Desde mayo he asumido la Presidencia de la Cámara de Comercio Canadá-Perú, aceptando con mucho

orgullo y satisfacción la confianza depositada en mí.

Antes que nada, quisiera agradecer a todos los miembros de la Cámara por la oportunidad que me brindan de seguir colaborando en impulsar y construir las relaciones comerciales entre Perú y Canadá. Sé que va a ser difícil seguir los pasos de mi predecesor Luis Carlos Rodrigo, quién realizó un excelente trabajo durante los últimos seis años; pero me comprometo a trabajar con dedicación por conseguir que la Cámara sea el socio estratégico que las empresas peruanas y canadienses requieren en sus relaciones conjuntas.

Durante todos estos años de existencia de la Cámara, hemos visto cómo Canadá y Perú se han convertido en importantes aliados, no solo en temas comerciales, sino también en temas educativos, culturales, de inclusión social y políticos. Todo este esfuerzo ha mostrado resultados tangibles, pero todavía queda mucho por hacer. Las oportunidades para el crecimiento peruano en Canadá, y viceversa, son cada vez más grandes. Ya no sólo hablamos de oportunidades en el sector minero, sino también en el financiero, de servicios, energético o de ingeniería; y es aquí donde reconocemos el valor estratégico de nuestra Cámara y de una actividad eficiente en su día a día.

El dinamismo con el que todos los asociados trabajan permanentemente me motiva para asumir esta posición que trae consigo importantes retos, como seguir desarrollando acuerdos y convenios que motiven impulsen el crecimiento de ambos países, así como de las empresas representadas a través de este gremio. Esperamos seguir trabajando con el Consejo Directivo y todos nuestros socios de manera conjunta para cumplir los objetivos que nos hemos trazado y seguir sumando esfuerzos.

May I took on the Presidency of the Peruvian Canadian Chamber of Commerce, accepting with much pride

and satisfaction the confidence deposited in me.

First and foremost, I would like to thank all the members of the Chamber for the opportunity that you have given me to continue collaborating in the promotion and building of commercial relations between Peru and Canada. I know it is going to be difficult to follow in the footsteps of my predecessor Luis Carlos Rodrigo, who has performed an excellent job during the past six years, but I promise to work with dedication to make the Chamber the strategic partner that the Peruvian and Canadian companies require in their mutual relations.

During all these years of existence of the Chamber, we have seen how Canada and Peru have become important allies, not only in commercial matters, but also in educational, cultural and even social and political matters. All this effort has shown tangible results, but there still remains much to be done. The opportunities for Peruvian growth in Canada, and vice-versa, are constantly increasing. Now we are not only speaking of opportunities in the mining sector, but also in the finance, services, energy, or engineering sectors, and this is where we recognize the strategic value of our Chamber and of an efficient day to day activity.

The dynamism with which all the members work permanently motivates me to assume this position that embraces important challenges, such as continuing to develop agreements that promote the growth of both countries, as well as the companies represented in this association.

We hope to continue working with the Board of Directors and combining efforts with all of our members together to achieve the goals that we have set.

Hoy Canadá cumple 145 años desde su fundación como país. Es en esta fecha, primero de julio, en la

cual todos mis conciudadanos viviendo alrededor del mundo reflexionan sobre lo que significa ser canadiense y sobre el valor de las buenas relaciones con países amigos como el Perú.

Me enorgullece poder decir que las relaciones entre nuestros dos países son cada vez más sólidas y el comercio bilateral está en franco crecimiento. Recientemente dos altos representantes del gobierno de Canadá visitaron Lima como muestra de nuestro interés por ahondar los vínculos con el Perú. Tanto la ministra de Estado de Relaciones Exteriores para las Américas, Diane Ablonczy, como el ministro de Comercio Internacional, Ed Fast, quedaron asombrados con la voluntad de crecimiento y progreso que poseen los peruanos.

Del mismo modo, las relaciones en el sector educativo están cobrando un protagonismo cada vez más importante. Cada año son más los estudiantes y profesionales peruanos que viajan a Canadá para seguir los más de 10,000 programas de estudio que ofrece mi país. Canadá es reconocido internacionalmente por su excelencia educativa.

Es prioridad del gobierno de Canadá ampliar los intercambios en este sentido por lo que estamos destinando más recursos a la promoción de educación así como en la beca ELAP “Líderes Emergentes de las Américas”, programa que anunció el Primer Ministro Harper en el 2009 y que hasta hoy ha beneficiado a decenas de estudiantes latinoamericanos.

Tomando esto en consideración, la educación básica es una parte importante del programa de la cooperación canadiense en el Perú. Invertir ahora en la educación para los más pequeños permitirá que una nueva generación de peruanos podrá aprovechar en el futuro becas y otros tipos de oportunidades académicas.

Today we celebrate 145 years since Canada was founded. July 1st is a day for Canadians living abroad

to reflect on what it means to be Canadian and why it is important for Canada to have strong ties with like-minded countries such as Peru.

I am proud to say that relations between our two countries grow increasingly stronger and trade is booming. Recently, two high-ranking representatives from the Government of Canada visited Lima to strengthen ties with the Peru. Both the Honourable Diane Ablonczy, Minister of State of Foreign Affairs (Americas and Consular Affairs), and the Honourable Ed Fast, Minister of International Trade and Minister for the Asia-Pacific Gateway, were deeply impressed by Peru’s clear desire to progress.

In that sense, the bilateral relations on education are becoming increasingly important. Canada’s strong education system and its internationally acclaimed colleges and universities are attracting more Peruvian students and professionals to Canada each year. Canada offers over 10,000 different programs of study and Peruvians are taking advantage of this to either begin or continue their learning.

The Government of Canada has placed a special importance on education promotion abroad. That is why it is investing more resources into scholarship programs such as the Emerging Leaders in the Americas program (ELAP) which was announced by Prime Minister Harper in 2009 and has benefited many Latin American students. As well, basic education is an important part of Canada’s cooperation program in Peru, investing now so that a new generation of Peruvians will be able to take advantage of these types of opportunities in the future. Strengthening ties between our two countries has been my task since arriving in Peru in November 2011 and there are always new and exciting ways to pursue this. Whether it is through opening new areas of trade or through our technical cooperation that shares Canadian

experience and models for development, it is clear to me that Peru is one of Canada’s important partners in Latin America offers an excellent environment for business and social investment.

Our two countries are very similar. Both have diverse geography, a similar number of citizens, and multicultural populations. We are trading nations, blessed with an abundance of natural resources. Our countries are also attracting a growing number of tourists, especially because of our innovative culinary industries (a matter of national pride in both countries).

Please let me conclude by wishing a Happy Canada Day to the Canadian community that lives and works in Peru. I wish to thank all of you, my fellow citizens, for your daily efforts that promote Canadian values and strengthen Canada’s ties with Peru.

Desde mi llegada al Perú en noviembre del 2011, he tenido como tarea fortalecer los lazos entre nuestros dos países, lo cual se realiza constantemente de manera innovadora. Ya sea a través de la apertura de nuevos sectores comerciales, o a través de nuestra cooperación técnica que comparte experiencia y modelos de desarrollo, es claro para mí que Perú es un socio importante de Canadá en América Latina ya que ofrece un excelente clima tanto para la inversión comercial como social.

Nuestros dos países son muy parecidos. Tienen una geografía diversa, cuentan con casi la misma cantidad de habitantes y gozan de una población multicultural. Ambos dependen mucho de sus recursos naturales, y de la exportación. También cuentan con una creciente industria turística y cultural, especialmente en el tema culinario, el cual es motivo de creciente orgullo nacional para ambos países.

Terminaré deseando un feliz Día de Canadá a toda la comunidad canadiense que trabaja y vive en el Perú. Deseo agradecer a mis compatriotas por promover los valores canadienses y estrechar los lazos de amistad con el Perú.

