Ibarra’s truck to a CVS pharmacy. Authorities believe Ibarra was the head of their “crew.”

There, authorities said the men purchased rolls of duct tape and boxes of disposable moping cloths. From there the men went to the apartment on North Winthrop, where they were meeting their victims.

Prosecutors said the men wrapped the mop cloths with the duct tape to simulate packaged drugs.

Once in the apartment, the suspects robbed the three other men at

gunpoint, tied them up with their own belts, and slit their throats, escaping with bundles of cash.

Cook County Assistant State’s Attorney Jaime Santini said during the bond hearing that officers who were keeping an eye on the suspects saw the men exit the building and get in Ibarra’s truck.

Meanwhile, neighbors called police when the third victim exited the apartment. An officer entered the apartment and found the bodies of the other two men and called for backup.

A squad car crashed with the suspects two blocks from the scene, but the men in the truck opened fire and injured the officer on the leg.

The police chased them through some streets until the truck crashed with a utility box.

Santini said that when officers approached the truck, one of the men inside pointed a gun at an officer, who opened fire killing Ibarra.

Inside the truck officers found the fake drug packets, a bloody 6.5-inch knife, two handguns and six bundles of cash.

Until now Segura and Toscano haven’t been charged in any other cases, but officials said they believe the man are responsible for at least three mass murders last year, and the investigation is ongoing.

Last September police found the bodies of four men who had been shot to death in a drug-related attack in the West Lawn neighborhood. The men were found face down on the floor of a garage, with their hands, feet and mouth bound by duct tape.

In another incident in May, three men were found dead inside a car in an industrial zone near 48th Place and Whipple Street. Two of the victims had been shot multiple times inside the vehicle and a third victim was found in the trunk of the car.

In April, three men were found beaten to death and tied up inside a stolen car in the southwest side. Two of the men were found in the trunk and a third one in the back seat of the car.

Cruel battles continue in Libya

Naciones Unidas, Ban Ki-moon.

People protest demanding Gadhafi’s resignation from power.

UNA VOZ STAFF

LIBYA – Rebel forces defeated troops loyal to Libya strongman Moammar Gadhafi in a cruel battle at an oil port March 2. However, rebels are still asking for foreign support via air strikes to defeat Gadhafi.

Brega is a strategic oil production facility located 440 miles east of Tripoli, home to about one third of Libya’s population which is about 6 million inhabitants, and is at the center of the territory under Gadhafi’s control.

In Tripoli Gadhafi told residents that things would be bad if there is a U.S. or other western intervention in Libya and promised to turn his country into “another Vietnam,” saying that any foreign troops that set foot in Libya “will be entering hell and will drown in blood.”

During the last week pro-Gadhafi forces have focused their efforts in the western side of the country, securing the capital and trying to regain control of surrounding cities under rebel control.

They succeeded in reclaiming two small cities. However, western cities like Zawiva and Misrah, near Tripoli, have resisted the attacks of loyalist forces.

In Benghazi, the second most important city in the country and home to the rebel movement, a self proclaimed government was formed. They call themselves the

“interim government council” and is formed by opposition leaders, who have called out to other countries to conduct air strikes against non-Libyan mercenaries who are being used by Gadhafi to stop the uprising.

On Feb. 28 a military plane bombarded an air force base in a zone under rebel control south of Benghazi, the second largest city in the country and the place where the unrest started. However, official sources denied the bombing on state TV.

That same day protesters in Tripoli stayed away from the streets, afraid of violent confrontations with loyal forces.

Government officials said thousands of people could die if the popular unrest continues.

To date the death toll has climbed to 1,000, according to U.N. General Secretary Ban Ki-moon.

Official information puts the number of deaths in 300, while in diplomatic circles it is said the number is between 1,000 and 2,000 people dead. Meanwhile the Libyan Human Rights League has said about 6,000 people have died since the uprising started.

