‘El Chapo’ el criminal más peligroso del mundoREDACCIÓN UNA VOZ

CHICAGO – La Agencia Antidrogas estadounidense (DEA) ha calificado al ‘Chapo’ Guzmán como el hombre más peligroso del mundo, aún más peligroso que la mafia italiana.

Jack Riley el jefe de la DEA en Chicago, dijo en una entrevista con el diario Chicago Sun-Times que “si ustedes creen que la mafia italiana de Chicago era lo peor en cuanto al crimen organizado se refiere, están equivocados. El Chapo Guzmán se los comería vivos”.

Joaquín ‘El Chapo’ Guzmán es el cabecilla del cártel de Sinaloa, que supuestamente ha contrabandeado marihuana y otros narcóticos a los Estados Unidos usando diversos modos de transporte, incluyendo aviones, barcos, camiones, carros y hasta submarinos.

En el artículo publicado por el diario Sun-Times, se dice que aunque la mayoría de la droga contrabandeada por Guzmán viene de México, una creciente cantidad es sembrada en nuestro patio trasero: los bosques del norte de Wisconsin.

“Los cárteles mexicanos se han apoderado de la mayoría del tráfico de marihuana aquí” dijo Riley. “Es su cosecha de las ganancias. Es la droga que realmente les permite dedicarse a otros proyectos criminales como la heroína, la cocaína, metanfetaminas. Es por eso que es muy importante para nosotros”.

Riley dijo que en años recientes Chicago y Atlanta se han convertido en los puntos clave de transporte para los carteles. La mayoría de la marihuana llega a Chicago en trenes y camiones.

Una fuente de la policía dijo al diario que ellos creen que miembros del cártel de Sinaloa son responsables por asesinatos cometidos en Chicago.

Granjas localesEl diario también informa que por casualidad un cazador

descubrió uno de los plantíos del cártel de Sinaloa en los bosques del Parque Nacional Chequamegon Nicolet en Wisconsin. El cazador llamó a la DEA.

La agencia eventualmente encontró alrededor de 10 plantíos que van en tamaño desde el patio de una casa hasta un campo de futbol. Estos plantíos fueron encontrados en áreas remotas del norte de Wisconsin.

Los plantíos, descubiertos por primera vez hace unos tres años, son más sofisticados de lo que la policía local había visto hasta entonces.

El director ejecutivo del Grupo de Cumplimiento del Condado de Lake, Larry Lindenman, dijo que él sospechaba que un cártel estaba detrás de un campo de marihuana que fue descubierto en Waukegan en el año 2008, en un terreno ubicado enfrente de una finca propiedad de los Laboratorios Abbott.

De acuerdo al diario, los plantíos descubiertos por las autoridades federales en Wisconsin y en el norte de Illinois son

Autoridades indicaron que una vez que las drogas llegan a una bodega, los distribuidores independientes comienzan su labor y la droga rara vez se queda en el mismo lugar más de un par de horas.

Un oficial encubierto que trabajó en un operativo realizado en una bodega del oeste de Chicago en agosto pasado describió una operación cuidadosamente coreografiada para realizar el traslado de la droga de la forma más eficiente.

“Ustedes ven a gente que es matada y degollada en México por esto”, dio el agente de ese operativo donde se manejaron seis toneladas de droga. “Pero por cada camión que usted detiene, 12 más llegan a su destino”.

CHICAGO – The Drug Enforcement Agency (DEA) has described Joaquin ‘El Chapo’ Guzman as the most dangerous man in the world, even more dangerous than the Italian mafia.

Jack Riley, in charge of the DEA Chicago office, said in an interview with the Chicago Sun-Times that “if you thought Chicago’s Italian mob was the worst of the worst in organized crime, think again. Chapo Guzman would eat them alive.”

‘El Chapo’ Guzman is the head of the Sinaloa cartel, which has allegedly trafficked marijuana and other drugs to the United States using different means of transportation, including planes, automobiles, ships, trucks and even submarines.

The Sun-Times article states that even though most of the drugs trafficked by Guzman’s organization come from Mexico, a growing amount of pot is harvested in our back yard: the woods of Wisconsin.

“The Mexican cartels have totally taken over the majority of the marijuana trafficking here,” Riley said. “It’s their cash crop. It’s the drug that really allows them to do all of their other criminal enterprises: heroin, cocaine, and methamphetamine. That’s why it’s so important to us.”

Riley said that in recent years Chicago and Atlanta have become the main transportation hub for drug cartels. Most of the marijuana comes to Chicago by train and tractor trailers.

These shipments are protected with unthinkable violence.“Chapo Guzman, now that Osama is dead, is in my opinion

the most dangerous criminal in the world and probably the most wealthy criminal in the world,” Riley said. “Guzman was in the Forbes Top 100 most wealthy people in the world. His ability to produce revenue off marijuana, we’ve never seen it before.

We’ve never seen a criminal organization so well-focused and with such business sense, and so vicious and violent.”

A police source told the newspaper that they believe Sinaloa cartel members are responsible for several murders committed in Chicago.

Local farmsThe newspaper also reported that a hunter stumbled upon a

Sinaloa cartel growing operation in the Chequamegon Nicolet National Forest in Wisconsin. The hunter contacted DEA.

The agency eventually found about 10 growing operations that ranged in size from a backyard to a football-size field. These operations were found in remote areas in northern Wisconsin.

These fields were first reported about three years ago and they are more sophisticated than anything local police had seen.

Authorities said these growing operations in the Woods are well-planned, with workers who live on-site and receive supplies and food from lunch truck vendors.

The Mexican drug cartels are also growing pot in the Chicago area, but on a smaller scale.

Larry Lindenman, Executive Director of the Lake County Enforcement Group, said he suspected that a drug cartel was responsible for a marijuana growing operation discovered in a field located across the street from Abbot Laboratories in Waukegan in 2008.

According to the newspaper, the fields uncovered by federal officials in Wisconsin and in northern Illinois are proof that the cartels are going to grow pot anywhere they can in order to keep a steady supply of the drug to their best markets,

including Chicago.However, authorities said this is just a small part of their

entire operation. Most of the drugs are still being smuggled in from Mexico.

