INFORME TÉCNICO

FUNDAMENTACIÓN TEÓRICA
A. TACÓGRAFO:
Un Tacógrafo es un dispositivo electrónico que registra diversos sucesos originados en un
vehículo de transporte terrestre durante su conducción, sea de carga o de pasajeros y de
carretera o ferroviario. Los sucesos que registra un Tacógrafo normalmente son:
velocidad (promedio y máxima), RPM, kilómetros recorridos, aceleraciones y frenadas
bruscas, tiempo de ralentí (periodo durante el cual el vehículo permanece detenido con el
motor en marcha), entre otros.
Estos datos, dependiendo del Tacógrafo, pueden ser recopilados por una computadora y
almacenados en una base de datos o imprimirse en forma de gráficos para su posterior
análisis.
B. ESPECIFICACIONES TÉCNICAS DE TACÓGRAFOS ANALÓGICOS
La empresa “Jalca de Oro” cuenta en la actualidad con el sistema de tacógrafos
implementado en todas sus unidades de transporte de Personal, los cuales son de los
tipos siguientes:
a. 1(Un) DIN (Tipo Radio) KLIENZE (analógico): presentes en todas las unidades
Mini bus Mercedes modelo Sprinter
b. Tacógrafos CE 14CM VDO – SIEMENS (analógico): presentes en todas la
unidades (coaster y buses), los cuales a su vez son de dos clases, según el Tipo
de Disco que usan: semanales y diarios.
c. Discos Diagrama para Tacógrafos: Los Discos que usa la empresa para el
registro de eventos y ocurrencias de la unidad son VDO, de tipo Semanal y Diario
d. Marcas Usadas en C.T. “Jalca de Oro”:
i. VDO – Siemens
ii. Klienze

C. FUNDAMENTACIÓN EN LA NORMA
a. Ley General de Transporte y Tránsito Terrestre 27181, Título 01, artículo 03,
R.D. N° 4199-2008-MTC-15: Aprueban “Directiva que establece medidas
complementarias para el control y monitoreo de unidades vehiculares a través de
dispositivos de ubicación de conexión inalámbrica”.
b. D.S.: 017 – 2009 – MTC: aprobación del Reglamento Nacional de Administración
de Transporte, cuya finalidad es regular la prestación del servicio de transporte
terrestre de personas, mercancías y mixtos de los ámbitos Nacional, Regional e
interprovincial, estableciendo entre otros las condiciones de acceso y permanencia
de carácter técnico, legal y operacional, que deben cumplir los operadores
prestadores del servicio, de conformidad con los lineamientos establecidos en la
Ley 27181:
Qué: el artículo 20 del Reglamento Nacional de Transporte establece, entre
otras condiciones técnicas específicas mínimas exigibles a los vehículos
destinados a la prestación del servicio de transporte público de personas el contar
con un sistema limitador de velocidad y un dispositivo registrador de eventos y
ocurrencias.
c. R.D.: 843-2010-MTC/15: Características del sistema limitador de velocidad para
vehículos habilitados que prestan servicios en los ámbitos nacional y regional. Del

PROCEDIMIENTO DE USO

PROCEDIMIENTO TACÓGRAFOS “JALCA DE ORO”:
1. Instalación de los Discos Diagrama (DD): para Tacógrafos Analógicos en sus Tipos
de Discos Semanales y Discos Diarios, en todas las Unidades de Transporte de
Personal de JDO, las que incluyen unidades tipo Bus, Coaster y Sprinter.
2. Recolección de Discos Diagrama (DD): se realiza según el tipo de disco, semanal o
diariamente en las instalaciones de la Empresa, salvo las Unidades que usan discos
diarios que están en Servicio de Guardia (Carguío y Procesos), para lo cual se delega
en los conductores responsables de la unidad.

3. Inventario de Discos Diagrama: primer paso dentro del proceso para la descarga de
datos de los DD Semanales y Diarios de los Tacógrafos Analógicos de las Unidades
de JDO, este se realiza durante toda la semana y es descargado en un Cuadro Excel
el cual debe ser reportado de manera semanal.
4. Descarga de Datos de DD: este proceso, que constituye el Registro Conductual de
Manejo del Staff de Conductores a cargo de cada unidad, el cual incluye las
principales variables recolectadas del DD de cada Unidad; los cuales integran datos
como:
a. Velocidad promedio durante cada hora del día, en un horario de 24 horas, a
intervalos de 5 minutos
b. Distancia recorrida en kilómetros a intervalos de 5 kilómetros
c. Paradas realizadas y Tiempo de parada
d. Cambio de marchas,
e. Datos de la unidad:
i. Placa,
ii. Kilometraje,
iii. Fecha de instalación del DD y,
iv. Firma del Responsable de Entrenamiento.
Estamos en proceso de estandarizar la recolección de datos, el cual está a cargo de
la Supervisión General de Operaciones y en responsabilidad directa del Área de
entrenamiento. Estos datos se descargarán de manera semanal y diaria según el tipo
de DD, los cuales generarán un informe semanal o, en todo caso de acuerdo a los
requerimientos de la Supervisión General de Operaciones JDO y Minera Yanacocha
confrontándola con la programación del Staff de Conductores de JDO

