Mayor Bill de Blasio issued dire warnings that‎ millions of New Yorkers could lose access to federally funded programs such as food stamps, rental assistance and school lunches if the government shutdown extends to March 1.

The city will lose out on $500 million in federal funding per month if the federal government shutdown continues past February, he said.

“In my time as Mayor, this city has faced terrorist attacks, we have faced storms, natural disasters, we’ve faced all sorts of challenges in government, and every time that I stood before all of you, I’ve been able to tell the people of New York City that things are going to be okay,” de Blasio said at a press conference on January 17, which marked the 27th day of the shutdown, t he longest in U.S. history.

“Unfortunately, today, I have to tell you that things are not okay when it comes to the federal shutdown, that we are now entering nothing less than a full blown crisis that is about to have massive effects on the people in New York City,” he stated.

At minimum, two million New Yorkers stand to lose vital assistance come March 1st, the Mayor’s Office has estimated.

In addition, there are about 18,000 federal employees that work at affected agencies in New York City as well as an unknown

number of federal contractors. The week of January 7 was the first week that furloughed government employees did not receive a paycheck.

Nearly 1.6 million residents rely on federal funding for Supplemental Nutrition Assistance Program (SNAP), also known as food stamps.

Among those SNAP users, 535,000 of them are children under the age of 18 and 425,000 of them are seniors.

Many New York City food stamp recipients will see their February benefits released early rather than in the month of February, officials said. The release of March benefits is uncertain due to the federal shutdown.

De Blasio said that more than 280,000 New Yorkers pay their rent using Section 8, another program that is in jeopardy.

A small nonprofit that works with at-risk youth is now in peril

Growth and Development Services, or Excel GDS, as the 22-year-old organization is known, is facing eviction from the New York City Department of Homeless Services (DHS) from its location at the Fort Washington Avenue Armory on 168th Street.

Dated December 17th 2018, the letter from DHS’ Chief Contracting Officer Vincent Pullo reads, “No further notice is required to effect termination” and stipulates that the organization must vacate the Armory by January 31st, 2019.

In response, Community Board 12 (CB12) passed a resolution in support of the organization, seeking a stay of eviction, during its general meeting this past Tues., Jan. 22nd.

Ayisha Oglivie, Chair of CB12’s Housing and Human Services Committee, called the eviction “unacceptable.”

GDS’s programming, Ogilvie said. In October 2018, CB12 was asked to

review DHS’s overall governance of the Armory Building by community members. The Housing and Human Services committee started its review 11 days before GDS received its eviction letter.

Marking the 46th anniversary of the groundbreaking Supreme Court decision Roe v. Wade, the New York State legislature moved on Tues., Jan. 22nd to pass a long-

delayed package of bills to safeguard the health rights of women.

The newly minted Democratic Senate Majority, led by its Leader Andrea Stewart-Cousins, passed a set of bills aimed at updating state laws on women’s healthcare.

The Reproductive Health Act (RHA) will

codify the Roe v. Wade Supreme Court into New York law and modernize New York’s statutes to ensure that state law treats abortion as health care, not a criminal act.

Together with the State Assembly majority, the Senate also passed the Comprehensive Contraception Coverage Act (CCCA) to ensure

Apply for the William G. Pomeroy Foundation’s Professional Development Grant.

Historical societies and cultural museums with 501(c)(3) status in New York State, with a budget of $50,000 or less, are encouraged to apply for needs-based scholarships of $1,000.

The funds may be used to join museum-based organizations, travel expenses to historical conferences, or other professional development uses. Each organization receives only one grant of $1,000 per year. Recipients must provide a final professional development report to the Pomeroy Foundation at the end of the calendar year.

The foundation’s scope of funding interests are broad. In 2018, the William G. Pomeroy Foundation awarded more than $2.6 million in grants. More than half went to

historical associations and community-based groups, while $1.2 million was awarded to medical organizations.