En los últimos años el Perú ha tenido un notable crecimiento económico: más de 70% acumulado

del producto entre los años 2002 y 2010. Los pilares de este dinamismo económico que ha generado bienestar para la población han sido estabilidad macroeconómica, apertura de la economía, promoción de la competencia para garantizar eficiencia y calidad, precios como factores asignadores de recursos, protección al inversionista nacional y extranjero, inversión extranjera directa y aprovechamiento de recursos naturales, principalmente minería. Todo ello se ha traducido en una importante reducción de la pobreza de 54.8% en el 2001 a 27.8% en el 2011, y la pobreza extrema de 24.4% a 6.3% entre los mismos años.

El desafío para los próximos años es mantener este buen desempeño económico y paralelamente promover una industria competitiva de escala internacional relacionada y articulada a los recursos naturales como la minería; es decir, promover el desarrollo de clústers capaces de generar bienes y servicios competitivos en la industria minera, en la industria de soporte (puertos, transporte, infraestructura vial y telecomunicaciones), en los proveedores de insumos y servicios (ingeniería, construcción, maquinaria y equipos, insumos y servicios generales) y en los sectores relacionados (químicos, comercio, financiero e industria). El rol promotor y facilitador del Estado (gobierno central, gobiernos regionales y locales), la educación y la tecnología (universidades, institutos tecnológicos y educación segundaría) son elementos fundamentales para lograr estos objetivos.

No existe incompatibilidad entre disponer abundante recursos naturales y convertir al país en desarrollado. Un ejemplo cercano: en Chile las exportaciones vinculadas a recursos naturales representan aproximadamente el 90% del total exportado y el PBI per cápita se encuentra en alrededor de US$ 15,000. En el clúster minero de Antofagasta existen alrededor de 25,500 empresas que operan en la región, la mayoría de ellas articuladas de manera directa o indirecta a la actividad minera, pero esto no es suficiente, pocas empresas son de clase mundial. Por esta razón, el Programa Clúster BHP Billiton busca tener al menos 250 empresas proveedoras de clase mundial para la minería en el año 2020, mediante un proceso que promueva y fortalezca el desarrollo

In recent years Peru has had notable economic growth: more than an accumulated 70% of the gross

product between the years 2001 and 2010. The pillars of this economic dynamism that has generated well-being for the population have been macroeconomic stability, liberalization of the economy, promotion of competition to guarantee efficiency and quality, prices as resource assigning factors, protection of the national and international investor, direct foreign investment and exploitation of natural resources, principally mining. All of this has translated into an important reduction of poverty from 54.8% in 2001 to 27.8% in 2011, and extreme poverty from 24.4% to 6.3% between the same years.

The challenge for the coming years is to maintain this good economic performance and at the same time promote industry competitive at an international scale and articulated with the natural resources such as mining; that is, to promote the development of clusters capable of generating competitive goods and services in the mining industry, in the support industries (ports, transport, road infrastructure and telecommunications), in the suppliers of goods and services (engineering, construction, machinery and equipment, goods and general services) and in the related sectors (chemicals, commerce, finance and industry). The role of promoter and facilitator of the governments (central government, regional and local governments), education and technology (universities, technological institutes and secondary education) are fundamental elements in achieving these objectives.

There is no incompatibility between having abundant natural resources and converting the country into a developed one. A close example: in Chile exports related to natural resources represent approximately 90% of total exports and the GNP per capita is approximately US$ 15,000. In the mining cluster of Antofagasta there are approximately 25,500 companies that operate in the region, the majority of them related directly or indirectly to the mining activity, but this isn’t sufficient, few of these are world class. This is why, the BHP Billiton Cluster Program seeks to have at least 250 world class supply companies for mining by 2020, through a process that promotes and strengthens the development of new technological capacities and management in mining.

de nuevas capacidades tecnológicas y de gestión en la minería.

Las exportaciones peruanas relacionadas a recursos naturales, explicado principalmente por minería, también representan aproximadamente el 80% del total exportable, pero con un PBI per cápita menor, aproximadamente en 10 mil dólares en PPP. En este contexto, debemos promover clústers articulados generadores de alto valor agregado, capaces de producir bienes y servicios que puedan competir en el mercado internacional.

Existen dos elementos fundamentales para que se pueda generar clústers. En primer lugar, necesitamos una masa crítica importante de minería, que genere una demanda derivada por bienes y servicios tan importante, que tenga sentido para las empresas instalarse cerca de sus compradores (las mineras) para desarrollar relaciones estratégicas de largo plazo y reducir costos; pero esto solo tiene sentido si pueden alcanzar niveles de escala que generen productos con costos medios muy bajos y competitivos. En segundo lugar, necesitamos un Estado orientado a reducir las fallas de mercado y fallas de coordinación que existen y que retrasan o impiden el surgimiento de un clúster. No se necesita un Estado que otorgue subsidios, pero si un Estado que promueva la minería (para alcanzar la masa crítica); que provea de infraestructura adecuada; que oriente la educación y la formación de mano de obra técnica según las necesidades del mercado y no los criterios de un burócrata; que co-invierta con el sector privado en Ciencia y Tecnología, orientado por la demanda y no por la oferta; etc.

El sector educación es un claro ejemplo de lo importante que es la labor del Estado en eliminar las fallas de coordinación. En el año 2000 (no tenemos información más actualizada para el Perú), nuestro país disponía alrededor de 200 graduados en ciencias e ingenierías por cada millón de habitantes, mientras que países desarrollados podían alcanzar los 1,100 por la misma cantidad de habitantes.

Se piensa que el desarrollo del país para por industrializarnos y que la minería sólo es importante porque genera recursos para el Estado y divisas para la economía; pero que al no generar empleo la minería no nos va a llevar al desarrollo. Esta visión está equivocada. La ruta más rápida al desarrollo pasa por acelerar la actividad minera y generar así la masa crítica necesaria para desarrollar una industria de proveedores y de soporte a la minería que opere en condiciones de competencia a nivel mundial. Así, al exportar cobre estaremos exportando no sólo el contenido de trabajo en la extracción del cobre, sino el contenido de trabajo en la producción de todos los bienes y servicios producidos dentro del país y que fueron usados en la extracción y exportación del cobre.

Es importante tomar conciencia que la dinámica del crecimiento y del comercio mundial generan las condiciones para un aumento sostenido de la demanda por materias primas que darán soporte a los precios internacionales. Pero estas condiciones no durarán para siempre. No podemos seguir perdiendo el tiempo como país y desaprovechar (¡una vez más!) el tren de la historia, pues no hay otra China a la vuelta de la esquina.

Peruvian exports related to natural resources, represented mainly by mining, are also approximately 80% of total exports, but with a lower GNP per capita, approximately 10 thousand dollars in PPP (Purchasing Power Parity). In this context, we should promote articulated clusters generators of high added value, capable of producing goods and services that can compete in the international market.

There are two fundamental elements that can generate clusters. In the first place, we need a important critical mining mass, that generates a derived demand for goods and services so important that it makes sense for companies to install themselves near their buyers (the mining companies) to develop long range strategic relations and reduce costs; but this will only make sense if they can reach the levels of scale that generate products with average very low and competitive costs. In the second place, we need a government oriented toward reducing the defects in the market, and the existing defects in coordination that retard or impede the development of a cluster. We don’t need a government that gives subsidies, but we do need a government that promotes mining (in order to reach the critical mass that provides adequate infrastructure; that orients education and the formation of technical manual labor according to the necessities of the market rather than the criteria of some bureaucrat; that co-invests with the private sector in Science and Technology oriented toward the demand, not the offer, etc. The sector of education is a clear example of the importance of the work of the government in eliminating the defects in coordination. In 2000 (We don’t have more recent information for Peru.) our country had approximately 200 graduates in science and engineering for each million inhabitants, while developed countries have as many as 1,100 for the same number of inhabitants.

