Crime drops in Aurora in 2010

AURORA – Major crimes continue dropping in Aurora, according to information released by the Aurora Police Department.

Major crimes include violent crimes like murder, criminal sexual assault, robbery and aggravated assault/battery; and the property crime categories of burglary, theft, motor vehicle theft and arson.

In 2010 there were 4,432 reports of major crimes in the city. When compared to 2009, violent crimes went down 13.98 percent and property crimes 10.49 percent.

When it comes to violet crimes, murders went down 20 percent, while robberies were down 19.12 percent. Aggravated assaults/batteries decreased 14.69 percent, thefts were down 14.15 percent and motor vehicle theft declined 29.23 percent.

The only three categories that went up in 2010, in comparison to 2009, were criminal sexual assaults, 1.59 percent; burglaries, 8.61 percent; and arson, 47.62 percent.

While not part of the major crimes, authorities also reported that shootings went down, as well as the number of car crashes.

In 2010, 75 shootings were reported, the lowest number since authorities started tracking them down in 1996, when there were reports of 357 shootings.

Meanwhile, car crashes went down from 4,980 in 2009 to 4,842 in 2010.

Disminuye el crimen en Aurora en 2010

AURORA – Los crímenes de mayor importancia han continuado disminuyendo en Aurora, de acuerdo a información proporcionada por la policía.

Tom Weisner, resultó ileso después de que se vio involucrado en un accidente menor de tránsito en el Condado de Kane.

De acuerdo a reportes de agentes del Alguacil del Condado de Kane, Weisner, de 61 años, viajaba en dirección norte por Kirk Road, al sur de la Ruta 38 en Geneva la tarde del 4 de marzo. Al acercarse a la intersección varios automóviles perdieron control porque había hielo

en el pavimento. El automóvil que transitaba enfrente del alcalde frenó de pronto y el alcalde chocó con ese vehículo, tripulado por una joven de 17 años de Geneva.

El alcalde viajaba en un vehículo oficial de la ciudad, acompañado por su esposa.

La joven dio a los oficiales la misma versión del accidente. Nadie resultó herido y no se emitieron multas en el accidente.

GENEVA – The number of felony charges filed in Kane County went down for third straight year.

Kane County State’s Attorney Joe McMahon said the final 2010 crime report for the county will be out next week.

McMahon said there were 3,158 felony arrests made in 2010, compared with 3,588 in 2009 and 3,611 in 2008.

The trend is due, in part, to changes in the law that downgraded crimes from felonies to misdemeanors. McMahon also credited police departments throughout the county for this trend.

The state’s attorney’s office also reported that DUI arrests were down in 2010, when 1,887 arrest were made, compared with 2,069 in 2009.

McMahon attributed the drop in DUI charges to the “no-refusal” operations carried throughout the county, which allow law enforcement officers to expedite the booking process for DUI, but also credited more awareness among people.

He also said his office has a 95 percent conviction rate, which means that 19 out of 20 people charged by the Kane County State’s Attorney’s office will have some sort of conviction on their record.

AURORA – Aurora Mayor Tom Weisner was involved in a minor car crash in Kane County. He was not hurt.

According to reports from Kane County Sheriff’s officers, Weisner, 61, was traveling north on Kirk Road, south of Route 38 in Geneva the evening of March 4.

When he was near the intersection, several cars lost control because of ice. The vehicle in front of Weisner’s car slammed on the brakes, and the mayor’s car crashed into it. The car was driven by a 17-year-old Geneva girl.

The mayor was with his wife in a city car when the accident happened.

The young woman gave officers the same account of the accident. Nobody was hurt and no tickets were issued.

UV: ¿Qué hay que hacer para apelar la decisión de un juez de inmigración?

DR: Para poder apelar la decisión de un juez de inmigración, usted debe llenar la forma EOIR-26 Notice to Appeal (Aviso de Apelación). Este Aviso de Apelación EOIR-26 incluye su número A, información importante sobre su caso incluyendo la decisión del juez, y el escrito legal que apoya su apelación.

UV: ¿Qué pasa una vez que se presenta una forma de apelación EOIR-26?

DR: Una vez que la forma de apelación es debidamente presentada dentro de los 30 días de la decisión del juez de inmigración, se envía un recibo por escrito tanto al extranjero como al Departamento de Seguridad Nacional (DHS, por sus siglas en inglés). Last week immigration attorney David Richmond spoke about appeals of an immigration judge decision. This week he specifically talks about the specifics of an appeal, form EOIR-26, how it is filed and where it is filed and what to expect.