William “Bill” Pomeroy was diagnosed with acute myeloid leukemia (AML) in 2004 and received a stem transplant that saved his life. Pomeroy started the foundation while he was still undergoing cancer treatment, with the goal of diversifying the “Be The Match” bone marrow registry. A person’s ethnic background plays a significant role in matching patients with donors. Finding a suitable donor entails looking for someone with a similar racial or ethnic background. A small group of donors makes it harder for people of color to find suitable matches. Since 2008, the William G. Pomeroy Foundation has helped register more than 26,000 people, which led to 80 bone marrow matches.

The grant application process is open through February 28, 2019.

Participants will learn how to identify customers and become familiar with

the competition. They will learn industry best practices and how to develop a successful relationship with a buyer and manage expectations as a vendor. The basics of financial planning, retail math and inventory control are also covered.

A few days before Christmas last year, Tamarit Orquidea was

enjoying the holiday displays in the windows of Macy’s department store in Manhattan when she noticed an abandoned backpack.

She approached it, opened it and noticed electronics inside, along with someone’s identification.

“I would have taken it to the precinct down the street from my house,” said Orquidea, who lives near Hudson Yards.

However, after picking up the backpack, Orquidea was immediately approached and arrested by police officers. She was charged with petty larceny, her attorney said.

Orquidea’s story is indicative of an Operation Lucky Bag arrest, a practice where the New York Police Department (NYPD) intentionally leaves property that appears abandoned or lost, in attempt to lure people into arrest, criminal justice advocates said.

On January 17, members of New York County Defenders Services (NYCDS), along with two City Councilmembers, held a press conference at City Hall to accuse the NYPD of entrapping innocent people through Operation Lucky Bag stings.

“Essentially, the NYPD is engaging in fabricating crime,” remarked Stan German, Executive Director of NYCDS.

“Apparently in an era of low crime… this “Lucky Bag” operation has been resuscitated by the NYPD,” to boost arrest totals, he said.

The NYPD began the practice in 2006 by leaving unattended purses, backpacks, and bags at subway stations, then arresting people who took the items.

Operation Lucky Bag fell out of favor after a 2014 settlement on a class action lawsuit where the NYPD settled with three

plaintiffs who claimed they were wrongly arrested.

Under the settlement, the NYPD agreed then to charge a suspect with theft only if he or she removes valuables from a planted bag or purse; takes an item from another personal piece of property; or if he or she

denies having the item when questioned by police officers.

According to New York state law, individuals finding lost property valued at more than $20 have 10 days to return the property to its owner or turn it over to police.

“It seems that over the last month, Operation Lucky Bag is apparently back in business,” said German, who reported that NYCDS has dealt with four similar cases in recent weeks,

including Orquidea’s.“This is entrapment,” said German.Orquidea’s case is still pending in criminal

court, said her attorney, Eric Pilch.The NYCDS issued a letter to Police

Commissioner James O’Neill urging the NYPD to stop the practice.

Gillette recently released an ad campaign that has ignited

public discourse, including over 20 million views on Youtube.

The campaign explores what should be considered “normal” male behavior and what needs to go for men to be “the best men can get.” Gillette’s tagline is thirty years old. It has always been designed to inspire men to be their best selves, and Gillette’s new ad aimed to provoke a conversation about what that means today. A conversation, indeed. It has triggered a torrent of criticism from those who claim that Gillette is attacking masculinity and men in general. On the other side, many applaud their daring and say that Gillette is calling for honest reckoning on what it means to be a good man and what has got to be left behind. Here are a few thoughts on the campaign.

Masculinity. The gender constructs

of “masculinity” and “femininity” are as ancient as human civilization itself. But as much as gender roles have always existed, they are shaped by culture and reflect what a society expects and considers appropriate behavior for each sex. The Bem Sex-Role Inventory (BSRI), created by psychology professor Sandra Bem in 1974, identifies traits that are commonly viewed as masculine,

feminine, or gender neutral. Thousands of studies have employed the BSRI to understand gender as it relates to nearly every aspect of human experience. The findings are fascinating at many levels. Most important to the Gillette ad, findings show time and again that mental health, wellbeing, social and professional success for both men and women is associated with a balance of masculine and feminine traits – not an excess of either type.