It is commonly believed that the development of the country depends upon our industrializing and that mining is important because it generates resources for the government and foreign currency for the economy, but that since mining doesn’t generate employment it won’t lead to development. This vision is wrong. The fastest route to development is to accelerate mining activity and generate in this way the critical mass necessary for developing an industry of suppliers and support for mining that operates in world level conditions of competition. Thus, by exporting copper we will be exporting not only the results of the work of extracting copper, but also the results of the work of producing all the goods and services produced in the country that were utilized in the extraction and export of the copper.

It is important to be conscious of the fact that the dynamics of world growth and commerce generate the conditions for a sustained increase in the demand for raw materials that will give support to international prices. But these conditions won’t last forever. We can’t continue wasting time as a country and not taking advantage (once again!) of the course of history, because there isn’t another China around the corner.

La fortaleza actual del oro es, en gran medida, reflejo de la pérdida de confianza en las principales monedas

del mundo. Esto se debe a que el oro es la única forma monetaria mundial que no es fiduciaria, sino que tiene un valor intrínseco. El dólar y las demás monedas del mundo son fiduciarios (es decir, basada en la “fe” de que tiene valor). El dinero fiduciario, al no tener ningún valor propio, o intrínseco, necesita confianza (fe) para que funcione.

No ha habido ninguna moneda fiduciaria en el mundo que haya durado más de 100 años sin que su valor tienda a cero. De hecho, EEUU ha tenido varias monedas diferentes en sus 240 años de historia. Es en estos momentos en que se deteriora la fe en las monedas principales, y en las políticas monetarias de los bancos centrales respectivos, que el rol monetario del oro aparece con toda su fuerza y relevancia. Hoy, con los grandes desequilibrios económicos existentes, el rol monetario es evidente. Este deterioro de la fe se ha venido dando, en forma paulatina y creciente, desde hace más de una década.

El mercado de oro no es muy grande comparado con los mercados cambiarios, como el dólar o el euro, o con activos como el petróleo o los bonos soberanos de Europa o EEUU. Es, sin embargo, un mercado sumamente complejo. De hecho, no es uno sino dos mercados: un mercado de oro físico y un mercado de papel. En el mercado de oro físico se vende oro en su forma física, de metal. El mercado de papel es mucho más grande, y es en donde se realizan transacciones de representaciones financieras del oro (promesas de compra o de venta), que, por lo general, se liquidan en dólares u otra moneda fiduciaria, sin que haya un intercambio real de oro metal.

The present strength of gold is, to a large extent, a reflection of the loss of confidence in the principal

currencies of the world. This is due to that fact that gold is the only monetary form in the world that isn’t fiduciary, but has its intrinsic value. The dollar and the other currencies of the world are fiduciary (that is, based on the “faith” that they have value). Fiduciary currency, as it doesn’t have its own, or intrinsic, value needs confidence (faith) to function.

There has been no fiduciary currency in the world that has lasted more the 100 years without its value tending toward zero. In fact, the U.S. has had several currencies during its 240 years of history. It is in these moments with the deterioration of faith in the main currencies and the monetary policies of the respective central banks that the monetary role of gold appears with all its strength and relevance. Today, with the great economic inequalities that exist, the monetary role is evident. This deterioration in the confidence or faith has been happening, slowly and increasingly, for more than a decade.

The gold market is not very large compared to the exchange markets; such as the dollar or the Euro, or with assets such as petroleum or the sovereign bonds of Europe or the U.S. It is, nevertheless, a very complex market. In fact, it is not one, but two markets: a market of physical gold and a paper market. In the market of physical gold, gold is sold in its physical form, as metal. The paper market is much larger, and it is where transactions are made by representatives of gold finance companies (promises to buy or sell) that, in general, are canceled in dollars or other fiduciary currency, without there having been a real exchange of the gold metal.

Con frecuencia, estos dos mercados se contraponen. Es lo que está ocurriendo actualmente. Desde hace cierto tiempo la demanda de oro físico supera largamente la oferta. Según estos fundamentos, el precio del oro debería continuar subiendo, como ha venido ocurriendo durante la última década. Lo que ha impedido esta subida en tiempos recientes ha sido el mercado de papel.

En última instancia, el valor de una moneda refleja la fortaleza de la economía subyacente. Bajo esta lógica, los problemas de solvencia fiscal así como políticas monetarias agresivamente expansivas en EE.UU. y Europa deberían llevar a una depreciación tanto del dólar como del euro a favor del oro, como estuvo ocurriendo durante varios años. Sin embargo, los flujos de capital en tiempos de exceso de liquidez como el actual pueden no obedecer a los fundamentos, temporalmente. Actualmente, existen en el mercado de papel posiciones de venta de oro (posiciones cortas o de shorteo) extremadamente altas, a contracorriente del fuerte incremento de demanda de oro en el mercado físico. Estos movimientos de capital en contra de los fundamentos pueden ocurrir por un tiempo, especialmente si es incentivado por las autoridades monetarias (como ocurre actualmente).

Sin embargo, en todo mercado eventualmente se imponen los fundamentos. Por tanto, mientras persista el desorden monetario y el riesgo de insolvencia fiscal en EE.UU. y Europa, el precio del oro seguirá subiendo.

Frequently, these two markets oppose each other. This is what is happening presently. For a certain time now the demand for physical gold has been far above the offer. Based on this fact, the price of gold should continue rising, as had been occurring in the last decade. What has impeded this rise recently has been the paper market.

In the end, the value of a currency reflects the strength of the underlying economy. Following this logic, the problems of fiscal solvency as well as the aggressive expansive monetary policies of the U.S. and Europe should lead to a depreciation of the dollar as well as the Euro in favor of gold as had been occurring for several years. Nevertheless, the flow of capital in times of excess liquidity as at present can sometimes not obey this rationale, temporarily. At present, there exist in the paper market extremely high positions of the sale of gold (short positions), going against the current of strong increase in demand for gold in the physical market. These movements of capital that go against the basic principles can occur for a time, especially if given incentives by the monetary authorities (as is occurring presently).

Nevertheless, in all markets the principles eventually impose themselves. For this reason, while the monetary disorder and the risk of fiscal insolvency persist in the U.S. and Europe, the price of gold will continue rising.

Industrial Mining Cluster and Regional Development

Si bien nuestro país viene atravesando por un importante proceso de crecimiento económico

desde el 2001, éste todavía no se traslada de manera uniforme a todas las regiones del país ni permite reducir la pobreza de manera importante.

Ello a pesar que en las regiones con mayores niveles de pobreza existe una riqueza mineral bastante importante. Esta situación genera fricciones entre las comunidades y las empresas mineras.

Para la implementación de este programa es necesario impulsar el cluster minero industrial que permita alcanzar los eslabonamientos, tanto hacia atrás como adelante, necesarios entre dos sectores que son importantes para el desarrollo del país, la manufactura y la minería.

Entendemos que un cluster es una forma de organización industrial caracterizada por una fuerte vinculación entre empresas, pertenecientes a una misma rama industrial, que compiten y se potencian mutuamente entre sí.

En concreto el objetivo debe ser impulsar un desarrollo regional sostenible, la generación de empleo y el desarrollo humano de las zonas involucradas a través del impulso de actividades a partir de nuevos productos y/o servicios entre el sector minero y el manufacturero.

Although our country has been going through an important process of economic growth since 2001,

this still has not been transferred uniformly to all the regions of the country, nor has it permitted an important reduction in poverty.

This is true despite the fact that in the regions with the highest levels of poverty there exists important mineral wealth. This situation generates friction between the communities and the mining companies.