UV: What do you do to appeal a judge’s decision?

DR: In order to appeal an immigration judge’s decision, you file a form, EOIR-26 Notice to Appeal. A Notice to Appeal EOIR-26 includes your A number, important information about your case, including the judge’s decision, and then the brief in support of your appeal.

UV: What happen once the appeal form EOIR-26 is filed?

DR: Once an appeal is properly filed within 30 days of the immigration judge’s decision, a written receipt is sent to both the alien and the Department of Homeland Security (DHS.) The appeals board will then obtain the record of proceedings from the immigration court and, in appropriate cases, a briefing schedule is provided to both sides. You can file a legal brief in support of your appeal or you can ask for additional time to file the legal brief in support of your appeal.

The Board of Immigration Appeals will then provide you with a transcript of the proceedings and a briefing schedule to submit your additional information, which is in the form of a legal brief supporting your case.

UV: What is a legal brief?DR: A legal brief advises the Board of

Immigration Appeals of a party’s position and arguments. A well-written brief is in any party’s best interest and is, therefore, of great importance to the board.

UV: What are the requirements of a brief?DR: The brief should be clear, concise, well-

organized, and should cite the record and legal authorities fully, fairly, and accurately.

Briefs should always recite those facts which are appropriate and pertain to the adjudication of the appeal and should cite proper legal authority where such authority is available.

There are no limits to the number of pages on an appeal brief. Parties are encouraged, however, to limit the body of their briefs to 25 pages.

UV: Can you give us an example of an appeal case?

DR: Recently, I had a client who was represented by another attorney in immigration court that was unhappy with the judge’s decision. The client did not feel previous counsel properly represented him with the immigration judge. They had asked for a continuance and was not prepared to argue his case. When the judge denied his continuance request, the judge ordered that person deported.

That client based his appeal on ineffective assistance of counsel, i.e., his attorney was not prepared.

UV: Are there any other types of appeal?DR: Many other appeals are based on a person’s

belief that the judge did not give consideration to their

evidence that was presented and there are appeals based on ‘the judge just got the law wrong.”

UV: Are the appeals always written?The board occasionally grants oral arguments

at the request of the Department of Homeland Security or you. In such cases, parties present their case orally to a panel of three or more Board of Immigration Appeals members in a courtroom setting.

UV: What happens once the appeal form reaches the judge?

DR: If there is no oral argument, one judge from the Board of Immigration Appeals will read your case or read your legal brief, read the information that the Department of Homeland Security submits and makes a decision based only on the record.

UV: Can all the immigration judge’s decisions be appealed?

DR: In some instances, when you ask for relief from the immigration judge you waive your ability to appeal the immigration judge’s decision.

This is done typically when you ask for voluntary departure, the immigration judge grants your voluntary departure and then you say ‘well, I didn’t want voluntary departure, I wanted something else’. In that situation you are unable to appeal the judge’s decision because the judge granted you want you asked for.

UV: Do people need a lawyer or legal representation to appeal a judge’s decision?

DR: A person who appeals a judge’s decision

may appeal without a legal representation, pro se, or with legal representation.

UV: How long does it take for the appeal from beginning to end?

DR: It can take a long time, sometimes a year, for the Board of Immigration Appeals to render a decision on your case.

UV: What are the outcomes that can be expected?

DR: They will either remand your case back to the immigration judge with instructions of what the judge should do or they will deny your appeal.

If your appeal is denied, the prior orders of the immigration judge become in effect again.

Therefore, if you were previously ordered removed from the United States, i.e., deported, your removal order is reinstituted and you have to comply with the rules and regulations of the removal order.

Anti immigrant wave in the USUNA VOZ STAFF

The anti immigrant sentiment in the United States appears to be increasing in the United States, even after President Barack Obama told his Mexican counterpart, Felipe Calderon, that he is committed to an immigration reform that includes a legalization path for millions of undocumented immigrants that are currently in the United States.

There is a group, the coalition State Legislators for Legal Immigration, which is promoting an initiative to reinterpret the 14th Amendment to the Constitution, and deny automatic U.S. citizenship to children of undocumented immigrants who are born in the United States.

