El Plan de Acción Comercial de Calp, bajo las siglas PAC CALP, representa uno de los mayores proyectos para nuestro municipio. Un plan estratégico de modernización y aumen-to de la competitividad y calidad de la ciudad de Calp. Casi 6 millones de euros que ponen de manifi esto la importancia del proyecto PAC CALP. Una gran inversión que persigue mejorar el esce-

nario de las actividades comerciales y de servicios de Calp y que tendrá como benefi ciario fi nal a los vecinos del municipio y, por extensión, a cualquier persona que visite nuestra localidad.

The Commercial Action Plan of Calp, according to its ini-tials in Spanish PAC CALP, is one of the most important projects for our town. It is a strategic plan for the moderniza-tion and increasing competitiveness and quality of the town of Calp. Nearly 6 million euros that show the importance of the PAC CALP project. A great investment that seeks to improve the setting of the commercial and service activities of Calp and whose fi nal benefi ciaries will be all residents of the muni-cipality and, by extension, anyone visiting our town.

El proyecto PAC CALP mejorará la calidad de las zonas de actuación en particular, fundamentalmente el casco histórico, y de todo el municipio en general. Un proyecto que hará más accesibles las calles, eliminando barreras arquitectónicas, con mejor iluminación y más sostenibilidad gracias a una co-rrecta adecuación urbana que revitalizará numerosas zonas. En defi nitiva, un proyecto, el Plan de Acción Comercial de Calp, que dotará a la ciudad de un mayor atractivo, impulsando el hecho de que Calp se erija como un au-téntico foco comercial no sólo para los habitantes del municipio sino también para los vecinos de poblaciones cercanas o del resto de la comarca.

El proyecto Plan de Acción Comercial de Calp PAC-CALP supone un cos-te de 5.384.912€ y se halla fi nanciado al 70% por el FONDO EUROPEO DE DESARROLLO REGIONAL (FEDER) a través de la convocatoria de 2007 gestionada por el Ministerio de Administraciones Públicas (Dirección General de Cooperación Local): Proyectos integrados de regeneración urbana y rural, para pequeños y medianos municipios, incluidos en el Eje 5 “Desarrollo Local y Urbano de los Programas Operativos Regionales 2007-2013”. El Ayuntamien-to de Calp realiza una contribución fi nanciera del 30% al proyecto PAC CALP.

The PAC CALP project will improve the quality of all involved areas in particu-lar, primarily the historic downtown, and the entire municipality in general. A project that will make the streets more accessible by removing architectural barriers, better lighting and more sustainability through a suitable urban adaptation which will revi-talized many urban areas. Defi nitively, the Commercial Action Plan of Calp will give the city more attractiveness, boosting the fact that Calp will be established as a real commercial focus not only for the inhabitants of the municipality but also for the nearby towns’ neighbors or the rest of the region.

The Commercial Action Plan of Calp PAC-CALP project has a cost of € 5,384,912 and is 70% funded by the EUROPEAN REGIONAL DEVELOPMENT FUND (ERDF) through the 2007 call managed by the Ministry of Public Administration (General Directorate for Local Cooperation): Integrated projects of urban and rural regeneration for small and medium-sized municipalities, included in the 5th Core “Local and Urban Development of Regional Operational Programs 2007-2013. Calp Town Council makes a 30%fi nancial contribution to the PAC CALP project.

El proyecto PAC CALP pretende dotar a cada calle del Centro Histórico de una personalidad distinta dentro de un mar-co general de actuación. El principal objetivo no es sólo crear espacios públicos, sino también lugares más personales mediante la recuperación de las vivencias de las calles árabes, con sus cambios de escala, sus visuales sorprendentes y la estimulación sensorial a través de los mecanismos de los jardines árabes.

La remodelación del casco antiguo persigue mejorar la escena urbana y el confort ambiental. Para ello se potenciarán los itinerarios tradicionales peatonales de los residentes, atenuando las contrahuellas de los tramos de escalera y mejorando y ampliando la accesibilidad. Además, el Plan de Acción Comercial de Calp intensifi cará el tratamiento vegetal y de naturalización urbana y potenciará la imagen nocturna del espacio urbano.

