This session, we had the opportunity to visit nearly every senior center in the district, where we celebrated a variety of holidays, including Father’s Day, Mother’s Day, and Cinco de Mayo. For Halloween, we went to Casa Boricua Senior Center and joined the seniors in handing out candy to the young visitors. We helped secure 100 desktop computers for seniors through the non-profit organization Technology for Families in Need. In the legislature, we fought for seniors’ rights through the Senior Citizen Rent Increase Exemption and the Elderly Pharmaceutical Insurance Coverage. To help protect vulnerable senior citizens, the budget includes $700,000 for initiatives that prevent elder abuse, $28.9 million for Community Services for the Elderly Program, and $26.6 million for Alzheimer’s programs. New Initiatives that Support New York’s Seniors • A middle-class tax cut has been created so that hardworking families can keep more of their hard-earned money. • Community-based health care providers, hospitals, nursing homes, home care, and other healthcare facilities will be eligible to receive $200 million to support critical capital and infrastructure improvements. Spousal Impoverishment Resource Allowance When a married, elderly person enters managed long-term care or a nursing home, their spouse may need to use their savings to pay for that medical care if they are not on Medicaid. The federal govern- ment says that spouses can keep up to $119,220 of their savings and must use any amount above that for their family medical expenses. New York State has set their limit at $74,820, a figure that has been frozen for 20 years. During this year’s budget negotiations, some elected officials wanted to decrease that number to $23,820, but some of my colleagues and I successfully defeated that decrease. Medicare Successes In our new budget, we defeated the Governor’s proposal to eliminate “prescriber prevails” for all but anti-depressants and for atypical antipsychotics, and we rejected a proposal to exclude people who, without home care, would need to be in a nursing home. We struck a compromise in provider reimbursement rates so that 85 percent of copayments will be covered for qualified Medicare beneficiaries and Medicaid recipients who are members of Medicare Advantage plans. Govan Tri-State Chapter in Albany to commemorate the 75th anniversary of their service. They were honored with legislative resolutions in both the Assembly and the State Senate. As the only African American male on the Veterans Affairs Committee, this was a humbling experience knowing how much these men have done to help pave the way for the African American community in the America we live in today. Thank you to Herbert C. Thorpe, William Johnson, Audley Coulthurst, and Wilfred R. DeFour for mak- ing the long trip to Albany and for the tremendous contributions to shaping our modern history. Black History Month Veterans Event On Saturday, February 27th, I hosted my 2nd Annual Black History Month Veterans event, called “Celebrations of Legends: Past, Present, and Future,” where I celebrated the contributions of African American veterans from the last 80 years by presenting veterans from our district with citations to recognize their bravery. Thank you again to those who make our freedom possible. Women’s History Month In March, I celebrated Women’s History Month by honoring several distinguished community members at an awards ceremony at the Harriet Tubman Charter School. Honorees, who ranged from Casa Boricua Senior Center, educators, VIP Services were recognized for their dedication to advancing women’s issues and empowering future generations of women and girls. These exceptional women received letters of recognition from First Lady Michelle Obama and Senior Advisor Valerie Jarrett that honored their work.

El sábado 27 de febrero, auspicié mi 2o evento anual en celebración del Mes de la Historia de los Veteranos Afroamericanos, llamado “Celebración de Le-yendas: Pasadas, Presentes y Futuras”, donde celebré las contribuciones de los veteranos afroamericanos de los últimos 80 años al presentarles a los veteranos de nuestro distrito reconocimientos por su valentía. Gracias nuevamente por hacer nuestra libertad posible.
Mes de la Historia de la MujerEn marzo, celebré el Mes de la Historia de la Mujer al homenajear a varias distinguidas miembros de la comunidad en una ceremonia de reconocimiento
en la Escuela Chárter Harriet Tubman. Las homenajeadas que incluyeron a docentes y a miembros del Centro de Adultos Mayores Casa Boricua y VIP Services fueron reconocidas por su dedicación a avanzar los asuntos de las mujeres y a empoderar a las futuras generaciones de mujeres y niñas. Estas excepcionales mujeres recibieron cartas de reconocimiento de la Primera Dama Michelle Obama y de la asesora principal Valerie Jarrett que honraron su labor.
