Overview of the Energy Sector• Effective Generating Capacity of 2,300MW with roughly the same peak demand • Availability of less than 300MW per every million inhabitants• The current market for natural gas in the Dominican Republic is confined to a single

terminal and the gas is used solely for two generating plants of 555MW capacity • Additional energy needs for the next 6 years are estimated at some 2,000MW. The

objectives of this plan are:

Achieve a more efficient and less costly generating system.

Diversify the current energy matrix, in order to reduce the dependency on fuel oil No.2 and No.6.

Increase installed capacity in order to meet total energy demand during this period.

Create a standby generating reserve equal to 15% of the expected demand by 2015.

a. Pepillo Salcedo Coal Fired Power Plant:• Two 300MW coal fired power units• A coal port facility • Transmission line for interconnection into the electric system• 20 year Tolling Agreement (TA) with CDEEE whereby it provides the

b. Hatillo Coal Fired Power Plant:• Two 300MW coal fired power units• Coal port facilities • Transmission line for interconnection into the electric system• 20 year Tolling Agreement (TA) with CDEEE for 58% of the total

production capacity • US$1 Billion

1. Power Generation Capacity Expansion Plan – Proposed Projects

c. North Coast Natural Gas Fired Power Plant:• Four 150MW natural gas fired units • It will be covered with a Power Purchase Agreement (PPA) to be

negotiated with CDEEE • Offers an excellent opportunity for the construction of natural gas

storage facilities for re-export purposes.• There are opportunities to provide natural gas for the industrial and

retail sectors of the domestic market• Estimated investment US$600 Million

d. Renewable Energy Projects:

The Generating Capacity Expansion Plan calls for the installation of at least 200MW using renewable sources, such as wind, solar and biomass. At the moment, several projects in this field have been identified and are pending financial arrangement.
