Tiene cinco prioridades para los próximos cinco años:

EMPLEO:Repensar la estrategia europea de empleo, con el objetivo de crear mayores oportunidades de empleo

para todos;

Hacer frente a la crítica situación de desempleo de los jóvenes;Alentar a los gobiernos a promover una agenda de la Alentar a los gobiernos a promover una agenda de la

LUCHA CONTRA LA POBREZA:

Promover políticas que apoyen a los grupos vulnerables y

abordar las causas profundas de la pobreza;

Prevenir la pobreza en edad de seguir adelante con las

propuestas para asegurar los sistemas de pensiones

adecuados para el largo plazo;

Apoyar la prestación de servicios sociales accesibles,

asequibles y de alta calidad.asequibles y de alta calidad.

Seguir promoviendo la igualdad de trato de los gitanos,

ayudar a su inclusión en la sociedad y darles la posibilidad de

salir de la pobreza;

Aprovechar las oportunidades que en el 2010, Año Europeo

participación y el compromiso político de todos los socios en la

lucha contra la pobreza y la exclusión social;

los fondos de la UE: el Fondo Social Europeo (FSE), el Fondo Europeo de Adaptación a la Globalización (FEAG), el progreso del programa y, espero que muy pronto, el próximo

DIÁLOGO SOCIAL:

Garantizar que la reestructuración y el cambio se

Eliminar los obstáculos a la libre circulación de trabajadores en la UE mediante la mejora de

la coordinación de los sistemas de protección social y la portabilidad de los derechos de

pensión;

Beneficios prácticos a los ciudadanos, por ejemplo, en la búsqueda de un puesto de trabajo, se desplazan a otro Estado miembro para trabajar o por otras razones, mejorar las competencias, etc, en colaboración con las autoridades nacionales, interlocutores sociales, organizaciones de la sociedad civil y otras partes interesadas , las direcciones de la Dirección General de los desafíos ligados a la globalización, el envejecimiento de la población europea y la cambiante realidad social. Ejemplos de las áreas :

Más y mejores empleos a través de la Estrategia Europea de Empleo (que lleva más cerca de las políticas

nacionales en este campo) y el Fondo Social

Libre circulación de trabajadores y la coordinación de los regímenes de seguridad social, lo que significa que cada ciudadano de la UE tiene derecho a trabajar y vivir en cualquier país de la UE y que las personas que cada ciudadano de la UE tiene derecho a trabajar y vivir en cualquier país de la UE y que las personas que se desplazan entre países no están en desventaja en relación a la seguridad social, incluyendo la salud.

Mejores condiciones de trabajo a través de normas mínimas comunes en el lugar de trabajo, mediante el

apoyo y desarrollo del diálogo social a nivel europeo

La inclusión social mediante el apoyo a los esfuerzos para combatir la pobreza y la exclusión social, reformar los sistemas de protección social, evaluar los nuevos desarrollos demográficos y sociales.

Las prioridades de la Comisión Europea se recogen en el Plan Anual de Gestión de la Dirección General de

Empleo, Asuntos Sociales e Inclusión.

Finalidad

Con la iniciativa "Nuevas cualificaciones para nuevos empleos" se pretende:Prever mejor las necesidades de futuras cualificacionesAdecuar mejor las cualificaciones a las necesidades del mercado laboralAcercar los mundos de la formación y el trabajo

La iniciativa puesta en marcha en 2008, añadió a las prioridades de la Comisión la de mejorar y actualizar la capacitación profesional, anticiparse a las necesidades del futuro mercado laboral y ajustar la oferta y la demanda de aptitudes. Esta iniciativa en curso seguirá desarrollándose en el futuro.Si bien es cierto que sus nombres se parecen, la iniciativa emblemática es más amplia y también abarca aspectos como flexiguridad, calidad y condiciones de trabajo y creación de empleo. La mejora de la capacitación es uno de los cuatro principales ámbitos de la iniciativa emblemática.

Evaluation of the first phase of Flexicurity (2007/2010)

The objective of the evaluation is twofold: 1) to assess, three years after their publication/adoption the impact of the Communication and the Common Principles on national policy making, i.e. whether and to what extent Member States put into practice these principles and developed their own 'flexicurity' pathways; 2) to analyse the impact of the implemented integrated flexicurity policies in terms of strengthening employment security, facilitating transitions and reducing labour market segmentation.

ESCO (European Skills Competences and Occupations)

ESCO, a common multilingual taxonomy of occupations and skills, based on the ISCO classification, has been identified as one of the flagship initiatives under the Europe 2020 strategy. It will be made freely available as a standard tool for all interested stakeholders. The work to develop ESCO involves IT tools to manage and distribute ESCO as well as the operation of a secretariat to coordinate the work of the management board, maintenance committee and reference groups.

El nuevo Comisario Europeo de Empleo, Lazlo Andor declaro el 11 defebrero, después del voto del parlamento en Estrasburgo, la aprobación deunas nuevas medidas contra la crisis y el desempleo.La propuesta, presentada por la Comisión en junio de 2009 ha sido aprobadapor el Parlamento Europeo por 511 votos contra 95, y 11 abstenciones.El objetivo primario del “European Microfinance Facility” será de ayudar a laspersonas que han perdido o están en riesgo de perder sus puestos de trabajoen obtener un crédito para empezar una actividad de negocios o una pequeñaempresa. The Lifelong Learning Programme

The new Lifelong Learning Programme 2007-2013 replaces the existing Socrates, Leonardo da Vinci, and eLearning programmes whichexpire at the end of 2006. It comprises four sectoral programmes on school education (Comenius), higher education (Erasmus),vocational training (Leonardo da Vinci) and adult education (Grundtvig), and is completed by a transversal programme focusing onpolicy cooperation, languages, information and communication technology and dissemination and exploitation of results. The finalelement to the new programme is the Jean Monnet action, which focuses on supporting the teaching of European integration as asubject at universities, and supports certain key institutions and associations active in the field.The programme budget is € 6,970 million for the period 2007-2013.

