PALABRA DE LA PRESIDENTE
Bolivia será protagonista de uno de los eventos internacionales de ciclismo más importantes en la
categoría Master del 5 al 12 de diciembre del presente año, celebraremos en Tarija-Cercado, el
Campeonato Panamericano de ciclismo en ruta y ciclismo en pista. Se espera que los mejores
ciclistas Master del continente vivan con nosotros una semana intensa de competencia.
Sabemos la importancia de organizar un evento Panamericano y estamos comprometidos a ofrecer
un evento de alto nivel, relevante para todas las categorías y realizado en un ambiente altamente
competitivo y profesional que estará marcado en la historia de nuestro deporte.
Esperamos la presencia de la totalidad de nuestros hermanos países, debemos recuperar el tiempo perdido a causa de la pandemia. Cada Federación debe revisar sus guías de visado para ingresar a territorio boliviano, en caso de
vuelos de escala el visado se la realiza en la primera ciudad dentro el territorio boliviano.
En cuanto al COVID 19 las guías de salud del Estado Plurinacional de Bolivia las anexaremos lo antes
posible.
Les agradecemos por ser parte de este gran evento y les damos la más cordial bienvenida. Tarija es una ciudad con muchos encantos turísticos y es por ello que les sugerimos quedarse un día más luego de terminadas las competencias para disfrutar de nuestra ciudad. La Federación Boliviana de Ciclismo en conjunto con la Confederación Panamericana de Ciclismo,
el Gobierno Autónomo Departamental de Tarija, Gobierno Autónomo Municipal de Tarija, Sub-
Gobernación Cercado y la Asociación Departamental de Ciclismo Tarija se complacen en invitar a
todos los Deportistas MASTER a participar en el Campeonato Panamericano de Pista y Ruta, que
se realizará del 5 al 12 de diciembre de 2021 en la ciudad de Tarija - Cercado, Bolivia.
INFORMACIÓN GENERAL SEDE:

Geografía:
El departamento de Tarija está ubicado al sur de la República de Bolivia. Limita al norte con el departamento de Chuquisaca, al sur con la República Argentina, al este con la República de Paraguay y al oeste con Chuquisaca y Potosí. Tiene una extensión de 37,623 km.2 y una población de 482.196 habitantes (Censo 2012) y cuenta con 6 provincias y 82 cantones
La capital del Departamento es la ciudad de Tarija (1.866 m.s.n.m) situada entre los 21° 32' 00" de latitud sur y los 64° 47' 00" de longitud oeste del meridiano de Greenwich. Tiene una extensión de 2.074 km2 y su población es de aproximadamente 250.000 habitantes.
Clima:
La ciudad de Tarija se halla a 1.866 metros sobre el nivel del mar, su clima es templado y muy agradable, sus valles tienen un promedio de 17 a 23 °C y en los lugares tropicales oscila entre 25 a 35 °C. La estación lluviosa comprende los meses de diciembre a febrero.
Aeropuerto:
El Aeropuerto Internacional Capitán Oriel Lea Plaza es un aeropuerto de destino. Este aeropuerto es utilizado para vuelos tanto civiles como militares.

Aerolíneas: La aerolínea que operan en Tarija es BOA, sin embargo el aeropuerto de Viru Viru en la ciudad de Santa Cruz (Ciudad ubicada a 665 Km.) operan LATAM, COPA AIRLINE, AIR EUROPA, AVIANCA las más importantes.

La moneda oficial del país es el boliviano y es representado en el signo Bs.
Voltaje y enchufe estándar:
El voltaje eléctrico es de 220 Volts. En establecimientos, hoteles y residencias pueden
tener un voltaje de 220 Volts.
El estándar de los enchufes adoptados en Bolivia es el pin 02 (modelo de enchufes
bipolares sin conexión a tierra).