For the implementation of this program it is necessary to promote the industrial mining cluster which permits establishing the necessary links, backwards as well as forward, between two sectors that are important for the development of the country, manufacturing and mining.

We understand that a cluster is a form of industrial organization characterized by a strong link between companies, belonging to the same branch of an industry, that compete and mutually strengthen each other.

Concretely, the objective should be to promote sustainable regional development, the creation of employment and human development in the involved areas through the promotion of activities based on new products and/or services between the sectors of mining and manufacturing.

RAZONES PARA UNA RELACIÓN ESTRATÉGICA

Existen múltiples consideraciones que hacen viable el desarrollo de un cluster minero industrial en el país. La principal se encuentra en el hecho que la industria es proveedora natural de servicios para la minería y a su vez la minería es proveedora de materias primas para la industria, por lo que se configura un espacio importante para la realización de negocios conjuntos de forma que ambos sectores sean beneficiados con el importante impacto sobre el empleo.

Con el desarrollo del cluster se potencian los negocios, mejorando los precios, la oportunidad de entrega y la calidad de los productos. Esto permite que las empresas industriales puedan planear sus inversiones en el largo plazo, desarrollando economías a escala y elevando la competitividad de las regiones involucradas.

DESAFÍOS

El desafío que debemos enfrentar para el desarrollo de este esquema de desarrollo regional es el fortalecimiento de los encadenamientos productivos hacia atrás, desarrollando proveedores, y hacia adelante con la provisión de minerales a la industria manufacturera que la demande.

Asimismo, se debe generalizar la cultura de cluster e incrementar el capital humano y social, se debe invertir en ciencia y tecnología de manera que se pueda lograr un desarrollo sostenible y mejoramiento de la calidad de vida en las regiones involucradas.

Adicionalmente, se pasa de un asistencialismo puro a desarrollo sostenible por lo que se invierte en el futuro del país, elevando los niveles de bienestar de la población.

REASONS FOR A STRATEGIC RELATIONSHIP

Many reasons exist that make the development of an industrial mining cluster viable in the country. The main one is found in the fact that industry is the natural supplier of services for mining and at the same time mining is the supplier of raw materials for industry, so that an important space is created for the realization of joint businesses so that both sectors are benefitted with an important impact on employment.

With the development of the cluster business is promoted which improves prices, the opportunity for delivery and the quality of products. This permits the industrial companies to plan their investments at long range, developing economies of scale and increasing competitivity in the involved regions.

CHALLENGES

The challenge that we must face to develop this scheme of regional development is to strengthen the productive chains backwards by developing suppliers, and forward by providing minerals to the manufacturing industry that demands them. At the same time, the cluster culture should be generalized and the human and social capital increased, investments in science and technology should be made so that sustainable development and improvement in the quality of life in the involved regions can be achieved.

In addition, from pure charity we move toward sustainable development as investments are made in the future of the country, raising the level of welfare of the population.

Reasentamientos de poblaciones como oportunidad para el desarrollo

Resettling Populations as Opportunities for Development

Los grandes proyectos de inversión pública sean estos de infraestructura, energía, minería, hidrocarburos,

transportes, entre otros, requieren para su desarrollo e implementación, que los inversionistas tengan acceso a la tierra.

Según información publicada por el Banco Mundial y el Centro de Estudios sobre Refugiados de la Universidad de Oxford, a lo largo de la década del noventa, entre 90 y 100 millones de personas fueron desplazadas en todo el mundo por proyectos de desarrollo1.

Los organismos internacionales han promovido estándares, políticas y directrices operacionales, cuyos objetivos buscan evitar o, al menos, reducir al mínimo los reasentamientos involuntarios y explorar diseños alternativos del proyecto; mitigar los impactos sociales y económicos adversos derivados de la adquisición de tierras o de las restricciones en su uso por las personas afectadas; y mejorar o, al menos, restablecer los medios de subsistencia y los niveles y condiciones de vida, en la población afectada por el reasentamiento como en la población receptora.

The big public investment projects, whether they be infrastructure, energy, mining, hydrocarbons,

transportation, among others, require for their development and implementation that the investors have access to the land.

According to information published by the World Bank and the Center for Studies on Refugees of Oxford University, during the decade of the 90’s, between 90 and 100 million people were displaced by development projects1.

The international organizations have promoted standards, policies and operational guidelines whose objectives seek to avoid, or at least reduce to a minimum, involuntary resettling and to explore alternative plans for the project; to mitigate the adverse social and economic impact derived from the acquisition of land or of the restrictions for its use by the affected people; and to improve, or at least, re-establish the means of subsistence and the levels and conditions of living, in the population affected by the resettlement as well as in the recipient population.

El acceso a la propiedad de terceros o tierra ocupada por posesionarios bajo diversas formas, deviene en la principal preocupación de quienes tienen la responsabilidad de sacar adelante un proyecto, porque implica en la mayoría de los casos un potencial reasentamiento involuntario, sea con desplazamiento físico o con desplazamiento económico y, la viabilidad del Proyecto.

Por ello, el reasentamiento debe manejarse adecuadamente, debe planificarse y gestionarse de manera transversal y en absoluta sinergia entre las áreas de la empresa. Siguiendo los estándares internacionales, los elementos esenciales que debe contener un Plan de Acción para el Reasentamiento2 son:

1. La identificación de los efectos del proyecto y de las poblaciones afectadas;

2. Diseño del proyecto3. Marco legal para la adquisición de tierras4. Marco para la compensación y beneficios para las

personas desplazadas;5. Consultas6. Mecanismos de atención de quejas 7. Planificación y ejecución del reasentamiento8. Presupuesto detallado y calendario de

implementación;9. Descripción de las responsabilidades organizativas;10. Marco para la intervención, la participación y la

planificación del desarrollo públicos;11. Marco para el seguimiento y evaluación

La clave del éxito está en el liderazgo, decisión y dirección de visualizar, planificar e implementar el reasentamiento como una oportunidad para el desarrollo, y definir y abordar las cuestiones económicas y sociales en una etapa temprana y gestionarlas activamente a lo largo de todo el proyecto.

Es un importante desafío, una visión de futuro sostenible que requiere de consensos y la articulación del sector público, privado, la sociedad civil y la población afectada por el reasentamiento y un verdadero compromiso para mejorar la calidad de Vida Diaria y así contribuir al desarrollo económico, social y medioambiental de las comunidades y regiones de nuestro país.

The access to the property of third persons or to land occupied by land holders of different types, becomes the principal preoccupation of whoever has the responsibility of realizing a project because it implies in a majority of the cases a potential involuntary resettlement, be it with physical displacement o economic displacement, and the viability of the Project.

For this reason, the resettlement must be managed adequately, must be planned and managed transversely and in total synergy with the areas of the company. Following international standards, the essential elements that a Plan of Action for Resettlement should contain2 are:

The mining project Magistral, owned by the Compañia Minera Milpo S.A.A., is located in the district of

Conchucos, Pallasca province, in the northern part of the department of Ancash, between 3,900 and 4,400 meters above sea level.

The company began its activities after a process of previous consultation carried out by PROINVERSION, under the new model of responsible mining with social inclusion, which concluded last December 18, 2011 with the signing of a social agreement with the Comunidad Campesina Conchucos (Peasant Community of Conchucos), and which seeks, through the Fondo Social Magistral (Magistral Social Fund), to contribute in a significant way to improving the living conditions of the families settled in the districts of Conchucos and Pampas.

On its behalf, the company has signed a contract of usufruct, surface and access, with the Comunidad Campesina Conchucos (Peasant Community of Conchucos), by which activities in the field can begin related to the feasibility study and the study of environmental impact (SEI) to permit the making of a decision about the possibility of pursuing the Magistral Project.

