Retórica vs práctica: el por qué

■ No hay penalización

■ No hay compromiso político

■ Prioridades nacionales por encima de los compromisos europeos: i.e. agricultura, gas etc

■ Interacción con regímenes autoritarios: ‘letting the fox guarding the chickens’ (Del Sarto & Schumacher, 2011:946)

■ Jerarquía de intereses europeos por encima de intereses de la mayoría en nuestros paísesvecinos: i.e. business, agricultura etc

■ Interpretación tecnocrática de la realidad de nuestro vecindario ‘exacerbating the problems rather than solving them’ (Bouris & Schumacher, 2017:17)

■ Receta neoliberal moderniza el autoritarianismo en vez de erradicarlo; la élite es la únicacapaz de adaptarse: i.e. ‘If goods standards improve but on the other hand economic conditions do not improve, the majority of the Arab society will be led to ‘heavy personal levels of debt’ (Cavatorta & Durac, 2009:16).