About 70 state legislators from 41 states are members of this coalition, which seeks to introduce simultaneously its proposal in local legislatures.

The states represented in the coalition are: Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Washington and West Virginia.

In at least 26 of these states there are anti immigrant laws under consideration by local legislatures.

In Illinois, State Rep. Randy Ramey Jr., of West Chicago, presented the proposal HB 1969, which gives authorization to local law enforcement officers to stop anyone they suspect is an undocumented immigrant. The proposal would penalize foreign citizens who do not carry a legal residency card with them at all times and also would penalize employers who knowingly hire undocumented workers. The proposal also would impose severe fines to people who transport, hide or protect undocumented immigrants.

In Alabama, the House of Representatives is scheduled to consider a bill that would find undocumented immigrants guilty of trespassing just by being in the state of Alabama. The proposal would also allow a police officer who has “reasonable doubt” to determine the immigration status of someone stopped for traffic violations or during an arrest. The proposal, known as House Bill 56, also makes it a crime to knowingly hire or transport undocumented immigrants.

There are several proposals pending before the Arizona Senate, which would be

detrimental to undocumented immigrants if they are passed by the legislature. The proposals include denying education to children of undocumented immigrants, prevents undocumented immigrants from driving or purchasing a vehicle and would effectively turn hospital workers into immigration agents, as they would have to confirm the legal status of a patient before providing non-emergency care.

In Arkansas, House Bill 1292 currently under consideration would prohibit undocumented immigrants from receiving most state benefits, but that does not include prenatal care. Also under consideration is HB 1013, that gives the state Contractors Licensing Board the authority to sanction contractors who hire undocumented workers or subcontractors that they know hire undocumented immigrants. The punishment could be the suspension or revocation of a license for knowingly hiring undocumented workers. HB 1013 was passed by the House and now is under consideration of a Senate committee.

California is considering a proposal that would require police to investigate the immigration status of anybody they suspect is in the country illegally.

In mid-February Colorado rejected two anti immigrant proposals: SB 54 and SB 129. SB 54 would have given police probable cause to arrest someone they suspect is an undocumented immigrant. Meanwhile, SB 129 would have required all the businesses in the state to participate in the federal E-Verify program to make sure their employees are authorized to work in the United States.

In Florida state legislature is considering measures that, if approved, would allow police to question the immigration status of anybody they suspect is in the country illegally. Also, it would increase sentences for crimes committed by undocumented immigrants.

In Georgia the House of Representatives approved a bill that allows police to verify the immigration status of crime suspects and punishes people who transport or give refuge to undocumented immigrants. The bill also forces employers to use the federal E-Verify program, while those who present fake documents when applying for a job will be charged with an aggravated crime with sentences of up to 15 years in prison and a $250,000 fine.

In Indiana, the state Senate sent a proposal to the House of Representatives, which in general requires local and state law enforcement agencies to ask for proof of legal residency to people that have been stopped or arrested, if the officer has reasonable doubt that the person is

in the country illegally. The bill SB 590 also mandates state agencies and state contractors to use E-verify, and declares English as the only language to be used in public meetings and public documents.

Meanwhile, the House of Representatives in Kansas approved a measure that reverts the 2004 decision to provide in-state tuition in colleges and universities to undocumented immigrants.

In Kentucky, a measure approved by the Senate in January and is now under consideration by the House of Representatives, would allow law enforcement officials to determine the immigration status of someone who has been stopped for another reason, for example, for traffic issues, and who is suspected of being an undocumented immigrant. A similar initiative is under consideration in North Carolina and South Carolina.

In Maine, besides considering the same proposal as Kentucky and other states, the governor has eliminated the “sanctuary state” policy for undocumented immigrants. Specifically, the governor eliminated the order that prevented state employees from asking or providing information about the immigration status of a person, except for limited circumstances.

In Michigan, HB 4305 would require law enforcement agents to make “a complete, full and appropriate attempt” to verify the immigration status of someone stopped for a different offense, and if officers have probable cause to suspect that person is in the country illegally. Also, it would require government agencies to verify the immigration status of people older than 18 years of age that apply for local, state or federal public benefits. Agencies or officers who adopt policies limiting or restricting the enforcement of federal immigration law could face fines.

In Mississippi both the Senate and the House or Representatives have approved bills that allow police to check the immigration status of any person who is detained for a traffic violation. Currently a negotiation to merge both versions is on the way and the governor has said he will sign it into law.