During this time, Milpo has been building and strengthening its relations of confidence and transparency with each of the members of the population in the area of the study for the project in order to promote continuous and active participation of the members of the population in the different initiatives begun by the company, among them:

El proyecto minero Magistral de titularidad de la Compañía Minera Milpo S.A.A, se encuentra localizado

en el distrito de Conchucos, provincia de Pallasca, en la parte norte del departamento de Ancash, desarrollándose entre 3,900 a 4,400 m.s.n.m.

La empresa inicia sus actividades, luego de un proceso de consulta previa desarrollada por PROINVERSIÓN bajo un nuevo modelo de minería responsable con inclusión social, que se tradujo el pasado 18 de diciembre del 2011 en la firma del acuerdo social suscrito con la Comunidad Campesina Conchucos, y que buscará a través del Fondo Social Magistral contribuir de manera significativa con la mejora de las condiciones de vida de las familias asentadas en los distritos de Conchucos y Pampas.

Por su parte la empresa ha firmado un contrato de usufructo, superficie y servidumbre con la Comunidad Campesina Conchucos, mediante el cual inicia en campo las actividades relacionadas al estudio de factibilidad y la elaboración del Estudio de impacto ambiental – EIA, que le permitirá decidir si es posible operar el Proyecto Magistral.

Durante este tiempo, Milpo viene construyendo y fortaleciendo una relación de confianza y trasparencia con cada uno de los pobladores de la zona de estudio del proyecto, para lo cual promueve la participación continúa y activa de los pobladores en las diversas iniciativas emprendidas por la empresa, entre ellas:

It will contribute, as well, to the promotion and pursuit of social welfare through the improvement of living conditions of the families.

Generally speaking, banks are not the first priority of U.S. Presidents on their first trips out of the country, but on

his inaugural visit to Canada, Barack Obama stated that the performance of the Canadian banks was “surprising” for they are the only ones among the G7 that had not received a cent from the government.

Largely due to their conservative culture, a wise and stable network of local branches and a “work club” dynamics among the bankers, the banks of Canada have remained the strongest of the G7 and, according to a report of the World Economic Forum, the soundest in the world.

Five Banks, the Toronto-Dominion Bank, RBC, Scotiabank, CIBC and the Banco de Montreal – control the market with thousands of branches throughout the country, forcing a geographic diversification and efficiency on a scale hardly found in the U.S.

The independent stock brokers of Canada were bought by the largest banks in the 1980’s, placing the investment banks under the guardianship of the commercial banks, traditionally more conservative. As subsidiaries of commercial banks, they are strictly controlled and regulated by shareholders who are not accustomed to, nor willing to pay, the potential price of imprudent financial institutions. Although the Canadian Banks were not immune to the crisis, their market value today is above the levels established at the beginning of the crisis while that of the American, European and Swiss banks is still far below. Among the banks in North American, the five largest Canadian banks are among the 10 greatest in market value. The Toronto-Dominion Bank is one of only four in the whole world that still maintains its triple A Moody’s classification; the other four still all range double A.

Bancos mas Seguros en Nortemaerica: Abril 2012

Estas fortalezas han sido consistentemente reconocidas también por el Fondo Monetario Internacional. En su período ordinario de Evaluación de Estabilidad del Sistema Financiero en 2008, el FMI llegó a la conclusión que: (1) el sector financiero de Canadá es uno de los más altamente desarrollados del mundo, (2) los cinco grandes grupos bancarios que forman el núcleo del sistema son gestionados de forma conservadora y muy rentable y (3) las pruebas de tensión sugieren que los grandes bancos canadienses son capaces de soportar una amplia gama de eventos catastróficos.

Más allá de esto, Canadá ha demostrado ser un excelente destino para los negocios financieros. These strengths have consistently been recognized also by the International Monetary Fund. In its ordinary period of Financial System Stability Assessment in 2008, the IMF came to the conclusion that: (1) the financial sector of Canada is one of the most highly developed in the world, (2) the five large banking groups that form the nucleus of the system are managed in a conservative and very profitable way and (3) the stress tests suggest that the large Canadian banks are capable of supporting a wide range of catastrophic events.

Even more than this, Canada has demonstrated that it is an excellent destination for financial business. 2012: Tres años del TLC Canadá – Perú 2012: Three Years of the Canada-Peru FTA

Cada 1° de agosto celebramos el aniversario del Tratado de Libre Comercio Perú-Canadá (TLC), y a pesar de

que nos parece que fue sólo ayer que entró en vigor, el año 2012 marca el tercer aniversario de este importante paso en el desarrollo de la relación bilateral Canadá-Perú. Definitivamente, el TLC ha ayudado a aumentar los intercambios comerciales entre nuestros países. Las cifras hablan por sí solas: entre el año 2008 y el 2011, las exportaciones canadienses hacia el Perú aumentaron de US$ 362 millones a US$522 millones, mientras que las exportaciones peruanas hacia Canadá en el mismo período aumentaron de US$ 2,317 miles de millones a US$ 4,453 miles de millones. Estas cifras representan un crecimiento impresionante e indican claramente también la solidez de nuestras dos economías en la última década.

De acuerdo a lo antes mencionado, ambos países se han preocupado en asegurar una diversificación de sus exportaciones. Tal y como lo demostrara una vez más la exitosa presencia peruana en PDAC 2012, el sector minero es y seguirá representando la parte central de nuestra relación bilateral. Sin embargo, hay muchas cosas más que ambos países pueden ofrecer y exhibir y ambas partes están poniendo todo de su parte para asegurarse que una mayor variedad de sectores sea conocida por los consumidores. En particular, existe un mayor espacio de crecimiento en áreas como: agricultura y productos alimentarios. Every August 1st we celebrate the anniversary of the Canada-Peru Free Trade Agreement (FTA), and even

though it seems like only yesterday when it went into effect, 2012 marks the third anniversary of this important step in the development of the Canada-Peru bilateral relations. The FTA has definitely helped increase the commercial exchanges between our countries. The figures speak for themselves: between 2008 and 2011 the Canadian exports to Peru increased from US$362 million to US$522 million, while the Peruvian exports to Canada in the same period increased from US$2,317 thousand million to $US4,453 thousand million. These figures represent an impressive growth and also clearly indicate the soundness of our two economies in the last decade.

In accordance with the above, both countries have been concerned with assuring a diversification of their exports. As it has been once again demonstrated by the successful Peruvian presence in PDAC 2012, the mining sector is and will continue to be the central part of our bilateral relation. Nevertheless, both Canada and Peru have much more to offer and exhibit and both countries are doing everything possible to assure that a greater variety of sectors is known by the consumers. In particular, there is a large area for growth in sectors such as agriculture and food products. The Canadians have the best disposition to learn more about the unique

los chefs peruanos de clase mundial podrían hacer un muy buen uso de los productos de carne de res canadiense y de la selección de productos gourmet. Asimismo, Canadá tiene mucho que ofrecer en el área de tecnologías de salud e infraestructura, especialmente en estos momentos en los que el Perú está buscando fortalecer su sector salud.

La presencia canadiense en proyectos de ingeniería/infraestructura es ahora muy conocida en el Perú. Pensamos que el modelo canadiense de asociaciones público privadas (APP’s), que fuepresentado y destacado en el pasado mes de mayo durante el evento de CG/LA que se llevó a cabo en Lima, puede representar un área interesante que valdría la pena explorar; ahora que el Perú está tratando de encontrar maneras innovadoras para agilizar algunos proyectos clave. Las APP’s constituyen un acercamiento basado en una ejecución a largo plazo para brindar infraestructura pública, donde el sector privado asume una mayor cantidad de responsabilidad en términos de riesgo y financiamiento en la entrega y en la ejecución del proyecto de infraestructura, desde el diseño y la planificación estructural, hasta el mantenimiento a largo plazo. El modelo se está aplicando en forma extensa y existen muchas empresas canadienses deseosas de compartir sus experiencias en esta materia.