Chicago links‘El Chapo’, along with Vicente Zambada Niebla, the alleged

head of logistics for the Sinaloa cartel, have been charged with smuggling tons of heroin and cocaine to Chicago and other cities. While Zambada Niebla is in prison awaiting his trial, ‘El Chapo’ is still a fugitive.

Authorities said that even though the charges against Guzman and Zambada Niebla are for smuggling cocaine and heroin, they believe the Sinaloa cartel and other groups are responsible for the large amount of drugs that have been seized in the Chicago area in the last few years.

Between 2005 and 2009, Chicago Police seized 29 tons of marijuana believed to belong to Mexican drug cartels. Only in 2010 Chicago Police seized 19 tons of marijuana.

The article states that the cartels deal almost exclusively with high-level Spanish-speaking distributors.

Authorities said that once the drugs arrive at a warehouse, they seldom remain there more than a couple of hours.

An undercover officer who worked on an operation on a west side warehouse last August described perfectly choreographed operations to transport the drug in an efficient way.

“You will see people getting shot, being beheaded back in Mexico because of this,” the officer said of the operation where dealers received six tons of drugs. “But for every truck you stop, 12 get through.”

MCALLEN – Un incidente en el que resultó herido un policía al parecer es el primer caso indiscutible que los narcotraficantes mexicanos han cruzado la frontera y la violencia ha llegado a Texas.

El jefe de la policía local, Lupe Teviño, dijo que un tiroteo registrado el 30 de octubre

sucedió cuando uno de sus oficiales investigaba un reporte de secuestro y transacción de drogas.

“Tengo que decir que en este incidente en particular, por la información y los testigos que tenemos en el sistema federal, éste es el primer incidente de extensión directa de violencia que hemos experimentado, y desafortunadamente uno de nuestros agentes fue baleado”, dijo.

El resultado del tiroteo fue un delincuente muerto y dos más heridos, además de seis personas detenidas, incluyendo la supuesta víctima de secuestro.

Teviño dijo que el chaleco antibalas que usaba probablemente le salvó la vida al agente Hugo Rodríguez, quien recibió impactos de bala en la el pecho, abdomen y una pierna. El agente se encuentra recuperándose en el hospital.

Treviño dijo que el secuestro fue un intento que hizo un cártel de las drogas para recuperar marihuana que les fue robada cuando Samuel Flores Borrego, segundo al mando del Cártel del Golfo, fue ultimado en septiembre.

“Ahora hay más miembros de los cárteles viviendo en Texas, en el valle, en Estados Unidos. Les garantizo que hay montones de ellos” dijo Treviño.

Este tema lo voy a abordar en tres partes diferentes:

Parte I, entré a los Estados Unidos sin inspección (ilegalmente).

Parte II, entré a los Estados Unidos con una visa o cruce fronterizo.

Parte III, otros asuntos relacionados con la ley.

Así que en eta ocasión voy a hablar sobre la primera parte.

Consideremos el siguiente caso:“Me casé con un ciudadano americano pero

entré a los Estados Unidos sin inspección (entry without inspection o EWI en inglés) hace muchos años desde México. Desde que estoy en los Estados Unidos no me han encontrado culpable de ningún crimen y nunca he sido detenido por el servicio de inmigración”.Bajo las leyes de inmigración estadounidenses,

una persona que entra a los Estados Unidos sin inspección y se casa con un ciudadano norteamericano, tiene la posibilidad de obtener sus papeles de inmigración como lo sería la tarjeta de residencia.

El cónyuge que es ciudadano estadounidense empezaría el proceso llenando una petición I-130 a nombre suyo que probaría una relación familiar con un ciudadano estadounidense ante el Servicio de Inmigración y Ciudadanía de los Estados Unidos (USCIS, por sus siglas en inglés).

USCIS aprobaría la documentación en aproximadamente cuatro a seis meses, para después enviarla al Centro Nacional de Visas del Departamento de Estado para continuar el proceso.

En el Centro Nacional de Visas su cónyuge tendría que probar que puede mantenerlo para que no sea una carga para el gobierno de los Estados Unidos.

Si su esposo(a) ciudadano(a) estadounidense no puede probar que lo puede mantener, entonces usted puede obtener un copatrocinador. Este copatrocinador debe ser un ciudadano estadounidense o un residente permanente de los Estados Unidos.

Una vez que la documentación está terminada, y esto se lleva aproximadamente cuatro meses para enviar y recibir documentación de parte del

Centro Nacional de Visas, su caso se programa para una entrevista en Ciudad Juárez, ya que su país de origen es México.

Usted tendría que salir a los Estados Unidos e ir a Ciudad Juárez unos días antes de la entrevista. Usted entonces tiene una cita en el Centro de Apoyo a Solicitudes, donde le toman las huellas digitales y hacen una revisión de antecedentes para probar que usted no es un criminal, y también tiene su cita para un examen médico.

Luego, usted tiene su entrevista en Ciudad Juárez en el Consulado de los Estados Unidos. En su entrevista le van a decir que sí existe una relación familiar y que es elegible para entrar a los Estados Unidos con una visa de residente permanente. PERO, como usted entró a los Estados Unidos de forma ilegal y se quedó por más de un año, usted no puede reentrar a los Estados Unidos por 10 años, a menos que solicite un perdón en base a circunstancias especiales.

Por lo tanto, el Consulado le pide que haga una cita, que se tarda aproximadamente dos meses, para que usted haga su solicitud de perdón en base al impacto de su ausencia en su familiar que es ciudadano estadounidense.

Los perdones se basan en tres criterios diferentes:

1) Qué tan difícil sería para su esposo que es residente permanente o ciudadano, o para sus hijos que son residentes permanentes o ciudadanos, el que usted se quedara a vivir en México y que ellos tuvieran que acompañarle.

2) Qué tan difícil sería si usted tuviera que quedarse en México por 10 años y su esposo y sus hijos se quedaran en los Estados Unidos y ustedes tuvieran que estar separados todo ese tiempo.

3) Su nivel de criminalidad. Si usted ha tenido acusaciones de manejo bajo la influencia del alcohol o las drogas, acusaciones de crímenes menores o felonías, que no le permitirían regresar a los Estados Unidos.