For Erasmus:

Erasmus Mundus es un programa de cooperación y movilidad que pretende promovereducación de calidad y desarrollar la cooperación entre la Unión Europea y tercerospaíses, además de favorecer la movilidad en ambos sentidos y el acceso a la educaciónsuperior.El programa cofinancia iniciativas de movilidad y cooperación entre institucione seducativas europeas y está dirigido a centros de investigación e instituciones deenseñanza superior. Pretende fomentar la participar en iniciativas conjuntas conentidades similares de otros países europeos y de fuera de la UE, siempre que vayanencaminadas a facilitar la movilidad, la formación y el desarrollo de los recursos humanos.En muchos casos estas iniciativas están relacionadas con otras políticas globales: PaísesPreadhesión o ENPI, por ejemplo.Cuenta con un presupuesto global que asciende a 493 millones de euros para elperiodo 2009-2013 y está abierto a centros y estudiantes de enseñanza superior,investigadores postdoctorales, académicos, personal docente así como para organismosy entidades públicos y privados que trabajen en el ámbito de la enseñanza superior.Este año, con un presupuesto aprox . de 207m €,la financiación puede llegar hasta unEste año, con un presupuesto aprox . de 207m €,la financiación puede llegar hasta un

Bruselas, 11 de julio de 2011. En el marco de su estrategia de fomento del empleo, laComisión Europea tiene previsto duplicar prácticamente el número de jóvenes, profesores einvestigadores que reciben becas de la UE para estudiar y formarse en el extranjero, quepasaría de 400 000 beneficiarios anuales en la actualidad a casi 800 000 en el futuro. Este esuno de los objetivos clave del significativo aumento de la inversión de la UE en educación,juventud y creatividad que propone la Comisión en su plan presupuestario 2014-2020, hadeclarado hoy en una conferencia de prensa Androulla Vassiliou, Comisaria Europea deEducación, Cultura, Multilingüismo y Juventud. El programa dotará a la UE de los medios para contribuir más eficazmente a la cooperación entre las instituciones educativas y el mundo laboral. Permitirá a la UE ayudar a los Estados miembros a elaborar y aplicar políticas y reformas educativas eficaces y transmitir los planteamientos innovadores a los demás. La Comisión propone también elaborar, junto con Comisión propone también elaborar, junto con el Banco Europeo de Inversiones, un programa de concesión de préstamos garantizados para estudiantes de máster que sigan un curso de grado completo en el extranjero. Este plan «Erasmus para másteres» vendría, pues, a suplir un vacío que tiene actualmente el apoyo financiero.

El Programa tiene por objeto contribuir significativamente a los objetivos de la Estrategia de Lisboa, con un respaldo importante a la investigación, la transferencia de tecnología, la innovación y el espíritu empresarial.Algunas acciones de la programación estarán dirigidas a mejorar la dotación y la accesibilidad a los servicios de transporte de las redes transeuropeas y regionales, pero también se centrarán en el recurso a las energías renovables, el buen aprovechamiento de los recursos las energías renovables, el buen aprovechamiento de los recursos energéticos, la gestión y la distribución del agua potable y el tratamiento de las aguas residuales.Se hará un esfuerzo especial para promover el desarrollo sostenible en las zonas urbanas y en las zonas montañosas o periféricas de la región

Efectos que se esperan de las inversionesA continuación se indican los objetivos que se espera alcanzar con el Programa:la creación de 22 865 puestos de trabajo; un incremento de los gastos en materia de investigación y desarrollo/ PIB de aproximadamente un 264 % (desde el 0,99 % actual hasta un 2,61 % en 2013);una inversión privada cercana a los 4 000 millones de euros;un incremento del 160 % del número de empresas que se beneficien de un incremento del 160 % del número de empresas que se beneficien de sistemas de gestión que respetan el medio ambiente (que han obtenido la certificación ISO 14001 y/o EMAS); en otras palabras, pasar de las 442 empresas que tienen la certificación ISO 14001 hoy en día a 711 en 2013.

Prioridades

El Programa Operativo se articula en torno a seis e jes prioritarios.Prioridad 1: Desarrollo de la economía basada en el conocimiento, (I+D+I) y de la sociedad de la información[aproximadamente un 17 % de la inversión total]Esta prioridad se orienta hacia la convergencia tecnológica de la Comunidad con la Unión Europea, favoreciendo determinadas acciones relacionadas con la promoción de la investigación, de la innovación, del desarrollo y de la difusión de las tecnologías, así como de la sociedad de la información. Programme in short The MED programme is a transnational programme of European territorial cooperation.It is financed by the European Union as an instrument of its regional policy and of its new programming period. It continues the tradition of the European programmes for cooperation (previously named Interreg). It takes European programmes for cooperation (previously named Interreg). It takes place within the objective « European territorial cooperation » of the period 2007-2013.

The positive impact of the EES in the second half of the Nineties was favoured by the economic cycle. However, structural improvements have occurred since 1997 thanks to reforms in a number of areas, such as competition policy and labour markets.