Consideramos que el importante crecimiento que hemos visto en los años pasados sólo representa la punta del iceberg y que en los próximos años continuaremos viendo que nuestros intercambios comerciales aumentan, pero más que nada que se diversifican hacia nuevas áreas que podrán beneficiar tanto a peruanos como a canadienses.

The Canadian presence in engineering/infrastructure projects is well known in Peru. We think that the Canadian model of public private associations (PPA), that was presented and highlighted last May during the CG/LA event held in Lima, could represent an interesting area worthwhile exploring now that Peru is trying to find innovative ways to speed up some key projects. The PPA’s constitute a collaboration based on long term execution to provide public infrastructure, where the private sector assumes the greater amount of responsibility in terms of risk and financing in the presentation and execution of an infrastructure project, from the design and the structural planning to the long term maintenance. The model is being applied extensively and many Canadian companies are anxious to share their experiences in this area.

We consider that the important growth that we have witnessed in the past years only represents the tip of the iceberg and that in the coming years we will continue to see our commercial exchanges increase, but above all they will diversify toward new sectors that will benefit both Peruvians and Canadians.

Posicionando a las mujeres en la agenda de la RSC

Positioning Women in the CSR Agenda

The companies are key social actors in Peruvian society and the women should be considered important

stakeholders. They are entering the labor market with force, stand out in programs of higher education, develop continually more talent, make more decisions about consumption and invest a significant percentage of their income in health, education and the welfare of the members of their families.

Nevertheless, when we talk about policies of social responsibility, the feminine population frequently makes itself invisible or is manifest only through strategies thought for and directed to women as mothers, and girls are not differentiated from boys. This type of strategy does not guarantee innovative nor sustainable projects because it doesn’t take into account the extent of inequality that still persists nor respond to the changes that are occurring in Peruvian society today.

In Peru we are at a moment when the changes worldwide are reflected in a transformation of our society. The reduction of the birth rate, the increase in life expectancy, the greater access to education and credit have favored the insertion day by day of more women in jobs, the market, society and politics.

Nevertheless, much remains to be done to achieve significant changes in the structure of a society that still favors the position of the male and where traditional stereotypes are perpetuated: the role of the woman as responsible for the home and the care of its members, and the role of the man as the economic support of the family. Social barriers still exist, educational and work-wise,

stakeholders importantes. Ellas están entrando con fuerza en el mercado laboral, sobresalen en programas de educación superior, desarrollan cada vez más talento, toman cada vez más decisiones sobre el consumo e invierten un porcentaje significativo de sus ingresos en la salud, la educación y el bienestar de los miembros de sus familias.

Sin embargo, cuando hablamos de políticas de responsabilidad social, frecuentemente la población femenina se hace invisible o se manifiesta solamente a través de estrategias pensadas y dirigidas a las mujeres en tanto madres, y las niñas no se diferencian de los niños. Este tipo de estrategia no garantiza proyectos innovadores y sostenibles porque no atiende las brechas de desigualdad que aún persisten ni responde a los cambios que se están dando en la sociedad peruana de hoy. En el Perú nos encontramos en un momento en que los cambios a nivel mundial están repercutiendo en una transformación en nuestra sociedad. La reducción de la fecundidad, el aumento de la esperanza de vida, el mayor acceso a la educación y el crédito han favorecido la inserción de cada vez más mujeres en el empleo, el mercado, la sociedad y la política.

Sin embargo, resta mucho por hacer para lograr cambios significativos en la estructura de una sociedad que todavía favorece la posición del varón y donde se perpetúan los estereotipos tradicionales: el rol de la mujer como responsable del hogar y el cuidado de sus miembros y el rol de hombre como soporte económico de la familia. Todavía existen barreras sociales, educacionales y de empleo que

that limit full and dignified access of women (especially rural women and those of fewer resources) to decent employment, sexual and reproductive health, a life without violence, a quality education and the exercise of citizenship.

What can companies do to respond adequately to this situation? The commitment of the company to equal social responsibility should begin with a strategic decision where the desired impact for women and for the company is defined. The planning of each project should be based on a diagnosis of genre to define the real needs of the women. Strategic alliances between companies, organizations and governments permit a greater access to diverse groups of women and permit the achievement of the objectives of the project with a more sustainable investment.

Examples of projects and programs that contribute to equal social responsibility, carried out in countries with emerging markets are1:

Focus: Young girls• Programs to increase awareness of the rights of

children directed to both men and women teachers. • Promotion of the access to preschool and basic

education (improving the routes of access, making parents aware of the importance of education)

• Safe public school transportation (safe transportation in units of transportation, improve existing transportation for employees, coordinate companions in public transportation)

Focus: Adolescents• Programs of sexual education and prevention of

violence in couples en pareja in the schools.• Programs of “second opportunity” so that adolescent

mothers can study again • “Plan for Life” programs for adequate preparation for

higher education and the labor market.

Focus: Adult women• Training about the prevention and sanctions for

domestic violence and sexual harassment.• Training at the work place about Sexually Transmitted

Diseases, HIV-AIDS.• Initiatives that support maternal leaves, day care,

safety on the job, fair pay.

There are many ways to be committed to equitable social responsibility that respect the principal occupation of the company and the necessities of the women in the company and in the community where it operates. The results can be beneficial for both parties; for the women it increases their access to decent employment, entrepreneurship, health and citizenship, and the company is strengthened in terms of productivity, image and access to markets.

Peruvian companies are well placed to establish equal roles for women and men, and thus contribute to the participation of both in employment, the market and society. A strategic investment that is based on equality leads to a fulfilled society of men and women who are healthier and more productive, and thus healthier and more productive societies are created.

¿Qué pueden hacer las empresas para responder adecuadamente a esta situación? El compromiso de la empresa con la responsabilidad social equitativa debe partir de una decisión estratégica donde se define el impacto deseado para las mujeres y para la empresa. La planificación de cada proyecto debe basarse en un diagnóstico de género para identificar las necesidades reales de las mujeres. Alianzas estratégicas entre empresas, organizaciones y gobiernos permiten mayor acceso a grupos diversos de mujeres y permiten que se logren los objetivos del proyecto con una inversión financiera más sostenible.

Ejemplos de proyectos y programas que contribuyen a la responsabilidad social equitativa, ejecutados en países con mercados emergentes son1 :

Enfoque: Niñas• Programas de sensibilización de los derechos de las

niñas y los niños dirigidos a profesoras y profesores. • Promoción del acceso a la educación pre-escolar y

básica (mejorar las rutas de acceso, concientizar a las madres y padres sobre la importancia de la educación).

• Movilidad escolar pública segura (transporte seguro vía unidades de movilidad, apalancar movilidad existentes para empleados, coordinar acompañantes en el transporte público).

Enfoque: Las adolescentes• Programas de educación sexual y prevención de la

violencia en pareja en las escuelas.• Programas de “segunda oportunidad” para que

adolescentes madres vuelvan a estudiar.• Programas de “Plan de Vida” para una preparación

adecuada para la educación superior y el mercado laboral.

Enfoque: Mujeres adultas• Capacitación sobre la prevención y sanción de la

violencia doméstica y el acoso sexual.• Capacitación en el lugar de trabajo sobre ITS

(Infecciones de Transmisión Sexual), VIH-SIDA.• Iniciativas que apoyan la licencia de maternidad,

guardería, seguridad laboral, el sueldo equitativo.