La mayoría de los locales comerciales abren entre las 09:00 y cierran 22:00 hrs. Bares y

Características urbanas y transporte Interno
El municipio fue diseñado con amplias avenidas, macizos de flores que mejoran el paisaje
y las calles que siguen la inclinación natural del relieve lo más fielmente posible. La
planificación también incluye la división de la ciudad por zonas, según la función.
La ciudad cuenta con transporte público (autobuses), taxis.
Cómo llegar a Tarija.
Vía terrestre: Santa Cruz-Tarija a 665 km, de los cuales 620 son asfaltados y el resto de la ruta es sin asfalto.
Transporte en bus:
Terminal de destino: Nueva Terminal terrestre Tarija.
Más de 20 empresas de autobuses realizan el servicio a Tarija desde todas las ciudades de Bolivia, como ser Santa Cruz, La paz, Oruro, etc. las opciones de buses son convencionales, semi-leito y leito.
Ubicación de la estación de autobuses a 7 km del centro de la ciudad.
Velódromo de la Villa Olímpica de Tarija.
La calidad estructural presentada en el proyecto y ejecutada en la construcción del velódromo de
la Villa Olímpica de Tarija es considerada una de las mejores del país por especialistas en ciclismo.
Entre los diferenciales señalados por los técnicos en el deporte están la alta resistencia, la
perfección de nivelación, la iluminación nocturna y el gran agarre en la pista ovalada. El Velódromo
de Tarija fue recientemente HOMOLOGADO por la UCI; y fue el anfitrión del Campeonato Boliviano
de Pista en todas las categorías en la presente gestión, ha sido sede de numerosos Campeonatos

VELÓDROMO “TARIJA”
REGLAMENTO TÉCNICO DEL EVENTO
1. EL EVENTO
El Campeonato Panamericano Master Damas y Varones Pista y Ruta se llevará a cabo en Tarija,
Estado Plurinacional de Bolivia, del 5 al 12 de diciembre de 2021 y se regirá por el Reglamento de
la Unión Internacional de Ciclismo - UCI.
2. ORGANIZACION
El Campeonato Panamericano Master de Pista y Ruta es un evento organizado por la Federación
Boliviana de Ciclismo, con el apoyo de la Asociación Departamental de Tarija, la Dirección
Departamental de Deportes de Tarija, la Jefatura Municipal de Deportes de Tarija y el sello de la
Confederación Panamericana de Ciclismo. A continuación, se encuentra el contacto del Comité
Organizador del Evento:
3. SECRETARIA DEL EVENTO
La secretaria del evento para confirmación de inscripciones trabajará de la siguiente manera, en
las oficinas del Gobierno Municipal, ubicado en la Plaza Principal, Luis de Fuentes.

3.1 HOTEL OFICIAL
El Hotel Oficial del Evento es el Hotel Los Ceibos. El hotel ofrece una tarifa diferente para los
participantes del evento. Más información sobre el hotel oficial y los hoteles acreditados en
anexos.
3.2 REUNIÓN TÉCNICA - PISTA
La reunión técnica de la Pista se llevará a cabo el 04/12 en un lugar para ser informado.
La reunión técnica de la Ruta se llevará a cabo el 08/12 en lugar a ser confirmado.

5. PARTICIPANTES
Todo ciclista, delegado técnico, mecánico y chofer deberá poseer licencia UCI 2021.
EXTRANJEROS: Es obligatorio presentar la carta de autorización y licencia de su Federación
Nacional y también seguro válido para los días del evento en la confirmación de registro.
BOLIVIANOS: Es obligatorio estar afiliado en el año 2021 y seguir todas las reglas de FBC con
respecto al uniforme oficial de Bolivia.
Los ciclistas sancionados o suspendidos por cualquier motivo no pueden participar en el evento.
6. UNIFORMES
El uso del uniforme OFICIAL * del país es obligatorio en el Campeonato Panamericano de Pista y
Ruta Master 2021.
* Uniforme: solo se cobrará el uso de la camiseta oficial del país. El culot es libre.

