    ABOUT MAHUL TERMINAL

    Mahul Terminal is located in south west end of Mumbai Refinery at Gavanpada, a village in

    Chembur in Mumbai. It is surrounded by B C!"s Mumbai Refinery and Bhaba #tomic

    Research center. Commissioned on $%th #ugust &'%(, it is the first )! terminal of * C!.

    The terminal area is spawning over &+.+ acres. It is I ) '--& $--(, I )

    &/--& $--/ and IR certified terminal.

    The location is very strategic as it is between Mumbai and 0avi Mumbai and alsoconnected directly to the Mumbai 1 une e2press highway. 3ue to all these reasons it

    becomes one of the main suppliers of industrial fuels to the nearby industries. ome of its

    ma4or regular customers are 0T C, I #T industries, C50T6R7 lywood and many more.

    )n an average &$- 8&/- truc9s loaded in Mahul terminal every day. The terminal is

    headed by Chief Manager 1 Installations.

    Mahul terminal is also 9nown as blac9 oil terminal. It supplies almost every type of blac9 oil to the customers in industry. It also supplies some grades of white oils for the

    industries.

    tatutory re=uirements are those re=uirements which are applicable by virtue of law enacted

    by the government. These re=uirements are non8negotiable and must be compiled with.

    :ailure to comply a legal re=uirement may result in a fine or penalty or possibly a custodial

    sentence for the person or persons responsible for such failure. tatutory refers to the laws

    passed by a state and>or central government.

    #ccordingly, the organi;ation should have a methodology in place ?i@ for determining,

    maintaining and updating all statutory re=uirements, ?ii@ for communicating all applicable

    statutory re=uirements within the organi;ation. The organi;ation should ensure that

    determined statutory re=uirements are utili;ed as A rocess Inputs . The organi;ation should

    monitor A rocess )utputs for compliance with statutory re=uirements.

    It should be the responsibility of the personnel>departments concerned to meet these

    determined re=uirements. The top management should also review at defined intervals

    meeting applicable statutory re=uirements.

    It will be a good idea that the auditor during the audit preparation phase obtains relevant

    information from internal as well as e2ternal sources with respect to the statutory

    re=uirements that may apply to the organi;ation and its product, such as, legal re=uirements

    GENERAL STATUTARTY ACTS APPLICABLE TO EVERYBUSINESS

    FACTORIES ACT, 1948

    # :#CT)R7 has been defined under the act asany premises whereon ten or more wor9ers are

    wor9ing and in any part of which a

    manufacturing process is carried on with the aid

    of power or whereon twenty or more wor9ers

    are wor9ing on a manufacturing process carried

    on without the aid of power on any day in the

    preceding &$ months.

    E )RF5RE under the act is any person

    employed directly or through or by any agency

    including a contractor, with or without the

    9nowledge of the principal employer, whether

    for remuneration or not.

    5very employer has to obtain previous permission of the tate Government for the site on

    which factory is to be situated, and for the construction and e2tension of the factory. :or this

    he has to submit plans specifications of constructions for certification and approval to the

    Chief Inspector of :actories or the tate Government. *e has also to get his factory registered

    and obtain license for operating it, by paying prescribed license and registration fees and

    supplying such information as may be re=uired by the Government. # factory shall not be

    deemed to be e2tended by reason of replacement or addition of any plant or machinery if

    such addition or replacement does not reduce the minimum clear space considered necessary

    for safe wor9ing around plant and machinery or adversely affects the environmental

    HEALTH MEASURES

    a# $leanliness and disposal o% &aste and '%%luents:

    The occupier is re=uired to 9eep the factory premises clean and free from waste and effluvia.

    *e shall ma9e arrangements for sweeping and removing dirt, disposal of wastes and effluents

    and maintaining proper drainage. #ll inside walls, partitions, staircases and roofs shall be

    white8washed once in &/ months or re8varnished and painted once in years with washable

    paint or once in + years with non8washable paint. Besides all doors, window frames, other

    wooden or metallic frame wor9 and shutters should be painted or varnished at least once in +

    years. The dates of white washing, painting or varnishing etc. should be recorded in the

    prescribed register.

    b# (entilation Temperature and Humidit):

    The factory premises should be ade=uately ventilated by circulation of fresh air and

    comfortable temperature should be maintained in every wor9 room. Besides, artificially

    increased humidity should be controlled by use of purified water. pecific rules with respect

    to ventilation and temperature are prescribed by the respective state governments. ame

    should be referred to and complied with.