In Montana, HB 178 was approved by the House of Representatives. This proposal requires officers to verify electronically if someone is legally in the country before issuing a drivers license or a state ID card. If the bill becomes law, law enforcement agents would use a federal database to determine the legal status of an applicant.

In Nebraska, the Senate is considering a measure that would require all non-U.S.

citizens to carry a proof of their legal status in the country, and would give law enforcement agents the authority to check the immigration status of people.

The House of Representatives in New Mexico approved a proposal to effectively suspend the emission of driver’s licenses to undocumented immigrants. The bill is now under consideration by the Senate.

In Oklahoma, the House of Representatives is considering a bill that would give law enforcement agents the authorization to question the immigration status of people during a traffic stop and would prevent drivers from stopping their vehicles on public streets to hire day laborers.

In Oregon, the House of Representatives is considering a proposal that would mandate all public officers to enforce immigration laws or they would be made legally responsible for not doing so.

In Pennsylvania several state legislators presented a proposal called the National Security Begins at Home illegal immigration bill. This proposal would give local and state law enforcement agents the authority to arrest undocumented immigrants and submit them for deportation. Also, it would require employers and government entities to register in the E-Verify program and would grant the state the authority to print “natural-born citizen” in birth certificates. It would also establish financial sanctions against sanctuary cities and would eliminate unemployment, welfare and other non-emergency public services for undocumented immigrants.

In Texas, over 100 immigration-related proposals are under consideration in the legislature, including those that would give state and local police the authority to enforce federal immigration law, that would make English the official language and would prevent undocumented immigrants from paying in-state tuition at colleges and universities and from getting scholarships. The state is also considering a bill that would sanction those who knowingly hire undocumented workers, unless they work in singe-family households, like nannies, housekeepers and lawn caretakers.

In Utah both chambers passed a law that would allow undocumented immigrants to remain in the state as guest workers with their families. The law also requires police officers to verify the immigration status of someone stopped by a relatively minor or a felony. This would be optional for those stopped for minor infractions. The proposal is only waiting for the governor to sign it into law.

El sentimiento antiinmigrante parece ir en aumento en Estados Unidos, aún después de que el presidente Barack Obama dijera a su homólogo de México, Felipe Calderón, que está comprometido a ver la autorización de una reforma migratoria integral, que incluya una vía de legalización para los millones de inmigrantes indocumentados que están en el país.

Actualmente existe un grupo, la coalición Legisladores Estatales por al Inmigración Legal (State Legislators for Legal Immigration), el cual está promoviendo una iniciativa para modificar la interpretación de la Enmienda 14 de la Constitución y negarle la ciudadanía a los hijos de inmigrantes indocumentados que nazcan en territorio estadounidense.

La coalición, integrada hasta el momento por alrededor de 70 representantes de 41 estados, busca presentar simultáneamente en sus respectivos congresos esta propuesta. Los estados representados en esta coalición son: Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachussets, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nueva Hampshire, Nueva Jersey, Nuevo México, Nueva York, Carolina del Norte, Ohio, Oklahoma, Oregon, Pennsylvania, Carolina del Sur, Dakota del Sur, Tennessee, Texas, Utah, Virginia, Washington y Virginia Occidental.

En cuando menos 26 de estos estados también están bajo consideración a nivel estatal algunas leyes antiinmigrantes.

En Illinois, el representante estatal Randy Ramey Jr., de West Chicago, presentó la propuesta HB 1969, que autoriza a fuerzas locales de policía a detener a cualquier persona que sospechen es un inmigrante indocumentado. La propuesta impondría multas a extranjeros que no carguen un permiso de residencia en todo momento y a empleadores que intencionalmente contratan a inmigrantes ilegales. La propuesta también impondría severas multas a personas que transporten, escondan o protejan a inmigrantes indocumentados.

En Alabama, la Cámara de Representantes está programada a considerar una propuesta de ley que encontraría a los inmigrantes indocumentados culpables de traspaso por el simple hecho de estar en Alabama. La propuesta también permitiría a un oficial de policía que tenga una “sospecha razonable” el determinar el estatus migratorio de una persona durante una detención de tránsito o al momento de hacer un arresto. En el Senado de Arizona se encuentran pendientes varias propuestas que afectarían a los inmigrantes indocumentados de ser aprobadas. Estas propuestas incluyen el negarle educación a los niños indocumentados, también prohíbe a los inmigrantes indocumentados manejar o compara un vehículo y convertiría a los empleados de hospital en agentes de inmigración, ya que tendrían que confirmar el estatus legal de los pacientes antes de brindarles a tención médica que no sea de emergencia.