8. INSCRIPCIÓN
Información del evento.
Para la contrarreloj individual las inscripciones serán limitadas por categoría. Ver anexo.
Las inscripciones se realizarán en lotes.
El primer lote de inscripciones se abrirá el lunes 01 de noviembre 2021.
El costo de la inscripción en el evento es de 696 Bs. o U$100. Este valor es único y válido para todos
los eventos del Campeonato.
Los participantes extranjeros y bolivianos deben registrarse a través de correo electrónico
[email protected] , a través de sus Federaciones Nacionales
- Efectivo en el momento de la confirmación de registro. (secretaria permanente de Hrs. 08:00 a
19:00 desde el día miércoles 1 de diciembre. Se entregará los kits a todos los que realizaron sus
reservas en los diferentes lotes).
LOTES
1º Lote – desde la apertura de las inscripciones hasta el día 10 de noviembre de 2021.
Primeras 50 inscripciones con confirmación de pago.
BENEFÍCIOS: Derecho a participar en el evento; solicitud de alojamiento * + kit de evento (dorsal,
camisa de evento + botellón).
*Alojamiento: El alojamiento ofrecido es compartido. En albergue Municipal. Es necesario traer
ropa de cama, baño, artículos personales. No se proporciona alimentación.
2º Lote: De jueves 11 de noviembre hasta el día 20 de noviembre de2021.
Primeras 150 inscripciones con confirmación de pago.
BENEFÍCIOS: Derecho a participar en el evento; Kit del evento (dorsal, camisa del evento +
botellón).
3º Lote: De 21 de noviembre hasta el día 30 de noviembre de 2021.
Todas las inscripciones con confirmación de pago o aviso de pago en la confirmación (solo para
extranjeros).
BENEFÍCIOS: Derecho a participar en el evento; dorsal + botellón
La fecha límite de inscripción es el 30 de noviembre de 2021. No se aceptarán inscripciones tardías.
Al registrarse para el evento, el atleta se declara consciente y acepta las reglas del evento y cumplir
con todas las medidas de bioseguridad exigidas por el Ministerio de Salud del Estado Plurinacional
de Bolivia y todas las medidas que se exige en los protocolos de bioseguridad de la FBC. Anexaremos
información sanitaria exigida por el Estado Plurinacional de Bolivia.
Al inscribirse al evento el atleta declara estar de acuerdo con todo el reglamento del evento.

Según el número de participantes por categoría, los Comisarios definirán previamente en el
Congresillo Técnico las condiciones y los detalles de la participación.
10. PREMIACIÓN
1º Lugar – Medalla de Oro y Maillot Campeón Panamericano.
2º Lugar – Medalla de Plata.
3º Lugar – Medalla de Bronce.
Todos los participantes que terminen las pruebas recibirán un Certificado de Participación en el
evento.
11. PROTOCOLO
Deben presentarse para el podio de premios, en el momento estipulado por la organización y
revelado en el Congreso Técnico los tres primeros clasificados.
Los atletas deben presentarse con su uniforme de competición y tenis o zapatillas de ciclismo.
No deben llevar gafas de sol, gorra, sombrero o cualquier otro accesorio de algún sponsor. Los
atletas podrán lucir la bandera de su país.
Las medidas de bioseguridad son de estricto cumplimiento para todos los participantes atletas,
mecánicos, técnicos, masajistas, médicos, prensa. El documento lo encontraran en anexo de este
reglamento.
12. HOTELES
La lista de hoteles acreditados está disponible en el anexo de este reglamento.
13. HOSPITALES Y SERVICIOS MÉDICOS
EXTRANJEROS: La organización brindará servicios médicos de emergencia, pero se REQUIERE que
el atleta tenga su propio seguro.
La atención médica para la pista y ruta será proporcionada por el Servicio Departamental de Salud
de Tarija y, si es necesario, el atleta será llevado a un hospital público para su atención en urgencias.
La lista de hospitales en Tarija se puede encontrar en el Anexo de este reglamento.
14. ANTIDOPAJE
El evento está sujeto a las regulaciones antidopaje de UCI y FBC.
15. RECURSOS / SANCIONES
Las apelaciones solo se aceptarán por escrito a través del representante del país. Esto debe hacerse
dentro de los 15 minutos posteriores a la llegada del atleta o la publicación de los resultados
oficiales. Las apelaciones serán revisadas por el Colegio de Comisarios. Las decisiones del Colegio
de Comisarios son finales e inapelables.
Solo se utilizará la tabla de penalizaciones del Reglamento UCI.

El cronograma anterior es provisional y puede modificarse según el número de participantes en el
evento. El Campeonato Panamericano se organizará en grupos de cinco años: 30-34, 35-39, 40-44,
45-49, etc. Dependiendo del número de participantes en cada grupo de edad, este último puede
reagruparse con un grupo de edad adyacente, en cuyo caso se establece una clasificación única.
No habrá una carrera por separado para un grupo de edad si hay menos de 12 participantes en
eventos de inicio masivo (por ejemplo, puntos o scratch) o menos de 8 participantes en otros
eventos.