“Boys will be boys.” We have all heard

that expression too many times to count. But gendered behaviors are not preordained nor immutable. Certainly, biological hormones (testosterone and estrogen) and chromosomes, which differ for males and females, are important to understanding sex differences in behavior. For example, males biologically have a higher level of testosterone, which is associated with aggression and competitiveness, but such biological differences do not mean that bullying and sexual assault should be accepted as gender-

concluded and relocated. GDS has provided critically needed neighborhood-based youth services and programming—in one variety or another—at the Armory location for 16 years.”

GDS works with young people from Northern Manhattan and the Bronx by providing counseling, summer youth programs and other services.

Gary Altheim, Founder and Executive Director of GDS, said his organization takes up approximately 1,200 square feet at the 200,000-plus square foot Armory building.

The only reason DHS gave was that the license is revocable by either party within 30 days.

A member of GDS’s Advisory Council, Phil Zablocki, said, “What’s glaring here is that DHS just evicted GDS with no warning.” He said DHS has not previously raised any issues with GDS or any problems with their licensing agreement.

“For them to just blindly evict a nonprofit in an area that sorely needs them, without communication, is unjust and totally unfair,” Zablocki said.

In March 2018, Altheim and the organization were one of six finalists for the national Child Mind Institute’s Annual Change Maker Awards, as sponsored by Parents Magazine. The awards seek to celebrate leaders in the fields of mental health and learning disorders.

And at Tuesday’s CB12 meeting, several people spoke up in support of GDS.

One parent said that the eviction makes no sense and is actually harmful to the community. “It is important for our youth in this neighborhood to get every opportunity that’s possible.”

Deborah Cardona, a teacher at Booker T. Washington Middle School MS54 in Manhattan, described the circumstances surrounding GDS as a “David versus Goliath situation.” She added that the small organization does its own fundraising and “does its job of taking care of the kids that nobody else wants to take care of.”

A testimonial offered by Carlos Vargas which GDS circulated in an online newsletter described the program as transformative.

“I wasn’t able to speak up for myself or even speak up for those who couldn’t speak up for themselves,” he wrote about his high school career before GDS. The summer of 2018 spent within the program boosted his self-esteem and helped him focus. “If it wasn’t for Dr. Gary, I would not have been in my second semester in college [now].”

The DHS administers space at the Armory, which is home to the Armory Foundation. The foundation hosts events at the New Balance Track and Field Center. It also offers several community programs, including college prep programs for young people. Other organizations, such as the Police Athletic

League (PAL), SUNY Attain Lab, Children’s Aid Society and the Columbia University Center for Teaching and Learning, also license space from DHS.

Altheim said two days after a NY1 story portraying the Armory as inaccessible to members of the general Washington Heights community,

the DHS sent GDS an eviction letter. Even though Altheim did not participate in

the story, he called the timing suspicious. “We believe that was the precipitant,” he said.

Yet Altheim said he has had a strained relationship with the Armory and DHS for several years. He said that in 2011, the Armory Foundation threatened to evict his organization, and tried to do so several times thereafter. However DHS, which administers the space, had supported the organization. Until now.

A spokesperson for DHS, Arianna Fishman, said it is “committed to ensuring continued community access to high-quality services and programs at the Fort Washington Armory.”

In an email to The Manhattan Times, she wrote, “Last year, after determining that GDS was not serving a sufficient number of New Yorkers through its programs, does not currently have an official operating board of directors, and continues to lose a significant amount of funding further limiting its abilities to deliver the results that residents deserve, we determined to terminate this license agreement. We wish GDS the best in their continued endeavors and are in the process of identifying a high-quality replacement program that can more effectively serve this community.”

GDS has about 15 young people in its Summer Youth Employment Program (SYEP). Altheim said GDS also offers programs, counseling and college readiness services year-round to a variety of young people.

“Our numbers are not only just in the space. The work that we do is in the community,” he said.