    c# Pre!ent Dust and Fumes:

    #ccumulation and inhalation of dust and fumes in4urious to health of wor9ers should be

    prevented by use of e2haust fans and other safeguards.

    d# *!oid O!ercro+ding:

    The wor9 place should not be overcrowded by wor9ers and minimum space of &/.$ cm

    >wor9er in a new factory and '.' cm. per wor9er in an e2isting factory should be provided.

    e# Lighting , Drin ing &ater:

    ufficient and suitable natural and artificial lights, wholesome drin9ing water at suitable

    points and cool water in factories employing $+- or more wor9ers during hot season should

    also be provided.

    %# Latrines rinals , pittoons:

    5very factory should provide ade=uately lighted and ventilated latrines and urinals for male

    and female wor9ers separately, and spittoons at suitable locations. :urther, the latrines, the

    urinals and spittoons should be washed and cleaned regularly with detergent and disinfectants

    yearly. The number of latrines and urinals to be provided is specified by the respective tate

    Governments. The same should be referred to and complied with.

    d. Feeping floors, stairs, steps etc., free from obstruction and slippery substances and

    provided with substantial handrails, wherever necessary. rovide safe means of access to

    every place of wor9.

    e. Ta9ing necessary precautions and providing screens or goggles for protection of eyes,

    precautions to prevent e2posure to dangerous fumes, gases or dust and measures to prevent

    accumulation of e2plosive or inflammable dust, fumes, gases or vapors. Besides, portable

    electric light or other appliance of voltage e2ceeding $/ volts shall not be used inside a

    confined space unless ade=uate safety devices are provided.

    g. The Inspectors are empowered to inspect any factory building, plant or machinery and

    The occupier of every factory involving a ha;ardous process shall disclose in the manner

    prescribed all information regarding danger, including health ha;ards and the measures to

    overcome these ha;ards to the wor9ers employed in the factory, the Chief Inspector, the !ocal

    #uthority within whose 4urisdiction the factory is situated.

    The occupier shall lay down detailed policy with respect to *ealth and afety of the wor9ers

    employed therein and intimates it to the !ocal #uthority and the Chief Inspector.

    5very occupier shall draw up an on8site emergency plan and detailed disaster control

    measures for his factory and ma9e it 9nown to the wor9ers employed and to the general

    public living in the vicinity of the factory.

    5very occupier of the factory engaged in a ha;ardous process shall inform the Chief Inspector

    of the nature and details of the process.

    The occupier of a factory involving a ha;ardous process shall with the previous approval of

    the Chief Inspector, lay down measures for handling, usage, transportation and storage of ha;ardous substances inside the factory and the disposal of such substances outside the

    factory premises and publici;e them to the wor9ers and the general public in the vicinity.

    SPECIFIC RESPONSIBILITY OF THE OCCUPIER IN RELATION TOHA6AR3OUS PROCESS

    The occupier of a factory involving a ha;ardous process shall maintain

    a# #ccurate and up to date health record of the wor9ers in the factory who are e2posed to any

    chemical, to2ic or other harmful substances which are stored, handled or transported.

    b# #ppoint persons who possess =ualifications and e2perience in handling ha;ardous

    substances and are competent to supervise such handling within the factory and to provide at

    the wor9ing place all necessary facilities for protecting the wor9ers in the manner prescribed.

    around for access for normal operation and maintenance as well as for emergency handling.

    The capacity and number of main firewater pumps shall be fi2ed based on design fire water

    rate, wor9ed out on the basis of design criteria as per section +.$. The capacity of each pump

    connection with an intrinsically safe apparatus installed

    in any ha;ardous area shall be so laid as to prevent

    invasion of such circuit by current arising from contact or electrostatic or electromagnetic

    induction from any other circuit. Conductors of intrinsically safe circuits shall be effectively

    protected against mechanical damage.

    ?$@ #ll electric wiring in a ha;ardous area, other than the conductors of an intrinsically safe

    circuit, shall be effectively sealed at all 4oints, mechanically protected and ade=uatelysupported throughout its length and shall consist of 8

    approved armored cable with correctly designed terminations, complete with armor

    clamps, the armoring being carried and electrical clamps to provide mechanical

    pump including its integral lighting system, if any.

    to the customer on demanded time. This will also help them to improve productivity