El Consulado de los Estados Unidos en Ciudad Juárez tiene un programa piloto en el que revisan su petición de perdón de forma inmediata, y en un período de 30 días determina si lo aprueban o lo difieren para obtener más información.

Cuando una petición de perdón es diferida para continuar su proceso, toma alrededor de seis meses para que los adjudiquen, y entonces la mitad de ellos son aprobados y la otra mitad no.

Por lo tanto, de las peticiones de perdón procesadas por el Consulado de Estados Unidos en Ciudad Juárez, aproximadamente el 75 por ciento son aprobadas y el 25 por ciento restante son negadas.

Ahora, cada situación migratoria es diferente. Algunas personas no tienen que irse de los Estados Unidos aún si entraron sin inspección debido a ciertas circunstancias, mientras que otras personas no son elegibles para pedir perdones. Voy a hablar de esto en otros artículos en el futuro.

Es por eso que es muy importante que usted consulte con un abogado de inmigración que entiende la ley y puede guiarlo adecuadamente en base a la ley.

I married a U.S. citizen, now what?By DAVID RICHMOND

I am going to talk about this issue in three different parts:

Part I, I entered the United States without inspection, i.e., came here illegally.

Part II, I entered the United States with a visa or border crossing card.

Part III, other issues pertaining to the law.So, this is going to be part one. Let’s consider

the following case:“I married a United States citizen but I

entered the United States without inspection (EWI) many years ago from Mexico. Since I have been in the United States I have not been convicted of any crimes and I have never been detained by the immigration service.”Under the U.S. immigration laws, a person

who enters the United States without inspection (EWI) and marries a United States citizen has the possibility of obtaining their immigration papers, i.e., green card or permanent residency card.

The U.S. citizen spouse would start by filing an I-130 petition on your behalf that would prove a family relationship to the U.S. Citizenship and Immigration Service (USCIS).

USCIS would approve the paperwork in approximately four to six months, and then forward it to the U.S. State Department at the National Visa Center for further processing.

At the National Visa Center your U.S. citizen spouse would have to prove they have financial

support so you do not become a public charge to the United States government.

If your U.S. citizen spouse is unable to prove the financial support, you can obtain a joint sponsor. A joint sponsor has to be a U.S. citizen or a permanent resident of the United States.

Once the paperwork is completed, and it takes approximately four months to complete the paperwork back and forth with the National Visa Center, your case is put in a scheduling cue for an interview in Ciudad Juarez, seeing how your home country is Mexico.

You would have to leave the United States for Ciudad Juarez a few days before the interview. You have an appointment at the Application Support Center, you do your biometric fingerprints, they run a background check to prove you are not a criminal, and then also you are scheduled for a medical examination at that same time.

Then you have your interview in Ciudad Juarez at the U.S. Consulate, and at your interview you are told that yes, there is a family relationship, and you are eligible for the visa to enter the United States as a permanent resident, BUT seeing how you were in the United States illegally for more than one year, you cannot reenter the United States for 10 years without applying for a hardship waiver.

Therefore, the U.S. Consulate makes you apply for another appointment, which right now takes about two months, and you make your application for a hardship waiver.

The hardship is based in three different criteria:

1) how much of a hardship is it to your U.S. citizen spouse/permanent resident spouse, or to your U.S. citizen/permanent resident children, if you have to go to Mexico and they have to follow you to Mexico.

2) How much of a hardship is if you had to stay in Mexico for ten years and your spouse and children stayed in the United States and you were separated for that period of time.

3) How much of a criminal you are. If you have any prior DUIs, misdemeanor charges or possible felonies, which would not allow you to reenter the United States.

The U.S. Consulate in Ciudad Juarez has a program where they would look at your waiver immediately and within about 30 days determine whether or not they approve it or refer the waiver for further information.

Currently, under the pilot program in Mexico, 50 percent of the waivers are approved then; and then 50 percent of the waivers are referred for further processing.

When a waiver is referred for further processing, it takes approximately an additional six months to adjudicate the waivers, and then about half of them are approved and about half of those are not approved.

Therefore, currently from Mexico the United States Consulate is approving approximately 75 percent of the waivers, and denying

approximately 25 percent of waivers.Now, every immigration situation is different.

Some people if they entered the United States without inspection do not have to leave the United States under certain circumstances and some people are not eligible for waivers under other circumstances. I will take about this in future articles.

That’s why it is important that you consult with an immigration attorney who understands the law and can guide you properly, based on the law.

Driving drunk puts man behind bars for over 4 years

GENEVA – Un año después de haber sido sentenciado a 65 años en prisión por un asesinato ocurrido en marzo de 2007, un pandillero de Aurora enfrenta vida en prisión después de haber sido encontrado culpable de un segundo asesinato.

Lorenzo I. Álvarez, de 24 años de edad y residente de la cuadra 700 de Spring Street en Aurora, fue encontrado culpable de asesinato en primer grado de un segundo asesinato motivado por las pandillas en marzo de 2007. El jurado determinó que Álvarez personalmente disparó el arma que causó la muerte de la víctima.

Poco antes de las 7 p.m. del 18 de marzo de 2007, Álvarez y otros dos acusados estaban en un vehículo que transitaba por el sureste de la ciudad de Aurora. Ellos estaban buscando a un miembro en particular de

una pandilla rival a quien habían planeado disparar.

Álvarez viajaba en el asiento del pasajero en la parte delantera del automóvil, tripulado mor Ezequiel Rivera, de 27 años y residente de la cuadra 200 de Zengele Avenue en Aurora. Miguel Delacruz, de 22 años, de la cuadra 1000 de North State Street, viajaba en el asiento trasero del vehículo.

Al no encontrar a su víctima, buscaron a cualquier miembro de la pandilla rival. En el área de las calles de Kane y North Ohio los tres vieron un vehículo marón que rea manejado por Cedric Foster, de 24 años y residente de Chicago.

Álvarez y los otros dos acusados asumieron, equivocadamente, que Foster era miembro de una pandilla rival y siguieron su vehículo. Cerca de la intersección de Lehnertz Avenue y Sherman Street, Rivera

emparejó su vehículo con el de Foster y Álvarez disparó cuatro tiros de una pistola de 9 milímetros. Foster recibió tres disparos en la cabeza. Su vehículo continuó en movimiento hasta que se estrelló contra una casa en Lehnertz Circle. Al llegar la policía la víctima ya había fallecido.