Altheim said that more than 90 percent of GDS’s participants graduate from high school. “That’s substantially higher than city and neighborhood averages,” he said.

“As a small nonprofit, we are struggling with funding. So much of our time has been put to actually to keeping our space,” he said. “We used to raise a half a million dollars. Now we raise a couple of hundred thousand, and that’s really hard.”

GDS’s public IRS filings show that between 2012 and 2016 (the most recent year available) the nonprofit raised a total of approximately $510,000 in grants. Its annual income ranged from just over $48,000 in 2012 to $200,000 in 2014. In 2016, it raised $76,200.

Altheim said GDS recently received a grant from Partnerships for Parks. “The youth did advocacy, they gathered surveys about the use of the park. We are doing so much work.”

The Armory Foundation did not comment directly on the eviction.

Cristyne Nicholas from Nicholas & Lence Communications, the Armory Foundation’s public relations firm, only said that GDS pays the Armory a monthly service and maintenance fee of $1,000. “Although the costs to operate the Armory facility have gone up substantially over the past 23 years, GDS continues to pay the $1,000 monthly fee,” she said.

But Altheim said the fee was $1,500 a month.Steve Fermín worked as a community youth

advocate for GDS in the summer of 2015. He said that GDS also hosted open mic events and other community events that were always free of charge.

“We have 10 days,” Fermín said. “This vote is important. But we need DHS to hear our voice and make sure the eviction of GDS does not come to pass.”

“I want to caution about the sheer magnitude, at the rate of loss we would sustain at that rate of half a billion dollars a month, we would exhaust all of our reserves in a matter of months and then New York City would be in a very perilous situation of our own,” remarked de Blasio. “You know a lot of people know that once not so long ago, this city came very close to the edge -- we can never let that happen again. T he MTA Police Department (MTA PD) announced that

crime statistics for 2018 were the lowest in the 20-year history of the department, which patrols the Metro-North Railroad, Long Island Rail Road and Staten Island Railway.

In 2018, overall crime dropped more than 13 percent from the previous all-time-low figures reported in 2017, falling to a total of 237 crimes systemwide.

Robbery was down 41 percent, petty larcenies by 22 percent and hate crimes by 6 percent, according to an MTA press release.

In addition, arrests increased by 27 percent and summonses by 23 percent, while the number of unattended packages cleared

rose by 12 percent.“I commend the men and women of the

MTA PD for all they do to keep customers and the public safe,” said Owen Monaghan, MTA Chief of Police. “The dramatic drop in crime across the MTA’s territory is a testament to the skill, dedication and professionalism of our officers at the MTA. This record breaking drop in crime is not an endpoint for the MTA PD; it only reinforces our resolve to do more to combat crime and protect our region.”

The Department attributed the 20-year crime low to a shift in its policing practices. MTA Police officers now issue citations instead of verbal warnings for non-violent infractions, and there is increased officer visibility at stations and platforms, as well as greater collaboration with local law enforcement agencies, the press release said.

Since 9/11, the department has expanded in size and has bolstered its counter-terrorism capabilities, adding canine teams and emergency services officers.

“The idea that someone is sitting at One Police Plaza and thinking up a scheme for leaving a bag out on a street and hoping to get someone who looks at that bag, is offensive to me as a public official, and it should be troubling all of us who care about a fair criminal justice system and the proper use of our tax dollars,” he added.

The NYPD did not respond to multiple requests for comment.

City Councilmember Ydanis Rodríguez

said that the arrests, along with many others by the NYPD, affects low-income communities of color.

“Unless you’re black or Latino or poor, you would never understand it,” he remarked.

“The question is, are we for criminal reforms or not? It doesn’t help to maintain the same city where people of color will be more subject to being put through the system,” Rodríguez said. “This is not how we should be opening 2019.”

Orquidea insisted that she planned to give the bag, which she said included a laptop and a Kindle, to the police precint. She suggested that Good Samaritans who intend to return lost property could be reluctant to do so for fear of being arrested in a police bust.