WORDS FROM THE PRESIDENT
Bolivia will be the protagonist of one of the most important international cycling events in the Master
category from December 5 to 12 of this year, we will celebrate in Tarija-Cercado, the Pan American
Championship of road cycling and track cycling. It is expected that the best Master cyclists of the
continent live with us an intense week of competition.
We are aware of the importance of organizing a Pan American event and we are committed to offer a
high level event, relevant to all categories and held in a highly competitive and professional
environment that will be marked in the history of our sport.
We expect the presence of all our sister nations, we must make up for the time lost due to the
pandemic.
Each Federation must review their visa guides to enter Bolivian territory, in case of stopover flights
the visa is issued in the first city within the Bolivian territory.
As for COVID 19, the health guides of the Plurinational State of Bolivia will be attached as soon as
possible.
We thank you for being part of this great event and we give you the most cordial welcome. Tarija is a
city with many touristic charms and that is why we suggest you to stay one more day after the end of
the competitions to enjoy our city.

The Bolivian Cycling Federation in conjunction with the Pan American Cycling Confederation, the
Autonomous Departmental Government of Tarija, Autonomous Municipal Government of Tarija, Sub-
Government Cercado and the Departmental Association of Cycling Tarija are pleased to invite all
MASTER athletes to participate in the Pan American Track and Road Championships, to be held from
5 to 12 December 2021 in the city of Tarija - Cercado, Bolivia.
GENERAL INFORMATION OF VENUE:
City: Tarija
Province: Cercado
Geography:
The department of Tarija is located in the south of the Republic of Bolivia. It is bordered to
the north by the department of Chuquisaca, to the south by the Republic of Argentina, to the
east by the Republic of Paraguay and to the west by Chuquisaca and Potosí. It has an area of
37,623 km.2 and a population of 482,196 inhabitants (2012 Census) and has 6 provinces and
82 cantons.
The capital of the Department is the city of Tarija (1,866 m.a.s.l.) located between 21° 32' 00"
south latitude and 64° 47' 00" west longitude of the Greenwich meridian. It covers an area of
2,074 km2 and has a population of approximately 250,000 inhabitants.
Climate:
The city of Tarija is located at 1,866 meters above sea level, its climate is temperate and very
pleasant, its valleys have an average of 17 to 23 °C and in tropical places it ranges from 25 to
35 °C. The rainy season comprises the months of December to February.
Airport:
Captain Oriel Lea Plaza International Airport is a destination airport. This airport is used for
both civilian and military flights.

The municipality was designed with wide avenues, flower beds that enhance the landscape
and streets that follow the natural slope of the landscape as closely as possible. Planning also
includes the division of the city by zones, according to its function.
The city has public transportation (buses), cabs.
How to get to Tarija.
By land: Santa Cruz-Tarija at 665 km, of which 620 are paved and the rest of the road is
unpaved.
Transportation by bus:
Destination terminal: Nueva Terminal terrestre Tarija.
More than 20 bus companies provide service to Tarija from all Bolivian cities, such as Santa
Cruz, La Paz, Oruro, etc. The bus options are conventional, semi-leito and leito.

Velodrome of the Olympic Village of Tarija.
The structural quality presented in the project and executed in the construction of the Tarija Olympic
Village velodrome is considered one of the best in the country by cycling specialists. Among the
highlights pointed out by the technicians in the sport are the high resistance, the perfect leveling, the
night illumination and the great grip on the oval track. The Tarija Velodrome was recently
HOMOLOGATED by the UCI; and was the host of the Bolivian Track Championship in all categories in
the current management; it has hosted numerous Departmental and Municipal Championships. The

TECHNICAL REGULATIONS OF THE EVENT
1. THE EVENT
The Pan American Masters Track and Road Championship for Men and Women will be held in
Tarija, Plurinational State of Bolivia, from December 5 to 12, 2021 and will be governed by the
Regulations of the International Cycling Union - UCI.
2. ORGANIZATION
The Pan American Masters Track and Road Championship is an event organized by the Bolivian
Cycling Federation, with the support of the Departmental Association of Tarija, the Departmental
Sports Office of Tarija, the Municipal Sports Department of Tarija and the seal of the Pan
American Cycling Confederation. Below is the contact information of the Organizing Committee

The office of the event secretary for the confirmation of registrations will work as follows, in the
offices of the Municipal Government, located in the Main Square, Luis de Fuentes.