Después de una investigación Álvarez, Delacruz y Rivera fueron acusados de asesinato en primer grado por la muerte de Foster.

La semana pasada Delacruz testificó que se había asustado cuando llegó el momento de disparar, por lo que Álvarez sacó la cabeza por el quemacocos del vehículo y abrió fuego contra Foster.

La declaración de Delacruz es parte de un acuerdo al que llegó con la fiscalía. Él será sentenciado a 12 años en prisión por dos intentos de homicidio. Mientras tanto, Rivera se

ha declarado culpable de violencia con un arma.

En diciembre de 2009 Álvarez fue encontrado culpable de dos cargos de asesinato en primer grado y dos cargos de descargo agravado de un arma de fuego, esto en relación con la muerte a tiros de Oscar Campos, de 36 años, el 6 de marzo de 2007. Este asesinato también fue motivado por las pandillas.

En este caso Álvarez fue sentenciado a 65 años en prisión, de los cuales tiene que cumplir un mínimo de 25 años, ya que él personalmente descargó el arma que mató a Campos.

Debido a que Álvarez ya tiene una sentencia previa por asesinato, él enfrenta una sentencia obligatoria de vida en prisión por el asesinato de Foster.

Álvarez será sentenciado el 11 de enero de 2012.

GENEVA – A year after being sentenced to a 65-year prison term for a March 2007 murder, an Aurora gang member faces life in prison after he was convicted of a second murder.

Lorenzo I Álvarez, 24, of the 700 block of Spring Street in Aurora, was found guilty of first degree murder for a second March 2007 gang-motivated shooting death. The jury determined Alvarez personally discharged the firearm that caused the victim’s death.

Just before 7 p.m. March 18, 2007, Alvarez and two co-defendants were in a vehicle that was driving on Aurora’s southeast side. They were looking for

a specific member of a rival street gang whom they planned to shoot.

Alvarez was the passenger in the front seat of a vehicle, driven by Ezequiel Rivera, 27, of the 200 block of Zengele Avenue, Aurora. Miguel Delacruz, 22, of the 100 block of North State Street, was a passenger in the back seat.

When they couldn’t find their victim, they sought any rival gang member. In the area of Kane and North Ohio Street, they saw a vehicle driven by Cedric Foster, 24, of Chicago.

Alvarez and the other two, who are his co-defendants in this case, assumed, falsely, that Foster was a member of a rival street gang

and followed his vehicle. Near the intersection of Lehnertz Avenue and Sherman Street, Rivera pulled is vehicle alongside Foster’s vehicle and Alvarez fired four shots from a 9mm handgun at Foster, who was struck three times in the head. His vehicle kept traveling until it hit a home on Lehnertz Court. When police arrived the victim was dead.

After an investigation, Alvarez, Delacruz and Rivera were charged with first degree murder in Foster’s death.

Last week Delacruz testified that he panicked when it came time to shoot, so Alvarez poked his head through the sunroof and shot Foster. His statement

was made as part of a deal with prosecutors. He will be sentenced to 12 years in prison for two attempted murder convictions.

Meanwhile, Rivera has pleaded guilty to armed violence.

In Dec. 2009 Alvarez was found guilty of two counts of first-degree murder and two counts of aggravated discharge of a firearm for the March 6, 2007 shooting death of 36 year-old Oscar Campos of Aurora. That murder was also gang motivated.

In this case, Alvarez was sentenced to 65 years in prison. That sentence included a mandatory 25-year term because Alvarez personally discharged the handgun that killed Campos.

GENEVA – An Aurora resident is going to spend over 4 years in prison after being found guilty of driving under the influence for the fourth time and for violating the terms of his probation.Leopoldo Rocha, 39, of the 300 block of Olwood Street in Aurora, was sentenced to 4 years and 10 months in prison.

On Nov. 22, 2010 Rocha agreed with a Kane County State’s Attorney to a sentence of 180 days in the Kane county jail and three years’ probation in exchange for a guilty plea to one count of aggravated DUI, A class 2 felony. The charge was aggravated in this case because his driver’s license was revoked due to two prior DUI convictions.

The fourth DIU charge stems from an incident on Dec. 15, 2008, when Rocha was stopped in the vicinity of East New York and Trask streets for a moving violation. The officer noticed

that Rocha had a strong odor of alcohol on his breath, that his speech was slurred and that there was an open beer bottle in the car. Rocha was charged with DUI.

As a term of his probation, Rocha was to avoid consuming alcohol. Also, he was to report to Kane County adult Court Services and sign up for a device that monitors the presence of alcohol (SCRAM). Rocha didn’t report to adult Court Services and didn’t sign up for SCRAM.

On April 3, 2011, Aurora police saw Rocha sitting in the driver’s seat of his car, which was located behind a downtown restaurant. The officer approached Rocha and asked him if he needed help. The officer noticed a strong odor of alcohol on Rocha’s breath and asked for his identification. The officer determined that there was a warrant issued for Rocha’s arrest because he had failed to follow terms of his probation.

Mother files suit against tobacco store for her son’s death

AURORA – The mother of a teenager who died in a car crash after using synthetic marijuana has filed suit against the store where he supposedly bought the drug.

The suit, filed in DuPage Court, states than on June 14 Max Dobner, 19, and a friend bought a type of synthetic marijuana known as “iAroma” at The Cigar Box, a store located inside the Westfield Fox Valley Mall. The store is now closed.

The lawsuit states that the product is labeled as potpourri, but that the packaging does not have any instructions on how to use it. The ingredients listed in the product include marshmallow leaf and fruit scent.

After purchasing the product, Max and his female fried smoked some of it. He was then dropped off at his house, where he started experimenting symptoms similar to a panic attack. He called his brother to tell him what was going on and told him he had smoked the legal drug.

The suit alleges that Max left his house in a hurry, got in a car and started driving erratically on the wrong side of the street and knocking down signals.

Max then arrived at the intersection of Route 31 and Mooseheart Road in North Aurora. There, according to authorities, he was driving at 100 miles per hour. His car then hit the curb, became airborne and hit a house.

