“The right to religious freedom has its foundation in the very dignity of the human person as this dignity is known through the revealed word of God and by reason itself. This right of the human person to religious freedom is to be

recognized in the constitutional law whereby society is governed and thus it is to become a civil right.” Dignitatis Humanae, 2

This year, our own federal government, through the Department of Health and Human Services, mandated a new and narrow definition of “religious employer.” This unprecedented action could force the punishment or even closure of faith-based soup kitchens, schools and hospitals because these institutions would not fit under the federal government’s definition of “religious.” It is an ominous sign when the federal government issues the edict that Catholic Charities and other religious employers are not religious. The mandate is both illegal and unjust, and constitutes an unprecedented affront to religious liberty.1 As we did in the Fortnight for Freedom, we continue to ask the laity to pray and be active in opposing this mandate that we feel is a violation of the First Amendment of the United States Constitution as well as other federal laws.

As our fellow bishops have written: “Religious liberty is not only about our ability to go to Mass on Sunday or pray the Rosary at home. It is about whether we can make our contribution to the common good of all Americans. Can we do the good works our faith calls us to do, without having to compromise that very same faith?...What is at stake is whether America will continue to have a free, creative, and robust civil society—or whether the state alone will deter-mine who gets to contribute to the common good, and how they get to do it.”2

A law that prohibits Catholics from living the Gospel publicly is a law that prohibits Catholics from living the Gospel faithfully. And so we join our brother bishops in calling upon “all the energies the Catholic community can muster” to oppose this threat to religious liberty.

“Of all the dispositions and habits, which lead to political prosperity, Religion and Morality are indispensable supports,” said George Washington in his Farewell Address. “In vain would that man claim the tribute of Patriotism, who should labor to subvert these great pillars of human happiness, these firmest props of the duties of Men and Citizens.”

It is important to remember that religious liberty is not a Catholic issue. It is not a Christian or Jewish or Muslim issue. It is an American issue. Fundamentally, it is a matter of social justice; for when religious liberty is endangered, the good of society itself is diminished.

As bishops, we seek to bring the light of the Gospel to our flocks, but the work of politics and deciding who will repre-sent us in this representative democracy is up to committed and courageous lay Catholics. We urge you to be both en-gaged and articulate in insisting that as Catholics and as Americans that we do not have to choose between being either a Catholic or an American. There is an urgent need for the lay faithful, in cooperation with those of other faiths or none, to impress upon our elected representatives the vital importance of religious liberty for a free society.

On November 6, we have an opportunity—and an obligation—to do just that.

VOCATIONS

COLLEGE SEMINARY VISITS - The Vocation Office will be sponsoring a trip for all men who are 16 years of age and older to St. John Vianney College Seminary in St. Paul, MN. There is no cost for this trip. These are great opportunities to visit the seminaries, meet seminarians and see seminary life first-hand. Please RSVP to Fr. OPERATION ANDREW DINNERS - These dinners with Bishop Conlon are open to all men who are high school age or older. Parents are welcome as well. The evening begins at 6pm and ends by 8pm. Participants will have the chance to have dinner with Bishop Conlon and Fr. Burke, hear a vocation story, ask questions and meet other young men interested in knowing more about the priesthood. “El derecho a la libertad religiosa está realmente fundado en la dignidad misma de la persona humana, tal como se la conoce por la palabra revelada de Dios y por la misma razón natural. Este derecho de la persona humana a la libertad religiosa ha de

ser reconocido en el ordenamiento jurídico de la sociedad, de tal manera que llegue a convertirse en un derecho civil”. • Dignitatis Humanae, 2

Este año, nuestro propio gobierno federal, a través del Departamento de Salud y Servicios Humanos, ordenó una nueva y estrecha definición de “empleador religioso”. Esta acción sin precedentes podría forzar el cierre de comedores de beneficen-cia, de escuelas y de hospitales religiosos, ya que estas instituciones no encajan en la definición de “religiosos” establecida por el gobierno federal. Es un mal augurio cuando el gobierno federal emite un edicto en el que define que Caridades Católicas y otros empleadores religiosos no son religiosos. Este decreto es ilegal e injusto y constituye una ofensa sin precedentes a la libertad religiosa.1 Como lo hicimos en la Quincena por la libertad, seguimos pidiendo a los laicos que oren y sean activos en oponerse a este mandato que sentimos es una violación a la Primera Enmienda de la Constitución de los Estados Unidos, así como a otras leyes federales.

Como han escrito nuestros compañeros obispos: “La libertad religiosa no sólo tiene que ver con nuestra capacidad de ir a misa el domingo o de rezar el rosario en casa. Se trata de si podemos hacer nuestra contribución al bien común de todos los estadounidenses. ¿Podemos hacer las buenas obras que nuestra fe nos llama a hacer, sin tener que comprometer la fe mis-ma?... Lo que está en juego es si Estados Unidos seguirá teniendo una sociedad civil libre o, creativa y sólida, o si el Estado determinará de manera unilateral quién va a contribuir al bien común y cómo tendrán que hacerlo”.2

Una ley que prohíbe a los católicos vivir el Evangelio en público es una ley que prohíbe a los católicos vivir fielmente el Evangelio. Por eso nos unimos al llamado que nuestros hermanos obispos hacen a “todas las energías que la comunidad ca-tólica pueda reunir” para oponerse a esta amenaza a la libertad religiosa.

“De todas las disposiciones y hábitos que conducen a la prosperidad política, la religión y la moralidad son soportes indispen-sables”, dijo George Washington en su discurso de despedida. “En vano un hombre reclamaría e1 tributo del patriotismo, si laborara para subvertir estos grandes pilares de la felicidad humana estos firmísimos sostenes de los deberes de los hombres y de los ciudadanos”.

Es importante recordar que la libertad religiosa no es un problema católico. No es un problema cristiano, judío o musulmán. Es un problema estadounidense. Fundamentalmente, se trata de una cuestión de justicia social; porque cuando la libertad religiosa está en peligro, el bien de la misma sociedad se ve disminuido.

Como obispos, tratamos de llevar la luz del Evangelio a nuestros rebaños, pero el trabajo de la política y de decidir quién nos representará en esta democracia representativa corresponde a los laicos católicos comprometidos y valientes. Le instamos a ser al mismo tiempo participativos y articulados a la hora de insistir en que como católicos y como estadounidenses no tene-mos que elegir entre ser católicos o estadounidenses. Hay una necesidad urgente de que los fieles laicos, en cooperación con aquellos de otras religiones o con ninguno, dejen impresa en la mente de sus representantes electos la importancia vital de la libertad religiosa en una sociedad libre.

El 6 de noviembre, tenemos una oportunidad, y una obligación, de hacer precisamente eso.

A través de la intercesión de María Inmaculada, patrona de esta nación, pedimos a Dios que nos bendiga a todos y continúe bendiciendo a los Estados Unidos de América.