“I was just minding my own business,” Orquidea said. “[The police] accused me of grabbing their bag. I was confused. It makes you feel lousy. Who wants to get arrested?”

“There’s enough real crime in New York City,”

said Councilmember Rory Lancman.

U na pequeña organización sin fines de lucro que trabaja con jóvenes en

riesgo ahora se encuentra en peligro.

Servicios de Crecimiento y Desarrollo, o Excel GDS (por sus siglas en inglés), como se le conoce a la organización de 22 años, enfrenta el desalojo del Departamento de Servicios para Personas sin Hogar (DHS, por sus siglas en inglés) de la Ciudad de Nueva York de su ubicación en la Armería, en la avenida Fort Washington y la calle 168.

Fechada el 17 de diciembre de 2018, la carta del director de Contrataciones del DHS, Vincent Pullo, dice: “No se requieren más avisos para efectuar la rescisión” y estipula que la organización debe abandonar la Armería antes del 31 de enero de 2019.

En respuesta, la Junta Comunitaria 12 (CB12, por sus siglas en inglés) aprobó una resolución en apoyo de la organización, buscando una suspensión del desalojo, durante su reunión general el pasado martes 22 de enero.

Ayisha Ogilvie, presidenta del Comité de Vivienda y Servicios Humanos de la CB12, llamó al desalojo de “inaceptable”.

Una suspensión del desalojo impide una alteración de la programación de GDS, dijo Ogilvie.

En octubre de 2018, miembros de la comunidad pidieron a la CB12 que revisara el gobierno general del DHS del edificio de la Armería. El comité de Vivienda y Servicios Humanos comenzó su revisión 11 días antes de que GDS recibiera su carta de desalojo.

“Tomar una acción tan rápida, realizar un desalojo de 30 días, mientras la CB12 está revisando el asunto, no creo que sea correcto”, dijo Ogilvie.

En una carta dirigida al comisionado Steven Banks del Departamento de Recursos Humanos y a Joslyn Carter, de DHS, escribieron, “Los servicios de apoyo de salud mental que actualmente se le ofrece a docenas de jóvenes deben concluirse y reubicarse de manera apropiada. “Nuestros números no solo están en el espacio. El trabajo que hacemos está en la comunidad”, explicó.

Altheim dijo que más del 90 por ciento de los participantes de GDS se gradúan de la preparatoria. “Eso es sustancialmente más alto que el promedio de la ciudad y del vecindario”, dijo.

appropriate. And it is these behaviors that the Gillette ad suggests represent forms of aggression and competitiveness that take men far from being the best they can be.

Toxic masculinity. Gender norms around masculinity have created a narrow and rigid definition of what it means to be a “real” man in many societies, including the United States. When masculinity is defined in terms of strength, status, and aggression and attacks emotional vulnerability as feminine, the risk is a gendered experience that has been defined as toxic masculinity. At its worst, toxic masculinity can encourage violence as a means of asserting power and dominance, which Gillette is suggesting is not men at their best, and I would agree.

Gillette, meet Dove. For decades, eating disorder professionals and sufferers have campaigned to change advertising that promotes and perpetuates a toxic ultra-thin beauty ideal. For women especially, the over idealized value of thinness is associated with poor self-esteem and body image for many and eating disorders for a significant minority. Dove’s “Real Beauty Campaign” was one of the first industry challenges to the multibillion-dollar beauty and fashion industry that called for a rethinking of messaging about beauty and femininity. The campaign has been a long and jagged journey, but major changes can be seen across these industries. Gillette’s

campaign is asking us to do the same around masculinity. Gillette is stepping up to say that behaviors like bullying, sexual assault, and interpersonal violence are toxic deviations or extremes of behaviors that can no longer be tolerated.