Hay múltiples formas de comprometerse con la responsabilidad social equitativa que respetan el giro principal de la empresa y las necesidades de las mujeres tanto en la empresa como en la comunidad de intervención. Los resultados pueden ser beneficiosos para ambas partes: a las mujeres se les aumenta el acceso al empleo decente, los emprendimientos, la salud y la ciudadanía, y a la empresa se le fortalece en términos de productividad, imagen y acceso a mercados.

Las empresas peruanas están bien posicionadas para replantear roles equitativos para las mujeres y los hombres, y así contribuir a la participación de ambos en el empleo, el mercado y la sociedad. Una inversión estratégica que se basa en la equidad lleva a la ciudadanía plena de mujeres y hombres que son más saludables y más productivos, y así se hacen sociedades más saludables y más productivas.

¡Mujeres con garra!Women with Spirit!

There are three subjects that I feel passionate about and by coincidence all three start with “w”, a letter

not common in the Spanish language: Wayra, Waaime and women.

Wayra SRL, the name of my company, means wind that passes over the mountain peaks and that in Huancavelica also means wind the falls in love. viento que pasa por las cumbres y que en Huancavelica también significa viento que enamora. We started with Christmas tree ornaments from Huancavelica and the market led us to work with designers of hand-knit products. Today Wayra is dedicated to generating work for women in the mountains of Peru, sponsored by the mining companies to generate sustainable development around their mining operations. They hire us to train the women in the art of knitting and to find markets for their products. To date we have trained 1000 women and we continue working in: Cerro de Pasco (Sociedad Minera El Brocal), Moquegua (Anglo American Quellaveco and Canteras del Hallazgo) and La Libertad (Barrick). After training the women, they form Mypes (small businesses) with which we continue working. We achieve economic income for them, respect for their customs and a market to continue working.

Hay tres temas que me apasionan y por una casualidad los tres usan la w, letra no usual en el

idioma castellano: wayra, waaime y women.

Wayra SRL el nombre de mi empresa, significa viento que pasa por las cumbres y que en Huancavelica también significa viento que enamora. Comenzamos con los adornos para el árbol de navidad Huancavelicano y el mercado nos llevó a trabajar con diseñadores de productos tejidos a mano. Hoy, Wayra se dedica a generar trabajo para mujeres (women) en la sierra del Perú, auspiciada por las empresas mineras para generar desarrollo sostenible alrededor de sus asientos mineros. Nos contratan para capacitarlas en el arte de tejer y buscar mercado para sus trabajos. A la fecha, hemos capacitado a 1000 mujeres y seguimos trabajando en: Cerro de Pasco (Sociedad Minera El Brocal), Moquegua (Anglo American Quellaveco y Canteras del Hallazgo) y La Libertad (Barrick). Después de capacitarlas, ellas forman Mypes, con las que seguimos trabajando. Se consigue un ingreso económico, el respeto a sus costumbres y un mercado para seguir trabajando.

Pienso que Waaime está formada por mujeres con garra, para empujar una institución que genera sus propios recursos.

¿Qué es WAAIME?• Durante la Primera Guerra Mundial un pequeño

grupo de esposas de la AIME (American Institute of Mining Engineers) de la ciudad de Nueva York, tomó la iniciativa de juntarse para realizar una serie de actividades a favor de la educación de los soldados que regresaban de la guerra.

• En 1919, el grupo formalizó su organización, incluyendo estatutos y órganos ejecutivos y se fundó WAAIME como una asociación sin fines de lucro orientada a prestar ayuda para fines educativos, en diversas ramas de la minería, la metalurgia y el petróleo.

• WAAIME está organizada por secciones en Estados Unidos, México, Chile y Perú.

• WAAIME – Sección Lima-Perú realiza mensualmente una serie de actividades destinadas a recaudar fondos para el otorgamiento de becas de pregrado y postgrado, a jóvenes estudiantes y profesionales, así como a la realización de talleres de coaching.

• Cabe destacar la organización del congreso de minería y energía que se realiza cada dos años, en las distintas ciudades del país, promoviendo la descentralización y destacando el rol de la actividad minera energética y su aporte al desarrollo nacional.

¿Qué son las becas WAAIME?• A la fecha, WAAIME – Sección Lima-Perú ha

otorgado más de 500 becas de pregrado y 12 becas de postgrado gracias a la colaboración de más de 100 socias en el país y de diversas empresas e instituciones.

• Los jóvenes beneficiarios son estudiantes de carreras relacionadas con la geología y que mantienen un excelente promedio académico.

• El 50% de la beca es financiado por WAAIME y el 50% restante constituye un préstamo al estudiante.

• Entre las responsabilidades que asumen los becarios, está el compromiso de retornar al Perú para aplicar en su país los conocimientos recibidos.

In Peru there are no lazy women. They care for their children, their animals, their homes and in addition they knit to help their children progress.

I think that the Waaime is formed by women with the impetus to forge an institution that will generate its own resources.

What is the WAAIME?• During the First World War a small group of wives

of the members of the AIME (American Institute of Mining Engineers) in the city of Nueva York, had the initiative to join together to realize a series of activities in favor of the education of the soldiers who returned from the war.

• In 1919, the Group formalized their organization, including statutes and executive organs, and founded the WAAIME as a non-profit association oriented toward giving help for educational purposes, in different branches of mining, metallurgy and petroleum.

• WAAIME is organized with sections in the United States, Mexico, Chile and Peru.

• WAAIME – Section Lima-Peru realizes a series of monthly activities destined to raising funds for awarding undergraduate and postgraduate scholarships to young students and professionals, as well as for the realization of coaching workshops.

Important to mention is the organization of the mining and energy convention held every two years, in the different cities of the country, promoting decentralization and underlining the role of the mining and energy activities and their contribution to the national development.

What are the WAAIME scholarships?• To date WAAIME – Section Lima-Peru has awarded

more than 500 undergraduate scholarships and 12 postgraduate scholarships thanks to the collaboration of more than 100 members in the country and different companies and institutions.

• The young people who benefit are students in specialties related to geology and who maintain an excellent academic average.

• 50% of each scholarship is financed by the WAAIME and the remaining 50% consists of a loan to the student.

Estar asegurado es sin duda un elemento crucial para cualquier empresa que busca proteger su patrimonio

ante un imprevisto. En este sentido, la minería se convierte en una de las industrias con mayor tasa de siniestralidad. Siendo una actividad con gran exposición a riesgos, un seguro patrimonial minero puede llegar a costar hasta un 40% más que para cualquier otra actividad.

En el 2008, la industria aseguradora registró una pérdida de $3.5 billones a nivel mundial para empresas mineras con primas de $600 millones. ¿Cuál sería entonces el sentido para que las aseguradoras continúen ofreciendo estos servicios a las empresas mineras? Si una rotura de maquinaria o un colapso de una mina de socavón se produjera durante el desarrollo de operaciones de una mina, las devastadoras consecuencias posiblemente resultarían en trabajadores lesionados, baja de productividad y daños a la propiedad, sin olvidar la intensidad de pérdidas en la cadena de valor de los minerales y el consecuente impacto en los estados financieros. If the breaking down of machinery or the collapse of a mine shaft is produced during the operation of a mine, the devastating consequences could possibly result in injured workers, low productivity and damage to the property, not to mention the intensity of the losses in the chain of value of the minerals and the consequent impact on the financial situation. Mining operations are exposed to this type of accidents day by day and, in addition to having the appropriate insurance, acting to prevent them is definitely the best way to avoid and reduce losses.

There are four big pillars whose coverage insures losses commonly registered in the mining industry.

Human risksThe workers in the mining industry are at constant and high risk of illness and accidents, depending on the type of work they do. Occupational health, accident, employment and life insurance are some of the principal things covered, including work compensation for disabilities. Cultivos, bosques, ferrocarriles, oleoductos, torres de transmisión, etc., también están expuestos a daños que puedan resultar de las obras y trabajos realizados en sus cercanías.