Meanwhile, U.S. Secretary of State Hillary Clinton said the government is exploring all options available to deal with Gadhafi and that “nothing is off the table so long as the Libyan government continues to threaten and kill Libyan citizens.”

Clinton also said humanitarian aid teams

had already been sent to the borders of Tunisia and Egypt.

White House press secretary Jay Carney said “exile is certainly one option” for Moammar Gadhafi and said “Col. Gadhafi needs to step aside.”

Meanwhile Pentagon spokesman David Lapan said the United States was “repositioning” air and naval forces in the region to be prepared for any option they may need to set in motion. He declined to comment on whether or not ground forces had been put on alert of if leaves were cancelled because of the situation in Libya.

Protests started Feb. 15 and have spread throughout the eastern portion of the country, freeing cities from the Gadhafi regime.

In some areas army troops have defied orders to shoot during peaceful demonstrations and have joined the rebel forces.

Libya’s representatives before the United Nations have turned their backs on Gadhafi and have joined the rebels in their efforts to remove Gadhafi from power.

Some cities in the northwest of the country, near Tripoli, are now in the hands of rebels and the opposition has said they have control over two of the most important oil ports in the country: Breqa and Ras Lanouf.

The production of oil in the country is almost at a standstill and this has caused gas prices to go up all around the globe.

The price of a barrel of crude oil went up

to $102, something not seen since September 2008.

Members of the opposition have held protests in Tripoli and other cities where they have clashed with government supporters. These clashes have left hundreds of people dead and thousands of injured.

Forces loyal to Gadhafi are a mix of Libyan and foreign mercenaries. This group has received orders to deal with the protesters and arrest them in their homes.

Members of these military groups have setup checkpoints outside mosques throughout Tripoli, to intimidate members of the opposition and prevent them from gathering. Vehicle checks were also conducted on the streets..

Meanwhile, these clashes have prompted a massive exodus of people to the borders, most of them foreign workers.

European countries and Egypt have started emergency operations and have sent ships to the area to handle this chaotic situation.

Over 77,000 people have crossed the border into Egypt, and a similar number is in Tunisia, while 30,000 more are waiting at the western border.

Melissa Fleming, a spokesperson with the UN agency for refugees, said Gadhafi’s troops seem to target Egyptian and Tunisian people, apparently because they believe they are behind the uprising that seeks to get rid of Gadhafi after 42 years in power.

arrestan a autor intelectual de asesinato de agente de ice

REDACCIÓN UNA VOZ

CD.

Man who planned attack on ICE agents arrested

UNA VOZ STAFF

MEXICO CITY – Mexican marines arrested Sergio Antonio Mora Cortes ‘El Toto,’ alleged mastermind of the attack in which U.S. Immigrations and Customs Enforcement agent Jaime Zapata was killed.

The arrest took place in Saltillo, capital of the northern state of Coahuila, the morning of Feb. 27.

Navy spokesman Jose Luis Vergara Ibarra said ‘El Toto’ is considered the boss of Julian Zapata Espinoza ‘El Piolin,’ who was arrested Feb. 23 and charged with participating in the attack that killed agent Zapata and left another agent injured.

Mora Cortes was arrested along with five other men in a hotel in downtown Saltillo.

According to Navy officials, Los Zetas criminal organization ordered the attack and death of both agents, which makes it a planned incident and not confusion, as ‘El Piolin’ had said after his arrest.

Authorities have linked Mora Cortes with Miguel Angel Treviño Morales ‘El Z-40’ and with Jesus Enrique Rejon Aguilar ‘El Mamito’, an ex army officer who, according to federal authorities, is considered one of the Los Zetas members with most seniority and who is being wanted by the Mexican Attorney General’s Office (PGR). There is a reward of 20 million pesos for his arrest.