En Arkansas, la propuesta House Bill 1292 prohibiría a los inmigrantes indocumentados recibir la mayoría de beneficios estatales, pero no incluye el cuidado prenatal. También en el estado se considera la propuesta HB 1013, que da a la Junta de Licencias de Contratistas del estado la autoridad para dar sanciones a los contratistas que dan empleo a personas que están en el país de forma ilegal, o que contratan a subcontratistas que emplean a inmigrantes ilegales. El castigo puede ser la suspensión o revocación de la licencia a quien de empleo a indocumentados sabiendo su estatus migratorio. La propuesta HB 1013 ya fue aprobada en la Cámara de Representantes y ahora está bajo consideración de un comité del Senado.

California está considerando una propuesta que requeriría que la policía investigara el estatus migratorio de cualquier persona que sospeche está en el país de forma ilegal.

Colorado a mediados de febrero rechazó dos propuestas antiinmigrantes: SB 54 y SB 129. La propuesta SB 54 hubiera dado a la policía causa probable para arrestar a cualquier persona que sospecharan era indocumentada. Mientras tanto la propuesta SB 129 requería que todos los negocios del estado participaran en el programa E-Verify del gobierno federal para asegurarse que sus empleados estuvieran autorizados para trabajar en Estados Unidos.

En Florida la legislatura estatal ha introducido medidas que, de ser aprobadas, permitirían a la policía cuestionar el estatus migratorio de cualquier persona que ellos sospechen está en el país de forma ilegal. Además, propone aumentar las penas a crímenes cometidos por inmigrantes ilegales.

En Georgia la Cámara de Representantes aprobó un proyecto

Este proyecto de ley también obliga a los empleadores a verificar la condición migratoria de las personas que contraten, mientras que quienes presenten documentación falsa en solicitudes de trabajo serán acusadas de un delito grave, que conllevará una pena máxima de 15 años de prisión y una multa de 250 mil dólares.

En Indiana, el Senado estatal envió una propuesta de ley a la Cámara de Representantes, que generalmente requiere que agencias de la ley estatales y locales pidan prueba de residencia legal a personas que han detenido o arrestado, si el oficial de policía tiene sospechas razonables de que esa persona está en el país de forma ilegal. La propuesta, SB 590, también ordena que las agencias estatales y contratistas del estado usen E-verify y requiere que solo se use el idioma inglés en reuniones públicas y en documentos públicos.

Mientras tanto, en Kansas la Cámara de Representantes aprobó una medida que revertirá la decisión de 2004 de dar colegiatura local en universidades y colegios del estado a los inmigrantes indocumentados.

En Kentucky, una medida aprobada por el Senado en enero y que ahora se encuentra bajo consideración en la Cámara de Representantes, permitiría a oficiales de la ley determinar el estatus de inmigración de alguien que ha sido detenido por otra razón, por ejemplo, por asuntos de tránsito, y que se sospecha es un inmigrante indocumentado. Esto mismo está bajo consideración en Carolina del Norte y Carolina del Sur.

En Michigan, la propuesta de ley HB 4305 requeriría que los agentes del cumplimiento de la ley hicieran un “intento completo y apropiado” de verificar el estatus migratorio de una persona que es detenida por otra ofensa y si los oficiales tienen causa probable de sospechar que la persona se encuentra en el país de forma ilegal. Además, requeriría que las agencias del gobierno verificaran el estatus migratorio de las personas mayores de 18 años de edad que soliciten beneficios públicos federales, estatales o locales. Agencias u oficiales que adopten políticas que limiten o restrinjan el cumplimiento de la ley federal de inmigración pueden enfrentar multas.

En Mississippi tanto la Cámara de Representantes como el Senado han pasado propuestas de ley que permiten a la policía revisar el estatus migratorio de cualquier persona que es detenida por una violación de tránsito. Actualmente se encuentran negociando las diferencias en las propuestas, pero el gobernador ha dicho que firmará la ley.