The crash was so intense that the motor of the car ended up in the kitchen of the home. Max died at the scene.

The autopsy revealed that Max had a form of synthetic marijuana in his system, known as JWH-210.

“JWH compounds are widely regarded as dangerous by the medical and scientific community, and have no other purpose other than to produce exaggerated marijuana like effects on the body,” the lawsuit states.

Max’s mother, Karen Dobner, said her son’s friends had told her Max believed iAroma was a safe drug because it was sold at a store.

The lawsuit was filed against Ruby Mohsin of Glen Ellyn, owner of the store, saying she must have known the product was not being used as a household scent but was being smoked.

The store was identified by Max’s friend, who still had the receipt.Since the accident Aurora, Montgomery, North Aruora, Oswego,

Sugar Grove and Yorkville have passed ordinances prohibiting the sale of synthetic marijuana.

AURORA – La madre de un adolescente que falleció en un accidente automovilístico después de usar marihuana sintética ha demandado a los dueños de la tienda donde aparentemente compró la droga.

La demanda, interpuesta en la corte del Condado de DuPage, alega que el 14 de junio Max Dobner, de 19 años, y un amigo compraron un tipo de marihuana sintética conocida como “iAroma” en la tienda The Cigar Box, localizada en el centro comercial Westfield Fox Valley. Esta tienda ya está cerrada.

LA demanda alega que el producto iAroma está etiquetado como potpurrí, pero el empaque no tiene instrucciones para su uso. Los ingredientes en el producto incluían hoja de malvavisco y aroma de frutas.

Después de comprar este producto, Max y su amiga fumaron parte del producto. Posteriormente Max fue dejado en su casa, donde empezó a experimentar síntomas parecidos a un ataque de pánico. El joven llamó a su hermano para contarle lo sucedido y le dijo que había fumado la droga legal.

La demanda alega que Max salió corriendo de su casa, se subió a su auto y comenzó a manejar erráticamente en sentido contrario y derribando señalamientos de tránsito.

Mooseheart Road en North Aurora. De acuerdo a las autoridades el joven manejaba a 100 millas por hora. Ahí el auto chocó contra la banqueta, salió volando y terminó impactándose en una casa.

El golpe del choque fue tal que el motor del vehículo salió disparado y cayó en la cocina. Max falleció en el lugar de los hechos.

La autopsia reveló que Max tenía una forma de marihuana sintética conocida como JWH-210 en su organismo al momento de su muerte.

“Los compuestos JWH son ampliamente descritos como peligrosos por la comunidad médica y científica, y no tienen ningún otro objetivo que el producir efectos exagerados parecidos a los de la marihuana en el organismo” dice la demanda.

Karen Dobner, madre de Max, dijo que los amigos de su hijo le habían comentado que Max creía que iAroma era un producto seguro porque lo vendían en una tienda.

La demanda fue interpuesta contra Ruby Mohsin de Glen Ellyn, dueña de la tienda, diciendo que ella debía de haber sabido que este producto no era usado como aromatízate para el hogar, sino como una droga.

La tienda fue identificada porque la amiga de Max todavía tenía el recibo con ella.

Desde el accidente Aurora, Montgomery, North Aurora, Oswego, Sugar Grove y Yorkville han aprobado la prohibición de la venta de marihuana sintética.

GENEVA – Un residente de Aurora va a pasar más de cuatro años en prisión, después de haber sido encontrado culpable de manejar bajo la influencia del alcohol por cuarta ocasión, y por haber violado las reglas de su libertad condicional.

Leopoldo Rocha, de 39 años y residente de la cuadra 300 de Olwood Street, fue sentenciado a cuatro años y diez meses de prisión.

El 22 de noviembre de 2010 Rocha acordó con la fiscalía del Condado de Kane en declararse culpable de un cargo de felonía agravada de manejo bajo la influencia del alcohol, a cambio de pasar 180 días en la cárcel y estar tres años en libertad condicional. El cargo de felonía agravada se debe a que estaba manejando con una licencia revocada debido a dos cargos previos de manejo bajo la influencia del alcohol.

El cuarto cargo de manejo bajo la influencia del alcohol se le hizo a raíz de que el 15 de diciembre de 2008 la policía detuvo a rocha en el área de las calles East New York y Trask en Aurora por cometer un delito mientras el auto estaba en movimiento. El oficial se dio cuenta que Rocha despedía un fuerte olor a alcohol, casi no podía hablar y había una botella de cerveza abierta en el auto.

Durante su libertad condicional Rocha debía abstenerse de beber alcohol. Además, debía reportarse de inmediato ante el Servicio de Corte para Adultos del Condado de Kane y registrarse para portar un aparato de monitoreo de alcohol en la sangre (SCRAM, por sus siglas en inglés). Rocha nunca se reportó ante los servicios de la corte ni se registró con el programa de monitoreo.

El 3 de abril de 2011 la policía encontró a Rocha en el asiento del conductor de un automóvil

estacionado detrás de un restaurante en el centro de aurora. El oficial se acercó a Rocha y le preguntó si necesitaba ayuda. En ese momento el oficial se dio cuenta que Rocha despedía un fuerte olor a alcohol y le pidió su identificación. El oficial determinó que había una orden de arresto contra Rocha por no cumplir con los términos de su libertad condicional.

AURORA – Para celebrar una ocasión tan arraigada en la cultura mexicana como lo es el Día de los Muertos, la administración de La Chicanita colocó un ataúd y una ofrenda de muertos afuera de su local ubicado en el 700 E. New York Street.

Mientras que el Día de Muertos se celebra el 2 de noviembre, la panadería colocó esta ofrenda con varios días de anticipación, para que la gente pudiera admirarla y tal vez inspirarse para hacer su propia ofrenda en casa.

Junto a la ofrenda colocaron información sobre la importancia que tiene esta fecha para los hispanos y cómo se honra de esta manera a los seres queridos que se han adelantado en el camino.

Uno de los componentes principales de esta celebración del Día de Muertos es el Pan de Muerto, que se prepara solamente para estas fechas y que cuenta con gran demanda.

