The Argentine Fund for Horizontal Cooperation (FO-AR) is the instrument of Foreign Policy trough which the Argentine Republic executes since 1992, the activities of South-South Cooperation, enhancing joint South-South Cooperation initiatives with other countries through association, collaboration and mutual support cooperation mechanisms.

Signed in Tokyo in 2001, between the Minister of Foreign Affairs of Argentina and the Minister of Foreign Affairs of Japan, it is in force since March 2006.
Purpose: to provide joint technical assistance to third countries in the Latin American region.
It provides training courses to third countries and has enabled the implementation of projects in Bolivia, Paraguay and Peru.