En Montana, la propuesta HB 178 de la Cámara de Representantes fue aprobada. Esta propuesta requiere que oficiales verifiquen de forma electrónica si una persona se

encuentra de forma legal en el país antes de emitir una licencia de manejo o una tarjeta de identificación. Si la propuesta se convierte en ley, agentes de la ley usarían una base de datos federal para determinar el estatus legal de la persona.

En Oklahoma, la Cámara de Representantes está considerando una propuesta de ley que autorizaría a agentes de la ley locales y estatales a preguntar el estatus migratorio de personas detenidas durante una parada de tránsito, además de que evitaría que choferes detuvieran sus vehículos en las vías públicas para contratar a jornaleros.

En Oregon, la Cámara de Representantes está considerando una propuesta que exigiría a todos los oficiales públicos que hagan cumplir las leyes de inmigración o serían hechos legalmente responsables por no cumplir con este mandato.

También está la propuesta que sancionaría a quien contrata a inmigrantes indocumentados sabiendo su estatus migratorio, excepto si estos se dedican a tareas en casas residenciales, como por ejemplo niñeras, jardineros y sirvientas.

En el estado de Utah, ambas cámaras aprobaron una ley que permitiría a los indocumentados permanecer en el estado como trabajadores huéspedes con sus familias. También esta ley exige a la policía que verifique el estatus migratorio de quien sea detenido por un delito relativamente menor o uno grave. Esto sería opcional para las personas detenidas por una falta o infracción menor. Esta ley solo espera la firma del gobernador para entrar en vigor.

Man says he is purchasing chili peppers, authorities charge him with money laundering

GENEVA – Un hombre de California fue acusado de lavado de dinero, después de que no pudo convencer a las autoridades que el dinero que transportaba en paquetes envueltos en plástico, 43 mil dólares, era para comprar chiles mexicanos.

Un oficial del Alguacil del Condado de Kane detuvo a Henry Franco alrededor de la 1 p.m. el 4 de marzo en al Interestatal 88 cerca de la Ruta 47, debido a que un gancho para remolque en la camioneta de Franco estaba cubriendo la placa del vehículo.

Franco, de 57 años, aparentemente le dijo al oficial que había viajado desde su casa en Covina, California, al área de Chicago para visitar a un amigo enfermo. La visita iba a

durar un día y tenía que regresar manejando a la costa oeste. Sin embargo, el hombre no pudo proporcionar el nombre ni la dirección del amigo.

Franco autorizó a que revisaran su camioneta y dijo al oficial que tenía un morral con 43 mil dólares en efectivo. De acuerdo con la policía, el hombre dijo que la mayoría del dinero iba a ser usado para comprar chiles de México.

Después de ser interrogado, Franco aparentemente dijo a las autoridades que había conocido a un hombre en Chicago, quien le había dado el morral, esto después de que Franco había recibido una llamada telefónica de un sujeto desconocido dándole instrucciones para un lugar de reunión.

GENEVA – A California man was charged with money laundering, after he couldn’t convince authorities that the money he was carrying in shrink-wrapped bundles, about $43,000, was destined to purchase Mexican chili peppers.

A Kane County Sheriff’s officer stopped Henry Franco at about 1 p.m. March 4 on Interstate 88, near Route 47, because a trailer hitch in Franco’s truck was partially covering the license plate.

Franco, 57, allegedly told the officer that he had traveled from his home in Covina, California, to the Chicago area to visit a friend who was sick. The man told the officer

the visit was only for one day and that he had to go back to the west coast the following day. However, the man couldn’t provide his friend’s name or address to the officer.

Franco authorized a search of his truck and told the officer that he had a satchel with $43,000 in cash. According to police, the man said most of the money was destined to purchase Mexican chili peppers.

After being questioned, Franco allegedly told authorities that he had met a Man in Chicago, who had given him the satchel, this after Franco had received a phone call from an unknown man directing him to a meeting location.

Franco is free on bond, after a judge set his bail at $50,000.

GUADALAJARA – State Police officers secured a stockpile and 200 kilos of crystal , as well as other ingredients to manufacture drugs at a home in the Colinas del Martel neighborhood on the road to Colotlan. In another location, authorities found trucks equipped with weapons powerful enough to bring down planes.

After authorities received reports that strong chemical fumes were coming out of a home, officers arrived on the scene and found two people and a laboratory to manufacture synthetic drugs.