La celebración del Día de Muertos está muy cercana a la tradición americana de Halloween, celebrada el 31 de octubre, fecha en la que los niños y no tan niños se disfrazan y salen a pedir dulces por los vecindarios y comercios.

La celebración de Halloween no pasó desapercibida para La Chicanita, ya que ellos organizaron un concurso de disfraces en la panadería, donde dieron premios al primero y segundo lugar.

La celebración de Halloween se realizó el 31 de octubre por la noche, cuando cientos de personas se dieron cita en el estacionamiento de la panadería, portando vistosos disfraces. Ahí participaron en concursos de baile y pasaron un momento

divertido en un lugar seguro y en un ambiente netamente familiar.

De 6 a 8 p.m. familias acudieron a la panadería a participar de los concursos y a admirar la ofrenda del Día de Muertos. El ataúd parecía hecho de pan, por lo que más de un curioso no se quedó con las ganas y le arrancó un pedazo para ver de qué estaba hecho.

Como ya es costumbre, La Chicanita Bakery pone su granito de arena para conservar las tradiciones mexicanas.

AURORA – To mark Day of the Dead, a holiday that is part of the Mexican culture, La Chicanita Bakery administrators placed a casket and a funeral offering outside their bakery located at 700 E. New York St.

While the Day of the Dead is celebrated on Nov. 2, the bakery decided to put together the offering several days in advance, so people could enjoy it and maybe get inspired to create their own offering at home.

Along with the offering the bakery placed several signs explaining the meaning of the festivity and how loved ones who have died are honored with an offering.

One of the main components of this celebration is the Day

of the Dead bread, a pastry that is available only this time of year and that is in high demand.

The Day of the Dead celebration is very close to Halloween, a holiday in the United States celebrated on Oct. 31. On this date, children and chldren at heart get dressed up and go around the neighborhood and area businesses for trick-or-treat.

Halloween is a holiday that La Chicanita bakery has also embraced. They organized a costume contest at the bakery and gave prizes to first and second place winners.

The Halloween celebration at the bakery took place Oct. 31, when hundreds of people gathered in the bakery parking lot, many of them wearing costumes. They participated in dance contests and had a wonderful time in a safe place in a

family-oriented event.From 6 to 8 p.m. families were entertained by the dances

and also could appreciate the Day of the Dead offering. Many thought the casket used in the offering was made out

of bread and more than one took a piece of the casket to see what it was made of.

Alabama obligado a proporcionar educación a estudiantes indocumentados

Alabama forced to provide education to undocumented students

El Departamento de Justicia ha informado a oficiales educativos de Alabama que bajo las leyes federales tienen que proporcionar educación pública a los estudiantes, sin importar su estatus migratorio.

Esto lo hizo el departamento mediante una carta enviada a los superintendentes escolares del estado, en la que se solicita información sobre sus procedimientos para inscribir a alumnos, ya que la nueva ley de inmigración en vigor en el estado puede desalentar a que los niños participen en la educación pública.

La Sección 28 de la ley HB 56 requiere que las escuelas obtengan información sobre el estatus migratorio de los estudiantes cuando se inscriben en la escuela, pero no evita que los estudiantes indocumentados se inscriban en las instituciones educativas. La Sección 28 es una de varias partes de la ley que fueron bloqueadas por una corte federal de apelaciones.

“Se nos ha hecho notar que los requisitos de la ley HB 56

de Alabama pueden enfriar o desalentar la participación de los estudiantes o pueden llevar a la exclusión de niños en edad escolar, de programas educativos en base a la raza, origen nacional o estatus migratorio actual o percibido del estudiante o de sus padres, o en base a no tener hogar o estar en un hogar de crianza y no tener la documentación necesaria”, dice la carta, firmada por el Subprocurador de Justicia Thomas Pérez.

La carta también solicita información sobre inscripción de alumnos agrupados por raza y una lista de los estudiantes que han dejado de ir a la escuela desde que empezó el año escolar. Esta información debe ser proporcionada por raza, origen nacional y debe incluir si el alumno está considerado como aprendiz del idioma inglés. El departamento también solicitó una lista de todas las ausencias no justificadas desde que la ley entró en vigor el 27 de septiembre.

Mientras tanto, oficiales escolares en el estado están cuestionando si la información solicitada va a ser utilizada por el gobierno en su caso contra la implementación de

la ley HB 56 o si la van a utilizar para castigar a distritos escolares en particular.

“(Los superintendentes) quieren saber si esto es parte de una recopilación de información para el caso del Departamento de Justicia en contra del estado, o si el Departamento de Justicia está recabando información para desarrollar acciones en contra de los sistemas escolares”, dijo Eric Mackey, director de Superintendentes Escolares de Alabama.

La carta dice que la información va a ser utilizada por el Departamento de Justicia “para ayudarnos en determinar si se necesitan más acciones”.

Las escuelas están supuestas a proporcionar esta información antes del 14 de noviembre.

Un vocero de las Escuelas Públicas del Condado Montgomery dijo que el superintendente había recibido la carta y que “nadie había reportado que hemos rechazado a algún estudiante por alguna razón”

The Department of Justice has informed Alabama officials that they are required by federal law to provide public education to students, regardless of their immigration status.

The U.S. Department of Justice sent a letter to school superintendents in the state, requesting information on enrollment practices because the

new immigration law enforced in the state may discourage participation in public education.

Section 28 of the HB 56 law requires schools to obtain information on the immigrations status of the students enrolling in schools, but does not prevent undocumented students from enrolling in school.

Section 28 is one of several parts of the law that were blocked by a federal appeals court from being

implemented.“It has come to our attention that

the requirements of Alabama’s H.B. 56 may chill or discourage student participation in, or lead to the exclusion of school-age children from, public education programs based on their or their parents’ race, national origin, or actual or perceived immigration status, or based on their homeless or foster care status and consequent lack of documentation,” reads the letter, signed by Assistant U.S. Attorney General Thomas Perez.

The letter also requests records of enrollment by race and lists of students who have withdrawn since the beginning of the school

year, broken down by race, national origin and whether they are classified as English Language Learners. The department also requested a list of unexplained absences since the law took effect on Sept. 27.

Meanwhile, school officials throughout the state are questioning if the information requested is going to be used by the government in their fight against HB 56, or if the department of Justice is going to take action against particular schools.