5. Seguimiento de DD y de Conductores: Este procedimiento se realiza en
coordinación directa con el Staff de la Supervisión General de Operaciones (SGO), el
cual incluye Supervisores de Operaciones, Entrenamiento, Prevención de Pérdidas y
Asistente de Operaciones, incluye también a los responsables de Vigilancia en las
instalaciones de la Empresa JDO. Se desarrolla a partir del punto anterior, para poder
implementar las medidas de reforzamiento adecuadas, buscando el fortalecimiento de
las habilidades cognoscitivas y actitudinales del Staff de conductores, de acuerdo a
las responsabilidades del Staff de la SGO.
6. Del Funcionamiento de los Tacógrafos: bajo responsabilidad de Área de
Entrenamiento y en coordinación con la Gerencia General, Supervisión General de
Operaciones, Administración, Logística de la Empresa JDO. Esto con la finalidad de
asegurar el correcto desempeño y mantenimiento de los Tacógrafos y el suministro
de los Discos Diagrama, fundamentales para el desarrollo de este Sistema. Se
elaborarán informes de acuerdo a los requerimientos de mantenimiento y suministro
de los Tacógrafos a las áreas correspondientes de la Empresa.
7. Informe Mensual: incluye los eventos o incidentes registrados durante el mes
correspondiente, medidas de reforzamiento al conductor o conductores responsables
de cada unidad de JDO, cabe resaltar que se deberá reconocer el desempeño de
aquellos conductores que no registren eventos o incidentes en el desarrollo de sus
actividades.

y tipo de Disco Diagrama que usan, el cual establece su periodicidad de cambio.

EVIDENCIAS DE LA IMPLEMENTACIÓN

INICIO DE RECOLECCIÓN DE DATOS
El “Sistema de Recolección de Datos de Discos Diagrama para Tacógrafos
Analógicos en todas las Unidades de Transporte de Personal de JDO”, se ha
implementado desde el 11 de Agosto, el cual a partir del 01 de Setiembre es
responsabilidad exclusiva del Área de Entrenamiento de JDO, en coordinación con la
Supervisión General de Operaciones:
EVIDENCIAS
Desde la implementación se ha conseguido reducir conductas de riesgo de los
conductores durante la jornada de los conductores. Esto debido a las constantes
recomendaciones del equipo de la Supervisión General de Operaciones, cuya
responsabilidad recae en el Sr. Luis Carbajal.
Se están implementando Mini Campañas de Seguridad con la finalidad de reforzar
siempre la mejor conducta de los conductores hacía una conducción eficiente, cabe
resaltar la coordinación constante entre PDP, Entrenamiento y Supervisión General
de Operaciones.
Se implementaran las medidas necesarias y refuerzos para los conductores que han
demostrado en algunas ocasiones una “Conducción Riesgosa” con la finalidad de
hacer una mayor incidencia y seguimiento a los mismos.
Se reitera el pedido de traer un electricista que les pueda brindar mantenimiento a
todos los tacógrafos de las unidades, ya que algunos se encuentran haciendo malos
grabados en los discos tacográficos. Esto dificulta labor de lectura y vaciado de datos,
pero no por eso deja de registrar las conductas de los conductores de las unidades
de la empresa.
Quedamos llanos a cualquier sugerencia o corrección por parte de las instancias
pertinentes, ya sea de Jalca de Oro o de Minera Yanacocha. Esperamos que el
presente trabajo se replique en un mejor desempeño de nuestros trabajadores y evite
en buena cuenta accidetes o cualquier acto o condición subestandar por parte de los
mismos.

PROCEDIMIENTO DE DESCARGA Y MONITOREO DE DATOS DEL SISTEMA GPS
El sistema de monitoreo de datos de Las Unidades De Transporte De Personal de la
Empresa se realiza a través de la empresa COMSATEL, el cual se encuentra alojado en 3
páginas web, el cual se realiza en los siguientes pasos.
1. Acceso a las páginas designadas para el monitoreo por la empresa Comsatel, las
cuales son.
a. CLOCATOR:
Brinda información del posicionamiento de las unidades en tiempo real tales como
Velocidad, y ubicación de la unidad.

b. RDxAVL:
Brinda la información de ubicación de la unidad en un tiempo específico, además
de poder descargar los reportes de las unidades por fechas, en estos reportes se
detallan las velocidades y ubicación de las unidades con una diferencia de minuto
y medio, durante las 24 horas. La cual genera una importante cantidad de
información de registro de todas las unidades.

c. SOPORTE:
Es el vínculo que ofrece la empresa COMSATEL a través de una web
especializada, con la finalidad de absolver las dudas de los usuarios del sistema
GPS, ofrece la ventaja de generar las consultas a través de unos sencillos pasos,
para definir el tipo de duda, respecto al tipo de sistema en el que se presente el
inconveniente (Clocator o RVxAVL) y es respondida en tiempo real o en todo caso
vía telefónica.
d. GOOGLE EARTH
A través de un pluggin descargado directamente de la página de COMSATEL,
ofrece a los usuarios de este programa la posibilidad de tener mayor alcance al
integrar las unidades de transporte, a la pantalla del google earth como se detalla
en la imagen:

2. Una vez ingresado en las web designadas anteriormente mencionadas, se procede al
monitoreo inopinado de las unidades y/o en todo caso, de tener algún reporte de las
unidades se procede a la descarga de la data y monitoreo de la Unidad.
3. Se emiten estos reportes con una periodicidad mensual o en todo caso, bajo demanda
de las instancias correspondientes, cuando es necesaria la verificación de alguna
unidad o cuando se registra algún tipo de evento que involucra las unidades de la
Empresa.
4. El mail del área de Entrenamiento Jalca De Oro es [email protected] para
cualquier consulta o sugerencia