The men arrested are Gabino Rios Ramos, 44 and Francisco Javier Medina Miranda.

As part of the same operation, another home was searched and in there authorities found six trucks, four of them armored, with Sinaloa, Sonora and Jalisco license plates.

Two of the trucks had Barret caliber 50 weapons affixed to their frames. These weapons have a black market value of over $10,000 and can bring down planes and penetrate armored vehicles. Authorities also found a Fall caliber 7.62 and 70 kilos of crystal.

The arrested men have not revealed which organized crime group owns the weapons and the drugs that were seized by authorities.

ingredientes para fabricar drogas sintéticas en una casa de la colonia Colinas del Martel, localizada en la carretera a Colotlán.

En otro sitio, autoridades encontraron camionetas equipadas con armamento antiaéreo, capaz de derribar aviones.

Después de que las autoridades recibieran reportes de que salían olores a químicos de una finca, oficiales llegaron al lugar y encontraron a dos personas, así como un laboratorio para fabricar drogas sintéticas.

Detienen a ‘El Mayito’Acusado de haber participado en homicidio

MEXICO CITY – Mario Jiménez Pérez ‘El Mayito’, quien tiene nexos con Los Zetas y aparentemente participó en el asesinato de un agente de ICE en México en el mes de febrero, fue arrestado por autoridades mexicanas.

En un operativo realizado en el estado de San Luis Potosí, la Policía Federal arrestó el 5 de marzo a Jiménez Pérez y a otras 16 personas. El arresto se hizo público el 9 de marzo.

De acuerdo a las autoridades, Jiménez Pérez estaba a cargo de administrar los pagos de homicidas y de recibir las ganancias de ventas de drogas. También estaba a cargo de comprar bienes inmuebles y aparatos de telecomunicación para diversas actividades ilícitas. Él ha sido identificado por las autoridades como un “operador financiero al servicio de la organización criminal de ‘Los Zetas’”.

‘El Mayito’, de 41 años de edad, fue arrestado junto a otras 16 personas, quienes han sido identificadas como encargadas de proporcionar seguridad a miembros de Los Zetas, además de que también llevaban a cabo levantotes y homicidios.

Agentes de la ley respondieron a reportes de ciudadanos que decían que había varias personas armadas en la capital del estado de San Luis Potosí. En base a esto, los agentes localizaron y arrestaron a ‘El Mayito’.

Al momento de ser arrestados las autoridades les confiscaron varias armas, drogas, aparatos de telecomunicación y vehículos.

CD. DE MÉXICO – Mario Jiménez Pérez “El Mayito,” who has ties with Los Zetas and allegedly participated in the murder of an ICE agent in Mexico in February, was arrested by Mexican authorities.

In an operation staged in the state of San Luis Potosi, Federal Police on March 5 arrested Jimenez Perez and 16 others. His arrest was made public March 9.

According to authorities, Jimenez Perez was in charge of administering the payroll of homicide perpetrators and receiving the profits from drug sales. He was also in charge of purchasing property and telecommunication devices for several illicit activities. He has been identified by authorities as “a financier for the Zetas.”

‘El Mayito’, 41, was arrested along with 16 others, who were identified as people who provided security to members of Los Zetas, and also carried out kidnappings and homicides.

Law enforcement agents answered to reports from citizens who said there were several people with guns in the capital of the state of San Luis Potosi. There, agents located and arrested ‘Mayito.’

EL PASO, TEXAS – Marisol Valles García, quien fuera jefe de policía del municipio de Praxedis G. Guerrero, Chihuahua, se encuentra en Estados Unidos, donde piensa pedir asilo político. Se especula que ella ha recibido amenazas de muerte.

Valles García, de 20 años y estudiante de criminología, saltó a la fama en octubre del año pasado, cuando asumió la jefatura de policía del municipio de Praxedis G. Guerrero, localizado a 50 kilómetros de Ciudad Juárez. La municipalidad tiene nueve policías y una población de 4 mil personas. Ella asumió el mando policial después de que nadie en este municipio deseara hacerse cargo del puesto y

enfrentar a los cárteles de la droga.El 2 de marzo Valles García pidió permiso

para ausentarse de su trabajo y viajar con su hijo a los Estados Unidos, ya que el menor necesitaba atención médica. Ella estaba supuesta a regresar el 7 de marzo, pero no lo hizo.

