The NDIS is a new way of providing support to people with disability across Australia.
The NDIS has two parts:
ILC is part of the National Disability Insurance Scheme (NDIS)
1. Individual NDIS plans (also known as individually funded packages) - for eligible people
2. Information, Linkages and Capacity Building (ILC) activities – for all people with disability, their families and carers

ILC will connect people with disability, their families and carers to the wider community
ILC will create connections by:
1. Making sure people with disability have the skills, confidence and information they need to get involved in the community
2. Building the capacity of the community and mainstream services to include people with disability

The ILC Policy Framework outlines five kinds of activities that will be in ILC:1. Information, linkages and
referrals2. Capacity building of mainstream
services3. Community awareness and
capacity building4. Individual capacity building5. Local Area Coordination (LAC)

People with disability:
1. are connected and have the information they need to make decisions and choices.
2. have the skills and confidence to participate and contribute to the community and protect their rights.
3. use and benefit from the same mainstream services as everyone else.
4. participate in and benefit from the same community activities as everyone else.
5. actively contribute to leading, shaping and influencing their community.

Lots of changes ….
The NDIS is a big change for everybody – people with disability, their families, organisations and people who work in the sector.
ILC will also be a big change for people and organisations.
We will move from a state based system to a nationally consistent system.
Funding will be allocated through open grant rounds. We know it will take a while before we have the mix of activities and areas just right.

So what’s next?• Release the next draft of the
Commissioning Framework shortly
• Release ILC start dates in each State and Territory at the same time
• Release the Program Guidelines by the end of the year
• Finalise ILC Outcomes Framework
• Applications open in ACT end of January 2017
• Funding flows in ACT July 1 2017