“(Superintendents) want to know if this is a part of collection of data from the Justice Department’s case against the state, or if the Justice Department is collecting

information to develop actions against school systems,” said Eric Mackey, director of School Superintendents of Alabama.

The letter states that the information would be used by the Department of Justice “to assist us in determining what further action, if any, is warranted.”

Schools are required to provide the information by Nov. 14.

A spokesman for Montgomery county Public Schools said the superintendent had received the letter and that “no one’s reported that we’ve had any student turned away from any school for any reason.”

According to Census data, over 187,000 Latinos live in Alabama.

Five people rescued after trying to cross to the United States through an abandoned gas line

SAN DIEGO – Cinco inmigrantes indocumentados fueron rescatados por las autoridades americanas después de quedarse atorados en una tubería abandonada de gas en su intento por cruzar a los Estados Unidos.

Autoridades de la patrulla fronteriza dijeron que agentes fronterizos vieron a varias personas entrar a una alcantarilla en el lado mexicano de la frontera alrededor de las 11:15 p.m. hora local del 1 de noviembre. También vieron que varias personas se quedaron paradas cerca del punto de entrada en el lado mexicano.

El agente supervisor de la Patrulla Fronteriza Michael Jiménez dijo que los agentes llegaron al área y caminaron a lo largo de la cerca, por donde corre una línea abandonada de gas natural.

Un perro de la patrulla canina detectó un hoyo en el lado americano y vieron a una persona. Los agentes tuvieron que escarbar para sacar a la persona del agujero.

Posteriormente el Departamento de Bomberos de San Diego llegó al lugar, procediendo a hacer más grande el agujero y quitando una tapa de metal, para

así poder rescatar a los tres hombres y una mujer que permanecían atrapados adentro.

Los cinco indocumentados fueron revisados para evaluar posibles problemas médicos y posteriormente fueron entregados a la Patrulla Fronteriza para ser procesados. Los cinco son originarios de México.

Los agentes usaron una pequeña cámara a control remoto para examinar el túnel y confirmar que no había más personas adentro.

Jiménez dijo que la línea de gas tiene aproximadamente 100 yardas de largo y 4 pies bajo la tierra, con una circunferencia aproximada de 2 pies y medio.

Jiménez dijo que una parte de la tubería recubierta de concreto estaba cubierta de agua.

“Casi no podían mantener sus cabezas por fuera del agua para respirar”, dijo Jiménez.

El oficial dijo que uno de los hombres había mencionado a los agentes que había pagado 5 mil dólares a un coyote para cruzar la frontera.

SAN DIEGO – Five undocumented immigrants were rescued by U.S. authorities after they got stuck in an abandoned gas line while trying to cross to the United States.

Border Patrol officials said agents saw several people getting into a manhole on the Mexican side of the border at about 11:15 p.m. local time Nov. 1. They also saw several people standing by the manhole in the Mexican side.

Acting Supervisory Border Patrol Agent Michael Jimenez said the agents arrived on the area and walked along the fence where an abandoned gas line runs.

A Border Patrol K-9 dog detected a hole on the U.S. side and agents saw a man. They then had to dig around that person to rescue him from the hole.

Later on the San Diego Fire Department arrived at the scene and they enlarged the hole and removed a metal cap. This allowed the rescue of three men and

a woman that were trapped inside.All five would-be undocumented immigrants were

checked for any health issues and then turned over to the Border Patrol for processing. All five are from Mexico.

After rescuing them, authorities used a small remote-controlled camera to examine the tunnel and determined that no one else was inside.

Jimenez said the gas line was approximately 100 yards long, was 4 feet underground and had a width of about 2.5 feet.

The agent said a section of the pipe line was filled with water.

“They could barely keep their heads above the water level to breathe,” the agent said.

Jimenez said one of the men told officers that he had paid $5,000 to a smuggler to cross the border.

The agent said that all five were part of an isolated smuggling incident.

The Border Patrol has stationed a guard on the exit of the tunnel until it can be sealed with concrete.

HERMOSILLO – El Ejército Mexicano dijo que soldados habían decomisado dos catapultas, que eran utilizadas por traficantes para aventar paquetes de marihuana hacia los Estados Unidos, en el Estado de Arizona.

Un comunicado militar emitido el 1 de noviembre dice que una pista anónima llevó a las tropas a una casa en la ciudad fronteriza de Agua Prieta, donde encontraron una catapulta en la parte trasera de una camioneta, y otra dentro de la casa.

El comunicado también informa que los soldados decomisaron 1.3 toneladas de marihuana durante el operativo en Agua Prieta, ciudad fronteriza con Douglas, Arizona.

Cada una de las catapultas decomisadas está formada por dos tubos cuadrados de tres metros de largo “acondicionados con 16 ligas gruesas y una lona en su extremo”, y fueron confiscados además dos vehículos con reporte de robo.

El ejército mexicano ya había incautado con anterioridad dos catapultas en enero de este año. En ese tiempo las autoridades dijeron que era la primera vez que habían visto este método para cruz drogas al otro lado de la frontera.

Mexican soldiers seize catapults used to smuggle drugs

HERMOSILLO – The Mexican Army said that soldiers had seized two catapults, which were used by drug smugglers to send marijuana packets flying across the border into the United States, to the state of Arizona.

A press release issued by the Mexican Army on Nov. 1 stated that an anonymous tip led the troops to a home in the border city of Agua Prieta, where they found a catapult mounted on the bed of a pickup truck, and another one inside the house.

The release also states that the soldiers seized 1.3 tons of marijuana during the raid, conducted in Agua Prieta, located across the border from Douglas, Arizona.

Each one of the catapults was made with two long square sided pipes “with 16 thick rubber bands and canvas on one side”. Authorities also seized two vehicles that had been reported as stolen.

PHOENIX – Autoridades anunciaron que más de 70 personas han sido arrestadas en redadas contra una red de narcotráfico que se cree contrabandeaba más de 33 millones de dólares en drogas al mes por el desierto de Arizona.

El operativo llamado “Pipeline Express” duró 17 meses, durante los cuales se llevaron a cabo tres “acciones judiciales a gran escala”.