In a written statement the PGR indicated that ‘El Toto’ had been in charge of supervising and make efficient the handling of the San Luis Potosi area for the group, and his duties included providing intelligence information, financial data, drug, weapons and cash trafficking routes and patterns to ‘El Z-40.’

He also has been linked with the murder of the Nuevo Laredo Public Safety director, Gen. Manuel Farfan and two others. Also it is believed he is linked to the escape of several prisoners from a Nuevo Laredo jail a few days ago.

During the operation five other people were arrested along with Mora Cortes: Carlos Daniel Zevalva Cortez ‘El Danny,’ Enrique Zermeño Garcia ‘El Quique,’ Miguel A. Alejo Garcia ‘El Gato,’ all of them from Nuevo Laredo, Tamaulipas; Fernando Gonzalez Zuniga ‘El Pinolillo’ or ‘El Pinol, from Honduras; and Armando Francisco Gonzalez ‘El Ojitos,’ from Chula Vista, California.

Authorities also seized six grenades, three luxury vehicles, $15,720in cash, 3,040 pesos and 10 sets of communication equipment.

‘El Piolin’ was arrested along with eight other Los Zetas members on Feb. 23 and authorities identified three of them as participants in the incident where agent Zapata was killed. Among the arrested were three women, including Zapata Espinoza’s wife.

Zapata Espinoza is currently under police custody for 40 days while authorities investigate his participation in crimes against health, organized crime and violation to the Federal Firearms and Explosives Law.

He had been arrested in 2009 but a federal judge let him bond out of court because his crimes were minor.

Meanwhile, Public Safety officers arrested Luis Miguel Rojo Ocejo ‘El Oso Rojo’ on Feb. 27. He was identified as a financial leader for Los Zetas in San Luis Potosi. The 27 year-old man has been identified as being close to ‘El Manito.’

Public Safety officers said federal officials and police executed search warrants in seven homes in San Luis Potosi state and four in the city of Nuevo Laredo as part of this investigation.

Sergio Antonio Mora Cortes ‘El Toto’, accused of being the mastermind of the attack that claimed the life of an immigration and customs enforcement agent and left another agent injured, was arrested by Mexican authorities Feb. 27.

Weapon that killed ICE agent was sold in TexasUNA VOZ STAFF

WASHINGTON – The weapon used to kill U.S. Immigration and Customs Enforcement agent Jaime Zapata in San Luis Potosi, was purchased through a gun smuggler that operated out of Lancaster in Texas.

Officers with the Bureau of Alcohol Tobacco, Firearms and Explosives said the weapon was traced after an intense investigation of sales records and following leads in Mexico and the United States.

The investigation took them to Lancaster, a Dallas suburb, where three men were arrested Feb. 28 for sale and illegal trafficking of assault riffles.

Those arrested were Otilio and Ranferi Osorio, as well as Kelvin Morrison.

According to WFAA TV, the three men had been under investigation since last year for smuggling.

Federal agents said the men would make legal purchases of guns at gun shows and gun stores, but then sold them illegally to Mexican drug cartels.

“We believe they have their own firearms trafficking organizations, individuals here to purchase guns for these organizations”, Robert Champion, special agent in charge of the ATF Dallas field office said.

According to the TV station, authorities received word on Feb. 25 that the men were linked to a gun found at the scene where ICE agent Zapata was slain.

While the serial numbers in the weapon were partially destroyed, ATF agents were able to trace the gun to a gun shop in Joshua, about 20 miles south of Forth Worth.

The store owner told the TV station that all the background checks were conducted according to the law and that the weapon was purchased legally.

According to some sources cited by local media, Otilio and Ranferi were believed to be members of Mexican drug cartels, while Morrison, who is their neighbor, is believed to be the man who purchased the gun.

Ballistics tests confirmed the gun was used in the death of the agent.

“This is a typical firearms trafficking scheme that we have been investigating for quite some time,” Champion said.

According to the ATF, Americans are recruited by drug cartels to purchase guns that are then used in deadly confrontations in Mexico, receiving between $50 and $500 per weapon.