The PAC CALP project aims to provide every street of the historic downtown with a different personality within an overall development framework. The main objective is not only to create public spaces, but also more personal places by recove-ring the experiences of the Arab streets, with their changes of scale, their stunning visual and the sensory stimulation through the mechanisms of the Arab gardens.

The refurbishment of the old town seeks to enhance the street scene and the environmental comfort. This will enhance the pedestrian traditional routes of residents, ignoring the risers of the fl ights of stairs and improving and expanding the accessi-bility. In addition, the Commercial Action Plan of Calp will intensify the treatment of plants and urban naturalization and will enhance the nocturnal image of the urban space.

“En las calles Pescadores, Puchalt y San Roque mejoraremos la ac-cesibilidad mediante la colocación de elementos como rampas y barandas, además de rehabilitar los elementos ya existentes. En esta zona del Centro Histórico, que engloba las calles del Mar, García Ortiz, Purísima y Santísimo Cristo con un área residencial de edifi cios de dos y tres plan-tas, se persigue mejorar la calidad urbana, funcional y ambiental mediante la peatonalización de las calles y la introducción de un mobiliario urbano que fomente un urbanismo menos agresivo con el visitante. El diseño de todos los elementos del mobiliario urbano es adecua-do al entorno del centro histórico y adaptado para el uso por cualquier viandante.

Las intervenciones del proyecto PAC-CALP en esa área aportarán soluciones de calidad en diseño y materia-les. Se eliminarán aceras y bordillos, quedando toda la calle en un solo plano. Los laterales y el eje de la calle se diferenciarán mediante distintas texturas y colores. Los materiales empleados son resistentes a la abrasión y an-tideslizantes. Además, se ha optado por una iluminación más efi ciente y menos contaminante.

En defi nitiva, se busca la diversidad dentro de una co-herencia en el ámbito del casco histórico.

This area of the historic downtown, which includes the streets of del Mar, García Ortiz, Purísima and Santísimo Cristo in a residential area of buildings of two and three fl oors, aims to improve the urban, functional and environ-mental quality, thanks to the pedestrianization of the streets and the introduction of a furniture that encourages a less aggressive urban planning with the visitors. The design of all elements of the street furniture is going to be appropriate to the historic downtown’s environment and adapted for the use by any passerby.

The interventions of the PAC-CALP project in that area will provide high quality solutions in design and materi-als. The sidewalks and curbs will be removed, leaving the street in a single plane. The sides and the axis of the streets are going to be distinguished by different textures and colors. All materials used are resistant to abrasion and slip resistant. Moreover, we have chosen more effi cient and less pollutant lighting.

In short, we seek for diversity within coherence in the his-toric downtown.

La cercanía del Castillo, el Ayuntamiento, dos museos y la curiosa relación que se produce entre ellos a través de las peculiares calles que las conectan, harán de esta zona un lugar especialmente atractivo, tanto desde el punto de vista del comercio como del turismo”.

“We expect the pedestrian to be the main protagonist of these streets, enhancing the commercial and tourist activity. The proximity of the Castle, the City Hall and two museums and the curious relationship that occurs between them through the par-ticular roads that connect them, will transform this area into an especially attractive place, both from the commercial and touristic point of view”.

La reurbanización de la Av. Gabriel Miró de Calp con-sistirá en el ensanchamiento de aceras hasta más de cuatro metros y medio, que se dividirán en dos partes: la zona más cercana al vial de tráfi co con una anchura de más de un metro y medio, la zona de mobiliario ur-bano, donde se instalarán bancos, papeleras, arbola-do, farolas, paradas de bus, contenedores de basura, señales, terrazas de hostelería, … dejando totalmente libre la parte más próxima a los comercios, con una an-chura de más de tres metros. Se eliminan los bordillos de las aceras quedando al mismo nivel que el vial de tráfi co y separándose de éste mediante pilonas ilumi-nadas.

El pavimento de las aceras será sustituido por piedra natural abujardada y el del vial por piedra prefabri-cada. Se creará una nueva canalización de aguas pluviales en el centro de la calle por el que se con-ducirán las mismas. Se sustituirán los árboles existentes por otros de mayor porte y envergadura. Los contene-dores de residuos serán soterrados.