La red de narcotráfico investigada en este operativo estaba vinculada con el cártel de Sinaloa y funcionaba desde hace cuando menos cinco años.

Oficiales dijeron que esta red de narcotraficantes estaba organizada en diversas células con base en las comunidades de Chandler, Stanfield y Maricopa y que los narcotraficantes

usaban mochileros y vehículos para transportar la marihuana y otras drogas desde la frontera entre Arizona y México hasta casas de seguridad en el área de Phoenix. Una vez en Phoenix el contrabando era vendido a distribuidores de diversos estados a nivel nacional.

Autoridades indicaron que durante los cinco años que este

grupo ha estado en operaciones, se cree que han introducido más de 3.3 millones de libras de marihuana, 20 mil libas de cocaína y 10 mil libras de heroína a los Estados Unidos, con una ganancia de casi 2 billones de dólares. Estos son cálculos conservadores.

La investigación empezó en mayo de 2010 después de que unos agentes del Alguacil del Condado de Pinal realizaran una detención rutinaria de tráfico en Stanfield. The operation, called “Operation Pipeline Express” lasted 17 months and during that time federal and local authorities executed three large-scale enforcement actions.

The drug trafficking ring that was investigated in this operation had ties to the Sinaloa cartel and had been operating for at least five years.

Officials said that the ring was organized around cells based in the Arizona communities of

76 people have been arrested in connection with the operation, ranging from organizational bosses to stash house guards and load drivers.

During the last of the enforcement actions taken the week of Oct. 21, authorities seized more than two tons of marijuana, 19 weapons (including assault rifles, handguns and shotguns), and nearly $200,000 in cash.

Authorities said that during the five years this group was in business, they estimate the ring has smuggled more than 3.3 million pounds of marijuana, 20,000 pounds of cocaine and 10,000 pounds of heroin into the United States, generating almost $2 billion in profits. These are conservative estimates.

The probe began in May 2010, following a traffic stop by Pinal county Sheriff’s Deputies in Stanfield. To date, the case has resulted in the seizure of more than 60,000 pounds of marijuana; in excess of 200 pounds of cocaine; about 160 pounds of heroin; over $750 in cash; and nearly 100 weapons, including multiple assault rifles.

Federal authorities said this is an ongoing investigation and they are continuing

to coordinate efforts closely with Mexican law

WASHINGTON – En promedio, siete de cada 10 armas de fuego recuperadas en México en los últimos cinco años han sido contrabandeadas desde los Estados Unidos, de acuerdo a un reporte presentado ante el Senado estadounidense el 1 de noviembre.

“De esas 94,000 armas recuperadas en México, 60,000 son rastreables a Estados Unidos. Tenemos que hacer algo para evitar que los criminales obtengan esas armas” dijo el subprocurador de Justicia estadounidense Lanny Breuer, durante una audiencia ante el Subcomité de Crimen y Terrorismo.

“Estas son las que han sido recuperadas, no todas las que están en México”, dijo.

De acuerdo a información oficial de México, entre Diciembre de 2006 y agosto de 2011 las autoridades recuperaron más de 49 mil 600 armas cortas y 70 mil 220 armas largas.

Breuer dijo que durante la administración del presidente George W. Bush se enviaron armas de forma ilegal a México bajo el operativo Wide Receiver. Mencionó que mientras que 11 personas fueron procesadas como resultado de este operativo, él no notificó al Procurador de Justicia sobre este operativo, similar al conocido como Rápido y Furiosos que se llevó a cabo meses después y también envió grandes cantidades de armas de fuego a México.

Over 60,000 weapons smuggled to Mexico in the last five years

WASHINGTON – On average, 7 out of every 10 firearms recovered in Mexico in the last five years had been smuggled from the United States, according to a report given to the U.S. Senate on Nov. 1.

“Of the 94,000 weapons recovered in Mexico, 64,000 are traceable to the United States. We have to do something to prevent criminals from getting these weapons,” said Assistant Attorney General Lanny Breuer during a hearing before the Subcommittee on Crime and Terrorism.

“These weapons are only the ones we have recovered, not all the ones that exist in Mexico,” he said.

According to official data from Mexico, between Dec. 2006 and Aug. 2011

authorities recovered over 49,600 guns and 70,220 l o n g weapons.

Breuer said that during the George W. Bush Administration weapons were sent illegally to Mexico under the Wide Receiver operation. He said that while 11 people were prosecuted as a result of this operation, he didn’t notify the Attorney General that this operation was similar to Fast and Furious, another operation that smuggled guns to Mexico.

Breuer was in charge of the judicial cases against the weapon purchasers prosecuted under the Wide Receiver operation and is in charge of the investigation of the death of ICE agent Jaime Zapata in Mexico and Border Patrol agent Brian Terry. Both were killed with weapons sent to Mexico through the Fast and Furious operation.

Confusion about Jorge Salinas’ health

MEXICO – Actor Jorge Salinas is once again front page news, this time because of his health. While his wife says he is still in the hospital in intensive care, the producer of the soap opera he participates in has said the actor is still working.

Salinas’ wife, actress Elizabeth Alvarez, said that while her husband is getting better, he is still in the hospital and nobody knows for sure when he will be released.

“Within his serious condition he is getting better, as I had said last week, he is getting better but he doesn’t have a date to be released from the hospital,” Alvarez said.

Almost at the same time soap opera producer Jose Alberto Castro told several media outlets that Salinas was still working in the soap opera and no changes were necessary.

“Everything is fine, nothing has changed. I believed people have made

more noise than anything else. Jorge has not been absent, he has been going back and forth, he has been with us, and also with the doctor, but everything is normal,” Castro said, dropping hints that the actor has been in the studio were the soap opera is taped. He even uploaded some images to Twitter that show Salinas in character on the set.

But still, there are versions that say that Castro is looking for another actor to replace Salinas as the villain in his soap opera “The One Who Couldn’t Love” (La que no podia amar) or that he is considering killing the character.

A source close to the soap opera said Eduardo Yanez had been approached to take over the character, but he was demanding a high salary and production couldn’t honor that.

Also, it was said that Sebastian Rulli rejected the part because he is currently working on a play.

Another version says Castro is going to kill the character and is going to introduce a new villain to the story.