Why this matters to mental health. Current norms around manhood have clear implications for the mental health of men and

Pero si bien los roles de género siempre han existido, están conformados por la cultura y reflejan las expectativas de una sociedad y consideran ciertos comportamientos como apropiados para cada sexo. El Inventario Bem de Roles de Sexo (BSRI, por sus siglas en inglés), creado por Sandra Bem en 1974, identificó rasgos que son comúnmente vistos como masculinos, femeninos o de género neutro. Miles de estudios han empleado el BSRI para entender el género en relación con casi todos los aspectos de la experiencia humana. Los hallazgos son fascinantes en muchos niveles. Lo más importante para el anuncio de Gillette es que los resultados muestran una y otra vez que la salud mental, el bienestar, el éxito social y profesional tanto para hombres como para mujeres, están asociados con un balance de rasgos masculinos y femeninos, y no con el exceso de alguno de los tipos.

“Los chicos serán chicos”. Todos hemos oído esa expresión innumerables veces, pero las conductas de género no están pre ordenadas ni son inmutables. Ciertamente, las hormonas biológicas (testosterona y estrógeno) y los cromosomas, que difieren para hombres y mujeres, son importantes para comprender las diferencias de comportamiento entre los sexos. Por ejemplo, los hombres biológicamente tienen un nivel más alto de testosterona, que está asociado con la agresión y la competitividad, pero tales diferencias biológicas no significan que el acoso y la agresión sexual deban aceptarse como apropiadas para el género. Y son estos comportamientos los que el anuncio de Gillette sugiere que representan formas de agresión y competitividad que llevan a los hombres lejos de

Definitions of masculinity that teach men not to share their emotions, that vulnerability is to be avoided at all cost, and that success in life depends on public status and power can lead to men being cut off from social support, at increased risk for using alcohol when stressed, and unlikely to seek help when exposed to stress, leading to poorer mental health outcomes and higher rates of substance abuse. So this ad raises critical questions that are intrinsic to the mental health of our men. And when we consider the serious mental health sequelae associated with bullying, sexual assault, and interpersonal violence,

the issues raised by this ad are all about promoting mental health.

While some are not happy with Gillette’s recent ad, I say “kudos” to Gillette for having the courage to step forward and challenge all of us to rethink what it means to be a good man in today’s world.

and women’s rights. Unfortunately, for years, barriers to women’s rights were put up, and our state has fallen behind,” said Stewart-Cousins. “It is time for New York to again serve as a progressive beacon to the nation.”

The State Assembly has passed versions of the RHA for the last 12 years, but it had been stymied by the Republican-controlled Senate.

“The Assembly Majority has long been a champion of women’s reproductive rights. These bills will ensure New Yorkers can control their family planning decisions, have access to the reproductive healthcare they need and will not be discriminated against for their choices,” said Assembly Speaker Carl Heastie. “While the administration in Washington continues its assault on women’s reproductive rights, the Assembly Majority remains dedicated to fighting for a woman’s right to choose.”

The Senate voted 38-24 in favor of the bill. Later, the Assembly voted 92-47 in favor.

It marked the first time the state had updated its abortion laws since 1970.

Governor Andrew Cuomo signed the bills that evening.

“It’s bittersweet. There is a bitterness because we shouldn’t be here in the first place. We should not have a federal government that is trying to roll back women’s rights,” remarked Cuomo, who said he believed the Supreme Court would undo protections of Roe v. Wade.

State Senator Liz Krueger, who sponsored the RHA, said the bill’s passage was long overdue.

“Our abortion laws, once groundbreaking,

are now almost fifty years old. They do not meet the standard set by Roe v. Wade, and they do not reflect modern medical practice,” said Krueger. “We will never know how many New York women have suffered and even died because our outdated laws prevented them from getting the care they desperately needed. Today we turn the page.”

Not all were pleased with the news from Albany.

Prior to the vote, New York’s Catholic bishops issued a statement opposing the legislation.

“Our Governor and legislative leaders hail this new abortion law as progress. This is not progress,” the bishops wrote in their Jan. 17 statement. “Progress will be achieved when our laws and our culture once again value and respect each unrepeatable gift of human life, from the first moment of creation to natural death. Would that not make us truly the most enlightened and progressive state in the nation?”