The redevelopment of the Gabriel Miró avenue of Calp will consist in widening the sidewalks to more than 4.5m, which will be divided into two parts: the clos-est area to the road traffi c with a width of more than 1.5m., the street furniture area with benches, litter bins, trees, lampposts, bus stops, trash cans, signs, outdoor cafés, … leaving completely open the nearest area to the shops, with a width of more than 3m. The curbs will be also removed leaving the sidewalk at the same level as the road traffi c and separated to it thanks to illuminated bollards.

The paving of the sidewalks will be replaced by natu-ral bush-hammered stone and the one of the road by prefab stone. This will create a new storm water’s pipe in the middle of the street which will lead the water. The existing trees will be replaced by others of greater size and scale. The waste containers will be buried.

“Perseguimos potenciar la imagen de la Plaza Constitución como lugar eminente-mente peatonal, eliminando la problemática del tráfi co congestionado. Nuestra intención es integrar los servicios de lugares próximos. Queremos proporcionar una imagen mediterránea y fresca en el entorno con el aumento del nivel de ilumina-ción y la inclusión de arbolado autóctono”.

“We seek to enhance the image of the Constitución square as a highly pedestrian place, eliminating the problem of the congested traffi c. We want to integrate the services of the nearby places. We want to provide a fresh and Mediterranean image in the environment by increasing the level of illumination and including in-digenous trees”.

La actuación del proyecto en la calle Libertad, la calle Justicia, la avenida Ifach y la plaza Constitución persigue mejorar la accesibilidad para las personas con movilidad reducida, los accesos de los peatones en los cruces con las zonas no peatonalizadas y aumentar las dimensiones de las aceras y las zonas peatonalizadas. La mejora incluye el aumento del nivel de iluminación y la inclusión de arbolado autóctono de forma que destaque la simbiosis entre el arbolado, la iluminación y la imagen de las calles. Finalmente, la intervención contempla la instalación de mobiliario urbano que dotará también de cierta uniformidad a la señalización urbana y comercial.

Se plantea una adecuación urbanística de la plaza Constitución que aumente la zona peatonalizada adyacente a la plaza dels Mariners y conforme un triángulo, que suprimiendo las plazas de aparcamiento, dote de un espacio polivalente a la plaza más céntrica de todo Calp. Esta intervención permitirá eliminar la problemática existente de aparcamiento en doble fi la.

The performance of the PAC CALP project on the streets Libertad, Justicia, the Ifach avenue and the Constitution square aims to improve accessibility for the people with reduced mobility, the access for the pedestrians at the crossroads with the no-built pedestrian areas and to increase the size of the pedestrian walkways and sidewalks. The improvement will increase the level of illu-mination and include indigenous trees in order to highlight the symbiosis between trees, lighting and image of the streets. Finally, the intervention considers the installation of a street furniture which will also provide uniformity to the urban and commercial signage.

It is considered an urban adaptation in the Constitution square to increase the pedestrian area close to the Mariners square and to form a triangle which, removing the parking places, will be able to give a multipurpose space to the most central square of Calp. This development will eliminate the existing problem of the double parking.

“En las calles Oscar Esplá, Huelva y Delfín, calles de prioridad peatonal, se permitirá únicamente el acceso a los vehículos de emergencia y a los veci-nos. En las calles Goleta y Navío, calles de prioridad de vehículos, se am-pliarán las aceras y se confi gurará un carril central de tres metros y medio”.

“On the streets Oscar Esplá and Huelva, pedestrian priority streets, it will be only allowed the access to emergency vehicles and residents. On the streets Goleta and Navío, priority streets for vehicles, the sidewalks will be expanded and it will set up a central lane of 3.5m”.

El proyecto para las calles del lote 5 trabaja con tres tipologías de calle según la intensidad de tráfi co que soporta. En función de dicha intensidad se restringi-rá el acceso de vehículos en aquellos viales que no estructuren el tráfi co de la población. Las soluciones generales del proyecto PAC-CALP para estas calles pasan por introducir en la sección de la calle una banda compositiva que alberga mobiliario urbano y especies vegetales tapizantes y arbóreas. Se aumen-ta el ancho de acera que, como mínimo, pasa a tener metro y medio de ancho, absorbiendo las irregulari-dades de la calle.

En la plaza se eliminará el escalonamiento existente y se unifi cará la diversidad de materiales existentes en la actualidad. Además, se adaptarán los recorridos peatonales a la normativa de accesibilidad. La ilumi-nación anclada a las fachadas será eliminada, sien-do sustituida por postes que no reduzcan el ancho efectivo de la acera.