Over 600 arrested in bust of Mexican cartels

A weapon like this one was used by gunmen to attack immigration agents in San Luis Potosi.

WASHINGTON – U.S. law enforcement agencies conducted a series of sweeps against Mexican drug cartels and their associates, resulting in over 600 people arrested.

During the coordinated sweep, the U.S. Immigration and Customs Enforcement agency and its associated agencies arrested 676 people and seized over $12 million, 282 weapons and 94 vehicles, as well as 40,000 pounds of marijuana, 467 kilograms of cocaine, 64 pounds of methamphetamines and 21 pounds of heroine.

The sweeps took place a week after ICE agent Jaime Zapata was gunned down in a San Luis Potosi highway.

“We will not tolerate the murder of a U.S. agent, or any U.S. official,” Carl Pike, assistant special agent in charge of the Drug Enforcement Administration’s special operations division said.

DEA spokesman Michael Sanders said the “underlying reason to conduct the operation was to see if we could gather any type of intelligence or information from them, or that can help FBI in their investigation of agent Zapata’s murder.”

“It’s a response to the agent’s death… we are shaking the tree to get good and solid inteliggence information,” Sanders said.

The sweeps were conducted in San Diego, San Antonio, Chicago, Detroit, Atlanta, Newark, Miami and Denver between Feb. 23 and Feb. 25.

Derek Maltz , an agent in charge of the operation, said the arrests were made not only in the United States but also in Mexico, El Salvador, Panama, Colombia and Brazil.

“We have deployed thousands of agents in this operation,” he said.

DEA sources said the sweeps, besides destroying Mexican drug cartel cells in the United States, gathered information on intelligence, which will be shared with Mexican officials to disarticulate organizations or speed up the arrests of important drug dealers or criminals.

Ex Garibaldi singer ran over, still delicate

UNA VOZ STAFF

GUADALAJARA – Former Garibaldi singer Xavier Ortiz was ran over while traveling in his motorcycle near Guadalajara, resulting in multiple fractures.

The accident happened the afternoon of Feb. 27.Ortiz was traveling with a group of friends when a

truck driven by Totatiche, Jalisco, Mayor Luz Elena Cardenas Salazar hit the singer and actor.

Ortiz was taken to a local hospital, where he received first treatments, but afterwards he was taken to a second hospital, where he underwent surgery to repair multiple fractures in the femur, tibia and fibula in his left leg. The surgery was performed to save his leg, as doctors at first were unsuccessful trying to stop the bleeding.

Also, he has several broken ribs and a problem in a lung.

“Xavier is awake, the prognosis is positive; however, rehabilitation could take between six and eight months. This means he will have to postpone several projects he had already confirmed, among them is return to the stage in Aventurera, Garibaldi shows and the administration of the restaurant-bar he just opened in this city,” Daniel Ortiz, one of Javier’s brothers, told a Guadalajara newspaper.

Hours after the accident, Xavier’s ex wife Patricia Manterola, actress Araceli Arambula and Garibaldi band member Sergio Mayer made a call on Twitter for blood donations, as Xavier suffers from a blood disorder and needed transfusions.

In reference to the public official who is allegedly responsible for the accident, Daniel said that “these are accidents, it’s very hard to know who is to blame. The affected in this case is Xavier, we hope the woman would contact us to talk and negotiate,

(we want to) meet her, tell her that we are not going to seek revenge or cause problems, but one way or another the damage must be repaired.”

Meanwhile Totatiche Mayor Luz Elena Cardenas Salazar went to the office of the State’s Attorney to deposit some money to cover damages, in case she is found responsible for the accident. She paid 320,000 pesos.

Meanwhile, friends and relatives are raising funds to pay for the medical expenses, as Ortiz doesn’t have the financial resources to cover the expenses, which can go from 500,000 to 3 million pesos.