3.1 OFFICIAL HOTEL

3.2 TRACK TECHNICAL MEETING
The technical meeting of the Track event will be held on 04/12 at a place to be
informed. The technical meeting of the Road event will be held on 08/12 at a place to be
confirmed.

5. PARTICIPANTS
All cyclists, technical delegates, mechanics and drivers must have a UCI 2021 license.
FOREIGNERS: It is mandatory to present the authorization letter and license from their
National Federation and also valid insurance for the days of the event in the registration
confirmation.
BOLIVIANS: It is mandatory to be affiliated in 2021 and follow all FBC rules regarding the
official Bolivian uniform.
Cyclists sanctioned or suspended for any reason cannot participate in the event.
6. UNIFORMS
The use of the OFFICIAL * uniform of the country is mandatory in the 2021 Pan American
Track and Road Masters Championship.
* Uniform: only the use of the official jersey of the country will be charged. The bib shorts
are free.

8. REGISTRATION
Event Information
The individual time trial registrations will be limited per category. See appendix.
Registrations will be made in lots.
The first lot of registrations will open on Monday, November 01, 2021.
The registration fee for the event is 696 Bs. or U$100. This value is unique and valid for all the
events of the Championship.
Foreign and Bolivian participants must register by e-mail [email protected], through
their National Federations.
- Effective at the time of the confirmation of registration (permanent secretariat from 08:00 to
19:00 from Wednesday December 1st). Kits will be delivered to all those who made their
reservations in the different lots).
LOTS
1st Lot - from the opening of registration until November 10, 2021.
First 50 registrations with payment confirmation.
BENEFITS: Right to participate in the event; request for accommodation * + event kit (bib, event
shirt + bottle).
*Accommodation: The accommodation offered is shared. In Municipal Hostel. It is necessary to
bring bedding, towels, and personal items. Meals are provided.
2nd Lot: From Thursday, November 11 until November 20, 2021.
First 150 registrations with payment confirmation.
BENEFITS: Right to participate in the event; Event kit (bib, event shirt + bottle).
3rd Lot: From November 21 until November 30, 2021.
All registrations with payment confirmation or notice of payment in the confirmation (only for
foreigners).
BENEFITS: Right to participate in the event; bib + bottle.
The deadline for registration is November 30, 2021. Late registrations will not be accepted.
By registering for the event, the athlete declares to be aware of and accepts the rules of the event
and to comply with all biosecurity measures required by the Ministry of Health of the
Plurinational State of Bolivia and all measures required by the biosecurity protocols of the FBC.
We will attach health information required by the Plurinational State of Bolivia.
By registering for the event the athlete declares to agree with all the rules of the event.

According to the number of participants per category, the Commissaries will previously
define the conditions and details of participation at the Technical Meeting.
10. AWARDS
1st Place - Gold Medal and Pan-American Champion Jersey.
2nd Place - Silver Medal.
3rd Place - Bronze Medal.
All participants who finish their races will receive a Certificate of Participation at the
event.
11. PROTOCOL
The first three classified athletes must present themselves at the awards podium, at the
time stipulated by the organization and informed at the Technical Congress.
Athletes must present themselves in their competition uniform and tennis or cycling
shoes.
They must not wear sunglasses, cap, hat or any other accessory of any sponsor. Athletes
may wear the flag of their country.
The biosecurity measures are of strict compliance for all participants, athletes,
mechanics, technicians, masseurs, doctors and media. The document can be found in the
appendix of these rules.
12. HOTELS
The list of accredited hotels is available in the appendix of these regulations.
13. HOSPITALS AND MEDICAL SERVICES
FOREIGNERS: The organization will provide emergency medical services, but it is
REQUIRED that the athlete has his/her own insurance.
Medical attention for the track and road will be provided by the Departmental Health
Service of Tarija and, if necessary, the athlete will be taken to a public hospital for
emergency care.
The list of hospitals in Tarija can be found in the Annex of these regulations.
14. ANTIDOPING
The event is subject to UCI and FBC anti-doping regulations.
15. APPEALS / SANCTIONS
Appeals will only be accepted in writing through the country representative. This must be
done within 15 minutes of the athlete's arrival or the publication of the official results.
Appeals will be reviewed by the Team of Commissaries. The decisions of the Team of
Commissaries are final and not subject to appeal.
Only the penalty table of the UCI Regulations shall be used.
