Krishna Kanta Handiqui State Open University

Introduction to the Programme

Krishna Kanta Handiqui State Open University has been conducting

the 2-year Diploma in Elementary Education (D.El.Ed.) programme since

2012 for training the untrained teachers of the elementary levels (lower primary

and Upper primary) in the state of Assam. In Assam, the Right to Education

Act, 2009 came into force on April 1, 2010 which makes it necessary that

teachers who do not possess the prescribed qualifications would require to

acquire the same within a period of 5 years i.e. by 2015. The National Council

of Teacher Education (NCTE) accorded approval to the state Government of

Assam in 2012 to conduct the D.El.Ed. programme through ODL-cum-contact

mode by Krishna Kanta Handiqui State Open University for training of 68,727

untrained teachers of Assam. So far 49,061 teachers deputed by SSA and

2,731 teachers by BTC (Bodo Territorial Council) have been registered in this

programme. The Project Approval Board, MHRD, 2015-16 has sanctioned

another 8,584 number of untrained teachers for undergoing the programme

in 2016-2018 session. This is the sixth batch of the D.El.Ed Programme

conducted by the University. All the teachers trainees enrolled in this

programme are in-service teachers and deputed by the Assam Sarba Siksha

Abhijan Mission and BTC.

After receiving the approval from NCTE, the Government of Assam

had entrusted the University to conduct the programme and accordingly, the

University had designed and developed the course curriculum in the light of

NCTE guidelines. The programme has been conducted since 2012 using the

infrastructural and instructional facilities of various D.El.Ed. institutions such

as DIETs, B.Ed. institutions and other study centres of the KKHSOU of the

state. In 2014, NCTE had revised the course curriculum for the D.El.Ed.

programme and accordingly, KKHSOU has also revised the entire syllabus

as per the guidelines of NCTE. The revised syllabus has come into effect

from 2015-16 batch.

Detailed guidelines and information on the programme, its objectives,

course structure, counselling, practicum, workshop, assignments, evaluation

etc. are incorporated in the Programme Guide. It is expected that this guide

book will help the teacher trainees to pursue their training programme

smoothly while performing their regular duties in schools. Also, it will help all

the Study Centres in carrying out the programme as per the prescribed

schedule and guideline.

3) INSTRUCTIONAL COMPONENTS

The D.El.Ed. Programme delivery system includes the multi-media approach

i.e. self-learning print materials, counselling sessions, audio and audio-video

programme, workshops, practicals and assignment . The practice teaching and school

based activities will be carried in the school where the teacher trainee works while

the counselling and workshop based activities will be carried out in the study centres.

l Self-Learning Materials: The teaching-learning will take place through self-

learning (print) materials (SLM) that are specially designed by a team of experts.

The SLM for the seventeen theory courses will be provided to the trainees

through the study centres. The SLMs are available in English, Assamese,

Bengali and Bodo languages. The teacher trainees will have to indicate their

choice of language for study materials.

l Multimedia Learning Materials: The printed SLM will be supplemented

by audio and video programmes related to course contents. These are provided

to the study centres, both in audio and audio-visual format for the benefit of

the learners. The study centres will make this facility available to the trainees

in some counselling sessions on timely basis.

l Counselling Sessions: The teacher trainees will have to attend counselling

sessions in their respective study centres on all Sundays and also during the

holidays. The attendance in these counselling sessions is compulsory,

minimum attendance being 80%, failing which the trainees will not be

allowed to sit for the term-end examination. Within the general schedule of

the programme, the coordinators at the study centres will decide on the schedule

of timings and coverage of these sessions. The study centre co-coordinators

will also provide the counselling schedule in the induction meeting. The

counselling sessions will include clarifications required in the print materials,

(SLM and Assignments), audio/video programmes through active interaction

with trainees.

Programme Guide (D. El. Ed.) 25

l Conduct of Practicals: The teacher trainees will have to carry out their

practical activities during their regular school hours. There will be a mentor in

each school to supervise and authenticate the activities of the trainees. The

headmaster / senior teachers of a school / nearby higher secondary school will

be given the charge of the mentor. The details of the practical activities to be

done by the trainees will be available in the ‘Handbooks for Practical

Activities’ for each year. Rating scales for each practical activity are also

enclosed in the handbooks which will help the mentors to grade the activities

of the trainees. The evaluation of the practical activities will be carried out on

the basis of the report (format of reporting is also enclosed) submitted by the

trainees and authenticated by the mentor.

There are two handbooks for conduct of practical, one for each year.

The details of practical works are provided in these practicum handbooks which

will help to conduct the practical work without any confusion. The handbook

for each year will be supplied alongwith the study materials.

There is also a workbook for the first year practical course which the

trainees have to maintain for a period of three months, within a given time

period as mentioned earlier in detailed course structure for the first year practical

course. The trainees will have to submit their authenticated workbooks to the

respective study centres in the due time. (Refer to Point No. 5 Operation

carry out their practice teachings in their own schools and their classes will be

supervised by the supervisors. Other details will be available in the Practicum

Handbook No. 2 that will be provided in due time.

l Workshops: Two workshops, one in each year will be organised in the study

centres. The workshops will be conducted at the study centres during the

Summer vacation/Durga Puja vacation for twelve days in every year. Services

of the experts in the field of Teacher Education will be utilised as resource

persons to conduct the workshops.

As mentioned in the above point, the practicum course on Yoga Education

will also be carried out during the workshop sessions along with the other

workshop activities. Yoga experts will be engaged as resource persons to train

the trainees on practical aspects of Yoga Education.

The participation of the trainees in all the activities of the workshops is

compulsory. The details of the workshop schedule will be provided one month

prior to the commencement of the workshop.

l Assignments: The teacher trainees will also have to write home assignments

and submit their assignments at their respective centres. Feedback will be

provided to the trainees on their assignment by the study centres. The home

case of failure, two additional chances can be availed for clearing the courses.

However, all the chances of appearing in examinations shall be restricted

within four years from the date of first admission.

KKHSOU uses the system of ‘grading/marking’ for evaluating learner’s

achievement (assignment responses, practical works, terminal examination, etc.) on

a seven point scale using letter grade O, A, B, C, D, E and F.

Letter Grade Point Grade Range Percentage Equivalence Qualitative Value

O 6 90 and above Outstanding

A 5-5.9 80 to 89.9% Excellent

B 4-4.9 70 to 79.9% Very Good

C 3-3.9 60 to 69.9% Good

D 2-2.9 50 to 59.9% Fair

E 1.1-1.9 40 to 49.9% Satisfactory

F 0-1 Below 40% Unsatisfactory

The teacher trainee will be declared successful in the theory and practical

components if he/she scores at least ‘E’ grade or 40% marks in theory courses and

practical courses separately.