The project for the streets of lot 5 works with three types of road according to the traffi c intensity it supports. Depending on the traffi c the vehicle access will be re-stricted in those roads which do not structure the city’s traffi c. The general solutions of the PAC-CALP project introduce on the street a compositional band which houses urban furniture and ground cover plants and trees. It will be increased the width of the sidewalk to at least 1.5m width, absorbing the road’s irregularities.

It will be removed the existing staggered at the square and the current diversity of materials will be unifi ed. Fur-thermore, the footpaths will be adapted to the rules of accessibility. The lighting which is anchored to the facades will be removed and replaced by posts that do not reduce the effective width of the sidewalk.

6Calle Corbeta

La relevancia que el área de la calle Corbeta y los viales anexos han adquirido con el tiempo pone de manifi esto la ne-cesidad de mejorar el ambiente urbano y buscar soluciones a los problemas estéticos y funcionales. La actuación propone la ordenación del vial incrementando la superfi cie de uso peatonal. La nueva ordenación proyecta dos amplias aceras de entre 4,50 a 5,00m de anchura, con alcorques para arbolado (132 palmeras) y mobiliario urbano. Además, las condi-ciones de iluminación serán optimizadas y se actualizará la calidad de los materiales de acabados y pavimentos.

La circulación de vehículos en esta zona se verá ordenada de forma que se minimice su impacto, ocupación y retenciones. El proyecto garantiza la seguridad en los cruces problemáticos actuales y mejorará su aspecto estético. La maniobrabili-dad para los vehículos también se verá favorecida.

The relevance that the Corbeta street and the annexed vials have acquired over time highlights the need to improve the urban environment and to fi nd solutions to the aesthetic and functional problems. The development proposes the road management increasing the pedestrian surface. The new organization plans two broad sidewalks between 4.50 to 5.00m in width with tree wells for woody (132 palms) and street furniture. In addition, the lighting conditions will be optimized and the quality of the materials of the fi nish and pavement are going to be updated.

The vehicular traffi c in this area will be so ordered as to minimize impact, occupancy and retention. The project ensures the safety in the current dangerous crossroads and will improve their aesthetic appearance. The maneuverability for vehicles will also be favored.

“Hemos ampliado y priorizado las zonas destinadas al peatón. Se ha incorporado mobiliario urbano como bancos, papeleras y maceteros y vamos a introducir una vegetación a base de plantas con fl ores variadas de temporada para los maceteros y árboles cítricos, que facilitarán la sombra y el agrado visual a todos los ciudadanos”.

“We have expanded and prioritized the areas for the pedestrian. It has been incorporated street furniture such as benches, bins and planters and we are going to introduce a herbal vegetation with seasonal mixed fl owers for the pots and citrus trees, which will provide the shade and visual pleasure”.

Se proyecta la urbanización de las calles Almendros y Portalet en función de sus características y necesi-dades dentro del entorno urbano en el que se en-cuentran. Para la calle Portalet se proyecta un vial peatonal con tráfi co rodado restringido. El pavimento se resuelve todo en un mismo plano, sin bordillos en las aceras.

En la calle los Almendros se proyecta un carril de trá-fi co rodado central de asfalto que conecta con la avenida Gabriel Miró y facilita la continuación del tráfi co por la calle Goleta. Las dos calles están resuel-tas con el mismo pavimento pétreo antideslizante y los mismos elementos de mobiliario urbano para darle un carácter unitario y de conjunto.

The urbanization in the streets Portalet and Almendros is projected according to their characteristics and needs within the urban environment where they are placed. In the Portalet street it is projected a pedes-trian road with restricted traffi c. The pavement is all resolved in the same level, without curbs on the side-walks.

On the Almendros street it is projected a central as-phalted traffi c road that connects with the Gabriel Miró avenue and facilitates the vehicular traffi c through the Goleta street. The two streets are resolved with the same nonslip stone pavement and the same elements of street furniture to give a unitary and whole charac-ter. The provision of street lamps along the road guar-antees a correct and effi cient lighting. Both streets will be equipped with all necessary facilities: underground containers, fi re hydrants and signposting.