Lucro cesante: Mantener la productividad de una mina es uno de los objetivos principales de su alta gerencia y cuando ésta se ve interrumpida por un accidente, un seguro que incluya una indemnización por lucro cesante se convierte en punto crucial para mantener la cadena de valor en la empresa.

Una de las mayores tranquilidades para el mercado asegurador es que las mineras exigen un alto nivel de seguridad y a su vez, adoptan estándares internacionales. Gracias además a la nueva Ley de Salud y Seguridad Ocupacional, la prevención se convierte, ahora más que nunca, en factor clave que evita que tanto los mismos trabajadores, como los proyectistas, las mineras, los contratistas y otros, se vean afectados por las consecuencias de un accidente. La volatilidad de los precios de los minerales genera incertidumbre tanto a las compañías aseguradoras como a las mineras. Si bien sus riesgos han disminuido a lo largo del tiempo, ésta sigue siendo una industria de alto riesgo.

Las compañías aseguradoras cuentan con una serie de estadísticas y experiencia acumulada que les permite sobrevivir al demandante mundo de los accidentes mineros; un ciclo que juega entre la suerte del factor humano y las exposiciones que depara la naturaleza. De esta manera, es posible para las aseguradoras ofrecer dichas coberturas, pues el tiempo permite recuperar en el mediano plazo los gastos que un solo gran siniestro es capaz de generar.

The insurance companies have a series of accumulated statistics and experience that permits them to survive the demanding world of mining accidents, a cycle that plays with the luck of the human factor and the events that nature has in store. This is why it is possible for the insurance companies to offer this coverage, because time permits the medium term recuperation of the cost that only one large accident is capable of generating.

¿Cómo prevenir los conflictos?How to Prevent Conflicts?

Hace pocos días Luis Carranza, en mi opinión el mejor macroeconomista del país, terminó su

presentación ante un grupo de empresarios diciendo “soy optimista sobre el futuro de país; estoy también muy preocupado por el corto plazo”. No le falta razón al Ex Ministro de Economía y Finanzas si vemos, por un lado, una proyección de crecimiento sostenido en el próximo quinquenio y, al mismo tiempo, una creciente conflictividad precisamente en los sectores de mayor dinamismo y atracción de inversiones.

¿Cómo preservar el adecuado manejo macroeconómico y reducir o minimizar el impacto negativo de los conflictos?

a. Inteligencia. En mi período como Ministro nos reuníamos todos los lunes a primera hora en el Ministerio de Interior donde el Jefe de inteligencia nos presentaba los conflictos, su estado de situación y aquellos en proceso de generación. Entiendo que desde la administración anterior dicha reunión no se lleva a cabo, lo cual es lamentable ya que la información que recibían los ministros era invalorable.

b. Fortalecimiento de unidades de prevención de conflictos. Los equipos con que cuentan los principales ministerios y regiones resultan

A few days ago Luis Carranza, in my opinion the best macro-economist of the country, finished his

presentation to a group of entrepreneurs by saying, “I am optimistic about the future of the country; I am also very worried about the short term.” The Ex- Minister of Economy and Finance is not wrong if we look, on the one hand, at the projection of sustained growth in the next five-year period and, on the other hand, at the growing incidence of conflict precisely in the sectors of the greatest dynamism and attraction for investors.

How can we preserve adequate macro-economic management and at the same time reduce or minimize the negative impact of the conflicts?

a. Intelligence. In my period as Minister we met the first hour of every Monday in the Ministry of the Interior where the chief of intelligence informed us of the conflicts, their actual situation, and those in the process of generation. I understand that since the previous administration this meeting is not being held, which is very unfortunate since the information that the ministers received was invaluable.

b. Strengthening of the units of conflict prevention. The teams which the principal ministries and

insuficientes frente al número y complejidad de los conflictos. Dada la situación fiscal superavitaria resulta obvio que la mejor inversión que podría hacer el estado es contratar y entrenar personal para prevenir conflictos. No es posible que mientras que en las principales provincias canadienses estos equipos cuentan con cientos de personas, adecuadamente entrenadas y equipadas, aquí tengamos unidades de menos de diez personas, sin fondos ni entrenamiento, en los principales ministerios.

c. Estrecha coordinación entre promotores y gobierno. Estoy convencido por experiencias vividas que un proyecto de más de, digamos 500 millones de dólares de inversión, no se puede llevar a cabo dentro de su cronograma original si no cuenta con el apoyo de gobierno nacional y ahora regional. Durante mi gestión en el MEM le dediqué no menos de 25 % de mi tiempo a monitorear el avance del proyecto Camisea. No creo que haya sido el factor principal pero en algunos momentos de la construcción resultó indispensable.

d. Plan de comunicación. Cuanto más grande y complejo es el proyecto mayores son los requisitos que debe satisfacer dicha estrategia. La mayoría de las empresas prefieren mantener un perfil bajo durante la ejecución y sólo exponerse a los medios cuando el proyecto está próximo a iniciar operaciones. Hoy en día con los diferentes medios de comunicación accesibles en los lugares más apartados eso no es posible. Muchos conflictos recientes ocurridos en el país pudieron haberse evitado con una adecuada y oportuna comunicación a las poblaciones del área de influencia de dichos proyectos.

En síntesis, la coyuntura económica a pesar de la incertidumbre sobre los efectos de la recesión europea debería permitirnos un crecimiento entre 5 a 6 % en los próximos cinco años. El dinamismo de las exportaciones acompañado del crecimiento de la demanda interna serán el sustento principal de nuestro crecimiento. Además, la inversión privada deberá mantener un ritmo creciente frente a lo cual también debemos anticipar el crecimiento de la conflictividad. En ese sentido la estrategia de prevención de conflictos se convierte en una herramienta importante en manos de los tres niveles de gobierno, nacional, regional y local. Más importante aún en un país donde todos claman por más presencia del estado.

I don’t think it was the principal factor, but in some moments of the construction it was indispensable.

d. Plan for Communication. The bigger and more complex a project is, the greater are the demands that this strategy should satisfy. The majority of companies prefer to maintain a low profile during the execution and only to expose themselves to the media when the project is about to begin operations. Today with the different media accessible in the more remote places this isn’t possible. Many of the recent conflicts that have occurred in the country could have been avoided with adequate and opportune communication to the population in the area of influence of these projects

In synthesis, the economic situation in spite of the uncertainty about the effects of the recession in Europe should allow us a growth of between 5 and 6% in the next five years. The dynamism of exports accompanied by the growth of internal demand will be the main support of our growth. In addition, private investment should maintain a growing rhythm in the face of which we should expect an increase in the incidence of conflicts. For this reason, the strategy of prevention of conflicts becomes an important tool in the hands of the three levels of government - national, regional and local. This is more important still in a country where everyone is demanding more presence of the government.

El PBI registró una expansión de 6.9% durante el 2011, sustentado principalmente en el dinamismo de los sectores vinculados a la demanda interna como Comercio (+8.8%) y Servicios (+8.3%). Los sectores primarios tuvieron una evolución diferenciada, destacando Pesca (+29.7%) -debido a la mayor captura de anchoveta- y Minería (-0.2%). No obstante, la menor extracción de minerales fue más que compensada por el alza de precios, lo que permitió obtener un superávit récord (US$9,362 millones) en la Balanza Comercial.

El mayor superávit comercial y el flujo récord de Inversión Extranjera Directa generó una creciente oferta de dólares, la cual generó una apreciación del Sol, cerrando en S/.2.70 por dólar. Finalmente, la inflación aumentó 4.7% durante el 2011, por encima del rango meta de entre 1%-3% fijado por el Banco Central. Sin embargo esta evolución obedeció al alza de productos importados (petróleo, maíz, trigo) más que a presiones por el lado de la demanda.