En un principio hubo especulaciones de que tal vez había sido levantada junto con su familia por algún cártel del narcotráfico, o de que había pedido asilo.

Fue hasta el 8 de marzo que las autoridades del Servicio de Inmigración y Control de Aduanas de Estados Unidos (ICE, por sus siglas en inglés) confirmaron que Valles García y su familia se encontraban en territorio estadounidense y planeaba presentar su petición de asilo ante un juez de inmigración.

Valles Garcia, 20, a criminology student, made news worldwide last October, when she took over the top post with the local police in Praxedis G. Guerrero, located 50 kilometers from Ciudad Juarez. This is a municipality with 4,000 inhabitants patrolled by nine police officers.

She took charge of the police after

nobody in the municipality decided to run for office and face the drug cartels.

On March 2 Valles Garcia requested a leave of absence to go to the United States and seek medical care for her son. She was supposed to go back to work on March 7 but she didn’t return.

Early on there were rumors she had been kidnapped, along with her family, by a drug cartel, or that she had decided to flee the country.

Finally, on March 8 Immigration and Customs Enforcement officials said Valles Garcia and her family were in the United States and were planning to appear before an immigration judge and ask for asylum.

MAZATLÁN – Alberto Lizárraga, nieto de don Cruz Lizárraga, fundador de la Banda El Recodo, murió después de recibir varias heridas de bala mientras se encontraba afuera de una discoteca en esta ciudad.

Alberto resultó herido la madrugada del 8 de marzo afuera de la discoteca Antares.

De acuerdo con la investigación inicial, alrededor de las 5:30 a.m. se encontraba reunido un nutrido grupo de personas escuchando música en el estacionamiento del centro

nocturno, cuando llegaron varios hombres con capuchas y fuertemente armados.

Las autoridades dijeron que los hombres se bajaron de cuando menos dos vehículos y empezaron a disparar contra la multitud con armas AK-47.

Inmediatamente los jóvenes empezaron a buscar refugio. Sin embargo, dos hombres fallecieron en el lugar de los hechos y tres personas más, dos hombres y una mujer, murieron en hospitales de la localidad.

Alberto falleció en un hospital local mientras recibía tratamiento para

sus heridas. Él había sido integrante de las bandas MS y Estrellas de Sinaloa de Germán Lizárraga. De acuerdo a algunas fuentes, él se encontraba trabajando al momento del ataque.

Alrededor de 20 personas entre los 18 y 34 años de edad resultaron heridas.

Grandson of el recodo founder gunned down

MAZATLAN – Alberto Lizarraga, grandson of El Recodo Band founder Cruz Lizarraga, died after receiving several gunshot wounds outside a nightclub in Mazatlan.

Alberto was injured in the early morning hours of March 8 outside the Antares nightclub.

According to the initial investigations, at about 5:30 a.m. a large group of young people were listening to music in the parking lot of the nightclub, when several

men wearing ski masks and heavily armed arrived at the scene.

Authorities said the men got out of at least two vehicles and started shooting against the crowd with AK-47 rifles.

Immediately people started looking for cover. Two men died at the scene and three other victims, two men and a woman, died later in area hospitals.

Alberto died while he was being treated for his injures. He had been a member of MS and Estrellas de Sinaloa de German Lizarraga. According to some sources,

he was working at the time of the shooting.

About 20 people between the ages of 18 and 34 were injured.

The assistant State’s Attorney Martin Robles Armenta said this was a direct attack.

AURORA – Como ya es tradición, la concejal Juany Garza del Distrito 2 realizará una búsqueda de huevos de Pascua para todos los niños de 18 meses a 8 años de edad.

Comerciantes del área estarán entregando juguetes gratis a los niños que asistan a este evento. Se le invita para que lleve a todos sus niños.

La visita del Conejo de Pascua y la recolección de huevos se realizará el domingo 24 de abril de 12 a 1 p.m. en McCarty Park, 350 E. Galena Blvd. en Aurora.

AURORA – Alderman Juany Garza will host her traditional Easter egg hunt and the visit from the Easter Bunny.

The event is open to children from 18 months to 8 years old. Bring your cameras and baskets to collect eggs. Children also will receive toys from local merchants.

The Easter egg hunt and Easter Bunny visit will be Sunday, April 24, from 12 to 1 p.m. at McCarty Park, 350 E. Galena Blvd. in Aurora.
